У статті проведено аналіз стану розвитку управління ризиками як об’єкта дослідження та відомого науково-методичного апарату, що може використовуватись для оцінювання внутрішніх ризиків в органі охорони державного кордону. Загальновідомо, що метою управління ризиками є уникнення, контроль або мінімізація наслідків їх впливу. Тому від розуміння сутності управління ризиком та вміння застосовувати прийоми впливу на ризик залежить ефективність діяльності з мінімізації їх наслідків. Результати проведеного аналізу свідчать і про те, що в чинних нормативних документах та наукових працях розглянуті загальні положення з аналізу ризиків, що пов’язані із зовнішніми небезпеками та викликами у сфері забезпечення безпеки державного кордону. Завдяки цим працям зроблено позитивний внесок у розвиток теорії і практики управління ризиками, але досі не визначено єдиного підходу до методології побудови та розвитку системи управління внутрішніми ризиками в органах охорони державного кордону. Зокрема, досі відсутній науково-методичний апарат оцінювання ризиків, що існують у внутрішньому середовищі органів охорони державного кордону, і в цілому відсутня загальна методика управління внутрішніми ризиками. Зазначені недоліки можуть спричинити суттєві прорахунки в діяльності органів охорони державного кордону, ускладнити процес управління ними, тому необхідне проведення додаткових заходів щодо їх усунення. Подальші дослідження зазначених питань слід здійснювати, звертаючи особливу увагу на розробку науково-методичного апарату управління внутрішніми ризиками. Невизначеність у прийнятті управлінських рішень, а також ризиків, що пов›язані з їх виконанням, визначають задачу формування адекватної системи оцінювання відповідних внутрішніх ризиків. Тому з метою усунення цього недоліку у статті проведено порівняльний аналіз різних методичних підходів, що дозволило навести їх порівняльну характеристику і сфери застосування.

У статті проведено аналіз процесу закупівель запчастин та послуг для відновлення техніки бойових підрозділів в умовах ведення бойових дій. Експертами встановлені фактори, що є значущими для процесу закупівель запчастин та послуг в умовах воєнного стану. Здійснено аналіз наявної процедури закупівель запчастин для техніки бойових підрозділів ДПСУ, зазначено проблемні питання як організаційні, так і в законодавчому полі, що створюють перепони для своєчасного забезпечення бойових підрозділів в умовах ведення війни. Крім того, на основі чинних положень законодавства запропоновано шляхи покращення процедури закупівель та розроблено рекомендований варіант алгоритму організації закупівель запчастин та послуг для техніки бойових підрозділів ДПСУ в умовах воєнного стану. При цьому розглянуто варіант взаємодії під час організації відновлення техніки бойових підрозділів між збірним пунктом пошкоджених машин та тимчасовим органом з питань закупівель. Запропонований алгоритм має перевагу над наявними завдяки найбільшій відповідності до таких факторів, як своєчасність та боєздатність техніки, що відновлюється. Економію часу пропонується забезпечувати за рахунок створення в Адміністрації Державної прикордонної служби України тимчасового органу з питань закупівель запчастин та послуг з відновлення техніки. Законодавством передбачено, що такий підрозділ може оперативно приймати рішення щодо передоплати, укладати договір з одним постачальником, не витрачаючи час на моніторинг цін. Для перевірки адекватності запропонованого алгоритму закупівель необхідно провести експеримент в реальних умовах. Експеримент бажано проводити разом з представниками з Міністерства оборони України, започаткувавши однакові стандарти в забезпеченні бойових підрозділів. Також пропонується у взаємодії з Міністерством оборони розробити автоматизовані робочі місця для прискорення процесів під час закупівель в умовах війни, а також керівні документи (накази), які б регламентували порядок закупівель для бойових підрозділів під час війни. У систему бойової підготовки пропонується включити на постійній основі тренування логістичних підрозділів для їх впевненого виконання функцій в умовах ведення війни, під час тренувань здійснювати корегування керівних документів, що визначають порядок їх діяльності.

Необхідність упровадження нових підходів щодо організації та проведення оперативної підготовки в органах військового управління Збройних Сил України на основі принципів та стандартів, прийнятих у збройних силах держав-членів НАТО, зумовлена збройною агресією російської федерації проти України. Це вимагає обґрунтованого підходу до питань удосконалення системи оперативної підготовки, що неможливо без використання відповідного науковометодичного апарату з оцінювання її ефективності. У статті визначено сукупність показників до комплексної методики оцінювання ефективності оперативної підготовки. Узагальненим показникомобрано величину, яка характеризує рівень підготовленості органу військового управління до виконання завдань за призначенням. До часткових показників, які здійснюють безпосередній вплив на підготовленість органу військового управління, віднесено: стан індивідуальної підготовки та стан колективної підготовки. Оцінка стануінди відуальної підготовки визначається за залежністю, яка враховує сукупний рівень навченості військовослужбовців органу військового управління, якість програм індивідуальної підготовки, забезпечення заходів індивідуальної підготовки ресурсами та контроль індивідуальної підготовки суб’єктами підготовки. Оцінка стану колективної підготовки визначається за залежністю, яка враховує сукупний рівень злагодженості структурних підрозділів органу військового управління та організацію колективної підготовки. Результати дослідження можуть бути використані у подальших розвідках з даного напряму у наукових установах.

У статті проведено аналіз підходів офісу реформ при Міністерстві оборони України щодо шляхів розбудови та впровадження у Збройних Силах України системи харчування із застосуванням Каталогу продуктів харчування. Метою реформи стало пошук дієвої системи харчування військовослужбовців Збройних Сил України, яка б враховувала потреби особового складу у якісному, своєчасному, повноцінному, здоровому харчуванні. Під час пошуку інструментів для розбудови сучасної системи харчування особового складу Збройних Сил України було використано досвід держав – членів НАТО, а також організацію харчування у миротворчих операціях з підтримання миру і безпеки. Розбудові сучасної системи харчування у військових частинах Збройних Сил України передували проблеми, які особливо стали значущими на початку збройної агресії російської федерації на початку 2014 року, коли фірми постачальники послуг із аутсорсингу відмовилися забезпечувати та готувати їжу для військових Збройних Сил України на передовій (у місяцях ведення бойових дій). Було встановлено, що тільки у країнах колишнього Радянського Союзу харчування військовослужбовців здійснювалося за нормами харчування. Застосування Каталогу продуктів надало змогу перебудувати наявну систему харчування Збройних Сил України. Застосування Каталогу продуктів харчування надало змогу здійснювати харчування з урахуванням енерговитрат військовослужбовця, що харчується, та ціни на продукти харчування; збільшити асортимент запропонованих продуктів харчування для приготування страв; військовослужбовці мають можливість вибору тих страв, які їм більше до вподоби але враховуючи, що кожен військовослужбовець обов’язково має отримати повний комплекс харчування, тобто першу, другу страву, сік, компот або чай. Каталог передбачає асортимент продуктів, ціну і калорійність продуктів отриманих за результатами проведення торгів. Організація харчування із застосуванням Каталогу продуктів вимагає наявності окремого технічного забезпечення, яке полягає у комп’ютерній програмі, за допомогою якої начальник продовольчої служби військової частини здійснює розроблення меню (розкладки продуктів) та заявляє продукти для організації харчування у постачальника. Застосування такого програмного забезпечення (програми) дає змогу здійснювати контроль за матеріальними засобами, що надійшли до складу, а також ті, що видані із складу.

Розглянуто поняття “бойова здатність військової автомобільної техніки”, її місце і роль серед інших категорій воєнного мистецтва, вироблено єдине розуміння в питаннях, що відповідають інтересам як подальшого розвитку військової науки, так і вирішенню практичних завдань, що стоять перед військами. Вивчено поняття бойової здатності як однієї з бойових якостей військової автомобільної техніки, виявлено її взаємозв’язки і взаємозалежності з бойовими та експлуатаційними властивостями військової автомобільної техніки, що дозволяє створити математичний апарат її оцінки і прогнозування. Проведено аналіз наукових досліджень та публікацій, пов’язаних з методологічними основами розробки моделей оцінки очікуваної ефективності виконання службово-бойових завдань військовими частинами і підрозділами Національної гвардії України; ефективністю логістичного управління перевезеннями вантажів в умовах взаємодії різних видів транспорту; методикою визначення ефективності використання автобронетанкової техніки підрозділами Національної гвардії України для охорони громадського порядку в мирний час. Однак запропоновані показники та наведені методики, які застосовуються для оцінки ефективності використання автомобільного транспорту при перевезеннях в народному господарстві та в моделях оцінки очікуваної ефективності виконання службово-бойових завдань військовими частинами і підрозділами Національної гвардії України, не в змозі врахувати бойову здатність військової автомобільної техніки під час виконання завдань за призначенням в організації перевезень. Це дає можливість будувати математичну модель майбутнього бою (операції), яка буде максимально відповідати реальним процесам збройної боротьби. Отримано залежність, яка дає змогу оцінювати бойову здатність машин комплексним показником – узагальненим коефіцієнтом боєздатності військової автомобільної техніки.

The article analyzes Soviet and modern Kazakhstani school textbooks to cover the Great Patriotic War's history using the "Opening Up the Textbook" method. The purpose of this article is a comparative analysis of the textbooks of the Soviet era and the current textbooks to cover the events of military history in them. Particular attention is paid to the presentation of the history of the Great Patriotic War. Not only were different textbooks compared, but also the description of the history of the war in them. The study identifies standard and distinctive features and analyzes the specifics of the presentation of the main points of the war in the textbooks.

Durante las tres últimas décadas se ha producido un importante aumento en cuanto al número de investigaciones en el campo de la Historia de la Educación. Esto, a pesar de favorecer la internacionalización y creación de redes transnacionales de investigación, también aumenta la complejidad de la comprensión global de la disciplina. Debido a esto, junto con el reducido número de estudios al respecto, la presente investigación realiza un análisis bibliométrico de 11 revistas relevantes internacionalmente desde 1967 hasta la actualidad. Se ha analizado la evolución de la producción a lo largo de los años, citaciones, autores y colaboraciones, países de afiliación, instituciones y colaboraciones, e idiomas. También se ha estudiado la representación por sexo de autoras y autores más productivos. Además, se ha realizado un análisis de las combinaciones de palabras clave más frecuentes, junto con la evolución de las temáticas más investigadas en la última década. Los resultados muestran un punto de inflexión en la producción a partir de 2006, con un importante crecimiento, así como unos bajos índices de colaboración entre autores y países. También muestran la relevancia en la última década de la investigación histórico-educativa por países y épocas, destacando la historia de la educación contemporánea especialmente.

Este artículo estudia los efectos de la desigualdad social en la escolarización diferencial del alumnado en la enseñanza primaria por centros y su repercusión en los desiguales resultados académicos en pruebas externas de evaluación. La realidad actual, y el pasado, muestran efectos negativos para el rendimiento académico del alumnado desfavorecido socioeconómica y culturalmente, escolarizado en mayor proporción en centros segregados por composición social. La democratización de la educación con la escolarización completa en la enseñanza primaria en España, desde hace décadas, no ha resuelto la aleatoriedad de los resultados académicos del alumnado que cabría esperar en procesos de escolarización con igualdad de oportunidades. La variable composición social de las escuelas, creada con el índice socioeconómico y cultural familiar del alumnado, muestra efectos significativos en el rendimiento de matemáticas del alumnado de primaria, si bien los centros de igual composición social muestran variabilidad significativa entre ellos, lo que asegura que las escuelas cuentan con capacidad para cambiar los resultados académicos, independientemente de su caracterización por composición de su alumnado. Los datos proceden del Informe TIMSS 2019, publicado por la IEA en diciembre de 2020.

Hoy en día, es comúnmente compartida la idea de que la escuela rural beneficia al alumnado y a la comunidad. Sin embargo, históricamente, no siempre ha sido así. Durante el franquismo se llegó a buscar su extinción, especialmente con la Ley General de Educación. En este contexto, varios maestros y maestras rurales, que se oponían a las concentraciones escolares y buscaban alternativas, se organizaron a finales de los 70 y principios de los 80 mediante su participación en las Jornadas de Escuela Rural. Este artículo, a través de entrevistas hechas a los maestros rurales que tuvieron un papel primordial en dichas Jornadas de Escuela Rural, busca conocer el rol de los educadores rurales en los procesos de cambio durante la transición democrática. Los resultados evidencian que fueron estos docentes quienes cuestionaron las políticas educativas de la época y quienes plantearon el modelo de escuela rural que hoy en día sigue existiendo.

The frequency of opioid overdoses is increasing, and the use of fentanyl and fentanyl analogues in illicit substances has increased toxicity. In British Columbia, the opioid crisis has worsened since it was declared a public health emergency in 2016. Meanwhile, impermanent tent communities of people experiencing homelessness are being dislocated over concerns about illicit substance use. Recognizing the inaccessibility of naloxone for congregate encampment residents, this discussion piece builds upon current public health knowledge and urban forest management strategies to suggest key opportunities for increasing the accessibility of naloxone. These opportunities include recognizing peer-based care and the role of grassroots organizations in promoting naloxone accessibility.

Research has uncovered substantial gender, social, and health disparities among children and youth in street situations (CYSS) in Eldoret, Kenya. From 2013-2014 we engaged CYSS aged 11-24 years in a qualitative study to explore the sexual language and practices used in the street subculture in Eldoret, Kenya. We engaged 65 CYSS in 25 in-depth interviews and 5 focus group discussions. This work uncovered stark gender inequities, which result in girls and young women in street situations experiencing profound levels of sexual and gender-based violence and harmful sexual and reproductive health outcomes. To comprehend the underlying drivers of these inequities and to appropriately and adequately intervene, we sought to comprehend how CYSS’s social identities intersect with systems of oppression and privilege to produce and maintain these inequities. We therefore sought to reanalyze the original data from this study using intersectionality as a theoretical framework to explore how systems of oppression in Kenya have shaped the street subculture, construct CYSS’s street and resistance social identities, and how these social identities and the street subculture intersect with macro-level structural factors to produce health and gender inequities. Our analysis identified three distinct social identities that are given to CYSS in Eldoret: Chokoraa (garbage pickers), Mshefa (hustlers), and Mboga ya jeshi (vegetables for soldiers). Our findings revealed how these identities and the street subculture intersect with the Patriarchy, the political-economic context, and social cultural forces in Kenya, resulting in hegemonic masculinity and detrimental gender roles and norms for young men and women. Our findings show that CYSS are a product of the oppressive systems that construct their circumstances and shape their social identities. This population urgently requires policies and programs that intervene at multiple levels to halt the harmful practices within street subculture and associated with street-involvement.

Expanding the emergent literature on homelessness and the COVID-19 pandemic, this qualitative study presents a portrait of the homelessness sector in two Nova Scotian, Canadian communities: Halifax Regional Municipality and Cape Breton Regional Municipality. This research provides an understanding of the health and wellness of populations experiencing homelessness during the first waves of the COVID-19 pandemic, the processes involved in supporting populations experiencing homelessness during the pandemic, and determining what has worked, what has not, and required changes. The data will inform relevant emergency crises and disaster relief responses for those experiencing homelessness and those who are marginalized, vulnerable, and living on the fringes of society. What follows are the core themes, and lessons learned, along with recommendations that capture the narratives from a group of individuals experiencing homelessness throughout the pandemic and those tasked with developing, supporting, innovating, and funding the disaster responses in two Nova Scotian communities.

The way people source, prepare, and consume food is deeply interconnected with social practice. Drawing on theories of everyday life and social practice, we consider the everyday food-related practices and tactics for survival of six people experiencing homelessness. In doing so, we identify ways in which the realities of homelessness force people to conduct domestic activities in public view and discuss how the inability to engage in simple and taken-for-granted practices such as making a cup of tea is psychologically detrimental. This research documents the oft-overlooked ways that people experiencing homelessness demonstrate tenacity and resourcefulness and the agentive ways in which they respond to difficult circumstances. Our analysis broadens understanding of the disruptive mechanisms of homelessness as they pertain to food-related social practices. Additionally, we present new considerations of the ways in which people who previously experienced homelessness do their best to ‘mend’ disruptions through processes of ‘re-mooring’ and adopting tactics for survival.

Este trabalho é resultado parcial de uma pesquisa que aborda os efeitos da COVID-19 sobre crianças e adolescentes em situação de rua na área central da cidade de São Paulo. A pesquisa baseou-se no relato de profissionais envolvidos no atendimento de crianças e adolescentes acolhidos em instituições e aquelas que permaneceram nas ruas durante a pandemia. Os relatos apontam para impactos diferentes entre os dois grupos de crianças e adolescentes. Os/as que permaneceram nas ruas sofreram com o trabalho remoto dos/as educadores/as, e com o fechamento do comércio e esvaziamento das ruas na região central, o que reduziu suas fontes de renda e de alimentação, além de ficarem mais expostos à violência e ao consumo de drogas. Nas instituições, as rotinas foram adaptadas às exigências protocolares de higienização, limitação de saídas e de visitas familiares e as crianças tiveram prejuízos escolares com aulas à distância sem ter equipamentos necessários e familiaridade com esse tipo de ensino. Além disso, constatou-se um fluxo maior de entradas e saídas entre as crianças e adolescentes com trajetória de rua. This work is the partial results of a research project that addresses the effects of COVID-19 on children and adolescents in street situation in the central area of the city of São Paulo. The research was based on the reports of professionals involved in the care of children and adolescents in shelters and those who remained on the streets during the pandemic. The reports point to different impacts between the two groups of children and adolescents. Those who remained on the streets suffered from the remote work of educators, closure of businesses, and emptying of the streets in the central region, which reduced their sources of income and food, besides being more exposed to violence and drug use. In the institutions, routines were adapted to the protocol requirements of hygiene, limitation of departures, and family visits, and children were detrimentally affected by remote learning since they did not have the necessary equipment and were not familiar with this type of teaching. In addition, there was a greater flow of entrances and exits among children and adolescents with street trajectories.

The coronavirus (COVID-19) pandemic has magnified detrimental social and health experiences and consequences for youth at risk of or experiencing homelessness. Recent research indicates that heightened household tensions due to stay-at-home orders, coupled with pandemic-related financial insecurities, have worsened pre-existing factors for many young people, particularly for those experiencing stigma and violence. As a result, it can be projected that the risk and experience of youth homelessness will intensify. In spite of this, there has been scarce attention to the impacts the current context has on these vulnerable groups. This commentary aims to bring attention to the prevailing issues and challenges faced by youth at-risk of homelessness during the COVID-19 pandemic and provides crucial considerations for preventative solutions by incorporating the Roadmap for the Prevention of Youth Homelessness Framework. Based on research across fields, we offer insights for equity-focused, collaborative interventions, focusing on the education and social services sectors.

The provision of shelter to individuals experiencing homelessness creates a 24/7 community of co-living in which the common denominator uniting members is lack of housing. Women of all ethnic, racial, religious, cultural backgrounds, as well as members of 2SLGBTQ+ communities, find themselves co-living in the shared and often challenging transitional space. As services have shifted to “open the door” to provide more inclusive access to services, little attention has been paid to the experiences of diverse communities within co-living spaces. Questioning the assumption that shared loss inherently binds a community of homelessness service users to a common identity, this research asks: what discourses of heterogeneity of service users emerge in descriptions from women experiencing homelessness of their trajectories through transitional housing services to stable housing? Interviews were conducted with 33 service users in a women’s transitional housing service between 2016-2018 in Montreal, Canada. Data collected over two waves of semi-structured interviews focused on service usage, homelessness histories, transitional programs experiences, and well-being, featuring 33 and 12 interviews, respectively. Qualitative thematic analysis revealed several instances of participants reflecting on the challenges and benefits of engaging with the heterogeneity of individuals in the space: reflections centered on the unsuitability of services, mental health and substance use, gender identity, as well as a sense of solidarity. In addition to an unexplored complexity associated with inclusive transitional housing user experiences, this analysis underlines a desperate need for refined perspectives on inclusive service policies.

Recent experience demonstrates that substantial progress in reducing homelessness is possible if resources are directed towards evidence-based, housing-focused solutions. However, the homeless assistance systems in most countries are not adequately resourced to assist persons experiencing “crisis homelessness,” who account for the majority of the homeless population. Thus, we present a policy proposal for leveraging an expansion of Critical Time Intervention (CTI), an evidence-based behavioral health intervention, as a scalable solution for crisis homelessness. We draw on the specific policy context of the United States in proposing the use of funds from Medicaid, the public health insurance program for low-income individuals, to finance such an expansion, but argue our broader policy proposal has salience internationally as well. In presenting our proposal, we discuss why it represents a sound and feasible policy idea, focusing on the alignment between CTI and a promising new programmatic approach known as rapid rehousing. We describe the potential benefits of enacting this proposal and conclude with discussing the United States-specific and more general challenges that would need to be addressed to implement it, including the need for additional resources to cover the costs of the temporary financial assistance component of rapid re-housing.

Argentina does not have a single, consistent definition of life on the streets that is accepted and applied throughout the country and covers people living on the streets. Likewise, there is no statistical metric to measure the scope of the problem. In the case of the Autonomous City of Buenos Aires, the counts carried out by the Government of the City of Buenos Aires are the only indication of the numerical magnitude of the problem, but the data obtained do not correspond to the proportion of the problem. As a result, there are strong controversies between the official figures and those estimated by civil society organizations. This article aims to show how the delimitation of an operational conceptual category has strong implications for the numerical estimation of the number and characteristics of people living on the streets. Firstly, a brief review is made of international experiences involving the development of tools that provide both a clear and consistent definition and inadequate framework for collecting reliable data on the problem. Then, in the context of Argentina, we characterize the two forms most commonly used to indicate life on the streets in the Autonomous City of Buenos Aires: ‘without a home’ and ‘street situation. ’Finally, under the selected categories, the methodologies used to establish the numerical magnitude of the problem are described and compared. In this sense, a comparison is made between the official counts of the Government of the City of Buenos Aires and the Popular Census of Homeless People carried out by civil society organizations in accordance with current legislation. Argentina no cuenta con una definición única y constante sobre la vida en las calles que se acepte y se aplique en el territorio nacional y que abarque a las personas que se encuentran viviendo en la calle. De igual manera, tampoco existe una delimitación estadística que dimensione el alcance de la problemática. En el caso de la Ciudad Autónoma de Buenos Aires, los conteos llevados a cabo por el Gobierno de la Ciudad de Buenos Aires son el único indicio de la magnitud numérica del problema, pero los datos obtenidos no se corresponden con la proporción del problema. A partir de ello existen fuertes controversias entre las cifras oficiales y las estimadas por las organizaciones de la sociedad civil. Este artículo se propone mostrar cómo la delimitación de una categoría conceptual operativa conlleva fuertes implicancias en la estimación numérica sobre la cantidad y las características de personas que se encuentran viviendo en las calles. A partir de ello, en primer lugar, se realiza un breve recorrido de experiencias internacionales que han centrado su atención en el desarrollo de herramientas que proporcionen tanto una definición clara y consistente como un marco adecuado para la recopilación de datos confiables sobre la problemática. Luego, en el marco de Argentina, se caracterizan las dos formas más utilizadas para denominar la vida en las calles en la Ciudad Autónoma de Buenos Aires: sin techo y situación de calle. Por último, acorde con las categorías seleccionadas, se describen y comparan las metodologías empleadas para establecer la magnitud numérica del problema. En este sentido se realiza una comparación entre los conteos oficiales del Gobierno de la Ciudad de Buenos Aires y el Censo Popular de Personas en Situación de Calle llevado adelante por organizaciones de la sociedad civil acorde con la legislación vigente.

This exploratory study sought to uncover service provider perspectives on the early response to COVID-19 in a small community in an advanced industrialized country - the homelessness support sector of the Central Okanagan, British Columbia. Following a case study approach, snowball sampling was utilized in May and June 2020 to achieve a sample size of 30 through a mix of one-on-one interviews and open-ended surveys. Qualitative thematic analysis was used to uncover commonalities among interview responses. Common themes are discussed in relation to three areas of questioning including challenges, successes, and mitigations/areas for future support. While the community came together to support the response, there were challenges and concerns regarding safety and personal protective equipment supplies, social distancing and knowledge transmission within the homeless community, access to food and water, and lack of space for isolating positive cases. The findings illustrate possible research, practice, public health policy, and emergency planning considerations within smaller communities.

Objective: Youth self-identifying as lesbian, gay, bisexual, transgender, questioning/queer, intersex, asexual, and other identities (LGBTQIA+) are overrepresented among the homeless youth population in western countries. Although scholars have documented the situations and events contributing to disproportionately high rates of homelessness among LGBTQIA+ youth compared to cisgender peers, researchers have not as thoroughly examined the efficacy of services available to this group to assist their transition from homelessness to stable residency. The purpose of this scoping review was to examine the peer-reviewed literature to determine how many journal articles have been generated that addressed (a) the assessment of client satisfaction or (b) the effectiveness of intervention designed to help LGBTQIA+ homeless youth transition from homelessness to stable tenancy. Method: A database search of six peer-reviewed, health care publication indexes, with 50 key search terms was performed. The database search spanned publication years with no beginning year, but ended in January 2021. Results: Nineteen articles were identified that described programming, reported intervention outcomes, or outlined policies and recommendations intended to help LGBTQIA+ youth transition out of homelessness. Of the 19 studies, only five (26.31%) reported program evaluation (n=1, 5.26%), the assessment of intervention effectiveness (n=2, 10.52%), or an analysis of client satisfaction (n=2, 10.52%). Findings exemplify the dearth of scholarship and research examining this area of academic inquiry and public health need. Discussion: Without empirical research investigating service provision for the LGBTQIA+ homeless youth population, service providers have little data upon which to inform practice based on an understanding of the services that are needed and desired by this population to transition out of homelessness, the effectiveness and perceived satisfaction of those services, and whether services should be modified to better meet the needs of those for whom it was intended. Scholars and researchers are called upon to generate this needed public health research, which should include service recipient perspectives to target outcomes and interpret findings.

This study investigated factors related to competency by assessing the mental readiness among highly recognized frontline workers in homelessness services (FWHSs) by means of self-completed questionnaires. A total of 35 highly respected FWHSs in Ottawa, Canada were identified by their peers and supervisors as “exceptional” for various specialty areas: addictions, mental health, hoarding, trauma and post-traumatic stress disorder (PTSD). An Operational Readiness Framework was used to examine how FWHSs perform at their best in challenging situations. A series of questionnaires were completed at a Think Tank to determine their mental readiness before, during and after challenging situations. Quantitative and qualitative analyses of mental readiness were performed to prioritize identified challenges. The study findings were then compared to the “Wheel of Excellence” based on results from elite athletes and other high performers such as surgeons, police, and air traffic controllers. The analysis revealed that mental readiness is required to achieve peak performance in addressing the challenges of homelessness. The balance between readiness (physical, technical and mental) and performance contributed to their competency and resiliency. Common elements of success were found: commitment, self-belief, positive imagery, mental preparation, full focus, distraction control and constructive evaluation. This investigation confirmed many similarities in mental readiness practices engaged by excellent FWHSs and other top professionals. This study offered, for the first time, a comprehensive understanding of specific high-performance readiness practices through a streetwise, frontline-worker perspective. Practical recommendations for training and assessment were provided relevant to excellence in homelessness services.

The coronavirus disease (COVID-19) pandemic has affected all our lives but did not affect all parts of societies equally. This study uses a systematic literature review approach to examine the experiences of homeless populations during COVID-19. Our literature review identified lessons learned and promising practices from the field at a global level, and summarizes academic studies in order to promote future efforts to prepare homeless populations for potential extreme events in the future. Forty-one of 209 articles were selected to prepare this literature review. Following the academic database search, grey literature from various organizations were also identified to enrich the literature results and analysis. Findings from these articles were grouped under three main themes to better illustrate the results: (1) impact of COVID-19 on people experiencing homelessness (PEH), (2) support mechanisms, and (3) promising practices. A comparative approach also was used to examine how PEH responded during two previous pandemics (severe acute respiratory syndrome [SARS] in 2003 and Swine Flu 2009) compared to the COVID-19 pandemic. Findings showed that there was continuous improvement in the disaster preparedness for PEH during COVID-19 when compared to past pandemics. In addition, promising practices have emerged. However, ongoing issues, such as lack of personal protective equipment (PPE), staff shortages, and communication problems, still persist in the field. More research regarding PEH during pandemics is needed, and their voices should be included.

Persons with lived and living experiences of homelessness (PWLEs) commonly use hospitals and emergency departments to access healthcare yet support for transitions from hospital to shelter/housing can be challenging to access. To improve the continuity of care and health outcomes for PWLEs who are being discharged from hospital, a more complete understanding of two hospital-to-shelter/housing programs in Metro Vancouver, Canada was sought. Using a community-based participatory research approach, we conducted in-depth interviews in-person or by phone. Participants included eight healthcare and shelter/housing decision-makers and providers and a convenience sample of ten program participants (two females and eight males who ranged in age from 31 to 74 years old; average = 50 years old). Data were analyzed in NVivo 12 to identify successes including: 1) achieving health stability and recovery following hospital discharge; 2) having privacy and freedom while in the program; 3) building relationships with providers; 4) having formal support to find housing; and 5) cross-sector relationships between providers. Challenges included: 1) limited availability of affordable and appropriate housing; 2) other guests’ ways of life; 3) complex needs versus limited after-care resources; and 4) inequities in program access. While hospital-to-shelter/housing programs can serve as intervention opportunities to connect PWLEs to permanent housing, discharge plans need to acknowledge the local limitations on housing availability and offer short-term options for patients who require sub-acute rest and convalescence.

Objective: Globally, domestic violence against women increased in severity over the course of the COVID-19 pandemic. Shelters supporting women experiencing temporary homelessness due to violence had to make major changes in service delivery to accommodate pandemic protocols, including how many families could stay in shelter, where they were allowed to reside, and how they were, and were not, able to interact with shelter staff and the outside world. The present study used a novel approach to spatial analysis to understand how pandemic protocols affected shelter space use. Method: Floor plans and written pandemic protocols were submitted by 15 women’s shelters in Ontario, Canada. Each pandemic protocol was analyzed and mapped onto its respective floor plans to determine how much space was lost under different modes of operation: normal (pre-pandemic), physical distancing (using pandemic protocols), and quarantine (using pandemic protocols during an outbreak). Three types of shelter space were analyzed to understand what types of spaces shelters were losing: Primary (bedrooms, bathrooms, and laundry areas), Secondary (community areas and staff offices), and Tertiary (hallways and storage). Findings: All 15 shelters lost space, with an average of 27% of net area lost overall (range 7%-56%). Within the three types of space, 18% of Primary, 48% of Secondary, and

A focus on access to mental health care is critical for beneficent and just care of individuals experiencing homelessness. The delivery of this care is strengthened through building longitudinal relationships between clinicians and persons experiencing homelessness—relationships that are best understood, perhaps, through the lens of attachment theory. In this paper, we look at the prevalence of mental illness among individuals experiencing homelessness and the history of deinstitutionalization of the mentally ill. We then evaluate how three modern-day interventions—street medicine, community health clinics, and supportive housing programs—play integral roles in providing mental health care and constructing a trusting relationship. We conclude with a call for increased funding to support the expansion of these essential mental health care interventions, especially in the aftermath of COVID-19.

Introduction: Health care providers face a multitude of challenges in providing care to patients with diabetes who are experiencing homelessness. Considering the unique circumstance faced by this population, mainstream services must be adapted and tailored to meet patients’ needs. The objective of this study was to explore both the barriers faced by providers and programs in offering comprehensive diabetes care to these patients, and their suggested areas for improvement. Methods: We conducted semi-structured interviews with providers who care for patients who have diabetes and/or who experience homelessness. Participants included primary care providers, specialist physicians, dietitians, shelter staff, outreach workers, and diabetes educators in five Canadian centres (n=96). Responses were analyzed using qualitative thematic analysis. Results: Barriers most frequently cited by providers were a lack of resources for staff. Other challenges included policy barriers (restrictions on billing codes, care professionals’ scope of practice, and the structure of financial support for this population), duplication of services, and alternative priorities of care. Participants identified several strategies to improve care, which targeted the following spheres: location of service provision and coordination of care, policy changes, and extending funding and resources for staff, such as augmented funding to hire allied health professionals in outpatient settings and increasing outreach capabilities. Conclusion: Programs that strive to address the unique needs of clients experiencing homelessness face numerous challenges. Unique potential solutions to these barriers, such as service provision in a convenient location involving social and health services, incorporating allied health care providers in care to a greater extent, and updating policies to reflect the social complexity of the population can improve diabetes care.

The definition of homelessness and the policies responding to it differ from society to society, as does understanding a state of being "homeless", all of which are socially constructed. Because in Japan today homelessness is perceived only as a situation of sleeping on the street, the prevalence is perceived as low. However, this definition is narrow compared to what, for example, FEANTSA has proposed in Europe. Therefore, Japanese policy and policy makers need to shift to be congruent with international standards. To begin this shift we need to understand how the "narrow" perception of homelessness in Japan has been constructed. Therefore, in this paper a historical review is provided starting on the premise of the "loss of home" of Japanese society after World War II, the rapid increase of "visible homelessness" since the 1990s, the enactment of formal homelessness law, and rising "visible homelessness". More recently there is also expanded interest in "invisible homelessness" due to current homelessness research. The issue of lack of a public housing allowance and limited public housing is explored connected to an absence of housing policy. Finally, the Covid-19 pandemic has increased anxiety about the loss of homes and there is a need to shift homelessness measures into housing policy.

This paper explores how to best identify clients for housing services based on their homeless shelter access patterns. We utilize the number of shelter stays and episodes of shelter use for a client within a specified time window. Thresholds are then applied to these values to determine if that individual is a good candidate for housing support. Using new housing referral impact metrics, we explore a range of threshold and time window values to determine which combination both maximizes impact and identifies good candidates for housing as soon as possible. New insights are also provided regarding the characteristics of the “under-the-radar” client group who are typically not identified for housing support.

In this article, we draw upon a case study exploring social inequality and homelessness in homeless-oriented services in a large health and social services centre in Montreal, Quebec, Canada. We take up professionals’ (working in homelessness services) and service users’ (people experiencing homelessness) (N=12) perspectives exploring slippery notions of empowerment/disempowerment using a stigma, resistance, and resilience lens. We mobilize the concepts of navigation and negotiation to better understand participants’ experiences of stigma and the dialogical tensions in empowerment/disempowerment constructs moving beyond simple worker/service user dichotomies of powerful/powerlessness. We explore the more nuanced ways professionals and people who experience homelessness (often described in passive terms) understand these tensions and the dynamics at play within professional relationships, systems, and structural constraints. We unpack professionals’ “silent practices” in their effort to “empower” service users and resist institutional forged by neoliberal pressures. We make the case that systemic and structural constraints manifested in institutional practices push people experiencing homelessness to adopt strategies of resilience.

This paper aims to demonstrate the efficacy of a five-level homelessness prevention typology, encompassing universal, targeted, crisis, emergency, and recovery categories. We argue that this typology can be deployed to illuminate key comparisons in homelessness prevention policy and practice between different jurisdictions and over time. Meanwhile, it avoids the confusions and overlaps that occur in extant categorisations. Using the UK jurisdictions as an empirical testbed for this analytical framework, four key lessons emerge which we contend have resonance across much of the global north. First, though there is growing evidence of the importance of both universal prevention measures (particularly the delivery of affordable housing and poverty reduction), and targeted preventative interventions (focused on high risk groups and transitions), practical action on both fronts has been deeply deficient to date. Second, and more encouragingly, there is a nascent shift in homelessness practice from an overwhelming focus on basic, emergency interventions, towards more upstream attempts to avert the kind of crisis situations that can lead to homelessness arising in the first place. Third, and also welcome, is a trend within recovery interventions from treatment-led to more housing-led models, albeit that this shift has been frustratingly slow to materialise in many countries. Fourth, across all of these categories of homelessness prevention, there remain substantial evidence gaps, especially outside of the US.

Este trabajo se plantea como objetivo general analizar procesos de salida de la situación de calle de personas que fueron usuarias de refugios para personas sin hogar, del Ministerio de Desarrollo Social (MIDES) de Uruguay durante el período 2014-2017. Tomando como referencia teórico metodológica la perspectiva de cursos de vida (Elder, 1985), se analizaron 30 entrevistas en profundidad donde se abordaron diferentes temporalidades de las trayectorias de vida y su relación con los procesos de salida de los refugios del MIDES. Uno modo de analizar comprensivamente las rutas de salida, es a través de la tipología propuesta por algunos autores que plantean tipos de salidas independientes y dependientes (Sosin et al., 1990; Piliavin et al., 1996; O’Sullivan et al., 2008). Nuestro análisis mostró que esta categorización es pertinente para el caso uruguayo, pero fue necesario readaptarla. Esto además de conllevar connotaciones conceptuales, da cuenta de la diferencia que presentan las salidas de los casos uruguayos –donde las salidas “dependientes” se sustentan fundamentalmente en las redes primarias- respecto a las de otras sociedades con mayores niveles de desarrollo en políticas de prevención, donde las salidas “dependientes” se sustentan en gran parte, con apoyos institucionales.

Policy related to homelessness varies across federal, state, and local levels influencing access to health and social services among persons experiencing homelessness. With a diversity of community stakeholders comes a diversity of ideas about which health and social services to provide and prioritize. Despite the unique insights PEH are able to offer on their own situations, their voices often remain excluded from research and policy. The aim of the current study was to identify the basic needs and health and social service priorities of PEH, to incorporate these voices into policy decisions and prioritization. Fifteen participants age 18 and older who had any experience of homelessness in Salt Lake Countyparticipated in in-depth qualitative interviews between February and March 2020. Open-ended questions enabled the interviews to naturally progress and focus on what was most relevant to participants and their experience. Data were categorized into the services and supports identified as the most needed by PEH and to help lift people out of homelessness: 1) Housing and shelter, 2) Income and employment, 3) Transportation, 4) Food, 5) Physical and mental health services, and 6) Social support. We describe the needs, challenges, and solutions as identified and narrated by study participants. Findings offer critical insight into how the homelessness crisis should be approached by policymakers as the ways in which PEH understand and utilize the system of available resources and supports must align with their abilities and realities. Without these in-depth discussions with PEH about how they understand and meet their basic needs, there will be ongoing gaps in service delivery and mismatches in the attempts made to serve this population.

Domestic violence shelters present a unique context within the congregate living sector in the context of the COVID-19 pandemic. Shelters supporting women during the pandemic had to change service delivery models to include housing women in hotels to adhere to government restrictions and ensure women, and their children, were not homeless. The purpose of this study was to explore the impact of hotel use as alternative housing for women experiencing domestic violence during the COVID-19 pandemic in Ontario, Canada. We used interpretive description methodology, including in-depth interviews with 8 women using shelter services, 26 shelter workers and 5 focus groups with 24 executive directors of women’s shelters and other organizations who serve women who have experienced domestic violence. We identified and explored three main tensions in housing women at hotels compared to shelters: 1) autonomy/independence versus support, 2) a better option, the only option, and/or a safety concern, and 3) adequacy of hotels as housing. Drawbacks and benefits of the use of hotels as housing for women in the context of domestic violence are explored and recommendations are highlighted.

There are growing calls for Universal Basic Income (UBI) as a means of reducing poverty and addressing the changing nature of work. UBI involves the provision of a cash payment to all adult citizens, which is sufficient to live on and either does not phase out as earnings increase or does so slowly for higher incomes. Despite many theorized benefits and beneficiaries of UBI, its implications for preventing and ending homelessness have not been explored. Accordingly, this article provides an overview on UBI and its evidence base, and then discusses how UBI could help to structurally prevent and end homelessness by reducing values-based exclusion in the provision of income supports, promoting choice in housing, facilitating workforce returns and buffering against automation job losses, and improving health and well-being. Like any transformative policy shift, there are also risks associated with UBI, which largely lie in the details of how it is designed and the political context in which it is implemented. Nevertheless, given its potential, now is the time to properly trial UBI as a structural intervention for preventing and ending homelessness.

There is scientific and rich literature about sexual-affective relationships in the nightlife. Some of the contributions analyze the freedom or the harassments in those relationships. Less has been researched about to what extent the origin and evolution of the promotion and extension of the participation of young people in the nightlife was motivated by their demand for freedom or by the nightlife business. This article presents results of the research about this matter within the framework of the Horizon 2020 Allinteract project. In addition to desk research and a literature review, the research includes interviews to participants in the young nightlife from 1960 until 2022. Besides the diversity of ages and genders of interviewees, the results show three coincidences among all of them: a) they and their friends paid more for less on drinks than in any other consumption they made; b) the motivation for this payment was the will to feel attractive for others; c) disdainful hookups were normalized among those who do not feel attractive enough.

Rarely have changes to state funded school education in the United Kingdom (UK) been as significant or lasting as during the 1970 - 1990 period, under the direction of Education Secretary, and then Prime Minister, Margaret Thatcher. This article will establish Thatcher’s place in the timeline of UK state funded education, before discussing the major changes to educational policy and teaching practice during the Thatcher premiership, including the complex socio-economic, cultural, and political context of these changes. Of particular interest is the 1988 Education Act, and the legacy this has had on UK schools and education.

This project-based research falls within ​​visual sociology in history education, which focuses on integrating local cultural heritage through digital photovoice (DP). It aims to build the students’ historical and cultural identity to preserve Indonesian cultural heritage. However, research on DP in history education is still scarce and understudied. Grounded in the Project-Based Learning (PBL) theory, this study explored how DP facilitated the students’ history learning of the local heritage. Forty-one history education students from an Indonesian public university agreed and consented to participate in the study. Data were analyzed from the PBL portfolio, student-created DP, and focus group interviews (FGI) with the students. As a result, the study highlights three key findings that PBL-DP integrated strategy: 1) facilitated and increased the students’ learning engagement, participation, autonomy, collaboration, and activeness in learning activities, 2) encouraged the production of student-created digital photovoice, and 3) promoted their historical and cultural identity. The implication of this study suggests integrating DP into history pedagogy and history teachers’ professional development.

La atención educativa al alumnado procedente de las migraciones en España se viene realizando desde los años ‘90 en términos de “integración”. Sin embargo esta es entendida de forma asimilacionista/compensadora. Ello limita propiciar el inicio de procesos de integración intercultural donde los resultados puedan ser estructurales, y crear una realidad nueva. El artículo analiza el surgimiento, desarrollo y situación actual de algunas de las políticas educativas más representativas en el país en la materia. Para ello se presenta la evolución de las cifras de la realidad migratoria en los espacios educativos formales; se analizan varias experiencias de actuaciones de atención educativa a dicho alumnado en tanto que paradigmas de “buenas” y “malas prácticas”; y se realiza una aproximación crítica a los instrumentos de evaluación existentes para conocer el estado de salud de las políticas educativas de integración de la población migrante en el país, en concreto MIPEX. Finalizamos con unas notas conclusivas sobre las implicaciones que los enfoques de gestión de la diversidad analizados han tenido –y están teniendo– en términos de integración.

Побудовано математичну модель динаміки підресореної маси колісних транспортних засобів (КТЗ) із нелінійною силовою характеристикою системи підресорювання маси за умови руху останніх уздовж шляху з впорядкованою системою нерівностей, яка зводиться до нелінійного неавтономного диференціального рівняння другого порядку. На базі загальних ідей методів збурень, адаптованих стосовно математичної моделі таких систем, побудовано асимптотичний розв’язок побудованої математичної моделі поздовжньо-кутових коливань КТЗ. Отримано рівняння у стандартному вигляді, які описують визначальні параметри коливань підресореної маси. Їх особливістю є те, що власна частота поздовжньо-кутових коливань вказаної частини суттєво залежить від їх амплітуди, тобто вони суттєво відрізняються від випадку динаміки підресореної маси із квазі лінійними силовими характеристиками системи підресорювання. Досліджено закономірності зміни амплітуди і частоти коливань у нерезонансному та резонансному випадках залежно від функцій, які описують шлях, а також від нелінійних силових характеристик демпферних пристроїв і амортизаторів. Отримані умови виникнення резонансних коливань і математичні залежності між їх основними параметрами. Знайдено критичне значення швидкості руху КТЗ уздовж шляху з впорядкованою системою нерівностей для уникнення резонансних поздовжньо-кутових коливань підресореної маси. Обговорюються перспективні напрями подальших досліджень стосовно військово-прикладних аспектів досліджуваної проблеми, а також можливі узагальнення розробленої методики та одержаних результатів.

У статті розглянуто необхідність змін формувань понять та визначень системи технічного обслуговування і ремонту автомобільної та бронетанкової техніки Державної прикордонної служби України. У запропонованих змінах ураховано постійне оновлення парку техніки. З метою підтримання постійної готовності техніки органів та підрозділів охорони кордону до застосування за призначенням пропонується зменшити облікову кількість видів технічного обслуговування шляхом форматування системи технічного обслуговування і ремонту відповідно до вимог заводів-виробників сучасних зразків транспортних засобів. У ході роботи був проведений аналіз керівних документів, які визначають функціонування системи технічного обслуговування і ремонту техніки в Державній прикордонній службі України, та технічної документації заводів-виробників зразків техніки, які використовуються органами та підрозділами охорони кордону. Крім того, проведено порівняння ключових моментів, що стосуються підтримання транспортних засобів у постійній готовності до використання, та відображаються у вивчених документах. З метою формування єдиного підходу до системи технічного обслуговування і ремонту автомобільної та бронетанкової техніки Державної прикордонної служби України, забезпечення переходу на новітні зразки техніки пропонується відмовитись від розподілу видів технічного обслуговування на технічне обслуговування № 1 та технічне обслуговування № 2. Також запропоновано ввести поняття регламентоване технічне обслуговування для машин повсякденного використання, чого наразі не передбачено діючими наказами, при цьому вимагається технічною літературою заводів-виробників. Запропоновані зміни необхідно використовувати під час формування планових та звітних документів з питань автомобільного та бронетанкового забезпечення, здійснення обслуговування машин Державної прикордонної служби України, контролю за якістю виконання операцій з підтримання готовності техніки до використання за призначенням.

На основі систематизації вимог керівних документів та сучасної практики несення служби прикордонних нарядів у пунктах пропуску через державний кордон (пунктах контролю) надано рекомендації щодо дій персоналу Державної прикордонної служби України у різних умовах обстановки. Зазначено, що в умовах дії в Україні правового режиму воєнного стану вимоги до належного рівня виконання персоналом Державної прикордонної служби України своїх професійних обов’язків стали значно жорсткішими. Сучасні умови несення служби у пунктах пропуску (пунктах контролю) вимагають від прикордонників високої комунікативної компетенції, умінь вирішувати конфліктні та інші проблемні ситуації. Уміння грамотно застосовувати сучасні способи та прийоми дій у різних нестандартних ситуаціях надасть можливості персоналу більш якісно, ефективно та безпечно виконувати завдання з охорони державного кордону. Запропоновано доцільний порядок дій персоналу прикордонних нарядів у різноманітних ситуаціях, які можуть виникати у різних умовах обстановки під час несення служби у пунктах пропуску через державний кордон (пунктах контролю). Звернено особливу увагу на те, що під час виконання службових обов’язків у прикордонних нарядах військовослужбовці повинні діяти відповідно до чинного законодавства та дотримуватись рекомендацій, визначених у відомчих керівних документах. Наголошено на суворому дотриманні правил особистої безпеки під час несення служби у пунктах пропуску (пунктах контролю) та стандартів культури прикордонного контролю, визначених керівними документами. Надані практичні рекомендації можуть використовуватись у професійній підготовці персоналу змін прикордонних нарядів у пунктах пропуску через державний кордон (пунктах контролю) та у подальшому запроваджуватися в оперативно-службову діяльність органів (підрозділів) охорони державного кордону України.

Дослідження, описані та зображені у науковій статті, розкривають процеси, що передують та обумовлюють своєчасну необхідність (або її відсутність у контексті запропонованої моделі рішення) запровадження інформаційно-телекомунікаційних систем та їх складових в оперативно-службову діяльність Державної прикордонної служби України; вирішують завдання організації та практичного втілення механізму запровадження інформаційно-телекомунікаційних систем в оперативно-службову діяльність Державної прикордонної служби України, від моменту виникнення необхідності до введення в експлуатацію. Результатом роботи є концептуальна схема генерації, створення та впровадження інформаційно-телекомунікаційних систем та їх складових в оперативно-службову діяльність Державної прикордонної служби України. Запропонований механізм та концептуальна схема можуть бути адаптовані під задачі за відповідним напрямом інших силових структур та військових формувань, а також цивільних організацій. На основі проведених досліджень стає раціонально можливим та ефективним процесом пошуку та впровадження концептуально нових рішень у сфері автоматизації управління органами та підрозділами Держприкордонслужби України. Стаття ґрунтується на результатах і висновках, отриманих під час виконання науково-дослідної роботи “Методика запровадження ІТС та їх складових в оперативно-службову діяльність Державної прикордонної служби України” [1].

У статті проаналізовано можливості застосування чинної методики Збройних Сил України щодо прогнозування відмов техніки військової частини. Проводився аналіз на адекватність застосування відомої методики для парків техніки Державної прикордонної служби України. Результати аналізу дозволили зробити висновок щодо можливості значного відхилення прогнозованого значення від реальних умов у випадку застосування досліджуваної методики. Передусім такий висновок був зроблений у зв’язку із застосуванням закономірностей, характерних для радянського парку техніки. Зокрема для розрахунків застосовуються такі характеристики, як технічне обслуговування № 1 та № 2, цикл технічного обслуговування, а також марки техніки, виготовлені більше 30–40 років тому. Застосування представленої відомої методики для парків техніки Державної прикордонної служби України, до складу якої входять такі марки, як Land Rover, Renault Duster, Volkswagen Amarok, Volkswagen T5, Ford Ranger, Fiat Ducato, Hyundai HD72, Iveco Traker, може давати значну похибку у зв’язку із невідповідністю статистичних характеристик за безвідмовністю та іншими складовими надійності. Для сучасних марок техніки роботи з техобслуговування не розподілені за роботами технічного обслуговування №1 та №2, а також не згруповані у цикли технічного обслуговування. Усе це створює передумови для пошуку нових шляхів прогнозування відмов (поточних ремонтів) техніки органів охорони державного кордону. У статі запропонований варіант застосування відомих регресійних моделей для прогнозу кількості відмов техніки. У рекомендаціях наданий алгоритм проведення розрахунків з можливою перевіркою якості отриманих регресійних моделей. Зазначено умови, за яких спрощується процес створення регресійних моделей, а також надані рекомендації щодо збору статистичної інформації.

У науковій статті узагальнено склад об’єктів інформаційної безпеки та суб’єктів її забезпечення в органах Державної прикордонної служби України. До об’єктів інформаційної безпеки органів Державної прикордонної служби України віднесено інформаційні системи (глобальна автоматизована інформаційна система “Гарт”, її окремі компоненти тощо), свідомість осіб – особового складу Державної прикордонної служби України, їх близьких осіб, морально-психологічний клімат військового колективу. До суб’єктів забезпечення інформаційної безпеки в органах Державної прикордонної служби України належать посадові (службові) особи, які відповідно до законодавства України мають повноваження щодо управління інформаційною безпекою та/або безпосереднього виконання відповідних завдань (функцій). На основі результатів аналізу досвіду забезпечення інформаційної безпеки впродовж 2014–2022 років систематизовано низку чинників, які негативно впливають на стан інформаційної безпеки органів Державної прикордонної служби України через канали інтернет-комунікацій. Надано класифікацію ознак, за якими можна встановити факт порушення інформаційної безпеки через виток інформації на каналах інтернет-комунікацій у результаті встановлення або використання небезпечного програмного продукту. У результаті аналізу негативних наслідків використання каналів Інтернет-комунікацій, узагальнено фактори ризику інформаційної безпеки органів Державної прикордонної служби України та рекомендації щодо протидії їх негативному впливу. На основі проведеного наукового дослідження розроблено та у графічному вигляді представлено методичний підхід щодо забезпечення інформаційної безпеки органів Державної прикордонної служби України на каналах інтернет-комунікацій. Надано опис процесу забезпечення інформаційної безпеки органів Державної прикордонної служби України на каналах інтернет-комунікацій. Визначено, що напрямком подальшого дослідження може бути обґрунтування рекомендацій для особового складу Державної прикордонної служби України та близьких осіб щодо забезпечення діяльності в умовах ведення противником активних інформаційних дій та проведення інформаційних операцій.

В умовах ускладнення обстановки, коли знищена дорожня інфраструктура, виникає завдання щодо прогнозування можливості подолання повздовжніх перешкод в ході руху зразком автобронетанкової техніки (надалі – АБТТ) за різними маршрутами. Водночас важливо здійснити маневр в обмежений час з максимальною швидкістю. На сьогодні відсутня методика, яка враховує динаміку зміни повздовжнього радіуса прохідності, зміну кліренсу зразка автобронетанкової техніки в ході руху. Чинні методики прогнозування прохідності враховують лише статичний кліренс АБТТ. Урахування коливань мас зразка АБТТ буде особливо актуальним у русі на бездоріжжі при ймовірності вогневого ураження, що вимагає руху на максимальних можливих швидкостях, на окремих ділянках маршруту; при проході через пошкоджені греблі, мости, переправи тощо. Усе це обумовлює потребу прогнозування можливості безпечного проходження ділянки маршруту. Крім того, обмеження у часі її проходження при прийнятті рішення потребує приділити увагу точності прогнозування прохідності та простоті отримання даних. Установлено, що динамічна зміна профільної прохідності прямолінійного руху машини має суттєвий вплив на прогнозовану швидкість руху машини маршруті. Прогнозування періодичної зміни прискорення переміщення підресореної маси зразка АБТТ у ході подолання перешкоди усіма мостами дозволяє визначати максимальні допустимі кути профілю перешкоди за умовою достатності зчеплення коліс з дорожнім покриттям та рекомендовану максимальну безпечну швидкість руху машини за умови наявності достатніх достовірних даних щодо характеру профілю дорожнього покриття, його стану та типу, погодних умов та встановлювати аварійно небезпечні ділянки маршруту та обирати оптимальний маршрут руху.
