The Service Test of Lightweight Body Armor, Basic Vest, T66-1, was conducted by the US Army Infantry Board from 6 January 1967 to 6 May 1967. The purpose of the test was to determine the suitability of the T66-1 vest for US army use; to determine to what extent the T66-1 vest met the requirements of the LINCLOE QMR; and to determine the suitability of the T66-1 vest for parachutist's use and use with lowering devices. Four deficiencies and three shortcomings were found. The deficiencies were: Lack of durability of the T66-1 vest, all sizes of the T66-1 vest exceed the weight limitations specified in LINCLOE QMR; the T66-1 vest restricted head and body movement and breathing to a greater degree than the standard vest and consequently failed to improve, over the standard vest, the wearer's ability to perform a combat related activity; the T66-1 vest prevented parachutists from checking their entire canopies for malfunction or damage, thus creating a safety hazard to parachutists. The shortcomings were: The inadequacy of the hand grenades; inadequacy of the closure system on the bellows-type breast pockets for keeping the pockets closed; and omission of instructions in the POMI for washing the T66-1 vest. The US Army INFANTRY Board concludes that the T66-1 vest is unsuitable for US Army use until correction of the deficiencies and as many shortcomings as practicable. The T66-1 vest is unsuitable for use by parachutists until correction of the deficiency noted in Subtest No. 4, Parachute and Rappelling. The T66-1 vest is suitable for use with lowering device.

A slightly modified Technoproducts instrumented Olin-Mathieson drop- weight tester has been used to study the combustion of liquid hydrocarbon fuels with nitric acid at high pressure. The effects of the following variables on ignition and the magnitude and reproducibility of the burning rate are discussed: (1) impact energy, (2) carbon number of n-alkanes, (3) oxidizer/fuel ratio, (4) hydrocarbon structure, (5) binary fuel mixture composition, and (6) acid concentration.

The decomposition of hydrazine on Shell 405 catalyst has been studied at pressures from 500 to 5,050 psi. A novel laboratory apparatus was developed with which the propellant flow rate and reaction pressure could be remotely and independently varied and monitored. Virtually unlimited run times were possible. Significant reductions in reaction efficiency with increasing pressure were observed, but 60% ammonia dissociation efficiences were measured at 4,600 psi. An empirical equation relating the ammonia dissociation efficiency to pressure and bed length is presented. (Author)

The problems confronting the so called 'underdeveloped nations' of the world are pressing more urgently upon mankind every year. In response there is a rapidly expanding body of knowledge associated with the technical, social and economic changes which must be brought about within such countries if progress is to be assured. Because so much of the change must occur at a village level, studies of small groups have become increasingly important. This thesis is the result of such a study based on the island of Mangaia, a small and isolated Polynesian community in the Cook Islands. The aim of the study was to trace the development of commercialisation of the agricultural system from European contact to the present day, to relate the major changes to their causative factors and to assess the present degree of commercialisation and the prospects for the future. The research thus fell into two parts, historical and contemporary. The historical data was derived from three main sources, missionary reports and letters, administration records and New Zealand Government records, with a valuable ethnological study by Hiroa providing the basis of the pre-historical material. Contemporary data was collected firstly by the administration of a questionnaire to a sample population. The instrument included a battery of schedules dealing with details of the household, the head of the household, and the agricultural plantations maintained by the household. Secondly, a land use survey was carried out which concentrated upon a classification of land into that used for food crops, commercial crops and fallow land. (see Appendix I).

Slash Decomposition...Laboratory Tests Fail to Confirm Acceleration by Chemical Treatment

A memo from Regional Representative James G. Bryant, United States Employment Service, to all USES managers regarding travel permits for itinerant Japanese workers in the U. S. The memo describes the procedure to follow when these traveling workers apply for work permits and when a change of address occurs. The procedure ensures that these itinerant workers are able to be tracked when they move to new areas., The War Relocation Authority (WRA), together with the Wartime Civil Control Administration (WCCA), the Civil Affairs Division (CAD) and the Office of the Commanding General (OFG) of the Western Defense Command (WDC) operated together to segregate and house some 110,000 men women and children from 1942 to 1945. The collection contains documents and photographs relating to the establishment and administrative workings of the (WDC), the (WRA) and the (WCCA) for the year 1942.

As the primary focus of the Virginia Department of Transportation (VDOT) changes from highway construction to transportation maintenance, there is an increased need to extend the value derived from limited funding resources by increasing the service life of pavement rehabilitation treatments. In this regard, the development of a pavement warranty contract and a performance specification was considered in an effort to ensure that VDOT continues to deliver the highest quality pavement to the traveling public. The concept of a pavement warranty allows for a department of transportation to specify either performance criteria or materials properties that are to be met at the time of project acceptance or throughout the warranty period. These criteria are to be met through the efforts of the contractor in performing periodic maintenance or rehabilitation if required. Reports from the literature suggest that implementing warranty specifications may improve the final quality of the pavement project, reduce the state inspection forces required, and shift some of the responsibility from the department to the contractor. Other reports suggest that disadvantages may include a potential for reduced competition and higher material bid prices during the initial stages of warranty implementation. In an effort to help increase the overall quality of the roadway network and thus increase the service life of pavement resurfacings, VDOT sought to investigate the use of a warranty clause as part of an upcoming resurfacing contract. A performance-based warranty clause was developed in this pilot study to be included as part of the contract documents for a typical interstate resurfacing project.
