Home visiting is an evidence-based, early intervention program that provides health care, education, and other resources to at-risk pregnant women and children through age 5. Home visiting is a critical component of a comprehensive system of support for addressing the negative outcomes associated with poverty and other risk factors in early childhood. Research has shown that high quality home visiting services can yield positive short-term outcomes such as improved maternal and infant health, improved parenting skills and home environments, better school readiness and academic achievement, as well as long term outcomes such as reductions in crime, public assistance, child abuse and neglect, emergency health care, and unemployment.

"The main focus of the Attorney General's office has been to help protect those who can't protect themselves," said Mark Shurtleff. "Childhelp is another incredible tool in the fight to keep Utah's children safe."

In Utah, injury is a significant public health problem and a leading cause of death and disability. It is the leading cause of death for people age 1 – 44 years and the leading cause of years of potential life lost.

In the Utah Injury Prevention Strategic Plan, seven primary areas of focus are addressed: • Pedestrian and Bicycle Safety, • Motor Vehicle Seatbelt Use, • Child Restraint Safety, • Sexual Violence, • Intimate Partner Violence, • Suicide, and • Child Maltreatment. There are numerous additional types of injury not addressed in this plan, such as injuries and deaths from falls, fires, poisonings, drownings, firearms, and at workplaces. This plan is intended as a framework for a comprehensive state injury prevention plan and could include additional injury focus areas in the future.

Injury is the leading cause of death in the U.S. for residents ages 1-44; however, deaths due to injury represent only a small fraction of the emotional and financial burden associated with all forms of injury. Most injuries do not directly result in death, but often are associated with disability, loss of productivity, costs to the health care system, and strains on community and family support systems, in addition to the direct pain and/or grief experienced.

Recent research on the powerful benefits of early intervention home visiting programs for disadvantaged families (American Academy of Pediatrics, 1998) has motivated a wide variety of public and private service agencies to become involved in home visiting programs. While several different models of home visiting currently exist, not all programs utilize a model to guide their practice. David Olds' model of nurse home visiting, Head Start, and Parents As Teachers are three program models that are currently implemented in Utah with some individual variation. Other home visiting programs function under a philosophy or mission statement, such as the prevention of child abuse and neglect, or the improvement of health status for young children in at-risk families. Many programs have incorporated concepts from attachment and bonding theory as well as recent early brain development research to establish goals that relate to healthy parenting and child development. Social change theory is the framework under which all of the programs operate, having the expectation that the program goals and interventions will effect change in parenting behaviors. Nonetheless, varied results have been documented on the effectiveness of various home visiting programs.

Defendant David Cannon appeals his conviction for child abuse, a class A misdemeanor, in violation of Utah Code Ann. § 76-5-109 (1999).(1) We conclude the trial court properly applied the statute and affirm his conviction.

In 1992, the Utah Legislature appropriated some funds for the Attorney General's Office to establish the Ritual Abuse Crime Unit and two investigators were hired The unit was empowered to investigate claims involving ritual abuse and illegal cult activity, and assist local law enforcement in handling these cases throughout the State of Utah. Lieutenant Matt Jacobson and Lieutenant Mike King were the investigators assigned to this unit. Following a year of investigation into individual cases, Attorney General Jan Graham instructed these investigators to meet individually with the State’s Chiefs, Sheriffs, Law Enforcement Executives and Lawmakers to discuss individual jurisdictional problems. The Ritual Abuse Crime Unit was housed with the Child Abuse Prosecution Assistance Unit which was set up as a support for local prosecutors. The Child Abuse Unit provided technical advice and instruction on child abuse prosecution and investigation of cases involving children. On request from the appropriate authorities, the Unit was assigned to prosecute and/or investigate child abuse cases occurring anywhere in the state. This 1995 report of the Utah Attorney General’s office closed a two-and-a-half-year investigation with two investigators of "over 125 cases of alleged ritual crime. In some cases, these investigations involved hundreds of hours of investigation and evaluation. In addition, the Unit investigators have met with hundreds of citizens who claim to be victims of satanic, religious, physical or sexually motivated ritual crimes. None of the allegations…. have resulted in prosecutions except for the case of the Zion Society in Ogden." The investigators used a broad definition of ritual ("any customarily repeated act or series of acts"), differentiated between ritualism and occultism, and described eleven different types of occult groups.

A Governor’s Task Force on Ritual Abuse was created in March 1990 out of concerns raised by the Governor’s Commission on Women and Family and the state Child Sexual Abuse Task Force. Since that committee had been operating for some time and was well into its work, members agreed that a separate group should be formed to study the issue. The purpose of the commission was to gather and analyze information about ritual abuse in Utah, sponsor responsible public educations, assist in the education of professionals, and suggest needed programs to public and private agencies. In this report the task force concluded that ritual abuse was occurring in Utah as a significant problem and recommended that the legislature appropriate $250,000 to the Attorney General’s office to hire four investigators for a year.

Overview The Aboriginal and Torres Strait Islander Child Placement Principle ("the Principle") was developed in recognition of the devastating effects of forced separation of Indigenous children from families, communities and culture. The Principle exists in legislation and policy in all Australian jurisdictions, and while its importance is recognised in many boards of inquiry and reviews into child protection and justice systems, there are significant concerns about the implementation of the Principle. Recent estimates suggest the Principle has been fully applied in as few as 13% of child protection cases involving Aboriginal and Torres Strait Islander children. The purpose of this paper is to explore the contemporary understanding of the Principle, and review the multiple and complex barriers at the policy and practice levels which are impeding its implementation. Promising approaches that might address these barriers are also examined. Key messages The Aboriginal and Torres Strait Islander Child Placement Principle was developed in response to the trauma experienced by individuals, families and communities from government policies that involved the widespread removal of Aboriginal and Torres Strait Islander children. „ The fundamental goal of the Principle is to enhance and preserve Aboriginal and Torres Strait Islander children’s connection to family and community, and sense of identity and culture. „ The Principle is often conceptualised as the “placement hierarchy”, in which placement choices for Aboriginal and Torres Strait Islander children start with family and kin networks, then Indigenous non-related carers in the child’s community, then carers in another Aboriginal or Torres Strait Islander community.
