Resonant x-ray diffraction experiments were performed for the metallic iridium oxide IrO$_{2}$. We observed anisotropic tensor of susceptibility (ATS) scattering, the spectrum of which shows a sharp contrast between the $L_{3}$ and $L_{2}$ edges. At the $L_{3}$ edge, resonance excitations were clearly observed from the core 2$p$ orbitals to both the 5$d$ $t_{2g}$ and $e_{g}$ orbitals. In contrast, the resonance mode associated with 5$d$ $t_{2g}$ orbitals was indiscernible at the $L_{2}$ edge. This contrasting behavior indicates that Ir 5$d$ $t_{2g}$ orbitals are fairly close to the $J_{\rm eff}$ = 1/2 state due to the strong spin--orbit coupling in 5$d$ transition metal ions, as in the Mott insulator Sr$_{2}$IrO$_{4}$. Our results clearly demonstrate that ATS scattering is a useful probe for investigating complex orbital states in a metallic state. Such states induce novel phenomena such as the spin Hall effect.

The infrared transmission measurement was performed for a two-dimensional spin-orbit coupling induced Mott insulator Sr$_{2}$IrO$_{4}$ with a layered-perovskite structure. A phonon-assisted magnon mode was observed at around 1870 cm$^{-1}$ in the absorption spectrum below 180 K. The nearest-neighbor superexchange interaction $J$ was estimated to be 57 meV, which is about a half of the $J$ value of a copper oxide La$_{2}$CuO$_{4}$. Our results indicate the possibility that nontrivial properties such as superconductivity are realized at rather high temperature in iridium oxides.

Magnetism in the insulating BaFe$_2$Se$_3$ was examined through susceptibility, specific heat, resistivity and neutron diffraction measurements. After formation of a short-range magnetic correlation, a long-range ordering was observed below $T_{\rm N}\sim 255$ K. The transition is obscured by bulk properties. Magnetic moments ($\parallel a$) are arranged to form a Fe$_4$ ferromagnetic unit, and each Fe$_4$ stacks antiferromagnetically. This block magnetism is of the third type among magnetic structures of ferrous materials. The structural, electronic, and optical properties of pyrochlore-type Pb$_{2}$Ir$_{2}$O$_{6}$O'$_{0.55}$, which is a metal without spatial inversion symmetry at room temperature, were investigated. Structural analysis revealed that the structural distortion relevant to the breakdown of the inversion symmetry is dominated by the Pb-O' network but is very small in the Ir-O network. At the same time, gigantic second-harmonic generation signals were observed, which can only occur if the local environment of the Ir 5$d$ electrons features broken inversion symmetry. First-principles electronic structure calculations reveal that the underlying mechanism for this phenomenon is the induction of the noncentrosymmetricity in the Ir 5$d$ bands by the strong hybridization with O' 2$p$ orbitals. Our results stimulate theoretical study of inversion-broken iridates, where exotic quantum states such as a topological insulator and Dirac semimetal are anticipated.

We performed angle resolved photoemission (ARPES) studies on Cu(111) and Au(111) surface states with circularly polarized light. Existence of local orbital angular momentum (OAM) is confirmed as has been predicted to be broadly present in a system with an inversion symmetry breaking (ISB). The single band of Cu(111) surface states is found to have chiral OAM in spite of very small spin-orbit coupling (SOC) in Cu, which is consistent with theoretical prediction. As for Au(111), we observe split bands for which OAM for the inner and outer bands are parallel, unlike the Bi2Se3 case. We also performed first principles calculation and the results are found to be consistent with the experimental results. Moreover, majority of OAM is found to be from d-orbitals and a small contribution has p-orbital origin which is anti-aligned to the spins. We derive an effective Hamiltonian that incorporates the role of OAM and used it to extract the OAM and spin structures of surface states with various SOC strength. We discuss the evolution of angular momentum structures from pure OAM case to a strongly spin-orbit entangled state. We predict that the transition occurs through reversal of OAM direction at a k-point in the inner band if the system has a proper SOC strength.

We performed angle resolved photoemission (ARPES) experiments on Bi2Te3 with circularly polarized light. ARPES data show very strong circular dichroism, indicating existence of orbital angular momentum (OAM). Moreover, the alignment of OAM is found to have a strong binding energy dependence. Such energy dependence comes from a relatively strong band warping effect in Bi2Te3 compared to Bi2Se3. OAM close to Dirac point has an ideal chiral structure (sin ?) without out-of-plane component. Warping effect comes in as the binding energy decreases and circular dichroism along a constant energy contour can no longer be explained by a simple sin? function but requires a sin3? term. When the warping effect becomes even stronger near the Fermi energy, circular dichroism gains an additional sin6? term. Such behavior is found to be compatible with the theoretically predicted OAM structure.

We investigated the in-plane transport properties of the Fe-based superconductor Ba$_{1-x}$K$_{x}$Fe$_{2}$As$_{2}$ with a wide composition range $0 \leq x \leq 0.55$. We show that the doping dependence of the Hall coefficient is well-described by the Boltzmann equation for a two-band system with a rigid-band approximation. We successfully deduced transport parameters, which suggested that holes with heavier mass conduct more smoothly than electrons. Moreover, the temperature variation of the Hall coefficient indicated that an anomalous coherent state characterized by heavy quasiparticles in hole bands evolved below $\sim100$ K, predominantly in the optimal and overdoped regions. We argue that this phenomenon can be understood in relation to the pseudopeak structure observed in angle-resolved photoemission spectroscopy., Comment: 5 pages, 4 figures

We performed resonant x-ray diffraction experiments at the $L$ absorption edges for the post-perovskite-type compound CaIrO$_{3}$ with $(t_{2g})^5$ electronic configuration. By observing the magnetic signals, we could clearly see that the magnetic structure was a striped order with an antiferromagnetic moment along the c-axis and that the wavefunction of a $t_{2g}$ hole is strongly spin-orbit entangled, the $J_{\rm eff} =1/2$ state. The observed spin arrangement is consistent with theoretical work predicting a unique superexchange interaction in the $J_{\rm eff} =1/2$ state and points to the universal importance of the spin-orbit coupling in Ir oxides, irrespective of the local coordination and lattice topology. We also propose that the non-magnetic resonant scattering is a powerful tool for unraveling an orbital state even in a metallic iridate., Comment: 5 pages, 3 figures

Rashba-split surface band is characterized by a one-to-one correspondence between the electron's momentum k and its spin orientation. Here we show that a similar correspondence between momentum and orbital angular momentum (OAM) must exist on surface bands once the inversion symmetry is broken. The correspondence is valid even when there is no spin-orbit interaction. Tight-binding and first-principles calculations are presented to support our claim. As a method to detect such OAM-momentum correspondence, we propose the circular dichroism (CD) experiment using the angle-resolved photoemission (ARPES) setup. CD-ARPES experiment performed on Cu surface confirms the existence of chiral OAM. Locking of the spin of a quasi-particle to its momentum in split bands of on the surfaces of metals and topological insulators (TIs) is understood in terms of Rashba effect where a free electron in the surface states feels an effective magnetic field. On the other hand, the orbital part of the angular momentum (OAM) is usually neglected. We performed angle resolved photoemission experiments with circularly polarized lights and first principles density functional calculation with spin-orbit coupling on a TI, Bi2Se3, to study the local OAM of the surface states. We show from the results that OAM in the surface states of Bi2Se3 is significant and locked to the electron momentum in opposite direction to the spin, forming chiral OAM states. BaNi$_2$As$_2$, with a first order phase transition around 131 K, is studied by the angle-resolved photoemission spectroscopy. The measured electronic structure is compared to the local density approximation calculations, revealing similar large electronlike bands around $\bar{M}$ and differences along $\bar{\Gamma}$-$\bar{X}$. We further show that the electronic structure of BaNi$_2$As$_2$ is distinct from that of the sibling iron pnictides. Particularly, there is no signature of band folding, indicating no collinear SDW related magnetic ordering. Moreover, across the strong first order phase transition, the band shift exhibits a hysteresis, which is directly related to the significant lattice distortion in BaNi$_2$As$_2$., Comment: 8 pages, 7 figures

We report the high-resolution angle-resolved photoemission spectroscopy studies of electronic structure of EuFe2As2. The paramagnetic state data are found to be consistent with density-functional calculations. In the antiferromagnetic ordering state of Fe, our results show that the band splitting, folding, and hybridization evolve with temperature, which cannot be explained by a simple folding picture. Detailed measurements reveal that a tiny electron Fermi pocket and a tiny hole pocket are formed near (pi,pi) in the (0,0)-(pi,pi) direction, which qualitatively agree with the results of quantum oscillations, considering kz variation of Fermi surface. Furthermore, no noticeable change within the energy resolution is observed across the antiferromagnetic transition of Eu2+ ordering, suggesting weak coupling between Eu sublattice and FeAs sublattice., Comment: 7 pages, 7 figures

We report the electronic structure of the iron-chalcogenide superconductor, Fe1.04(Te0.66Se0.34), obtained with high resolution angle-resolved photoemission spectroscopy and density functional calculations. In photoemission measurements, various photon energies and polarizations are exploited to study the Fermi surface topology and symmetry properties of the bands. The measured band structure and their symmetry characters qualitatively agree with our density function theory calculations of Fe(Te0.66Se0.34), although the band structure is renormalized by about a factor of three. We find that the electronic structures of this iron-chalcogenides and the iron-pnictides have many aspects in common, however, significant differences exist near the Gamma-point. For Fe1.04(Te0.66Se0.34), there are clearly separated three bands with distinct even or odd symmetry that cross the Fermi energy (EF) near the zone center, which contribute to three hole-like Fermi surfaces. Especially, both experiments and calculations show a hole-like elliptical Fermi surface at the zone center. We examine hybrid thermal-nonthermal synchrotron spectra from a spherically symmetric, optically-thin wind, taking into account the relativistic effect. In the relativistic flow from the central object, due to the relativistic beaming effect, the observed spectra often shift towards high frequency and high intensity directions. In the optically thin outflows, however, we find that the intensity of the observed spectra decreases compared with that of the emitted ones, although the peak frequency shifts towards the high frequency direction. This is because in the optically thin outflows we can see the far side flows that go away from the observer. We measured the electrical resistivity and ac magnetic susceptibility of BaFe2As2 and SrFe2As2 single crystals under pressure using a cubic anvil apparatus. For BaFe2As2, the antiferromagnetic (AF) and structural transitions are suppressed with increasing pressure. Unexpectedly, these transitions persist up to 8 GPa, and no signature of a superconducting transition was observed in the pressure range investigated here. On the other hand, the AF and structural transitions of SrFe2As2 collapse at around the critical pressure Pc ~ 5 GPa, resulting in the appearance of bulk superconductivity. The superconducting volume fraction abruptly increases above Pc, and shows a dome centered at approximately 6 GPa. Our results suggest that the bulk superconducting phase competes with the AF/orthorhombic phase and only appears in the narrow pressure region of the tetragonal phase., Comment: 4 pages, 4 figures; accepted for publication in J. We report results of 75As nuclear magnetic resonance (NMR) experiments on a self-flux grown high-quality single crystal of SrFe2As2. The NMR spectra clearly show sharp first-order antiferromagnetic (AF) and structural transitions occurring simultaneously. The behavior in the vicinity of the transition is compared with our previous study on BaFe2As2. No significant difference was observed in the temperature dependence of the static quantities such as the AF splitting and electric quadrupole splitting. However, the results of the NMR relaxation rate revealed difference in the dynamical spin fluctuations. The stripe-type AF fluctuations in the paramagnetic state appear to be more anisotropic in BaFe2As2 than in SrFe2As2., Comment: 4 pages, 5 figures; discussion revised; accepted for publication in J. The electronic band structure and Fermi surface of ZrTe_3 was precisely determined by linearly polarized angle-resolved photoelectron spectroscopy. Several bands and a large part of the Fermi surface are found to be split by 100-200 meV into two parallel dispersions. Band structure calculations reveal that the splitting is due to a change of crystal structure near the surface. The agreement between calculation and experiment is enhanced by including the spin-orbit potential in the calculations, but the spin-orbit energy does not lead to a splitting of the bands. The dispersion of the highly nested small electron pocket that gives rise to the charge density wave is traceable even in the low-temperature gapped state, thus implying that the finite correlation length of the long-wavelength modulation leads to a smearing of the band back-folding., Comment: 8 pages, 7 figures

We introduce a new technique proving formula size lower bounds based on the linear programming bound originally introduced by Karchmer, Kushilevitz and Nisan [11] and the theory of stable set polytope. We apply it to majority functions and prove their formula size lower bounds improved from the classical result of Khrapchenko [13]. Moreover, we introduce a notion of unbalanced recursive ternary majority functions motivated by a decomposition theory of monotone self-dual functions and give integrally matching upper and lower bounds of their formula size. We also show monotone formula size lower bounds of balanced recursive ternary majority functions improved from the quantum adversary bound of Laplante, Lee and Szegedy [15].

This report examines the impact of the 1996 Personal Responsibility Work Opportunity Reconciliation Act (PRWORA) on the college enrollment of welfare recipients who completed high school. The report highlights the lower college enrollment rates among recipients in the post-Temporary Assistance for Needy Families (TANF) period and notes the impact of specific state policies toward postsecondary education. Data came from the Urban Institute's 1997 and 1999 National Survey of America's Families. Results confirm that nationally, welfare recipients are attending college less after the passage of PRWORA. There has been approximately a 20-point drop in college enrollment among all welfare recipients, relative to other low-income people who are not welfare recipients, and a 16-point drop for African American welfare recipients, over the first 2 years of TANF. Many state TANF programs discourage college enrollment. In 1998, 25 states did not allow welfare recipients to count any time taking college courses toward work requirements. On average, state policies account for 13 percent of the drop in the probability that welfare recipients would enroll in college relative to other poor women after implementation of TANF. There is a substantial and statistically significant lowering of the odds that TANF recipients attend college after the implementation of TANF compared to pre-TANF. (Contains 12 references.) (SM)
