The purpose of this study is to provide an overview of the development of a quality culture in implementing a quality management system based on ISO 9001 based on organizational culture and national culture that influence each other in contracting companies, especially in Indonesia. The analysis of this research by processing 151 respondents' data using SPSS and SmartPLS. From the results of the analysis, it was found that the National Culture, Quality Management System, and Organizational Culture affect the Quality Culture Development. The significant indicators of the National Culture variable on the Quality Culture Development are individualism/collectivism and power distance. While the significant indicators of the Quality Management System variable on the Quality Culture Development are organizational and operational contexts. A significant indicator of the Organizational Culture variable on the development of a Quality Culture is Efforts to Achieve Performance and Leadership. To develop a Quality Culture influenced by the National Culture, Quality Management System, and Organizational Culture. This research can be used as material or input in developing a Quality Culture to reduce the rate of construction failure in BUMN construction service companies in Indonesia in the future.

The purpose of this study is to provide an overview of quality culture related to professional culture and national culture that influence each other in contracting companies, especially in Indonesia. The factors that will determine the development process are identified using Structural Equation Modeling. From the results of the analysis, it is found that professional culture, national culture and quality management systems can increase efforts to develop a quality culture in BUMN companies. The variable of professional culture with time and team indicators, variables of national culture with indicators of individualism/collectivism and power distance, and the variable quality management system with indicators of organizational and operational context has a significant effect on the Quality Culture Development. To be able to increase efforts to develop a quality culture in state-owned construction service companies, it is necessary to improve the professional culture, national culture, and quality management system effectively. This research can be used as material or input to improve efforts to develop a quality culture in BUMN construction companies in Indonesia in the future.

The tight competition in the construction sector in Indonesia's infrastructure projects presents a challenge to construction service companies, especially in the power plant infrastructure industry. To improve the competitiveness of construction service companies, customer satisfaction guarantees must be created, as follows: 1) Products must be in accordance with the requirements, the project done is completed on time, the costs incurred are relatively cheap and collateral for Health, Safety and Environment (HSE) should be realized. In creating customer satisfaction, the concept of Quality Culture needs to be applied. By using the Deming Cycle method in building a quality culture, it is expected that power plant construction service companies could increase competitiveness. This study aims to determine the effect of developing a quality culture on power plant construction service companies, data obtained through archival analysis, interviews and questionnaire surveys. Data processing concludes the activities needed on developing a quality culture for risk-based organizational functions in power plant construction service companies as a way to increase competitiveness. The results of this study are the concept of building a PDCA-based quality culture in the Quality Management System in a power plant construction services company

The construction industry is being viewed as one with poor quality emphasiscompared to other sectors like the manufacturing and service sectors. Many criticismshave been directed to the construction industry for generally shoddy workmanship.This is mainly the result of the industry’s failure to achieve the expected performancelevel in delivering its finished product and its customer service. Total qualitymanagement (TQM) is increasingly being adopted by construction companies as aninitiative to solve quality problems in the construction industry and to meet the needsof the customer. However, construction firms have been continually struggling withits implementation. Cultural change is being recognised as an important aspect of totalquality development. However, the issue surrounding quality culture and theirdevelopment has not been comprehensively studied. Based on literature review, thispaper discusses the issue of quality culture and a conceptual framework for thedevelopment of quality culture in construction industry

The ‘quality culture’ notion embraces the idea that educational quality management should be in line with staff values, so that these reciprocally reinforce each other. Despite its positive connotation, a sound conceptualization of the quality culture construct is missing. Two overarching research questions underpin our studies: 1) What are the most important features of a quality culture and how do these features interrelate? 2) How to promote a culture of continuous educational quality improvement? The results of this research lead to the conclusion that a closer fit is required between innovation strategies, staff development, and supportive networks. Moreover, a larger emphasis on human interrelations is needed. The furthering of HRM, especially in areas of competency development and educational career building, will contribute to the sustainability of HEIs’ improvement capacity. Communities of practice could help to catalyze individual and collective learning, peer support and institutions’ innovation potential. To sail from the status quo to an enhanced quality culture, institutions should pay attention to the following three main areas: the connection between quality structures and values, the relation between quality, culture and change, and educational leadership development.

Quality culture is a concern in public secondary schools. A culture of specific quality and suitable to each secondary school’s context and development goals is a prerequisite for improving training and community service quality, creating a unique identity. And quality culture help enhancing the competitiveness of public secondary schools in the context of educational globalization. Therefore, this paper aims to determine quality culture affecting pupils’ satisfaction at tenpublic secondary schools in Ho Chi Minh City (HCMC). The authors applieda simple random sampling technique. The authors tested Cronbach’s Alpha and confirmatory factor analysis (CFA) and model testing with Structural Equation Modeling (SEM). Besides, the study surveyed 600pupils and answered 27 questions, but 557 samples were processed. The study’s findings had five factors affecting the quality culture, affecting pupils’ satisfactionwith a significance level of 0.01.

Purpose Organizations have released the importance of lean manufacturing practices (LMPs) and total quality management (TQM) in enhancing competitiveness. However, the implementation of LMPs and TQM becomes more complex when discerning the environmental sustainability position. The complexity stems from the fact that LMPs and TQM are more intricate because of cultural differences. Thus, this study aims to tackle the aforementioned phenomenon by investigating the impact of LMPs and TQM on environmental sustainability moderated by quality culture. Design/methodology/approach A survey was distributed among small and medium enterprises (SMEs) in Jordan; thus, 315 valid responses were received. Partial least square structural equation modelling was used to analyze the data and test hypotheses. Findings The findings showed that environmental sustainability was significantly impacted by all the LMP practices except Kanban and all the TQM practices except statistical process control. Moreover, quality culture significantly and negatively moderated the relationship between TQM and environmental sustainability. However, the influence of LMPs on environmental sustainability was not significantly moderated by quality culture. Practical implications This study has implications for policymakers in SMEs, supply chain managers and academics regarding the importance of LMPs and TQM systems for implementing environmental sustainability and the role of quality culture. Social implications This study provides guidelines for decision-makers on the pathways that enable them to sustain the environment to safeguard the natural ecosystem and natural resources for upcoming generations. Originality/value The originality of this study stems from the alignment of LMPs and TQM in enhancing environmental sustainability, taking into consideration the role of quality culture in SMEs, where previous studies failed short to investigate this phenomenon.

PurposeThis study aims to examine the effect of accreditation on higher education performance, directly and indirectly, through the quality culture as a mediator in the context of higher education, based on the perceptions of administrative and quality managers.Design/methodology/approachThis is a quantitative study using stratified random sampling techniques to collect data through a nationwide survey of universities in Pakistan. Of the 150 questionnaires distributed, 105 are found to be valid, while the data are analyzed by partial least squares structural equation modeling (PLS-SEM).FindingsThe results provide interesting insights, including significant effects of accreditation on quality culture and higher education performance, significant effects of quality culture on higher education performance and the mediating role of quality culture in relation to accreditation and higher education performance.Research limitations/implicationsLimitations of the study include a relatively smaller sample size and the selection of administrative managers as the sole respondents. This study extends the theoretical understanding by introducing several linkages, including the link between accreditation and higher education performance, accreditation and quality culture, and by introducing quality culture as a mediator. Furthermore, the study also provides empirical evidence for all proposed links in the university setting. This study has implications for administrative and quality managers, in terms of effectively implementing accreditation standards by cultivating a quality culture at their respective universities, resulting in improved university performance.Originality/valueThis study is the first to introduce quality culture as a mediator between accreditation and higher education performance and examines the effect of accreditation and quality culture on higher education performance in the university context. Also, the interdisciplinary nature of the study makes it relevant and interesting to administrative and quality managers in the fields of higher education and quality management.

Актуальность статьи обусловлена недостаточной изученностью российскими учеными культуры качества как объективного понятия в высшей школе. Цель статьи заключается в выделении общих знаменателей развития культуры качества в высшем образовании. Автором обобщен опыт европейских вузов, накопленный в масштабных исследованиях, проведенных в период 2006–2012, и более поздних работах иностранных коллег. Раскрыта сущность культуры качества в европейских вузах. Выделены функции, выполняемые вузами для развития культуры качества, условия оценки, соблюдение которых должно способствовать развитию культуры качества, актуальные проблемы / драйверы развития, особенности внедрения (характеристики / признаки) культуры качества, условия эффективной культуры качества. Доказано, что концепции развития культуры качества и каких-то единых механизмов такого развития не существует. Предложено использовать устоявшиеся в Европе паттерны развития культуры качества для совершенствования отечественного высшего профессионально-педагогического образования. Статья предназначена для специалистов по проблемам качества высшего образования. The relevance of the article is due to the insufficient knowledge of the culture of quality as an objective concept in higher education by Russian scientists. The purpose of the article is to highlight the common denominators of the development of a culture of quality in higher education. The author summarizes the experience of European universities, accumulated in large-scale studies conducted in the period 2006–2012, and later works of foreign colleagues. The essence of the culture of quality in European universities is revealed. The functions performed by universities for the development of a culture of quality, the conditions for assessment, the observance of which should contribute to the development of a culture of quality, current problems / development drivers, implementation features (characteristics / signs) of a quality culture, conditions for an effective quality culture are highlighted. It is proved that the concept of developing a quality culture and any unified mechanisms for such development do not exist. It is proposed to use the patterns of quality culture development that have been established in Europe to improve domestic higher professional and pedagogical education. The article is intended for specialists in higher education quality issues.

PurposeConstruction companies play a vital role in the development of any country. The objective of the study is to evaluate the influence of leadership and quality culture (QC) on quality management (QM) practices and operational performance (OP).Design/methodology/approachThe questionnaire method was used to collect raw data from 325 construction companies in Oman. Confirmatory factor analysis was applied to evaluate the measurement, model reliability and validity. The relationship between the latent constructs was investigated by Partial Least Square – Structural Equation Modeling (PLS-SEM).FindingsThe findings indicate that, leadership significantly affected QM practices and OP. Moreover, while the QC has significantly influenced QM practices, QC had not influenced OP. One reason is the lack of knowledge of the employee that the quality procedures have the power to reduce rework, waste, and decrease the project's period. And the study found that the QM practices have significantly influenced OP.Research limitations/implicationsThe limitation of this research is that some construction companies have no quality assurance leaders in the project; therefore, the questionnaires were circulated to project managers or project management leaders and that negatively affect the quality of data collecting from the responses. Eventually, the framework is considered to be the main contribution and is recommended for usage in the project. This study gives guidelines for leadership and leadership's accountabilities to provide a keen decision that to improve OP and to ensure the competence of employees.Originality/valueThe limitation of this research is that some construction companies have no quality assurance leaders in the project and so the questionnaires were circulated to project managers or project management leaders, which could influence the value of the responses. Eventually, the framework appeared to be the main contribution to awareness and is recommended for use to ensure a successful construction project in both the public and private sectors. The current study lays out some relevant roles for leadership and its accountabilities to provide a keen decision to improve OP and to ensure the competence of employees.

The publication focuses on issues related to the culture of safety and the culture of quality. The aim of the publication is to analyze the literature on the subject of these two concepts and to present the relationship between the culture of quality and culture of safety. The integrated system should include the culture of an integrated management system, which will include issues related to individual partial cultures, for example the cultures of quality and safety presented in this publication. This concept includes all elements of the culture of quality and culture of occupational safety. This opens up new, interesting research fields, consistent with contemporary trends in both theory and practice of management sciences. Considering the practical dimension of management sciences, it is difficult to consider separately the “culture” of individual subsystems, where in most enterprises, especially industrial ones, these systems do not appear separately and are implemented in the form of an integrated system.

Quality in pharmaceutical is strengthened by training of concerned employees through validated training system consistently with effective assessment mechanism. The health of Quality in the pharma industry is determined through the sites’ compliance status. Quality is maintained by the trained employees involved in the manufacture, processing, packing, or holding of the drug product in the company. Training of employees cannot be limited to company policies, standard operating procedures (SOP), standard testing procedures (STP), work instructions, or guidelines but need to be extended to those areas whose input enhances the quality approach of employees. Quality of employees enriches the way of execution and sets trends on quality. Intervention through quality culture enhances the quality of the existing system. Quality culture aligns employees to the concept of quality through a quality approach. Finally, quality culture involvement aims for better productivity. Quality is important but criticality varies with resource allocation which was sensed by pharmaceutical companies during the Covid time. Impact of Quality Culture was studied through six factors: quality mindset, inspiration, integrity, proactivity, discipline, and accountability. An online survey was done on sixty pharmaceutical professionals from India, Switzerland, and the United States. A survey was designed to understand the strength and weaknesses of quality culture. The survey consisted of 32questionnaires with 5-points Likert scaling and routed through online mode. The survey specifically speaks on how quality culture speaks, guides, enhances, encourages, and transforms the work environment through quality insight. Descriptive analysis was performed for the data and found quality mindset dominates the list whereas accountability is least impacted by the quality culture. Overall satisfaction level for Quality Culture was found satisfactory and recorded on the higher side.

This paper aimed at assessing the effect of external quality assurance (EQA) on quality culture (QC) in higher education institutions in Tanzania. The study used explanatory design with quantitative approach. The population included higher education institutions (HEIs) located in Dar es Salaam region and a sample of 350 respondents was selected. Data were collected using survey questionnaires. Findings revealed that external quality assurance processes such as program accreditation, university accreditation, degree recognition, resources availability, and academic standards have different effects on quality culture in higher education institutions in Tanzania. The study concluded that HEIs in Tanzania have benefited from external quality assurance practices since they have allowed them to build quality culture. The study recommended that HEIs should comply with EQA in order to continuously improve their QC.

This paper aimed at assessing the effect of internal quality assurance on quality culture in higher education institutions in Tanzania. The hypothesis that the study intended to analyze is that internal quality assurance has no effect on quality culture. The study was designed using explanatory hypothesis-testing survey with quantitative approach. The study used a population of higher education institution in Tanzania and a sample from seven higher education institutions. The sample included 350 respondents from seven different higher education institutions in Tanzania. Data were collected using survey questionnaires and secondary data. Findings revealed that internal quality assurance mechanisms such as self evaluation, benchmarking, academic audit, peer review and external examination have an effect on quality culture in higher education institutions in Tanzania. The study concluded that internal quality assurance has an effect on quality culture in HEIs. The study recommends that internal quality assurance mechanisms should be supported by different stakeholders in order to assure involvement of commitment of staff and students in implementation of quality policies and quality programs in HEIs in Tanzania.
