Abstract

This paper empirically tests two prevalent but competing theories regarding the timing of appointments to the Board of Governors by presidential administrations. Both theories were developed simultaneously in the economics literature by Havrilesky and Gildea (1992) and Waller (1992) and are observationally equivalent by suggesting that administrations will select partisans early in their four-year terms and nonpartisans (sectoral) later in their four-year terms, although each bases this prediction on a different theoretical model. Several empirical replications (with updated data sets) presented here work to confirm the solutions put forth consistently by both models. Abstract

T-box transcription factors are critical regulators of early embryonic development. We have characterized a novel zebrafish T-box transcription factor, hrT (H15-related T box) that is a close relative of Drosophila H15 and a recently identified human gene. We show that Drosophila H15 and zebrafish hrT are both expressed early during heart formation, in strong support of previous work postulating that vertebrate and arthropod hearts are homologous structures with conserved regulatory mechanisms. The timing and regulation of zebrafish hrT expression in anterior lateral plate mesoderm suggest a very early role for hrT in the differentiation of the cardiac precursors, hrT is coexpressed with gata4 and nkx2.5 not only in anterior lateral plate mesoderm but also in noncardiac mesoderm adjacent to the tail bud, suggesting that a conserved regulatory pathway links expression of these three genes in cardiac and noncardiac tissues. Finally, we analyzed hrT expression in pandora mutant embryos, since these have defects in many of the tissues that express hrT, including the heart, hrT expression is much reduced in the early heart fields of pandora mutants, whereas it is ectopically expressed subsequently. Using hrT expression as a marker, we describe a midline patterning defect in pandora affecting the anterior hindbrain and associated midline mesendodermal derivatives. We discuss the possibility that the cardiac ventricular defect previously described in pandora and the midline defects described here are related.

272. Heat Rejection from a Variable Conductance Heat Pipe Radiator Panel

Abstract

A titanium-water heat pipe radiator having an innovative proprietary evaporator configuration was evaluated in a large vacuum chamber equipped with liquid nitrogen cooled cold walls. The radiator was manufactured by Advanced Cooling Technologies, Inc. (ACT), Lancaster, PA, and delivered as part of a Small Business Innovative Research effort. The radiator panel consisted of five titanium-water heat pipes operating as thermosyphons, sandwiched between two polymer matrix composite face sheets. The five variable conductance heat pipes were purposely charged with a small amount of non-condensable gas to control heat flow through the condenser. Heat rejection was evaluated over a wide range of inlet water temperature and flow conditions, and heat rejection was calculated in real-time utilizing a data acquisition system programmed with the Stefan-Boltzmann equation. Thermography through an infra-red transparent window identified heat flow across the panel. Under nominal operation, a maximum heat rejection value of over 2200 Watts was identified. The thermal vacuum evaluation of heat rejection provided critical information on understanding the radiator s performance, and in steady state and transient scenarios provided useful information for validating current thermal models in support of the Fission Power Systems Project.

Abstract

IntroductionSevere Acute Respiratory Syndrome Coronavirus-2 (SARS-CoV-2) is the name given to the 2019 novel coronavirus. COVID-19 is the name given to the disease associated with the virus. SARS-CoV-2 is a new strain of coronavirus that has not been previously identified in humans.MethodsTwo key factors were analysed which when multiplied together would give an estimate of relative demand on healthcare utilisation. These factors were case incidence and case morbidity.GP Practice data was used as this provided the most geographically granular source of published public population data. To analyse case incidence, the latest values for indicators that could be associated with infection transmission rates were collected from the Office of National Statistics (ONS) and Quality Outcome Framework (QOF) sources. These included population density, % age >16 at fulltime work/education, % age over 60, % BME ethnicity, social deprivation as IMD 2019, Location as latitude/longitude, and patient engagement as % self-confident in their own long term condition management.Average case morbidity was calculated by applying the international mortality Odds Ratio to the local population relevant age and disease prevalences and then summing and dividing by the equivalent national figure. To provide a comparative measure of overall healthcare resource impact, individual GP practice impact scores were compared against the median practice.ResultsThe case incidence regression is a dynamic situation with the significance of specific factors moderating over time as the balance between external infection, community transmission and impact of mitigation measures feeds through to the number of cases. It showed that currently Urban, % Working and age >60 were the strongest determinants of case incidence.The local population comorbidity remains unchanged. The range of relative HC impact was wide with 80% of practices falling between 20%-250% of the national median.Once practice population numbers were included it showed that the top 33% of GP practices supporting 45% of the patient population would require 68% of COVID-19 healthcare resources. The model provides useful information about the relative impact of Covid-19 on healthcare workload at GP practice granularity in all parts of England.ConclusionCovid-19 is impacting on the utilisation of health and social care resources across the country. This model provides a method for predicting relative local levels of disease burden based on defined criteria and thereby providing a method for targeting limited (and perhaps soon to be scarce) care resources to optimise national, regional and local responses to the COVID-19 outbreak..

Este trabajo se enfoca en la detección de las emociones en el habla mediante un análisis acústico y una técnica psicolingüística conocida como priming. Las emociones estudiadas son: felicidad, tristeza y el estado neutro. Este estudio está dividido en dos proyectos. El proyecto 1 consiste en documentar los parámetros acústicos de las tres emociones e investigar, a través de un experimento de percepción, si los oyentes utilizan estos parámetros para detectar las emociones. Se examinaron las respuestas de hispanohablantes y anglohablantes. El proyecto 2 tiene como objetivo entender la interacción entre los parámetros acústicos detectados en el primer proyecto y el procesamiento semántico. Este estudio pretende contribuir en la investigación en el campo del reconocimiento de las emociones en la voz y su aplicación en el desarrollo de sistemas de inteligencia artificial. 296. An electron diffraction study of alloying and diffusion in epitaxial growth

Abstract

The growth of vapour deposited face-centred cubic metals on (111) silver and copper substrates has been investigated in ultra-high vacuum conditions using low and high energy electron diffraction and electron spectroscopy. Extensive diffusion and possible alloying during the epitaxial growth of nickel on copper were observed, in contrast to earlier work claiming pseudomorphism in this system. The results have been shown to be consistent with published diffusion rates, and possible explanations for the disagreement with the earlier work have been put forward. Thin epitaxial films of nickel and copper in thermodynamic equilibrium on silver were found to consist of islands, and silver formed flat layers on nickel and copper, in accordance with surface energy considerations. Metastable, fairly continuous epitaxial films of nickel and -copper were grown on silver, the annealing of which produced phenomena tending to reduce the surface free energy, i.e. thin films drew up into islands and thick films became coated with a thin layer of silver. The _rates at which these processes occurred have been shown to be in broad agreement with published grain-boundary and surface diffusion data. To alloying of silver with either nickel or copper was observed. Preliminary investigations showed that lead formed a √3 x √3 submonolayer structure on (ill) silver, and that thicker layers were misoriented by a small angle. The contraction of an epitaxial lead layer (a few 1 thick) by -.510 on (ill) copper was also observed. The analysis of diffraction patterns from thin epitaxial monolayer type structures of one metal on another suggested that multiple diffraction is the primary origin of satellite diffraction features. Lattice spacing measurements from the same patterns showed that under certain conditions, thin lead layers were constrained to fit a copper substrate in an integral ratio of lattice distances at the interface, and that a similar matching may have occurred for thin silver layers on nickel and corner.

297. A new computer representation of the properties of water substances

Abstract

This thesis forms a record of the investigation carried out by the author on the correlation of the thermodynamic properties of ordinary water substance. The background to this problem was thoroughly explored and is discussed together with details of the latest international developments. Attention is drawn to the fact that the derivation of so-called 'Thermodynamic Temperatures' by the addition of the quantity, 273.15, to temperatures referred to the International Practical Temperature Scale leads to discrepancies in the values of the thermodynamic properties calculated from equations of state by means of the thermodynamic relations. These differences are shown to be significant when compared with the tolerances in the 1963 International Skeleton Tables. Equations in the form of Chebyshev polynomials are presented which enable the thermodynamic properties of saturated water and steam to be calculated in a systematic manner. In the equation defining the pressure-temperature relationship allowance has been made for certain unpublished measurements of the National Bureau of Standards. Accurate tables of saturation properties for regular intervals of temperature are included.
