Since much of the focus on large-scale land acquisitions is predominantly political and ideological, different models and practices embedded in the phenomenon and, by consequence the diverse implications they imply, tend to be overlooked. This is supported by the use of the term "land grabbing": while it implies large differences in forms of organization of the production, investment processes and outcomes these land deals might take, the existing body of literature misses the economic and institutional nuances of investment models embedded in "land grabbing". The objective of this paper is to present the diversity of investment models implemented in Southern Africa and to analyze their differentiated implications in the framework of the region's broader agrarian trajectories. Based on intensive empirical research in Southern Africa and using a theoretical framework based on institutional economics (focusing on the institutionalized forms of agricultural production, the investment implementation processes and the extent of the implications), the results show that beyond the classical institutionalized forms of agricultural production (independent commercial farming, estate farming) new investment and production models are developing in the region. Six models with several sub-models have been identified: independent farmers (independent farmers, delocalized auxiliary farm model, Resource pooling farmers), cooperative, 1,000-day speculative, asset management, contracting (nucleus-estate, reverse tenancy, ingrower schemes) and agribusiness models. Besides the lack of inclusive business models, another important commonality of these models is the high failure of the investments - unless strongly integrated structures and value-chains are developed - leading to the establishment of few corporate structures. Pourquoi formaliser les droits fonciers ? La contribution aborde cette question à travers une analyse comparative des discours portés par les protagonistes de trois projets de formalisation à grande échelle du foncier rural, qui présentent un profil très contrasté en matière d'avancement (abouti au Mexique, en cours à Madagascar, suspendu en Afrique du Sud). Dans les trois pays, la propriété privée titrée coexiste avec d'autres régimes de propriété foncière, reconnus ou non par le cadre légal antérieur, adossés ou non à des formes d'enregistrement officielles, et articulant sous diverses modalités des droits individuels et collectifs. Dans les trois pays, les projets de formalisation portent sur ces régimes de propriété alternatifs. Il s'agit de leur conférer une reconnaissance légale, matérialisée par l'émission de documents fonciers, pouvant à terme évoluer vers des titres de propriété privée. La contribution s'appuie sur une analyse approfondie des textes officiels, mais va au-delà en tirant parti de l'expérience empirique particulière des trois auteurs, caractérisée par une présence longue sur leurs terrains respectifs, et une position d'observation participante des protagonistes des débats et de l'action publique aux différents niveaux (national/local, Etat/collectivités locales/société civile). Ce rapport au terrain permet de déconstruire les discours, de dévoiler des enjeux sous-jacents, de mettre en évidence des formes d'instrumentalisation rhétorique, qui éclairent les processus de conception des réformes. La contribution discute la pluralité des significations données dans les trois pays au concept fondateur de sécurité foncière. Au-delà de la transition idéologique, les réformes foncières, agraires et territoriales sont souvent présentées comme des conditions préalables de stabilisation politique, sociale et économique en Afrique du Sud. Cependant, 16 ans après la fin de l'apartheid, le pays n'a pu effacer les dualités agricoles et territoriales - construites lors de la période d'apartheid. Cet article défend la thèse qu'ils se sont même renforcées, en montrant que les instruments basés sur une libéralisation et une restructuration du secteur accompagnés de quelques mesures au cas par cas n'ont que très peu contribué à supprimer les inégalités territoriales, foncières et agricoles existantes. Il soutient par ailleurs que le renouveau de l'intérêt agricole au niveau global et sud-africain en particulier conduit au développement d'une agriculture capitaliste et industrielle au sein des territoires traditionnellement blancs, se traduisant par une concentration poussée du secteur, ce qui tend à renforcer la dualité des structures agricoles et territoriales sud-africaines.

Quinze ans après une première réforme agraire liée à la fin de l'apartheid, le secteur agricole sud-africain connaît une restructuration caractérisée par l'apparition de nouveaux modèles de production et de financement. Ces nouveaux modèles résultent de l'engagement plus soutenu d'une catégorie d'acteurs étrangers au secteur agricole traditionnel (banques commerciales, entreprises d'ingénierie agricole, sociétés de gestion d'actifs, fonds d'investissement) qui souhaitent diversifier leurs portefeuilles d'activité. Un nouveau paradigme de développement s'impose : on entre dans une dynamique de capitalisation et d'industrialisation. Après avoir présenté de façon synthétique les logiques de ces nouveaux investisseurs, cet article étudie les effets de ces restructurations sur la concentration et la dualisation du secteur agricole, la sécurité et la souveraineté alimentaires, la perte du statut de l'agriculteur.

This paper intends to contribute to the on-going debate about whether and how agricultural market restructurings can provide viable opportunities for small-scale farmers in Africa. It aims at analyzing contract farming from the smallholders' perspective and at understanding the implications regarding contractual arrangements with processing agribusinesses and/or export firms. Using an original approach that allows linking farm level analysis to territorial and value-chains levels analysis, the research intends to better understanding the complex and multidimensional implications of agricultural structural change. Based on case-studies from the citrus sector in South Africa, the paper argues that contract farming is not a panacea for smallholders. On one hand, contract farming can improve production for farmers; it can also enable better access to services and resources and create real opportunities for smallholders to participate in modern markets. However, on the other hand, the investigation shows that contract farming remains limited both at territorial and value-chain levels: it, mostly involves the already better-off and the larger-scale farmers who have benefited, among others, from significant public support. Moreover, when contract farming includes a handful of smallholders, it can lead to a loss of control and decision rights over production and resources. Overcoming these challenges is essential. The latter will need to be complemented by other measures allowing not only the integration of smallholders into the global economy, but the broader agricultural transformations and structural change.

L'ampleur prise récemment par le phénomène d'appropriations foncières à grande échelle dans les pays du Sud a ravivé les débats sur la sécurité alimentaire, la gouvernance foncière et les modèles de développement du secteur agricole. Plusieurs institutions internationales, reconnaissant la nécessité d'investissements privés dans le secteur agricole, insistent sur l'importance de promouvoir des modèles d'organisation (business models) permettant à la fois de maximiser les opportunités offertes aux populations rurales et de minimiser les risques potentiels associés aux plantations agricoles de grande échelle (Cotula et al., 2009 ; Von Braun et Meinzen-Dick, 2009 ; Görgen et al., 2009 ; Banque Mondiale, 2010). Une attention renouvelée est ainsi portée aux schémas de production impliquant les agriculteurs locaux en tant que producteurs (agriculture contractuelle) ou actionnaires (joint venture) (Vermeulen et Cotula, 2010). L'agriculture contractuelle peut permettre aux entreprises d'accéder aux productions agricoles sans avoir à développer leurs propres plantations ou en réduisant l'emprise foncière de ces dernières. Respectant a priori les droits fonciers des producteurs locaux, elle peut par ailleurs leur offrir des opportunités nouvelles en termes de développement de nouvelles cultures et d'accès aux marchés (crédit, intrants, conseils). Afin de vérifier l'existence de synergies effectivement positives entre entreprises privées et ménages ruraux et de les promouvoir, une analyse des expériences passées et en cours en termes d'agriculture contractuelle apparaît incontournable. Cela constitue le coeur de ce présent document. L'étude vise en effet à : o qualifier les effets de certains schémas contractuels, o caractériser les facteurs qui limitent ou favorisent ces différents impacts, o identifier les pistes pour favoriser l'émergence de synergies positives. Since 2009 a partnership between CDE at the University of Bern, CIRAD, GIGA German Institute of Global and Area Studies, GIZ and ILC, has been systematically collating and verifying information on large-scale land acquisitions. This Land Matrix records transactions that entail a transfer of rights to use, control or own land through sale, lease or concession that are 200 ha or larger; and that have been concluded since the year 2000. The database is now the largest of its kind, and in 2012 will become publicly accessible. The data comes from a variety of sources that include media reports, reports by international organizations and NGOs as well as academic research including field-based research projects. These different reports are being sourced through the two most active Internet portals that deal with land transactions, www.commercialpressuresonland.org of the Land Portal operated by the International Land Coalition (ILC) and www.farmlandgrab.org operated by the NGO GRAIN. The database distinguishes four levels of data reliability. More specifically, a reliability ranking between 0 and 3 was introduced. - Reliability rank 0: Land transactions only reported by the press or other sources (typically from the internet) that have not undergone any process of verification. These transactions will be referred to as "only reported". - Reliability rank 1: Transactions reported by sources that are judged reliable, in particular transactions reported in research papers based on empirical evidence through field research, information on company websites (information on the main columns, such as: size, produce, year), as well as government records. - Reliability rank 2: Land transactions that have been checked by the Land Matrix Partnership through questionnaires submitted to organizations working in the host country - Reliability Rank 3: Deals where contractual agreements have been made publicly available. "The end of the South African commercial farmer" is often proclaimed, mainly as a result of land reform and the lack of encouraging agricultural policy measures. This paper draws attention to a similar tendency, not related to South Africa's positive actions, however, but to a profound agrarian restructuring related to new agricultural investment models. These models, promoted by macro-actors such as banking corporations, investment funds, asset management companies and agricultural engineering companies, often foreign to the agricultural sector, integrate the primary agricultural production within well-connected, totally integrated, finance-value-chains. In these models, macro-actors oversee, control and own the entire process (supply of inputs, monitoring of the harvest, hedge and sale of the production) whereas independent farmers become 'service-providers' of these institutions, as they do not possess their harvest, nor do they engage in decision-making and in several cases do not even own the land. The paper describes and analyses the different agricultural production models being developed in the South African context and discusses their application and implications for the country's agricultural development trajectories. As such, it poses significant questions regarding the "financiarisation and corporisation" of the agricultural sector, the concentration process on-going in the sector, the regulation of the sector by often foreign controlled non-agricultural entities and, probably most importantly, the status of the independent farmer in South Africa.

Linked to agricultural liberalization and deregulation, the recent food price crisis resulted into macro-actors' development and direct engagement into agriculture and land, particularly commercial banks, investment funds, asset management companies. These institutions developed renewed models of agricultural production and land acquisition: pre-crop model, input finance model, equity and investment fund models, partnership and share equity scheme models. Often less visible than direct 'land grabbing', these new models of agricultural productiona dn investment are vectors of profound agrarian restructurings, leading to questions regarding the concentration of land and of the agricultural sector in the hands of a few (international) (agri-) businesses, the status of (family) farmers and regarding the increasing inequalities that are arising. The paper describes and analyses the different agricultural production models being developed in the South African context and discusses their application and implications for the country's as well as the continent's agricultural development trajectories. These issues are essential considering that in the absence of alternative development models, this conception of agricultural development presently becomes the reference paradigm, in South Africa but also on the continent. It is indeed adopted by public development agencies (NEPAD, AfDB) and is exported by these "macro-actors" within the framework of their economic expansion on the African continent.
