Abstract: We have constructed a new time-scale, TT(IPTA16), based on observations of radio pulsars presented in the first data release from the International Pulsar Timing Array (IPTA). We used two analysis techniques with independent estimates of the noise models for the pulsar observations and different algorithms for obtaining the pulsar time-scale. The two analyses agree within the estimated uncertainties and both agree with TT(BIPM17), a post-corrected time-scale produced by the Bureau International des Poids et Mesures (BIPM). We show that both methods could detect significant errors in TT(BIPM17) if they were present. We estimate the stability of the atomic clocks from which TT(BIPM17) is derived using observations of four rubidium fountain clocks at the US Naval Observatory. Comparing the power spectrum of TT(IPTA16) with that of these fountain clocks suggests that pulsar-based time-scales are unlikely to contribute to the stability of the best time-scales over the next decade, but they will remain a valuable independent check on atomic time-scales. We also find that the stability of the pulsar-based time-scale is likely to be limited by our knowledge of solar-system dynamics, and that errors in TT(BIPM17) will not be a limiting factor for the primary goal of the IPTA, which is to search for the signatures of nano-Hertz gravitational waves.

Abstract: We describe system verification tests and early science results from the pulsar processor (PTUSE) developed for the newly commissioned 64-dish SARAO MeerKAT radio telescope in South Africa. MeerKAT is a high-gain low-system temperature radio array that currently operates at 580-1 670 MHz and can produce tied-array beams suitable for pulsar observations. This paper presents results from the MeerTime Large Survey Project and commissioning tests with PTUSE. Highlights include observations of the double pulsar, pulse profiles from 34 millisecond pulsars (MSPs) from a single 2.5-h observation of the Globular cluster Terzan 5, the rotation measure of Ter5O, a 420-sigma giant pulse from the Large Magellanic Cloud pulsar PSR , and nulling identified in the slow pulsar PSR J0633-2015. One of the key design specifications for MeerKAT was absolute timing errors of less than 5 ns using their novel precise time system. Our timing of two bright MSPs confirm that MeerKAT delivers exceptional timing. PSR exhibits a jitter limit of whilst timing of PSR over almost 11 months yields an rms residual of 66 ns with only 4 min integrations. Our results confirm that the MeerKAT is an exceptional pulsar telescope. The array can be split into four separate sub-arrays to time over 1 000 pulsars per day and the future deployment of S-band (1 750-3 500 MHz) receivers will further enhance its capabilities.

Abstract: We compute upper limits on the nanohertz-frequency isotropic stochastic gravitational wave background (GWB) using the 9 year data set from the North American Nanohertz Observatory for Gravitational Waves (NANOGrav) collaboration. Well-tested Bayesian techniques are used to set upper limits on the dimensionless strain amplitude (at a frequency of 1 yr(exp -1) for a GWB from supermassive black hole binaries of A(sub gw) less than 1.5 x 10(exp -15). We also parameterize the GWB spectrum with a broken power-law model by placing priors on the strain amplitude derived from simulations of Sesana and McWilliams et al. Using Bayesian model selection we find that the data favor a broken power law to a pure power law with odds ratios of 2.2 and 22 to one for the Sesana and McWilliams prior models, respectively. Using the broken power-law analysis we construct posterior distributions on environmental factors that drive the binary to the GW-driven regime including the stellar mass density for stellar-scattering, mass accretion rate for circumbinary disk interaction, and orbital eccentricity for eccentric binaries, marking the first time that the shape of the GWB spectrum has been used to make astrophysical inferences. Returning to a power-law model, we place stringent limits on the energy density of relic GWs, OMEGA(sub gw) (f) h squared less than 4.2 x 10(exp -10). Our limit on the cosmic string GWB, OMEGA(sub gw) (f) h squared less than 2.2 x 10(exp -10), translates to a conservative limit on the cosmic string tension with G mu less than 3.3 x 10(exp -8), a factor of four better than the joint Planck and high-l‚ cosmic microwave background data from other experiments.

Abstract: In this paper, we describe the International Pulsar Timing Array second data release, which includes recent pulsar timing data obtained by three regional consortia: the European Pulsar Timing Array, the North American Nanohertz Observatory for Gravitational Waves, and the Parkes Pulsar Timing Array. We analyse and where possible combine high-precision timing data for 65 millisecond pulsars which are regularly observed by these groups. A basic noise analysis, including the processes which are both correlated and uncorrelated in time, provides noise models and timing ephemerides for the pulsars. We find that the timing precisions of pulsars are generally improved compared to the previous data release, mainly due to the addition of new data in the combination. The main purpose of this work is to create the most up-to-date IPTA data release. These data are publicly available for searches for low-frequency gravitational waves and other pulsar science.

Abstract: Fast radio bursts (FRBs) are bright, millisecond-duration radio transients originating from sources at extragalactic distances1, the origin of which is unknown. Some FRB sources emit repeat bursts, ruling out cataclysmic origins for those events2,3,4. Despite searches for periodicity in repeat burst arrival times on timescales from milliseconds to many days2,5,6,7, these bursts have hitherto been observed to appear sporadically and—although clustered8—without a regular pattern. Here we report observations of a 16.35 ± 0.15 day periodicity (or possibly a higher-frequency alias of that periodicity) from the repeating FRB 180916.J0158+65 detected by the Canadian Hydrogen Intensity Mapping Experiment Fast Radio Burst Project4,9. In 38 bursts recorded from 16 September 2018 to 4 February 2020 UTC, we find that all bursts arrive in a five-day phase window, and 50 per cent of the bursts arrive in a 0.6-day phase window. Our results suggest a mechanism for periodic modulation either of the burst emission itself or through external amplification or absorption, and disfavour models invoking purely sporadic processes.

Abstract: Pulsar-timing analyses are sensitive to errors in the Solar-system ephemerides (SSEs) that timing models utilize to estimate the location of the Solar-system barycentre, the quasi-inertial reference frame to which all recorded pulse times-of-arrival are referred. Any error in the SSE will affect all pulsars, therefore pulsar timing arrays (PTAs) are a suitable tool to search for such errors and impose independent constraints on relevant physical parameters. We employ the first data release of the International Pulsar Timing Array to constrain the masses of the planet-moons systems and to search for possible unmodelled objects (UMOs) in the Solar system. We employ 10 SSEs from two independent research groups, derive and compare mass constraints of planetary systems, and derive the first PTA mass constraints on asteroidbelt objects. Constraints on planetary-system masses have been improved by factors of up to 20 from the previous relevant study using the same assumptions, with the mass of the Jovian system measured at 9.5479189(3) × 10-4M⊙. The mass of the dwarf planet Ceres is measured at 4.7(4) × 10-10M⊙. We also present the first sensitivity curves using real data that place generic limits on the masses of UMOs, which can also be used as upper limits on the mass of putative exotic objects. For example, upper limits on dark-matter clumps are comparable to published limits using independent methods.While the constraints on planetary masses derived with all employed SSEs are consistent, we note and discuss differences in the associated timing residuals and UMO sensitivity curves.

Abstract: The regularity of pulsar emissions becomes apparent once we reference the pulses' times of arrivals to the inertial rest frame of the solar system. It follows that errors in the determination of Earth's position with respect to the solar-system barycenter can appear as a time-correlated bias in pulsar-timing residual time series, affecting the searches for low-frequency gravitational waves performed with pulsar timing arrays. Indeed, recent array datasets yield different gravitational-wave background upper limits and detection statistics when analyzed with different solar-system ephemerides. Crucially, the ephemerides do not generally provide usable error representations. In this article we describe the motivation, construction, and application of a physical model of solar-system ephemeris uncertainties, which focuses on the degrees of freedom (Jupiter's orbital elements) most relevant to gravitational-wave searches with pulsar timing arrays. This model, BayesEphem, was used to derive ephemeris-robust results in NANOGrav's 11-yr stochastic-background search, and it provides a foundation for future searches by NANOGrav and other consortia. The analysis and simulations reported here suggest that ephemeris modeling reduces the gravitational-wave sensitivity of the 11-yr dataset; and that this degeneracy will vanish with improved ephemerides and with the longer pulsar timing datasets that will become available in the near future., Comment: Fixed typo in author list. Abstract: ast radio bursts (FRBs) are bright, millisecond-duration radio transients originating from sources at extragalactic distances, the origin of which is unknown. Some FRB sources emit repeat bursts, ruling out cataclysmic origins for those events. Despite searches for periodicity in repeat burst arrival times on timescales from milliseconds to many days these bursts have hitherto been observed to appear sporadically and—although clustered—without a regular pattern. Here we report observations of a 16.35 ± 0.15 day periodicity (or possibly a higher-frequency alias of that periodicity) from the repeating FRB 180916.J0158+65 detected by the Canadian Hydrogen Intensity Mapping Experiment Fast Radio Burst Project4,9. In 38 bursts recorded from 16 September 2018 to 4 February 2020 utc, we find that all bursts arrive in a five-day phase window, and 50 per cent of the bursts arrive in a 0.6-day phase window. Our results suggest a mechanism for periodic modulation either of the burst emission itself or through external amplification or absorption, and disfavour models invoking purely sporadic processes.

290. Measurement of Gravitational Spin-Orbit Coupling in a Binary Pulsar System

Abstract: In relativistic gravity, a spinning pulsar will precess as it orbits a compact companion star. We have measured the effect of such precession on the average shape and polarization of the radiation from PSR B1534+12. We have also detected, with limited precision, special-relativistic aberration of the revolving pulsar beam due to orbital motion. Our observations fix the system geometry, including the misalignment between the spin and orbital angular momenta, and yield a measurement of the precession timescale consistent with the predictions of General Relativity.

291. Discovery of Radio Pulsations from the X-ray Pulsar JO205+6449 in Supernova Remnant 3C58 with the Green Bank Telescope

Abstract: We report the discovery with the 100m Green Bank Telescope of 65 ms radio pulsations from the X-ray pulsar J0205+6449 at the center of supernova remnant 3C58, making this possibly the youngest radio pulsar known. From our observations at frequencies of 820 and 1375 MHz, the free electron column density to USSR J0205+6449 is found to be 140.7 +/- 0.3/cc pc. The barycentric pulsar period P and P(dot) determined from a phase-coherent timing solution are consistent with the values previously measured from X-ray observations. The averaged radio profile of USSR J0205+6449 consists of one sharp pulse of width = 3 ms = 0.05 P. The pulsar is an exceedingly weak radio source, with pulse-averaged flux density in the 1400 MHz band of approximately 45 micro-Jy and a spectral index of approximately -2.1. Its radio luminosity of approximately 0.5 may kpc(exp 2) at 1400 MHz is lower than that of approximately 99% of known pulsar and is the lowest among known young pulsars.

Abstract: We report on the discovery of eight repeating fast radio burst (FRB) sources found using the Canadian Hydrogen Intensity Mapping Experiment (CHIME) telescope. These sources span a dispersion measure (DM) range of 103.5 to 1281 pc cm$^{-3}$. They display varying degrees of activity: six sources were detected twice, another three times, and one ten times. These eight repeating FRBs likely represent the bright and/or high-rate end of a distribution of infrequently repeating sources. For all sources, we determine sky coordinates with uncertainties of $\sim$10$^\prime$. FRB 180916.J0158+65 has a burst-averaged DM = $349.2 \pm 0.3$ pc cm$^{-3}$ and a low DM excess over the modelled Galactic maximum (as low as $\sim$20 pc cm$^{-3}$); this source also has a Faraday rotation measure (RM) of $-114.6 \pm 0.6$ rad m$^{-2}$, much lower than the RM measured for FRB 121102. FRB 181030.J1054+73 has the lowest DM for a repeater, $103.5 \pm 0.3$ pc cm$^{-3}$, with a DM excess of $\sim$ 70 pc cm$^{-3}$. Both sources are interesting targets for multi-wavelength follow-up due to their apparent proximity. The DM distribution of our repeater sample is statistically indistinguishable from that of the first 12 CHIME/FRB sources that have not repeated. We find, with 4$\sigma$ significance, that repeater bursts are generally wider than those of CHIME/FRB bursts that have not repeated, suggesting different emission mechanisms. Our repeater events show complex morphologies that are reminiscent of the first two discovered repeating FRBs. Abstract: We present the timing solutions for four pulsars discovered in the Green Bank Northern Celestial Cap (GBNCC) survey. Timing observations were processed and timing solutions were obtained by undergraduate students participating in course-based research at the University of Wisconsin - Milwaukee. Both discovery and timing observations were conducted at a center frequency of 350 MHz using the 100-m Robert C. Byrd Green Bank Telescope. All four pulsars are isolated with spin periods between 0.26 s and 1.84 s. PSR J0038-2501 has a 0.26 s period and a period derivative of 7.6 × 10-19 s s-1, which is unusually low for isolated, longer period pulsars. This low period derivative may be simply an extreme value for an isolated pulsar or it could indicate an unusual evolution path for PSR J0038-2501, such as a disrupted recycled pulsar (DRP) from a binary system or an orphaned central compact object (CCO). Correcting the observed spin-down rate for the Shklovkii effect suggests that this pulsar may have an unusually low space velocity, which is consistent with expectations for DRPs since they come from disrupted binaries. There is no X-ray emission detected from PSR J0038-2501 in an archival Neil Gehrels Swift Observatory observation, which suggests that it is not a young orphaned CCO. A second pulsar, PSR J1949+3426 has a high dispersion measure suggesting that it is one of the most distant pulsars discovered in the GBNCC survey at an estimated distance of 12.3 kpc. Among the pulsars discovered in the GBNCC survey that makes it one of the brightest pulsars discovered in the GBNCC survey with a pseudo-luminosity of 570 mJy kpc2.

Abstract: The millisecond pulsar PSR J0337+1715 is in a 1.6-day orbit with an inner white dwarf companion, and the pair is in a 327-day orbit with an outer white dwarf companion. This hierarchical triple provides an excellent laboratory to test a key idea of Einstein's theory of gravity, the strong equivalence principle (SEP): do all objects, even those with strong gravity like neutron stars, fall the same way in the same gravitational field? Almost all alternative theories of gravity predict violations of the SEP at some level. We have carried out an intensive program of timing this pulsar, and we are able to perform a very sensitive test of the SEP. I will discuss our methods, our result, and its theoretical implications.

Abstract: Some of the highest profile, and highest impact, results from pulsar timing involve probing the high-density physics at the cores of the neutron stars or testing general relativity in new and better ways. These efforts almost always involve the rarest and most exotic of recycled binary systems, including those which formed in unusual ways, or those whose orbits or companions were altered later, as often happens in globular clusters. We report recent results, using timing and search observations from the GBT and Arecibo, on several of these exotic systems. We have new and potentially exciting neutron star mass measurements and new tests of general relativity. And we suggest that it is well worth the efforts involved to uncover and examine these "1%" pulsar systems.

Abstract: We present timing solutions for ten pulsars discovered in 350 MHz searches with the Green Bank Telescope. Nine of these were discovered in the Green Bank Northern Celestial Cap survey and one was discovered by students in the Pulsar Search Collaboratory program in analysis of drift-scan data. Following discovery and confirmation with the Green Bank Telescope, timing has yielded phase-connected solutions with high precision measurements of rotational and astrometric parameters. Eight of the pulsars are slow and isolated, including PSR J0930$-$2301, a pulsar with nulling fraction lower limit of $\sim$30\% and nulling timescale of seconds to minutes. This pulsar also shows evidence of mode changing. The remaining two pulsars have undergone recycling, accreting material from binary companions, resulting in higher spin frequencies. PSR J0557$-$2948 is an isolated, 44 \rm{ms} pulsar that has been partially recycled and is likely a former member of a binary system which was disrupted by a second supernova. The paucity of such so-called `disrupted binary pulsars' (DRPs) compared to double neutron star (DNS) binaries can be used to test current evolutionary scenarios, especially the kicks imparted on the neutron stars in the second supernova. There is some evidence that DRPs have larger space velocities, which could explain their small numbers. PSR J1806+2819 is a 15 \rm{ms} pulsar in a 44 day orbit with a low mass white dwarf companion. We did not detect the companion in archival optical data, indicating that it must be older than 1200 Myr., 9 pages, 5 figures
