The article considers the possibility of the use of complex valued index, which includes both material and imaginary parts, as an indicator of the level of region’s development. The material part of this index characterizes the income level of the region’s population and thereby is the generalizing index of its economic development level. We can judge about the correlation of social and economic components of regional development on the basis of complex valued index polar angle change analysis. The forecasting of the index gives the possibility of defining the tendencies and character of the regional development dynamics.В статье рассматривается возможность использования в качестве индикатора уровня развития региона комплекснозначного показателя, включающего вещественную и мнимую части. Вещественная часть этого показателя характеризует уровень доходов жителей региона, и тем самым является обобщающим показателем уровня его экономического развития. О соотношении социальной и экономической составляющих регионального развития можно судить на основании анализа изменения полярного угла комплекснозначного показателя. Прогнозирование показателя дает возможность определить тенденции и характер динамики регионального развития.

The article deals with methodological questions about using component analysis to analyze the socio-economic development and the health care system development of urban and district sociogeosystems. It is proposed together with a common vector analysis to explore its projection on the axis of space – for the time-derivative of each process parameter in set of changes that makes it possible to study the development of sociogeosystem at the level of each parameter. Specific examples of using this method for the analysis of socio-economic development of the urban sociogeosystem of Kharkiv region and for analysis of health care system development of the district sociogeosystem of Volyn region are given.

Forests are of utmost importance for sustainability because of their ongoing contributions to biodiversity protection, fertility management in agricultural areas, and the well-being of people. However, few studies have focused on the extent to which the bioeconomy of forests impacts a country’s social and economic development. This study aimed to examine the bioeconomy contribution of forestry to social and economic development using Greece as a case study. Data was collected from 312 professionals in the forestry and finance sectors of Greece using a survey questionnaire. Forests are associated with direct and indirect contributions that impact human livelihood and contribute toward a country’s economic development. However, the role of forestry in development is affected by policy-related and human-made challenges. The difficulties are primarily caused by shifts in how economic activity is distributed from the agricultural to the industrial to the service sectors, different government policies intended to increase forest cover, and in other instances, as a result of the role of global capital and trade. The forestry contributions to global commerce, national economies, employment, and family incomes remain consistent throughout all these patterns of loss, stabilization, and recovery. It was established that the bioeconomy can increase the benefits of forests by further exploiting forest wealth (biomass, resins) with the direct and indirect benefits for forest-related societies and local economies. In addition, the management and exploitation of forests by adopting bioeconomy practices, allows the attainment of important skills, knowledge, and new fields of entrepreneurship.

The existing economic model leads developed and developing countries to a stalemate. The global financial crisis of 2008–2009 revealed the instability and fragility of the current economic model. We can observe the consequences of the crisis (and its continuation) up to the present time. The problem is worse in those economies where the real sector of the economy has been steadily declining during recent years. The great dependence of developed countries on the global financial system, and, in particular, the IMF, causes unemployment to increase, deskills the working-age population, reduces the level of social welfare and aggravates problems of social tension. As for developing countries, they face the problem of attracting investors to the real sector of the economy. The latest economic and social crisis shows the high level of interdependence and demonstrates that all national economies are a united economic system, and that sustainable development is possible only if all work together. The dynamics of the gross domestic product (GDP) of Ukraine for the period 2010-2014 is explored in the article, and evaluation of the impact of individual factors and factors for its growth and contraction is given. The features of change in real and nominal GDP are identified. The analysis of changes in the main indicators of social and economic development of Ukraine in January-December 2015 compared to the same period in 2014 is given. The data indicate a downward dynamics of the vast majority of macroeconomic indicators. It was revealed that inflation in Ukraine in 2015 increased to 43.3%. Systemic nature of the crisis in Ukraine, reinforced by political crisis, is analyzed. The basic reasons that deepen crisis processes in the country are formulated. Priority measures for stabilization of GDP in the current conditions of political and economic crisis are offered. [ABSTRACT FROM AUTHOR]

- Abstract
In order to improve the functioning of the organizations of the popular and solidary economy of the Machala canton, it is proposed to determine their level of associativity and discuss some forms of incentive for their members. Then, an estimated weighting of each characteristic of this informal business sector is achieved. With this purpose, a series of indicators are proposed that allow organizations to be classified according to their characteristics, management model and contribution to economic and social development. Established the fundamental parameters of the entrepreneurial sector of the popular and solidarity economy, those intervals that are applicable to compare the degree of association of the different organizations of the Machala canton are estimated. It is established that decision-making is the main indicator of solidarity association, followed by factors of production and the distribution of surpluses. The relative low associativity of the popular and solidarity economy organizations of the Machala canton makes it urgently necessary to promote training, inclusion and accompaniment policies., O objetivo deste artigo é apresentar o nível de associatividade no setor empresarial da economia solidária no Equador, especificamente, no Cantão de Machala, província de El Oro. A pesquisa abordou a metodologia analítica baseada em dados para a criação de estatísticas, para o qual utiliza pesquisas e questionários com o objetivo de ponderar diversos fatores, de acordo com cada entidade da economia solidária que esteja localiza-da na área territorial de estudo. As organizações são classificadas de acordo com os critérios característicos do modelo de gestão, juntamente com a contribuição para o desenvolvimento económico e social, após o que é determinado o grau de associatividade de cada entidade. A pesquisa propõe a necessidade de tomar iniciativas e promover políticas de formação para aumentar o nível de associatividade, bem como critérios de aproximação do grau de associatividade para entidades do setor solidário., Para mejorar el funcionamiento de las organizaciones de la economía popular y solidaria del cantón Machala, se propone determinar su nivel de asociatividad y discutir sobre algunas formas de incentivo a sus integrantes. En este sentido, se logra hacer una ponderación estimada de cada una de las características de ese sector informal empresario. Para esto, se plantean una serie de indicadores que permiten clasificar a las organizaciones de acuerdo con sus características, modelo de gestión y contribución al desarrollo económico y social. Establecidos los parámetros fundamentales del sector emprendedor de la economía popular y solidaria, se estiman aquellos intervalos que sean aplicables para comparar el grado de asociación de las diferentes organizaciones del cantón Machala. Se establece que la toma de decisiones es el principal indicador de asociatividad solidaria, seguido de los factores de producción y la repartición de excedentes. La relativa poca asociatividad de las organizaciones de economía popular y solidaria del cantón Machala hace latente la necesidad de fomentar políticas de capacitación, inclusión y acompañamiento.

Принципи партисипативного управління широко використовуються в практиці управління та стратегічного планування європейських країн, що обґрунтовано через вивчення нормативно-правових документів та досвіду формування й реалізації стратегічних документів. Метою дослідження є визначення нового змісту і завдань стратегічного планування територіальних громад на основі використання європейського досвіду реалізації партисипативної моделі управління та обґрунтування можливих інструментів залучення громадян до визначення пріоритетів економічного і соціального розвитку й ефективного використання ресурсного потенціалу громади. Децентралізація влади і ресурсів дала поштовх до розвитку місцевого самоврядування і територіальних громад в Україні. В статті проаналізовано рівень стратегічного планування в об’єднаних територіальних громадах та доведено, що більшість громад не мають великого запиту на формування і запровадження якісних моделей розробки стратегій. На рівні громад не завжди усвідомлюють необхідність стратегічного планування та його роль в системі управління громадою. В результаті дослідження підтверджено, що більш стратегічно орієнтованими є міські громади. Аналізуючи практичний досвід розробки та впровадження стратегій розвитку об’єднаних територіальних громад було виявлено їх партисипативну спрямованість. Також визначено, що більшість розроблених з використанням принципів партисипативного управління стратегій підтримувались програмами міжнародної технічної допомоги. Запропоновано для подальшого впровадження в територіальних громадах партисипативної моделі залучати населення до всіх етапів розробки, реалізації та контролю за виконанням стратегії розвитку громади. Запропоновані пропозиції дозволять створити умови для досягнення цілей соціально-економічного розвитку територіальних громад у відповідності з перспективними пріоритетами державної політики та з урахуванням побажань і бачення громадськості., Принципы партисипативного управления широко используются в практике управления и стратегического планирования европейских стран, обоснованно через изучение нормативно-правовых документов и опыта формирования и реализации стратегических документов. Целью исследования является определение нового содержания и задач стратегического планирования территориальных общин на основе использования европейского опыта реализации партисипативной модели управления и обоснование возможных инструментов привлечения граждан к определению приоритетов экономического и социального развития и эффективного использования ресурсного потенциала общества. Децентрализация власти и ресурсов дала толчок к развитию местного самоуправления и территориальных общин в Украине. В статье проанализирован уровень стратегического планирования в объединенных территориальных общинах и доказано, что большинство общин не имеют большого запроса на формирование и внедрение качественных моделей разработки стратегий. На уровне общин не всегда осознают необходимость стратегического планирования и его роль в системе управления обществом. В результате исследования доказано, что более стратегически ориентированными являются городские общины. Анализируя практический опыт разработки и внедрения стратегий развития объединенных территориальных общин было выявлено их партисипативную направленность. Также определено, что большинство разработанных с использованием принципов партисипативного управления стратегий поддерживались программами международной технической помощи. Предложено для дальнейшего внедрения в территориальных общинах партисипативной модели привлекать население ко всем этапам разработки, реализации и контроля за выполнением стратегии развития общества. Предложенные предложения позволят создать условия для достижения целей социально-экономического развития территориальных общин в соответствии с перспективными приоритетами государственной политики и с учетом пожеланий и видения общественности., The principles of participatory management are widely used in the practice of management and strategic planning of European countries, that is substantiated by the study of normative legal documentsas and the experience in the formation and implementation of strategic documents. The purpose of the study is to determine a new content and objectives of strategic planning of territorial communities on the basis of European experience in implementing participatory management model, and to substantiate choosing potential ways of involving citizens into determining the priorities of economic and social development as well as of effective use of community resources. Decentralization of power and resources has contributed to the development of local selfgovernment and territorial communities in Ukraine. The article has analyzed the level of strategic planning in the united territorial communities and has proved that most communities do not have great request for the formation and implementation of quality models of strategy development. At the community level, they are not always aware of the necessity of strategic planning and its role in the community management system. The study confirmed that urban communities are more strategically oriented. Analyzing the practical experience of developing and implementing strategies for the development of united territorial communities, their participative orientation has been revealed. It has also been determined that most of the strategies, developed using participatory management principles, were supported by the international technical assistance programs. The paper suggests to implement the participatory model of community management in territorial communities involving their citizens into the stages of model development, as well as realization and monitoring its implementation. The suggested proposals will make it possible to create conditions for achieving the goals in social and economic development of territorial communities

Every time we open a newspaper or we turn on the TV, we see sellers of almost identical products spending huge amounts of money in order to convince consumers to buy their brands. Advertisers are not in a position to enforce consumption on a target group, but they have the power to dominate by transmitting their messages through television programmes, magazines and other media. Having proven its force in the movement of economic goods and services, nowadays, advertising has been directed in increasing quantity towards matters of social concern. Furthermore, modern advertising is a complex segment of urban industrial civilization, reflecting contemporary life in its real aspects. Advertising has changed in its culture, due largely to the switch from informational to a more expressive conceptual way of communication with consumers. This change has offered the audience less cognition about products and more sensory orientated heuristics about positions, branding and ethical standards of companies. The purpose of the research is to develop a framework for an analysis of new media advertising that focuses on its social implications and its switch from a pure contextual aspect to hybrid, a bridge between types of informational and emotional advertising which refined the way consumers make decisions about products and services. Los activos culturales que conforman el patrimonio de un territorio, tanto material como inmaterial, constituyen una fuente para dinamizar su industria turística. De forma que la articulación del flujo de servicios culturales que se derivan del patrimonio cultural inmaterial (PCI) pueden liderar una estrategia amplia de desarrollo local para una ciudad, o región, que tenga por objetivo generar empleos, ingresos y mejoras las condiciones de vida en el territorio. Luego de realizar una amplia revisión bibliográfica y capturando información y sugerencias de política pública a través de entrevistas a figuras que lideran sectores asociados al ecosistema cultural y de turismo de la ciudad de Cali, se concluye que para dinamizar la relación entre PCI y Turismo se requiere: i. generar una institucionalidad robusta al ecosistema que vincule e integre a sus principales actores; ii. caracterización georreferenciada del PCI; iii. el diseño de “Rutas de Turismo Cultural”; iv. fortalecer el vínculo entre PCI y digitalización; v. fortalecer las habilidades y técnicas del personal vinculado al PCI; vi. un agresivo proceso de promoción del destino; vii. diseñar y ejecutar una política de formación de públicos que genere una demanda de turistas intralocales y viii. diseñar una estrategia que busque protección, salvaguarda y preservación del PCI de la ciudad. The cultural assets that make part of the heritage of a territory, both tangible and intangible, constitute a source to boost its tourism industry. Therefore, the articulation of the fluctuation of cultural services derived from intangible cultural heritage (ICH) can lead to a broad local development strategy for a city, or a region, whose objective is to generate employment, economic income and improvement of living conditions in the territory. After conducting an extensive bibliographic review and collecting information and (plus) public policy suggestions through nine interviews, with public figures who lead sectors associated with the cultural and tourism ecosystem of the city of Cali, it is concluded that to stimulate the relationship between intangible cultural heritage and Tourism it’s required: i. generate a robust institutional framework for the ecosystem that links and integrates its main actors; ii. georeferenced characterization of the ICH; iii. the design of "Cultural Tourism Routes"; iv. strengthen the link between ICH and digitization; v. strengthen the skills and techniques of the personnel linked to the ICH; vi. an aggressive process of promoting the destination; vii. design and implement a public training policy that generates a demand for intra-local tourists and viii. design and implement a strategy that seeks the protection, safeguarding and preservation of the city's ICH. The object of research is the problem of formation of principles for the development of inclusive tourism as a new multifunctional scientific and practical direction, is considered within the framework of the socio-economic sphere. One of the most problematic places for the implementation of this direction is the theoretical and methodological substantiation of the principles of development and implementation of inclusive tourism, which is just beginning to be studied from the point of view of economic efficiency and social protection, appearing in the market of tourist services. In this regard, a significant factor remains the complexity of solving socio-economic problems related to both inclusive tourism and scientific areas related to it, together create an inclusive environment and ensure the systematic development of a new direction. The analysis of the current state of inclusive tourism in the world is carried out, the principles and priority tasks for the development and implementation of this direction are determined on the example of Ukraine. For the unstable social and economic spheres of Ukraine, the procedure for adapting inclusive tourism is complicated by the impact of implementation risks and is a complex and lengthy procedure. During the study, 7 principles of social rehabilitation of people with inclusion were used, which formed the basis of the general concept of development and implementation of inclusive tourism. For their implementation, the factors that contribute to the adaptation of persons with disabilities through inclusive tourism and factors that limit or influence the possibility of organizing inclusive tourism have been identified. Thanks to this, a methodologically informative segment of the development of an inclusive environment is provided and a procedure for assessing both social and economic risks of the project becomes possible. Only if there is a state strategic program for the long-term development of inclusive tourism and a thorough analysis of key risks, it is possible to avoid problems in the future. In comparison with similar well-known methodologies, the proposed approaches allow minimizing risks in the process of creating an inclusive environment and predicting the electoral reaction and socio-economic aspects of introducing inclusive tourism., Объектом исследования является проблематика формирования принципов развития инклюзивного туризма как нового многофункционального научно-практического направление, которое рассматривается в рамках социально-экономической сферы. Одним из самых проблемных мест внедрения данного направления является теоретико-методологическое обоснование принципов развития и внедрения инклюзивного туризма, который только начинает изучаться с точки зрения экономической эффективности и социальной защищенности, фигурируя на рынке туристических услуг. В этой связи существенным фактором остается комплексность решения социально-экономических задач, касающихся как инклюзивного туризма, так и касающихся него научных направлений, в комплексе создают инклюзивное среду и обеспечивают планомерное развитие нового направления. Проведен анализ современного состояния инклюзивного туризма в мире, определены принципы и приоритетные задачи по развитию и внедрению данного направления на примере Украины. Для нестабильной социальной и экономической сфер Украины, процедура адаптации инклюзивного туризма осложняется влиянием рисков внедрения и является сложной и длительной процедурой. В ходе исследования использовались 7 принципов социальной реабилитации людей с инклюзией, которые легли в основу общей концепции развития и внедрения инклюзивного туризма. Для их реализации определены факторы, которые способствуют адаптации лиц с недостатками здоровья благодаря инклюзивному туризму, и факторы ограничения или влияния на возможность организации инклюзивного туризма. Благодаря этому обеспечивается методологически информативный сегмент развития инклюзивной среды и становится возможным процедура проведения оценки как социальных, так и экономических рисков проекта. Только при наличии государственной стратегической программы перспективного развития инклюзивного туризма и тщательном анализе ключевых рисков, возможно избежать проблем в будущем. В сравнении с аналогичными известными методологиями, предложенные подходы позволяют минимизировать риски в процессе создания инклюзивного среды и прогнозировать электоральную реакцию и социально-экономические аспекты внедрения инклюзивного туризма., Об'єктом дослідження є проблематика формування принципів розвитку інклюзивного туризму як нового багатофункціонального науково-практичного напряму, який розглядається в рамках соціально-економічної сфери. Одним з найбільш проблемних місць впровадження даного напрямку є теоретико-методологічне обґрунтування принципів розвитку та впровадження інклюзивного туризму, який тільки-но починає вивчатись з точки зору економічної ефективності та соціальної захищеності, фігуруючи на ринку туристичних послуг. В цьому зв`язку суттєвим фактором залишається комплексність вирішення соціально-економічних завдань, які стосуються як інклюзивного туризму, так і дотичних до нього наукових напрямів, які у комплексі створюють інклюзивне середовище та забезпечують планомірний розвиток нового напряму. This article interprets the results of a mass sociological survey conducted among the population of municipalities of the Republic of Crimea to determine the social viability of the Institute of city management. Social solvency is understood as the achievement of the main goals set for the Institute of city management, first of all, the involvement of professional managers to improve the indicators of socio-economic development of the territories. Three aspects are formulated as criteria for evaluation: confidence in the reform, the objectives of the reform, the expectation of the consequences of the reform. The authors came to the conclusion that the bulk of the population does not trust the reform, sees in it other goals than the legislator declares, fears the onset of negative consequences from its implementation. At the same time, active opposition to the abolition of municipal elections in Crimea should not be expected, because the most clear informative story of the reform – replacing elected mayor and appointed city Manager, does not cause the active condemnation among the respondents.

This paper aims to critically evaluate the microfinance approach in social and economic perspective. Critical analysis reveals that microfinance can be used as an efficient tool to reduce poverty, thus contributing towards economic as well as social development. Moreover, paper highlights the role of institutional design and indicates that microfinance institutions working on the lines of non government organizations and following the double bottom line approach performs better than the other institutional frameworks. Joint liability and the role of group leader are eminent in enhancing the performance of these institutions. Poverty can be decreased if microfinance institutions are driven in a more systematic manner keeping in mind primarily the well being of society.

In the conditions of continuing foreign policy instability, the problem of ensuring economic security at the national and regional levels is steadily increasing. The existing methodologies for assessing the security status of regional economies are static. Furthermore, they include a scattered list of indicators that are difficult to consistently interpret when conducting an analysis. Therefore, the authors proposed an indicative dynamic method for assessing changes in the security situation of the regional economy. As the initial data we have used indicators of the development of the Sverdlovsk region for the period from 2010 to 2017 inclusive. We have achieved the following results. Firstly, we have suggested the set of the indicators, which result in changes in the level of economic security of the region. Moreover, we have structured the main factors that have a formative and destructive impact on the economy of the region. Secondly, the conducted analysis has shown that the economic development of the Sverdlovsk region can be divided into two main phases: upward (2014) and downward (from 2014 to the present). This is a consequence of the instability of the regional economy to external shocks due to weak diversification as well as low entrepreneurial activity. Thirdly, the growing threats to the economy of the Sverdlovsk region lead to a decrease in the welfare of the population. In 2015, the level of wages in Moscow was 2 times higher than in the Sverdlovsk region, however, by the end of 2017, the level of wages in Moscow was already 2,2 times higher than in the Sverdlovsk region. At the same time, in Moscow, St. Petersburg and Tyumen, the growth rate of income of the population was about 10-11 % for 2017, while, in the Sverdlovsk region the income growth for the same period was only 5 %. The obtained results can contribute to the development of the Sverdlovsk region strategic programs aimed at ensuring the sustainable socio-economic development of the region. The findings concerning the level of economic security in the Sverdlovsk region are not final. This means the need for further development of economic and mathematical models that will logically complement the methods proposed in this article for assessing the economic security of Russian regions.

A breakthrough in innovations largely depends on the quality of human potential. In the context of demographic threats for economic security of the region, the national project “Healthcare” has prepared measures for reducing the mortality of the working age population, including mortality from cancer. However, the costs of cancer detection and treatment, as well as social costs of temporary disability are later compensated by reduced mortality losses and increased contribution of the labour potential to gross regional product (GRP). During the research we applied systematic and integrative approaches, methods of comparative and statistical analysis using modern IT solutions. The research is based on the data from oncology services of Tyumen and Sverdlovsk regions. The organizational and medical innovations in Tyumen region, including modern diagnostics on the basis of radiological centre, have increased the detection rate of malignant neoplasm. Moreover, these innovations have significantly reduced the number of cancer-related deaths in comparison with the national average value. In 2017, this indicator per 100 thousand was 112.78 in the Russian Federation, while in Tyumen region it was 90.04. For the period from 2013 to 2017, improvements in diagnostics and quality of the oncology service in Sverdlovsk region contributed to a higher detection of various diseases, longer treatment in the hospital and at home, which did not allow achieving economic effects by reducing costs. However, these measures have led to significant reduction of damage from working age population mortality. An indicator of “multidimensional economic effect in health care” is calculated as the sum of various types of effects. Its value demonstrates compensation for costs incurred at certain stages of medical assistance with the effects resulting from preservation of human potential by reducing mortality. Our forecast shows that medical and demographic indicators of the oncology service of the Sverdlovsk region will improve by 2022. Such improvements will result from constructing and equipping the centre of nuclear medicine and the proton centre in the framework of the public-private partnership in Sverdlovsk region healthcare. The issue of economic growth has become urgent since the country’s leadership set the task of doubling general domestic product (GDP) for the period from 2001 to 2010. We calculated the required annual growth rate and analyzed it both by year and over the past few years. The results suggest that GDP has not doubled within 10 years. Thus, it is appropriate to consider separately the pace of Russian economy on the whole and the total gross regional product (GRP) of its constituent regions. We analyzed its contradictions and disproportions restraining dynamic economic development at different levels. As a hypothesis, we assumed that the problems of the country’s economic growth mostly stem from such contradictions in the regional development. The research base was information on the volumes and dynamics of the Russian Federation GDP and GRP of its regions from 2001 to 2016, which indicate economic growth. We have assessed whether GDP and GRP dynamics was conform to the strategic guidelines of Russia’s economic development. We processed the dataset using a number of methods such as grouping, average and relative values, analysis of time series. Firstly, this processing has revealed, that the objective of doubling Russia’s GDP has not been met even over 16years (only 3.57 % was reached instead of the required average annual rates of 4.42 %). Secondly, over 16 years, the leading regions have been steadily developing whereas outsiders have become weaker, and the factors of regional development have remained unchanged. Thirdly, the analysis of the Republic of Bashkortostan case demonstrates that the existing model of regional economic growth, as well as the impact of the base effect, has reached its limits. Thus, growth rates are slowing down alongside with increasing absolute production volumes, while the ratio of intermediate and end products persists in the long term. Consequently, the regional economy lacks systemic positive structural changes, without which breakthrough economic growth is impossible. The obtained results can be used for improving the analysis and forecasting techniques of Russian regional development and forming an effective regional policy.

The research analyzed social and economic development around Chao Lake as well as changes of water quality in Chao Lake and explored the relationships of local population and GDP with water chemical oxygen demand (COD), total phosphorus (TP), total nitrogen (TN), chlorophyll and eutrophication index. The results showed that population around Chao Lake and GDP kept growing from 2001 to 2013, and water quality was improving. In addition, correlation analysis indicated that except of water eutrophication, GDP and population showed inverse correlation with other indices, demonstrating that water quality has been effectively controlled in Chao Lake recently. - Abstract
В статье исследованы теоретико-методологические основы формирования понятия «экологическая модернизация социально-экономического развития». Учитывая направления использования общеупотребительной категории «модернизация», автором сделаны выводы о необходимости выделения такой трактовки понятия экологической модернизации, которое бы способствовало охвату всех стратегических целей устойчивого развития в регионе. В рамках данного исследования рассмотрены теоретико-методологические и процессные особенности становления экологической модернизации социально-экономического развития, предложено ориентиры экологической модернизации социально-экономического развития региона в контексте «зеленого» роста. The aim of the article. The aim of the article is to study the theoretical and methodological bases of ecological modernization of socio-economic development of the region. The results of the analysis. This paper studies scientific basis of transformation processes for sustainable development, which is important at this time. Considering direction of the history of sustainable development concept, the author emphasizes that if to follow the basic guidelines to upgrade social and economic systems to «green» economy, then it can expected results of ecological modernization. It will save funds due to forewarned of economic damage from pollution and environmental cost savings compensation «rehabilitation» resources and territories. Moreover, prevention of anthropogenic pressure increases the chances of social systems to improve the quality of life and improve the health of the nation. From economic point of view, clean production is more competitive. This study considered the theoretical and methodological bases of ecological modernization of process of socio-economic systems in a region that involves making special reference points of development. Ecological modernization is a prerequisite for ecologically transformation based on quality eco-oriented reforms in social and economic systems. Ecologically safe transformation of socioeconomic development means certain progressive changes (intersystem, and intersystem synergistic) and transformations that are strategic in view of eco-focused goal-setting. Such understanding provides for: 1) understanding of transformation as a process which is already identified in environmental trend of socio-economic system; 2) spatial certainty of eco-oriented reforms in connection with certainty qualities of the future development of the system. Arguably, it can and should lead to the structural changes in innovation for sustainable development. Conclusions and directions of further researches. It is shown that today special attention should be paied to the issues of the theoretical and methodological bases of ecological modernization of socioeconomic development of region. It is becoming more apparent that the main vector of ecologically innovative transformational changes not associated with the introduction of total treatment facilities, but with increasing system efficiency and social standards. Taking into account the using of category «modernization» the author concluded that it is necessary to allocate such an interpretation of the concept of ecological modernization, which would support the inclusion of all the strategic objectives of sustainable development in the region. This study examined the theoretical and methodological features of forming the process of ecological modernization of socioeconomic development. Environmental improvements of targets of socio-economic development of the region in the context of green growth are proposed. They are: forming ecologically reproductive mechanisms of social and economic development; improving the quality of life of the general public access to natural resources and ecosystem services; development of optimal institutional infrastructure socioeconomic system of the region; forming a package of eco-modernization of goal-setting changes in socio-economic development; formation of economic shifts the modernization of management tools for green growthaddressing regional socio-economic problems and reduce regional disparities. Further researches should be addressed to developing new methodological approaches to the development of environmental metrics modernization of socio-economic development for green growth in the region with further evaluation of the process. From a theoretical point of view, the authors have grounded a new paradigm of theoretical planning of land management, which is based on space definition of a complex of factors of rational use of the existing land resources in correlation of interests of subjects-land-users and corresponding land relations in the terms of support of a balanced social-ecologic-economic environment. From a methodological point of view, the authors have proposed a set of methodic approaches as to determination of mechanisms of arrangement of the process of territorial planning in land management according to institutional fundamentals of land relations harmonization at different space levels of management. It is proposed to consider planning of land use as an obligatory and logically inevitable stage of the process of territorial space management that is determined as a primary link, because it specifies aims of the management. It is proved that effective territorial management of land resources and land-use is caused by its territorial planning, which determines the aims of an object development and activity of a managerial subject. A regional link of management should secure the supply of appropriate conditions for living standards of population, effective utilization of territorial resources and development of mutually favorable inter-regional relations. Implementation of efficient regional policy on the basis of market mechanisms requires further improvement of institutional fundamentals. [ABSTRACT FROM AUTHOR]

240. The Impact of Pillar II Funding: Validation from a Modelling and Evaluation Perspective.

We extend the Common Agricultural Policy Regionalised Impact Modelling System ( CAPRI) with a regional computational general equilibrium ( CGE) model to estimate the effects of the Pillar II of the Common Agricultural Policy. Our aim is to assess the modeling approach by comparing the scenario results with observations from the evaluation reports for rural development, supplemented with expert interviews and findings from the literature. For this purpose, an ex-post scenario is developed for Germany that models the effect of the Pillar II measures in 2006. We observe a moderate impact, namely, an increase in agricultural income (5%) and agricultural land use (0.15%), particularly grassland, and a substitution of arable land with grassland. This effect leads to a total increase in agricultural production, particularly of beef, and to an increase in total greenhouse gas emissions and total nitrogen surplus for Germany. Greenhouse gas emissions and nutrient surpluses per ha, however, are reduced. We observe that farm investment programmes displace private investment. The evaluation reports confirm the moderate impact and our major results, as does the comparison with other literature. However, the conclusions about agri-environment measures and their impact on income differ. The most important difference between our results and the evaluation reports and majority of the present literature is that we also quantify the joint effect between the whole economy and policy measures, with some contradictory effects. Competitiveness contributes significantly to the dynamic development of European prosperity. Thus the competition policy is the area of economy which determines the development of the European Union Member States. The biggest expenditures in the sectors are intended mainly for scientific and technological research, which in turn increases the overall technological cooperation with businesses and lead to increased amount of innovation in industry. The European Commission proposes a new approach to competition policy, supporting the dynamic growth of the economy of the European Union. The competitiveness of the entire European Union would benefit from the industrial growth that would increase the job creation followed by higher social and economic development and living standard of EU inhabitants. In this study attempts have been made to bring into focus discrepancy between high and low level of attitude among the parents of Lalgola and Beldanga-II blocks in Murshidabad District of West Bengal towards public libraries in empowering women. The study was conducted from the aforementioned blocks on 100 parents of the students who were benefited from Kanyashree one time scholarship grant of Rs. 25,000. The main purpose of the study is to assess the role of public libraries in empowering women. The result shows that Kanyashree Prakalpa has a significantly powerful effect towards reducing child marriage (thereby reducing the risks of early pregnancies, associated risks of maternal and child mortality, and other debilitating health conditions, including those of malnutrition) and school dropout. The scheme encourages financial inclusion and is considered as a tool of empowerment for adolescent girls. It also supports the positive impact of higher education and delayed marriages and also works to improve the social power and self-esteem of girls. The study further exposed that the role of the public library is significant towards the prospect to gain skill and knowledge that help the girl children become economically, socially and politically independent.

While the impact of the pandemic varies from country to country, poverty and inequality are increasing globally, and without urgent socio-economic action the situation will only get worse. The development trajectory of countries in the long term will depend on the country’s choice of one or another strategy to combat not only the pandemic itself, but its consequences and if such situations recur in the future

The Food Acquisition Program (PAA), in addition to generating food security for part of the Brazilian population, improves the financial conditions of family farmers. Thus, this article aims to examine the contribution of the Food Acquisition Program (PAA) in the socioeconomic development of rural farmers of the Cooperative for Sustainable Development of Family Agriculture in Southern Bahia (COOFSULBA). Data were collected via bibliographic, documentary research and questionnaires. Through qualitative analysis the study demonstrates the importance of PAA in the socioeconomic development of farmers. It was identified that the implementation of the program improved the income of the beneficiaries and allowed better conditions of access to education, health and transportation. It is concluded that the Food Acquisition Program, considering the case studied, fulfilled an important social and economic function that directly reflected in the quality of life of the members., O Programa de Aquisição de Alimentos (PAA) além de gerar segurança alimentar a uma parte da população brasileira melhora as condições financeiras dos produtores familiares. Assim, este artigo tem por objetivo examinar a contribuição do Programa de Aquisição de Alimentos (PAA) no desenvolvimento socioeconômico dos agricultores rurais da Cooperativa de Desenvolvimento Sustentável da Agricultura Familiar do Sul da Bahia (COOFSULBA). Os dados foram coletados via pesquisa bibliográfica, documental e aplicação de questionários. Por meio de análise qualitativa o estudo demonstra a importância do PAA no desenvolvimento socioeconômico dos agricultores. Foi identificado que a implantação do programa melhorou a renda dos beneficiários e permitiu melhores condições de acesso a educação, saúde e transporte. Conclui-se que o Programa de Aquisição de Alimentos, considerando o caso estudado, cumpriu importante função social e econômica que refletiu diretamente na qualidade de vida dos associados.

Sustainable development is conceived on a long-run term and it reffers to that reasonable answer in fulfilling the needs of the present generations, without compromising the future of the generations to come. The concept involves a triple dimension: economic development, social fairness and inter- generation equity. Far from abstract concepts, the provocations of durable development falls into the realities of the world, illustrated by the three stakes: water, health and educations. The free modern market is a state invention, and its rules are not imposed naturally, but are the results of political arrangements. The field of international trade is not a simple game with "zero sum". The trade improves the well-being of some nations, but there also losers. Until now, the world trade has only function in an asymmetric manner, allowing for the products from the developed markets to enter the markets of the developing countries, but without a proper reciprocity. It is desirable an economy for the XXI century, an economy that it is synchronizing with the Earth and its natural sustaining resources, not one that destroys them. The key element in restructuring the economy is to make the market to reflect the true prices, all costs included. The strategy Europe 2020 propose a new economic vision, able to help EU to exit the crisis and to build an intelligent economy, sustainable and favoring inclusion, with high rates of occupancy, productivity and social cohesion.
