Magnetic relaxation of Bi2212 has been measured by use of a micro Hall sensor array. The activation energy (U) of vortex below the second peak increases with decreasing M with an exponent expected from the collective creep theory. On the contrary the U above the second peak seems to saturate with decreasing M. These observations conclude a presence of a definite vortex- matter phase boundary just below the second-peak field. The vortex phase at high field region above this boundary is suggested to be a ‘viscous vortex liquid’.
