Objective To examine the long-term effects of smoking on labour market outcomes using twin data matched to register-based individual information on earnings. Method Twin data for Finnish men born 1945–1957 was used to remove the shared environmental and genetic factors. The results were subjected to extensive robustness testing. Lifetime cigarette consumption was measured by (cumulative) cigarette pack-years in early adulthood. The average of an individual's earnings (and, alternatively, taxable income) was measured over a subsequent 15-year period in later adulthood. Results Smokers have lower long-term income and earnings. For example, controlling for the shared environmental and genetic factors using the data on genetically identical twins, smoking is negatively associated with lifetime income (p=0.015). The negative association was also robust to the use of various covariates, such as education, health indicators and extraversion. Conclusions Smoking is negatively related to long-term labour market outcomes. The provision of information about the indirect monetary costs of smoking may thus complement the policy efforts that aim at educating consumers about the health costs of smoking. peerReviewed

Herved presenterer jeg mitt budsjettforslag for 2014.Budsjettet er utarbeidet i tråd med de nordiske samarbeidsministrenes vedtak om busjettanvisninger og sektorrammer i februar 2013, samt sektorministrenes etterfølgende innspill til budsjett.Samarbeidsministrene vedtok i februar at det i 2014 skal gjennomføres en innsparing på 5 % på det nordiske budsjettet. Samarbeidsministrene fattet samtidig vedtak om at de 5 % skulle finnes ved å nedskjære alle sektor-rammer med 3,5 %, spare ytterligere 5 MDKK på prioriteringsbudsjettet, 4,4 MDKK på internasjonalt samarbeid, 1,4 MDKK på kulturområdet og 4 MDKK på administrasjon i det nordiske samarbeidet.Budsjettforslaget inneholder en videreføring av satsingene i priorterings-budsjettet som ble introdusert med budsjett 2013. Her videreføres satsingene på "Grønn vekst", "Holdbar velferd" samt det svenske formannskapets satsinger fra 2013, som er 1) forsknings- og nettverksinitiativ innenfor gruveindustrien (NordMin), 2) et prosjekt for reduksjon av utslipp av kortlivede klimagasser og 3) et initiativ vedrørende Arbetsplatsförlagt lärande (APL). I tillegg kommer som noe nytt tre nye innsatsområder fra det kommende islandske formannskapet for 2014 – Bioøkonomi, Velferdsvakten og Musikk-eksport.Framfor et nytt budsjettår kan vi konstatere at nordisk samarbeid har fått fornyet positiv oppmerksomhet både utenfra og innenfra. Det er et ønske om å prioritere ressursene mot det som kan gi felles nordisk nytte og på en dynamisk måte utnytte potensialet ved å samarbeide der landene kan oppnå mer sammen enn hver for seg. Nordisk Ministerråds sekretariat skal være et profesjonelt politisk sekretariat som initierer, forbereder og gjennomfører det partene i regjeringssamarbeidet blir enige om. Som ny generalsekretær har jeg et oppdrag om å bidra til å utvikle, målrette og effektivisere det nordiske samarbeidet. Som ledd i dette er det igangsatt et moderniseringsprosjekt knyttet til viktige deler av arbeidet. For det første blir det gjort en gjennomgang av styringen av de nordiske institusjonene med sikte på en forenkling og effektivisering. Videre ser vi på prosjektvirksomheten som en av de viktigste arbeidsformene i nordisk samarbeid. Det gjelder initiering, styring, avslutning og oppfølging av prosjekter. Særlig er vi opptatt av hvordan felles nordisk kunnskapsproduksjon kan innrettes og anvendes mer for praktisk handling. Endelig skjer det i moderniseringsarbeidet en gjennomgang av beslutningsprosesser og budsjettarbeid. Dette samlede arbeid ventes avsluttet i første halvdel av 2014.

As part of the globalisation project initiated by the Nordic prime ministers in 2007, the Nordic Council of Ministers set up the Nordic Master Programme (NMP). To date there have been four calls to tender, the most recent in 2012. The Nordic Master Working Committee has held meetings and seminars with NMP stakeholders, and conducted several studies to enhance knowledge of the programme. It is against this background that the committee submits its report and proposals for the future of the NMP.

The Baltic Investment Programme was first launched for the period 1992-1995. It was then extended for another period, 1995-1998. In 1998 it was decided to let the programme come to a gradual end in 2003, the year before the three Baltic countries became members of the European Union. The main purpose of the programme was to promote the development of small and medium sized enterprises in the private sector as an important vehicle for economic growth and employment, as well as assisting the development of a commercial financial sector by establishing a national investment banks in each of the three countries. The report tells the story leading up to the agreement with the Baltic countries on the Baltic Investment Programme. It then goes on explaining the various phases in the development of the Programme, the tasks of the institution and the finances, how the institutions used the resources provided by the Programme. Some of the important sub-p rogrammes are explained in more detail. Finally, in the last chapter an assessment of the Programme is given.

As Nordic countries have an ambition to be sustainability leaders, enabling sustainable consumption and lifestyles with efficient policies is an important part of reaching this goal. Research demonstrates that evidence from behavioural and social science is not routinely incorporated into policy design. Consequently, some persistent misconceptions – myths –about consumer behaviour have perpetuated in the mainstream discourse, especially in policy circles. The goal of this study is to dispel myths that thwart sustainability by bringing forward existing evidence on consumer behaviour to aid the development of efficient policies in Nordic countries. A meta-analysis of the existing international research on consumer behaviour from psychology, sociology, behavioural economics, policy and anthropology was conducted. The results demonstrate that it is unrealistic to expect a sustainable society to materialise from current political strate gies. The changes needed are significant, and this study shows that policy makers need to create the “politics of possibility” towards sustainability by using the plethora of existing and innovative strategies and tools synergistically.

Shipping today operates under a complex set of international and domestic regulations. However, the environmental regulations have lagged behind those of other industries. This situation is now changing quite dramatically. The increased focus on environmental issues, combined with the growing realisation of the actual pollution burden imposed by shipping, has led to an upsurge in both international and national regulations. Some are ready and will enter into force in the near future, while others are still being developed. On behalf of the Nordic Council of Ministers DNV has carried out a study on possible control mechanisms for Nordic ship emission. The aim is to assess the baseline shipping emissions and reduction potential and the possible controlling mechanisms (both incentives and regulations) available for reducing the emissions to air from shipping within the Nordic region.

Under det svenska ordförandeskapet i Nordiska ministerrådet år 2013 har Sverige fördjupat det nordiska regeringssamarbetet kring några av de stora framtidsutmaningar som är gemensamma för Norden. En viktig framtidsutmaning är att få fler unga i arbete. Ungdomsarbetslösheten är en utmaning för samtliga nordiska länder, men erfarenheterna och åtgärderna skiljer sig åt. Under ordförandeskapsåret har det därför skett ett brett kunskapsutbyte mellan de nordiska länderna om hur ungdomars inträde i arbetslivet kan underlättas. En del i kunskapsutbytet om ungas arbetsmarknadssituation skedde under ett nordiskt arbetsmarknadsmöte den 16 maj 2013 i Stockholm. Vid mötet utbytte bl.a. de nordiska stats- och arbetsmarknadsministrarna erfarenheter och diskuterade ungdomars situation på arbetsmarknaden. Inför erfarenh etsutbytet på mötet togs ett statistiskt jämförande översiktsunderlag över ungas situation på arbetsmarkanden i de nordiska länderna fram. Denna rapport bygger på det bakgrundsmaterialet och i rapporten redovisas figurerna och tabeller.

Þrátt fyrir að stjórnmálamenn hafi beitt sér fyrir sjálfbærari lífsháttum um 20 ára skeið eykst efnisleg neysla stöðugt á Norðurlöndum. Vilji er hjá þjóðunum til að vera í fararbroddi um sjálfbæra samfélagsþróun en ljóst er að núverandi neyslustefna gæti verið árangursríkari. Fyrir því geta verið ýmsar ástæður og eru nokkrar þeirra reifaðar í riti þessu, þar á meðal sjálfsákvörðunarréttur neytenda, skortur á stjórntækjum og eins að stjórnmálamenn skortir áræðni til hrófla við málefnum neytenda. Einkum meðal stjórnmálamanna gætir þráláts misskilnings – goðsagna – um neytendahegðun og sjálfbæra neyslu. Hér er greint frá 10 goðsögnum um breytingar í átt til sjálfbærra lífshátta sem hafa orðið þess valdandi að ráðamenn hafa einblínt á tækninýjungar og aukna framleiðni. Goðsagnirnar tíu hafa hamlað félagslegri nýsköpun og komið í veg fyrir nýstárlega verðmætasköpun og sjálfbæra auðlindanýtingu.

Energi- og Transportprogrammets styre, finansiert av Nordisk ministerråd, diskuterte tidlig i 2012 utfordringer og framtidige behov for bærekraftig transport i de nordiske landene. En av de viktigste konklusjonene fra diskusjonen er at programmets styre anbefaler å fokusere framtidig nordisk samarbeid på videre utvikling av elektrisk mobilitet. Denne rapporten presenterer styrets anbefalinger til Nordisk ministerråd om å fortsette samarbeidet når det gjelder bærekraftig transport og å fokusere enda sterkere på elektrisk mobilitet. Rapporten drøfter de foreliggende resultatene fra det gjeldende Energi- &amp, Transportprogrammet, bakgrunnen for den foreslåtte fokuseringen og den nordiske merverdien av samarbeidet på dette området. Styret foreslår et nettverk av nordiske testarenaer når det gjelder elektrisk mobilitet, som skal fungere som en paraply for samarbeidsprosjekt for å akselerere implementeringen av elektrisk transport i Norden.

Trots 20 års politikutveckling för hållbar konsumtion (UNCED 1992), fortsätter den materiella konsumtionen och miljöpåverkan att öka i Norden och Europa. Det är orealistiskt att förvänta sig att ett hållbart samhälle ska komma till stånd utifrån nuvarande politiska strategier. De förändringar som ska till är betydande och forskningen som använts för denna studie visar att beslutsfattarna har en uppsjö av möjligheter att skapa positiva förändringar. Målet med denna studie är att skingra myter som motarbetar hållbarhet genom att lägga fram kunskap om konsumentbeteende för att främja effektiv policy i Norden. Denna studie använder sig av kunskapsförmedlings-konceptet som utgångspunkt. Forskningsresultaten har strukurererats kring konsumentbeteende och hållbar konsumtion med målet att undanröja myter och göra bevisen mer åtkomliga för vår publik. Varje avsnitt belyser och kommunicerar forskningens politiska betydelse med utgångspunkt från flera olika ämnesområden. I stället för att sprida resultaten som ett fullbordat faktum i slutet av projektet, används studien som en språngbräda för dialog med beslutsfattare och andra intressenter genom intervjuer, fokusgrupper och webbseminarier.

The Nordic Council of Ministers and the Government of Belgium organized a workshop on Operationalizing Equity in the 2015 Agreement on 24.-25.10.2013 in Stockholm, Sweden. The workshop aimed to focus on implementing equity in a practical way, rather than having abstract, theoretical discussions. The first day was devoted to academic presentation and follow-up discussions. The second day featured a roundtable discussion between negotiators under Chatham House Rules.

Urban Patterns of Growth was carried out for the preparation of the Nordic regional policy co-operation programme 2013-2016 and national regional policies in the Nordic countries. A key issue is the concentration of economic growth in the largest cities. This is favored by urbanization economies but also by the forming of specialized international networks of innovation and production established far beyond regional and national borders. Much research has focused upon these new global networks, leaving behind the question of the national spreading effects of the production that has not been outsourced. The purpose of this study, therefore, is to elucidate, via case studies, the extent to which the purchases of supplies and services from knowledge firms are located in proximity of the company or whether these purchases have spread to the remaining part of the country.

Although commissioned to mark the 60th anniversary of the Nordic Council in 2012, this is no run-of-the-mill commemorative publication. The Nordic Council wants to look to the future and follow up on the renewed debate about co-operation.There is much to suggest that the Nordic Region is experiencing a renaissance. The crisis in the EU, the strength of the Nordic welfare model and global interest in the Arctic are just some of the factors bringing the countries together. Foreign and defence policy have become key areas of co-operation, and therefore the structures established in the 1950s and 1970s are no longer fit for purpose.This book presents a vision for the future based on visible, high-profile and result-oriented co-operation in Nordic Communities.

The Economic Outlook in the Nordic countries 2014 is the review from the Nordic Working Group of Economic Trends for the economic situation in the Nordic countries autumn 2013. The review contents as previous years, a special chapter with a short outline of the economic situation in the Nordic countries as whole, and a chapter of the situation in every single country.

This report reviews how the Nordic countries can develop a strategy for renewable energy that delivers efficiently on the two underlying policy objectives of climate change and energy security challenges. The overarching elements in the evaluation of existing polices and the policy recommendations that follows from the analysis falls into three main parts: • Expanding renewable energy is not an end in itself, but a tool to deliver on the two real policy targets: climate change and energy security. • Too much policy focus at the Nordic and EU level is dedicated to boost renewable energy share of energy production in the near term, and insufficient resources are allocated to develop future low carbon technologies, which are required when CO2 abatement targets become more ambitious. • The long term nature of the challenges and huge investments in low carbon technologies required to deliver on long term targets puts a very high premium on policies that reduces policy risks as perceived by investors. The report was commissioned by the Nordic Council of Ministers and written by Copenhagen Economics.

The global carbon market currently faces a deep demand crisis. The consequent price fall reduces the incentive to make low-carbon investments and thus increases the risk of locking in carbon-intensive infrastructure. The global carbon market relies on ambitious climate policy and consists of a mosaic of different schemes. Despite the current lack of ambitious global climate policy, various market-based approaches are emerging around the world, indicating increasing scope and fragmentation of the carbon markets. This report, conducted by GreenStream together with Climate Focus, analyses the status and outlook of global carbon markets and identifies measures and circumstances how new demand for carbon credits could be created to strengthen global efforts to limit the global average temperature rise to 2°C, taking into account the trend towards fragmentation of carbon markets.

This project adds insight into the potential contribution to fiscal consolidation from environmental tax and subsidy reforms, i.e. strengthening public budgets while at the same time improving economic efficiency and the environment. The report contributes with own calculations for potential revenues from environmental taxes and discusses the financial crisis and environmental tax policy responses in Iceland, Estonia and Ireland as case studies.The analysis has been carried out during the period July 2012 – December 2012 by Vista Analysis AS, Norway, Reykjavik University, Iceland and PRAXIS Center for Policy Studies, Estonia. The project was commissioned by the Nordic Council of Ministers.

På trods af 20 års politisk indsats for en bæredygtigt livsstil fortsætter det materielle forbrug med at stige i Norden, hvor det er en ambition at være førende i bæredygtig samfundsudvikling. Det står klart, at den nuværende forbrugerpolitik ikke er så effektiv, som den kan være. Dette policy papir giver en række grunde til dette, lige fra forbrugernes selvbestemmelsesret, manglen på politiske instrumenter og til manglen på politisk mod til at involvere sig i forbrugerspørgsmål. Dette policy brief beskriver 10 myter om omstilling til en bæredygtig livsstil, der indtil nu har fastholdt beslutningstagerne i et fokus på teknologisk innovation og produkteffektivitet. 10 myter der indtil nu har forhindret at social innovation, nye alternative modeller for værdiskabelse, og at normer for et rimeligt forbrug har fået den nødvendige opmærksomhed.

Tutkimuksen tarkoituksena on kartoittaa nuorten taloudellisen toimintaympäristön toimijoiden viestinnän ja yhteistyön tilannetta nuorten taloudellisen osaamisen edistämisessä, sekä antaa tulosten pohjalta ehdotuksia toiminnan kehittämiseksi. Tutkimusaineisto on kerätty toimijoille suunnatun verkkolomakehaastattelun avulla. Tämän lisäksi tutkimusta varten haastateltiin kahta lukion opettajaa. Tutkimuksen mukaan toimijat kokevat nuoret heterogeeniseksi ja vaikeasti tavoitettavaksi ryhmäksi, jossa kiinnostus ja motivaatio talousasioita kohtaan vaihtelevat suuresti. Talousasioissa opastamisen nähdään kuuluvan ensisijaisesti kodin ja vanhempien vastuulle. Toisena tärkeänä vastuunkantajana pidetään koulua ja oppilaitoksia. Muiden toimijoiden tehtävänä nähdään olevan kodin ja koulun tarjoaman tiedon ja materiaalin täydentäminen. Nuorten talousosaamisen sisällössä on puutteita perustiedoista lähtien. Erityisesti oman taloudenhallinnan opetukseen tulisi kiinnittää taloudellisen osaamisen opetuksessa enemmän huomiota. Taloudellisen toimintaympäristön toimijat voivat olla monella tapaa edistämässä nuorten talousosaamista. Tällä hetkellä toimijat toteuttavat talousosaamiseen liittyvää viestintää monin tavoin. Kuitenkin taloudellisen toimintaympäristön toimijoiden yhteneväiset tavoitteet nuorten taloudellisen osaamisen edistämiseksi luovat hyvän pohjan yhdessä koordinoitavalle ja toteutettavalle yhteistyölle. Tutkimuksesta käy ilmi, että nuorten talousosaamisen edistämiseen osallistuvien toimijoiden roolien selkiyttäminen, toimintojen koordinointi ja yhteistyö on tärkeää talousosaamista edistävien hankkeiden ja toimenpiteiden onnistumiselle. Toimijoiden viestinnän tulisi olla tavoitteellista ja sen suunnittelun lähtökohtana tulisi olla kohderyhmän tuntemus. Viestintänsä integroimisella toimijat voivat vastata taloudellisen osaamisen edistämisen haasteisiin ja tehostaa näin viestintänsä vaikutuksia.

This report explores the urgent question of how to transition to a green economy. If the price of pollution becomes the same as the price to not pollute, i.e. the investment required for a non-polluting solution, could market forces be harnessed to create a totally green economy? Would the consumer lead the way if pollution fees were simply credited into everyone’s account? Would economic growth and technical development forge ahead? Taking the flexible fee mechanism proposed by Höglund as a starting point, the report examines the academic literature and presents the results of a workshop where leading Swedish economists and environmentalists examine the issues involved in price discovery mechanisms and call for further developments in this field.

The emergence of the ecosystem services concept suggests that economic valuation studies are already fulfilling a role in raising awareness by demonstrating the loss of nature’s goods and services using monetary indicators. In order to have future relevance in capturing value and giving support to policy-makers, valuation methods must specifically address resource accounting, priority setting, and instrument design. This report provides an overview of economic valuation methods of ecosystem services from watersheds in the Nordic countries. The study was commissioned by the Nordic Council of Ministers and conducted by The Norwegian Institute for Nature Research, The Norwegian Institute of Water Research and Sweco Norge during the period May – November 2011. The study indicates that economic valuation methods can be applied to watershed management in multiple ways. However, policy makers should be wary of “one size fits all” valuation estimates that appear ready to use across different watershed types and stakeholder interests.

Suomalainen jalkapalloilu on globalisoitunut vauhdilla ensimmäisten ulkomaalaisten pelaajien tultua pääsarjaan 1970–luvun lopulla. 80–luku oli vielä varovaista kokeilujen aikaa, mutta 90–luvulla pelaajasiirrot yleistyivät rajojen auettua ja jalkapallomaailmaan tulleen Bosman-säännön myötä. 2000-luvulla Veikkausliigaseuroilla on ollut keskimäärin noin viisi ulkomaalaista pelaajaa seurakohtaisten toimintatapojen ollessa hyvin erilaisia. 2000–luvulla kiinnostus on siirtynyt afrikkalaisiin pelaajiin, joiden määrä Veikkausliigassa on noussut merkittävästi. Vuonna 2010 Veikkausliigan ulkomaalaisista peräti 37 % oli afrikkalaisia pelaajia. 90-luvulla Bosmanpäätöksen myötä lisääntynyt pelaajatarjonta toi jalkapallokentille kokonaan uusia toimijoita pelaaja-agenttien muodossa. Tässä tutkimuksessa selvitetään haastatteluiden kautta heidän rooliaan suomalaisessa jalkapallossa. Käsitykset vaihtelevat hyvin paljon; osalle pelaaja-agentti on luonteva osa nykyistä jalkapallomaailmaa, mutta toisille se on välttämätön paha, jota halutaan välttää epäluottamuksen vuoksi. Tässä tutkielmassa haastateltiin Veikkausliigaseurojen edustajia, suomalaisia pelaaja-agentteja sekä suomalaisen jalkapallon asiantuntijoita. Tutkielma osoittaa, että pelaaja-agentit ovat vauhdittaneet suomalaisen jalkapalloilun globalisoitumista. Ulkomaalaisten määrä Veikkausliigassa on kasvanut 2000-luvulle tullessa merkittävästi. Seuroille tulee valtavasti tarjouksia ulkomaalaisista pelaajista, joita he eivät pysty itse selvittämään. Tähän he tarvitsevat pelaaja-agentteja, jotka voivat auttaa seuraa selvitystyössä. Tietämys pelaaja-agenteista ja heidän toimintatavoistaan vaihtelee hyvin paljon. Pelaaja-agenteista on paljon mielipiteitä ja kokemuksia, mutta luuloja ja veikkauksia on enemmän kuin tietoa myös haastateltujen keskuudessa. Suomessa on vain kahdeksan pelaaja-agenttia, mutta harva pystyy nimeämään heidät tai kommentoimaan heidän toimintatapojaan. Jalkapallon pelaaja-agentteihin liittyy paljon olettamuksia, luuloja ja kokemuksia, joita avataan tämän tutkimuksen kautta. Hyvän pelaaja-agentin verkostot ovat laajat. Pelaaja-agentin tulee tuntea seurojen edustajia ympäri Eurooppaa henkilökohtaisesti, jotta luottamus olisi riittävä. Lisäksi pelaaja-agentin tulee ymmärtää pelistä, sopimusasioista, joukkueiden pelitavoista, pelipaikkakohtaisuudesta, valmentajien toimintatavoista ja pelaajien ominaisuuksista. Näitä puutteita pelaaja-agentti voi kuitenkin korvata hyvillä partnereilla tai yhteistyökumppaneilla.

Selvityksessä tarkastellaan vihreästä taloudesta ja vihreistä töistä käytyä keskustelua kansainvälisissä järjestöissä (OECD, EU, UNEP) sekä Suomen talouden vihreää rakennemuutosta ja niitä ilmastonmuuton hillintää tehostavia teknologioita, joiden voidaan odottaa tulevan otetuksi käyttöön vuoteen 2050 mennessä. Erityistä huomiota on kiinnitetty siihen, miten kansalaisten riskikäsitykset ja niiden kehitys vaikuttavat ilmastopoliittisten toimien yhteiskunnalliseen hyväksyttävyyteen.Tältä pohjalta arvioidaan, miten työ ja työolosuhteet tulevat muuttumaan. Vihreät talouden ja työn raportit suhtautuvat yleensä hyvin positiivisesti mahdollisuuteen luoda ympäristöpolitiikan avulla uusia työpaikkoja. Työllisyysvaikutukset voivat kuitenkin lopulta osoittautua vähäisemmiksi kuin rohkeimmissa ennusteissa on arvioitu. Energiantuotannossa tarvitaan vähän työvoimaa kansantalouden mittakaavassa, vaikka energia tuotettaisiinkin lähinnä uusiutuvista energialähteistä. Suuremman vaikutuksen työvoimaan tuo kulutuksen muuttaminen vähähiiliseksi. Tällöin vaikutetaan aloihin, joiden työllistävä vaikutus on suuri kuten rakentaminen, liikenne ja koko elintarviketuotanto. Työn muutosta ilmastopolitiikan vaatimusten kiristyessä tuleekin käsitellä tuotannon muutoksen ohella myös kulutuksen näkökulmasta.

This report contains the results of a scoping study on the potential for mainstreaming green public procurement in the Nordic countries. The report gives recommendations on how green public procurement can be better integrated in other policy areas. The study was financed by the Nordic Council of Ministers’ Working group on Sustainable Consumption and Production.

Irtauduttuaan Neuvostoliiton johtamasta Itä-Euroopan kommunistimaiden liittoumasta 1940- luvun lopulla Titon johtama Jugoslavia kehittyi kylmän sodan aikana omaa tietään kulkevaksi sosialistiseksi valtioksi, joka oli ulkopolitiikassaan sitoutumaton etsien samalla paikkaansa idän ja lännen välissä, jonka talousjärjestelmä perustui ns. työläisten itsehallintojärjestelmään ja jonka sisäpoliittista kehitystä sävyttivät toisaalta erilaiset pyrkimykset reformeihin sekä toisaalta kysymykset siitä, miten Jugoslavian eri osatasavaltojen keskinäinen suhde kehittyisi ja vaikuttaisi näin koko maan tulevaisuuteen. 1960–1970-lukujen vaihteessa maassa elettiin sisäpoliittisesti epävakaata kautta, johon liittyi esimerkiksi opiskelijalevottomuuksia sekä Kroatiassa tapahtunutta pyrkimystä poliittisiin uudistuksiin ja Kroatian kansallisten tavoitteiden esiintuloa; kyseiset Kroatian tapahtumat tunnetaan nimellä ”Kroatian kevät”. Richard Nixonista tuli Yhdysvaltain presidentti vuonna 1969 ja hänen johdollaan Yhdysvaltain ulkopolitiikka koki muutoksen kohti poliittisesti multipolaarisempaa maailmankäsitystä kylmän sodan keskellä. Nixon myös vieraili Jugoslaviassa vuonna 1970 ja Tito puolestaan Yhdysvalloissa vuonna 1971. Tutkin pro gradu-työssäni, millaisen kuvan merkittävä Yhdysvaltalainen sanomalehti The New York Times loi Titon johtamasta Jugoslaviasta vuosina 1969–1971 eli Jugoslavian sisäpoliittisen tuolloisen kuohunnan ja Richard Nixonin presidenttiyden kolmen ensimmäisen vuoden aikana. Tarkastelen tutkimuksessani Jugoslavian kuvaa käsitellen Jugoslavian hallinnon aspekteista niin ulkopolitiikkaa, sisäpolitiikkaa kuin talouspolitiikkaakin. Kokonaiskuvan kannalta olennaiset pohdinnat koskevat esimerkiksi kyseisten aspektien ristiriitaisuutta tai yhteneväisyyttä, aspektien keskinäistä suhdetta kokonaiskuvassa sekä The New York Timesin Jugoslavia-kuvan suhteuttamista Yhdysvaltain ulkopoliittiseen kontekstiin. Titon Jugoslavia esiintyy The New York Timesissa vuosina 1969–1971 monitulkintaisena kokonaisuutena, jonka kehitys kuvataan monien ristiriitaisuuksien ja suurten kysymysten hallitsemaksi.
