In many (remote) rural areas of Europe and the world, rural communities are facing various challenges. One response is residents leaving their communities. However, there are also many empirical examples of residents staying, launching project initiatives, developing new solutions and experimenting with new practices. This is what we call social innovation. What experiences do actors have in these processes? Can we speak of empowerment? To what extent can such initiatives have an impact on community development? In this article, we explore these questions, for which there is little related empirical research. By applying a multi-sited individualising comparison to case studies in three European countries (Germany, Ireland and Portugal), we obtain empirical evidence of the following dimensions of empowerment that Avelino et al. outline conceptually: the achievement of autonomy, competence and relatedness and also impact, meaning and resilience. Often, however, it is not the individual actors for whom such effects can be reported. Rather, the social initiative as such or the local administration has acquired new skills and autonomy. Regarding community development, ‘pathways to impact’, such as infrastructure improvements and/or the creation of new employment opportunities and/or the influx of new residents, could be identified. However, this development often depended on both opportunity and the cooperation and goodwill of many stakeholders.

The need to generate commercial revenues is forcing nonprofit social enterprises to shift their focus from social to economic value creation, which in turn requires them to renew their governance structure to maintain the balance between social and economic logics. This paper looks at how nonprofit social enterprises adjust their boards by appointing board members from non–social enterprise backgrounds. Using behavioral theory, we adopt a dynamic perspective on changes in board composition and evaluate the extent to which decision-making processes change accordingly. To complement the theoretical development, we examine four cases of social enterprises that changed their boards in response to the pressures of marketization and professionalization. We suggest that radical changes to board composition are necessary to govern the dual logics. Furthermore, attention to the organization's bylaws is important to address the effects of bounded rationality and the formation of a dominant coalition in the board's decision-making processes. We conclude with implications for research and practice. [ABSTRACT FROM AUTHOR]

"The New Social and Impact Economy: An International Perspective" is a book that explores the concept of the social and impact economy and its evolution over time. The authors discuss how the public, non-profit, and private sectors have worked together to generate social benefits, particularly in response to the 2008 economic crisis and the COVID-19 pandemic. The book includes country-specific chapters that provide in-depth analysis of the role of the social and impact economy in ten different countries, highlighting their unique social and economic differences. The authors also suggest that social entrepreneurs and actors may play a more active role in addressing pressing social challenges of the twenty-first century. However, the book could have provided more information on the social economy in the United States and explored the role of culture and religion in supporting social enterprises. - Abstract
The uniqueness of the present idea is to utilize the “Combination of SAGARSONA and MYCORRHIZA” (de novo thinking product) for enhancing the productivity of paddy. The recent challenge in agriculture is how to regenerate and rejuvenate soils and stabilize production in the context of high chemical dependent production, and that will enable us to meet the goals of sustainable agriculture and provide safe and nutritious food security for all, especially the poor. SAGARSONA is an ideal organic manure prepared with locally available ingredients has been proved to be efficient at per with that of chemical fertilizers. While, the mutualistic associations between Mycorrhiza (potent pesticide) and agriculturally important crops have shown the potential to increase crop productivity, thereby playing a key role in the functioning and sustainability of agro-ecosystem. The ultimate goal is to achieve sustainability by enabling local SHG members along the NGO to support themselves financially in innovative ways instead of relying solely on grants and donations. Essential of the success of social enterprise is an effective business model. Sagar island is one of the epicenters of climatic hazards, by the recurrent cyclones (AILA, etc.) in recent years and migration from the nearby island of Ghoramara facing erosion into the sea and to plug them all by the recent Corona pandemic and return influx of its people who ventured out for greener pastures. AbstractAssessing the performance of social enterprises is gaining popularity in the academic world in recent years. However, different studies focused on different dimensions of performance evaluation. For instance, some studies measured social performance of the social enterprises while others paid attention to financial performance. Consequently, it creates a research gap lacking a complete picture of performance evaluation of social enterprises globally. Insufficient performance evaluation, limited assessment methods, and a lack of systematic thinking are the causes of this research gap. Therefore, this study aims to carry out a systematic literature review to provide a complete picture on performance of social enterprises. Preferred Reporting Items for Systematic Reviews and Meta-Analyses were used to generate a systematic literature review. The study reviewed systematically 35 scholarly articles that focused on social and financial performance of social enterprises. The findings indicate that social enterprises have strong financial and social support and can incorporate different types of resources and goals. It is also reported that performance, which is frequently linked with specific external and internal assistance are essential variables in enabling social enterprises to grow. The study findings might provide a new insight and understanding to fulfil the research gap in this area.

- Abstract
This study sheds light on the prevalence, focus, and key structural dimensions of the Impact Tech Startup—a new organizational category of enterprise whose technologically innovative products or services are aimed at creating social or environmental impact. After tracing the Impact Tech Startup's conceptual roots and the features it shares with startups and social enterprises, we examine the context of Israel as a particularly supportive environment for startup entrepreneurship. We then present the initial findings from our empirical study conducted in Israel, in which we examined 1657 startups, developed a machine learning algorithm to identify which of these can be classified as an Impact Tech Startup, and clustered the results within the framework of the United Nations' 17 Sustainable Development Goals. Our findings indicate that approximately one third of Israel's startups can be classified as an Impact Tech Startup. Of these, almost a third are producing products or services relevant to Sustainable Development Goal 3 (Good Health and Well-being). Furthermore, we find that the technologies deployed by ITSs can help optimize decisions by professionals and, in doing so, substantially contribute to tackling social and environmental challenges. This study aimed to give the Impact Tech Startup an initial "face" and to invite further, more detailed studies in the future. [ABSTRACT FROM AUTHOR]

SOCIAL innovation , *SOCIAL enterprises , *OPEN innovation , *SOCIAL change , *SOCIAL problems - Abstract
The concept of 'open social innovation' (OSI) has not yet been fully understood, particularly in relation to social enterprises (SEs). This paper explores the use of OSI as a means of achieving social change through two in-depth, longitudinal, qualitative case studies with Scottish SEs. The researcher undertook participant observation for a year as well as conducting interviews and reviewing documents of the case study organizations. We build on Wikhamn (2013) by conceptualizing two approaches to OSI: 'controlled' which is closely connected to market-based attitudes, and 'libre' which is connected to the knowledge commons. Each approach has ramifications for how SEs achieve social change: either through exploitation of intellectual property as a means of income generation or freely revealing to accelerate social impact. The ways in which SEs manage OSI could thus determine the impact they can have on tackling some of society's most challenging social problems. [ABSTRACT FROM AUTHOR]

270. Circular Business Model Value Dimension Canvas: Tool Redesign for Innovation and Validation through an Australian Case Study.

- Abstract
Circular business models (CBMs) are integral to the concept of the circular economy (CE). The aims of the study are to (1) redesign a canvas for CBM and (2) validate it through a single case study. The developed canvas is called the "Circular Business Model Value Dimension Canvas". For the validation, a semi-structured interview with a social enterprise (SE) operating in hybrid CBM (i.e., resource recovery, sharing platform, and product use extension) in Australia has been performed. Results showed that a successful hybrid CBM for a SE necessitates the integration of forward and reverse supply chains through partnerships with new product retailers and resource recovery companies. Other important factors include the presence of physical stores, an effective product return strategy, initial funding support from the government, the employment of young individuals with special needs, and the promotion of behavioral change among low-income customer segments. Although the canvas was applied to the enterprise, it can also be applied to other organizations as the canvas integrates all essential components for business modeling. The proposed canvas serves as a supportive tool for CBM innovation (CBMI) and provides a framework for researchers to investigate the CBMI process in organizations transitioning from linear to circular. Purpose: The objective of this paper is to explore potentially new area where social economy and social enterprises can become active while contributing to the field of green transition at the same time. Moreover, it shows the examples of innovative ideas and good practices introduced by social economy organisations, including social enterprises, and municipalities to promote way for the decarbonization of the social economy activities. Design/methodology/approach: The study draws on qualitative research and is based on the analysis of innovative good practices collected as part of the international project "Social Economy for a Just Green Transition (JustGreen)". Findings: The findings emphasise the potential of social economy to contribute to sustainability transitions and decarbonization efforts at the community level. Research limitations/implications: The research methodology focuses on analysing existing practices and literature rather than conducting primary data collection. While this approach provides valuable insights, it may lack contextual understanding that can be achieved through in-depth interviews, surveys, or case studies. Social implications: The research highlights the role of social economy in creating opportunities for marginalised groups and individuals. By focusing on decarbonization and sustainability, social economy can contribute to social empowerment by providing training, employment, and economic opportunities for disadvantaged communities. Originality/value: The originality and value of this paper lie in its exploration of the intersection between social economy and decarbonization efforts. While there is existing research on both topics individually, this paper contributes by examining the specific role of social economy in driving decarbonization and its associated social implications. 273. Addressing Barriers to Social Procurement Implementation in the Construction and Transportation Industries: An Ecosystem Perspective.

- Abstract
Although social procurement is viewed as an important part of social value creation, barriers to its implementation have resulted in a failure to realise the full societal benefits it was designed to achieve. As a key area of activity for government procurement projects, the construction and transportation industries have a big role to play in contributing positively to societal outcomes. While prior studies have identified barriers from specific cohorts, no prior study has approached this from the perspective of the key stakeholders throughout the social procurement ecosystem within the construction and transport industries. To address this gap in social procurement research, interviews and a focus group totalling 42 participants were undertaken. Participants ranged from those implementing policy (government representatives), tendering for contracts (tier one companies) and providing specialised social procurement services (social enterprises), along with key intermediary support bodies. Results indicate that barriers exist throughout the entire social procurement ecosystem and highlight the need to develop an enhanced social procurement ecosystem capable of maximising the societal benefit that arises from social procurement. These findings provide a set of strategies for the key stakeholders in the ecosystem to consider adopting to improve social procurement outcomes. [ABSTRACT FROM AUTHOR]

The purpose of this paper is to explain the challenges faced by impact investors and social enterprises in realizing their goals and to understand the interconnection between these two key stakeholders. The research was motivated by the visible trending growth of several social enterprises and impact investing entities in Sri Lanka over the last few years. The research adopted a qualitative method and conducted interviews with key stakeholders of impact investors, social entrepreneurs, and social enterprise intermediaries. The study analysed themes that include business and financial knowledge of social enterprises, communication and alignment between impact investors and social enterprises, size and scalability of social enterprises, policy and regulatory issues, and impact measurements. The study found that social enterprises in Sri Lanka face multiple challenges that restrain their progress. In addition to the basic problems such as the lack of business acumen and lack of access to funds, difficulties in measurements and demonstration of impact, and scalability are also significant factors that affect motivations of the impact investors. This implies existence of a mismatch of objectives of the key stakeholders, which remains a key determining factor in the process of integration of the multiple stakeholders. The role of intermediaries in the process of narrowing the gap is paramount. There is a need for interventions in strengthening social enterprises in terms of ability to demonstrate financial and social impact. The study also envisions policy level interventions that could provide much needed impetus to this sector, which will improve the recognition and status of social enterprises, and thereby contribute to the achievement of sustainable development goals. - Abstract
This conceptual research aims to study the core components of India's first proposed Social Stock Exchange (SSE), its structure and regulations, including types of eligible social enterprises, investors and financial instruments, disclosures, and reporting requirements along with the global SSE to carry out an informed and nuanced comparison. The research relies primarily on secondary and descriptive in the study. The study results show that India, the world's most populous democracy, is about to launch a SSE in 2021 which will serve as a mediator between social enterprises that need funding and investors who are willing to invest their money and by designing and providing robust solutions which transform the habit of charity into a culture of social investment. Exchange focuses more on the development of the ecosystem, emphasizing policy and regulatory advocacy where Social ends and profit motives do not contradict each other. This implies profit generation for social purposes is a key sustainability feature. SSE should be a means for the markets to serve the society not for society to serve the markets. The effects of the COVID-19 pandemic on social entrepreneurship are unexplored at this time. However, recent literature argues that social entrepreneurship is a critical tool for addressing issues both created and exacerbated from this virus. As such, this article aims to answer the question: What considerations should be made when examining the impact of COVID-19 on the social enterprise sector? This paper argues that close attention must be paid to social enterprise: (1) financial performance, challenges, and opportunities, (2) geographic location and its influences on opportunities or obstacles, and (3) resilience strategies employed to address issues caused or exacerbated by COVID-19. South Korea has experienced a rapid increase in the emergence of social enterprises that aim to address various social problems. However, little is known about the conditions that can affect the emergence of social enterprises at the regional level. This study examined the regional factors that influence the establishment of social enterprises using a panel dataset of observations on 17 metropolitan cities and provinces in South Korea from 2012 to 2019. The appearance of social enterprises in regional entrepreneurial ecosystems was found to be associated with the market, government, networks, financial resources, and human capital. We also found that the determinants of their emergence within South Korea's social enterprise ecosystem vary based on their level of development and purpose. Based on the results, we suggested several policy implications and suggestions. [ABSTRACT FROM AUTHOR]

The aim of the study is to measure the human resource potential of the North-Hungarian region in Hungary by developing and estimating a human development index at the level of municipalities. The results of the calculations will be produced for the last 3 census years (1990, 2001, 2011), showing which municipalities have the strongest human resource potential. In disadvantaged municipalities with low human development, there is an increased need for a social learning process. The existence of social enterprises can further strengthen the population retention capacity of a municipality, especially when targeted improvements and innovations are created. The study describes a successful social enterprise in a deprived municipality. [ABSTRACT FROM AUTHOR]

The article focuses on adapting the 9-Grid Box method, traditionally used for talent management in profitable enterprises, to employee development in social enterprises. The author demonstrates how the 9-Grid Box can be employed in social enterprises to assess the effectiveness of employee adaptation and development, and to make informed decisions about their further progression based on the matrix data. By categorizing employees into nine distinct types based on their potential and productivity levels, the article presents a visual representation of the stage of self-reliance development for each employee as a beneficiary of a social enterprise operating under an employment-based business model. Furthermore, the article provides specific retention and development strategies tailored to each of the nine employee types, offering guidance to HR managers considering the unique objectives of social enterprises. This adapted tool holds value for reintegration programs, aiding socially vulnerable individuals or marginalized groups in developing career plans and enhancing their competitiveness in the traditional job market. The findings of the 9-Grid Box can serve as a foundation for creating training and development plans for employees, facilitating the HR manager’s role. Additionally, the article demonstrates how the 9-Grid Box method can ensure the continuity of social enterprise activities by assisting in the formation of succession plans within the personnel structure. This article examines the interrelationship between legitimacy building efforts – the different ways in which social enterprises (SEs) conform to stakeholder expectations – and types of innovation – the different approaches by which they create social and economic value through product, process and business model innovation. Using a multi-case study research design of twenty SEs in Scotland and Romania, we find that the SEs adjusted their approach to legitimacy building depending upon the types of innovation and stakeholder involved. Also, while all SEs pursued pragmatic and moral legitimacy through conforming with their stakeholders' expectations, the type of innovation shaped the way in which they prioritised one form of legitimacy over another to deal with the tensions involved in pursuing legitimacy with heterogeneous stakeholders. This finding emphasises the importance of innovation type when explaining how SEs balance the tensions involved in trying to conform to a wide range of heterogeneous stakeholders with different expectations. Social enterprise and government interactions have become an increasingly prominent theme in the literature on social entrepreneurship, due in part to the pressures confronting the welfare state and the rise of precarious work. This analysis is motivated by the efforts of the government of South Korea to incubate social enterprises since 2007. The constant scaling of the South Korean government's monitored social enterprise certification scheme had led to the registration of approximately 3440 social enterprises as of May 2021. This study documents the interorganizational network behaviour of these enterprises relative to the public sector, corporate sector, and civil society and the social economy. A cluster analysis approach is utilized to analyse network data obtained from a self‐administered survey of 103 government‐certified social enterprises operating in South Korea. We find that a sizeable number of government‐certified social enterprises have diversified networks, as opposed to public sector‐centric networks, although such social enterprises are in the minority. This study references social innovation cluster theory to argue that the aforementioned scheme has attained a partial degree of success in facilitating the emergence of social enterprises with diversified networks. However, the majority remain quasi‐governmental implementers of government contracts and, generally, do not engage in networking. Existing research indicates that job seekers are attracted to organizations demonstrating social responsibility. This seems especially true for commercial enterprises that engage in socially responsible practices, but is challenged in the case of social enterprises. While commercial enterprises stay focused on their primary aim of generating financial revenues when engaging in social responsibility, social enterprises' social responsibility is primary and at the core of their business. However, the attractiveness of social enterprises on the job market has not been the focus of extant research. This study aims to enrich the academic literature by exploring the attractiveness of social enterprises to job seekers. When studying job seekers' intentions to pursue a job with a social enterprise, we also examine some of the underlying mechanisms that affect individuals' attraction process to social enterprises. We perform an experimental design study involving 349 Belgian students about to graduate. The results reveal that participants' intentions to pursue a job with a social enterprise are significantly lower in comparison to their job pursuit intentions with commercial enterprises. Furthermore, factors relating to personal values, like perceptions of value fit and individuals' prosocial values, play a significant role in the attractiveness of social enterprises. - Abstract
The Moroccan cooperative sector is increasingly important, not only in the social and economic fabric of Morocco, but also in the sustainable development of the Kingdom. With the advent of COVID, the cooperative sector offers more inclusive and sustainable economic alternatives than ever before. In this context, organizational resilience is essential to preserve the sustainability of cooperatives and anticipate potential crises. This study addresses the following issue: What are the organizational factors necessary to strengthen the organizational resilience of the Moroccan cooperative in the Fez-Meknes region in times of COVID-19 crisis? The purpose of this paper was to test the hypothesized relationships between a set of latent constructs (actor involvement and mobilization, organizational learning in times of a crisis and social innovation) and the organizational resilience of cooperatives in times of a COVID-19 crisis. The methodology adopted is structural equation modeling based on the PLS-SEM method under the "SmartPLS Version 3" used on data collected through a printed questionnaire administered to 160 cooperatives in the Fez-Meknes region. The results show the significant and positive influence between the exogenous constructs on the strengthening of organizational resilience of cooperatives as an endogenous construct. The novelty of the study lies in the identification of the organizational resources needed to strengthen the organizational resilience of cooperatives in the Moroccan context. The results show that organizational resilience depends on three selected organizational factors: stakeholder involvement and mobilization, organizational learning in the times of a crisis and social innovation. The study extracted data (articles) from three prominent databases (Scopus, Web of Science and Google Scholar). Four main determinant groups of performance are identified, namely, technology and innovation, investment considerations, overall organization orientation and a general category of other influential factors. The results indicate that fiscal, environmental, social contexts, creative methods and employee contributions have a major influence on the performance of social enterprises. It was also revealed that strategic and business orientation has proven to be a significant contributor as well. The findings contribute to social entrepreneurship literature in terms of performance improvement of hybrid enterprises. Future research suggestions are provided based on the findings. Social enterprises have been widely recognized as tools to solve societal problems. As the soul of social enterprises, social entrepreneurs help social enterprises overcome resource constraints and achieve survival and development. However, existing studies have focused limited attention on the effects of social entrepreneur characteristics on social enterprise performance. Drawing on the institutional logics perspective, this paper constructs a theoretical model of social entrepreneurial passion and entrepreneurial competence affecting social enterprise performance through organizational legitimacy and examines the moderating effect of regulatory uncertainty. Data were collected from 198 social enterprises in China. The results indicate that organizational legitimacy mediates the relationships between social entrepreneurial passion, entrepreneurial competence, and social enterprise performance. Regulatory uncertainty positively moderates the relationship between organizational legitimacy and social enterprise economic performance. The findings of this study contribute to research on social enterprise performance and organizational legitimacy. This paper also offers practical suggestions that social entrepreneurs should exert their passion and competence, obtain organizational legitimacy, and analyze the institutional environments to promote the development of the enterprise. A great deal of attention has been paid to entrepreneurship and social enterprises that help improve societies' ability to solve social problems and develop new ways of thinking (Drucker 1995). Dong Wha Pharm, founded in 1897, was the first social enterprise in South Korea. The purpose of this study is to provide meaningful insights into the theoretical development of social entrepreneurship and how to achieve social innovation by fostering social entrepreneurship. Drawing on the five critical elements of social entrepreneurship developed by Dees (1998), we explore social entrepreneurship by investigating the first Korean social entrepreneur, Kang Min, the founder of Dong Wha, a 125-year-old company in South Korea. The findings offer meaningful and valuable insights to the literature on social entrepreneurship and to current and potential social entrepreneurs wanting to find new ways to achieve social improvement and move society forward.

A broader community is currently paying a significant deal of attention to the existence of social enterprises. This is due to the belief that social enterprises can bring answers to community issues. Village-Owned Enterprises (VOEs), as one of the social enterprises that are expected to continue providing sustainable welfare for villages, must always strive for excellent organizational performance to fulfill their objectives. This study is based on the notion of participatory governance; it seeks to evaluate the effect of governance practices on value co-creation, as well as the effect these practices have on organizational performance. This paper collects data utilizing a structured questionnaire and a quantitative research approach. A cluster sampling methodology is used. The respondents are directors of VOEs in Riau Province, Indonesia. One hundred twenty-five data were analyzed using partial least squares (PLS) of the second order. The results reveal that good governance practices will boost value co-creation, enhancing organizational performance. The findings suggest that VOEs should pay particular attention to their process of managing, monitoring, and accountability to achieve value co-creation and fulfill their mission. The uniqueness of this study lies in its investigation of the governance practices of VOEs and the crucial role of value co-creation in enhancing their organizational performance.
