- Abstract
Value orientation and use of instruments are key elements of policy, and have been a permanent topic in the field of policy studies. The digital transformation of governance in China is an integrated, reshaped, and deep-rooted change under the strategy of " Digital China" and the idea of " City for People" . While practical innovations continue, there is also the possibility of conflict or disconnection between values and instruments. Although some studies have explored these issues, most of them tend to describe the role of technology in the optimization of government and capacity enhancement in the value analysis, ignoring the value significance of the social and service dimensions, and it is also hard to answer the question of how the policy instruments in the process of digital transformation of governance can be matched with the pursuit of value, and there is a lack of a " value-instrument" framework that integrates the spatial and temporal dimensions. This study focuses on the context of China, and uses textual analysis to conduct a metric analysis of governance digital transformation policies. First, a three-dimensional analytical framework for digital transformation of governance is constructed based on literature and practice, which includes values, instruments, and evolutionary stages or regions. Second, 150 provincial policy texts covering 31 provinces, autonomous regions, and municipalities directly under the central government were collected on the topics of" digital government" and" digital governance", which are closely related to the digital transformation of governance, spanning the period from2001 to 2022. Through coding and summarization, the study analyzes the general characteristics, vertical evolution, and horizontal differences of China’s digital governance transformation from a " value-instrument" perspective. It is found that China’s digital transformation of governance focuses more on administrative value, while it prefers to adopt capability-based instruments. In terms of temporal evolution, China’s governance digital transformation has gone through the egovernment stage emphasizing technology application and infrastructure construction, the Internet + government service stage focusing on digital public services, and the digital governance stage pursuing the development of emerging technologies and data resources, with differences in value and instrumental preferences in each period;and in terms of regional distribution, the differences between the eastern, central, western, and northeastern regions are influenced by the governance tasks, economic foundations and technological conditions, thus forming a reality of value pursuit and instrument use adapted to regional characteristics. Compared with previous literature, this paper has two main theoretical contributions. First, it constructs the basic framework of digital transformation of governance based on the dimensions of public value and policy instruments, summarizes the value categories and instrumental modes in the policy of digital transformation of governance, expands the existing research pat h of digital transformation. It also provides a basis for the unification and integration of " value rationality" and " instrumental rationality" in the field of public administration from the perspective of policy science. Secondly, the basic framework is further enriched by combining the dimensions of time and space, and presents the spatial and temporal structure of the distribution and matching of" value-instrument" in the policies in the vertical and horizontal directions, which provides a more comprehensive understanding of the digital transformation of China’s governance. At the practical level, this study refines the value mechanism, matching mechanism, policy mechanism, and learning mechanism of governance digital transformation, which can provide insights for optimizing the path of governance digital transformation in China. Governance digital transformation should be value-oriented based on citizen’s demands, promote the matching level, systematization, and coordination between values and instruments, improve multidimensional and multi-field digitization-related policies, establish a policy learning mechanism between regions and cities, and promote the assessment and diffusion of policy experiences. This article explains how social media (SM) was used by regional administrations in Italy to mitigate the effect of the Covid-19 pandemic and deliver central government orders. SM posting increases public engagement, as well creating public value. The results of this empirical study suggest that local and regional governments should make SM a major part of their communication strategies. This article investigates public administrations' (PAs') social media (SM) risk communication and their related de-paradoxification strategies. PAs were classified according to their SM engagement and communication style. A content analysis was performed on 5,106 Covid-19-related Facebook posts. PAs struggled to decide which risks to communicate. During the crisis, they coped with a paradoxical situation by adopting different strategies, leading to different risk communication and public engagement styles. [ABSTRACT FROM AUTHOR]

This research delves into the multifaceted nature of publicness, offering insights into areas in the field of public administration. In times, the importance of publicness has grown significantly as it plays a role in shaping interactions among the public sector, private organizations, and civil society. Despite the available literature on publicness, there remain a few underexplored aspects that merit further investigation. This study reviewed the existing literature to identify and analyze gaps in research on publicness. By examining various perspectives, theoretical frameworks, and relevant aspects related to publicness, we discovered domains where scholarly discussions have notably lacked attention. The results of this study demonstrate that the concept of publicness encompasses a diverse range of theoretical perspectives, such as the management of publicness, public-private partnerships, governance, and the provision of public goods. Each element provides a distinct contribution to the comprehension of publicness in public administration. Moreover, this study highlights issues discussed in publicness, including public enterprises, public leadership, public facilities, public interest, public-private partnerships, governance, public goods, public space, public organizations, public value, and public service. A commonly held assumption is that public service motivation (PSM) positively affects individuals' attraction to government, but there are also private and nonprofit organizations that are beneficial to the common good. Therefore, the goal of this study is to shed light on an understudied topic in Public Administration, namely, how the public value of public, private, and nonprofit organizations affects their attractiveness to citizens and how PSM moderates this relationship. We find that employer attractiveness is strongly influenced by organizations' public value regardless sectoral affiliation. This attribution of public value interacts with citizens' PSM. For high-PSM individuals, the relationship between public value and attractiveness is stronger than for low-PSM individuals. Furthermore, high PSM exercises an asymmetric effect, punishing organizations with low public value more strongly in the private sector. These results highlight important implications for HR practitioners in all three sectors seeking to attract and retain highly motivated employees. [ABSTRACT FROM AUTHOR]

210. SVoDs, new norms and the challenge for public service media.

The growing popularity of subscription video-on-demand services (SVoDs) has transformed the European media landscape, re-shaped consumption habits, fragmented audiences and made it more difficult for public service media (PSM) organizations to engage especially younger audiences. This article analyses challenges, such as competing against the immense commissioning power of SVoDs, faced by PSM. Focusing particularly on the UK experience, it highlights how, despite the growing prevalence and popularity of SVoDs and their role in promoting wider circulation for material drawn from a variety of international sources, PSM organizations are still recognized by audiences and by television programme-makers as being pivotal to provision of certain sorts of quintessentially local content. As this article argues, the rise of global streamers has both accentuated and altered the ways in which PSM deliver public value, effectively re-positioning PSM as elements of what might be seen as critical media infrastructure. Parallel pipeline projects can contribute to ensuring a safe and stable water supply and preventing or mitigating losses caused by water pipeline accidents. However, because these projects require a significant investment, feasibility tests are essential prior to their implementation. Considering the public nature of the water supply, the direct beneficiaries of the project and people from other regions can place value on such projects. Thus, this study estimates the value of parallel pipeline projects using the contingent valuation method (CVM) and the swing weighting technique. We constructed two contingent valuation surveys: one asking about the willingness to pay (WTP) for a parallel pipeline project within the respondent’s region and the other asking about the WTP for a project outside the region. The results show that the annual WTP per household for projects within and outside the region was 113,669 KRW (87.98 USD) and 5493 KRW (4.25 USD), respectively. These results indicate that the value perceived by people from outside the region should be considered. Additionally, the results from the swing weighting technique and WTP analysis show that the values that respondents generally consider important and those that can leverage the overall project value are distinct. This study’s results provide insights into the implementation of parallel pipeline projects in South Korea. Furthermore, this study’s analytical framework can be used for the valuation of other public infrastructure projects.

The objective of this paper is to deeply study about how the management control system of a public sector organisation contributes to the creation of public value as expected by the stakeholders. This research is designed as a qualitative case study with the interpretive paradigm. Suroboyo Bus case was chosen as it fits with the purpose of the study and its accessibility. Public Value Management (PVM) theory explains the investigated phenomenon, with the levers of control framework used as the theoretical reference to explain the MCS of Suroboyo Bus. This research found that the MCS of Suroboyo Bus was designed to support the creation of public value. The internalised value of the Suroboyo Bus managers and staff have made the MCS implementation focus upon the public values. The change from UPTD to BLUD became the foundation to facilitate the public value creation. The MCS in operational, budgetary and administration cycles are focused upon maintaining and improving the service quality of the mass public transport of Suroboyo Bus. However, this result may differ across organisational context, hence it is necessary to further advance the study to other public organisations to enhance the knowledge of MCS and public value creation.

219. Engagement at a higher level: The effects of public value on employee engagement, the organization, and society.

We investigate whether an organization's social contribution is associated with positive consequences for both the organization and its employees by building on the growing body of research that aims to bridge the gap between micro-level and macro-level phenomena. Specifically, we theorize and empirically show that public value can increase the engagement of employees, while employee engagement mediates the effect of public value on job satisfaction, affective commitment, life satisfaction, and intention to quit. To test our hypotheses, we conduct a large-scale representative online survey (N = 1383). We use organizational public value as a comprehensive conceptualization of the social contribution of organizations and measure employee engagement by creating and validating a German-language version of Shuck et al.'s (2017a) employee engagement scale. Our findings indicate that both external and internal benefits for the organization and its employees may need to be considered when an organization decides on how to balance or integrate profit and social contribution. Additionally, we demonstrate that the experiences of employees regarding not only their work role but also their role as members of their organization, i.e., their perception of their organization's public value, are relevant for a more comprehensive understanding of what affects and engages employees. Public value theory was conceived in a time before the far-reaching consequences of the digital era were fully realized, without sufficient explicit consideration of the dynamic and disruptive shifts that might occur on the technological frontier, especially when driven by civil society. As such, the disruptive and citizen-driven nature of many digital technologies, such as cryptocurrencies and the blockchain, has yet to be incorporated into the public value discourse. This article examines the relevance of the public manager to disruptive digital innovations, arguing that value creation is a function of addressing the digital aspirations of citizens, and making technological disruption into a conduit for public value co-creation that is driven by citizens. This is accomplished through mechanisms such as regulatory and policy initiatives that ensure public managers strike a balance between innovation and accountability. It theorizes this using Moore's strategic triangle to foresee a role for proactive engagement by public managers in citizen-driven public value creation that balances innovative impulses and stronger accountability. Corporatization is a trend in local public service delivery. However, research into how public values can be preserved after corporatization has lacked. This study analyses what factors underlie the presence of 'public values' in municipally owned corporations (MOCs). I find that the best predictor of stewardship to society in MOCs is their strategic managerial autonomy. This finding challenges the literature on public value failure, which argues that government by proxy should lead to lesser public values. Public archival repositories house records of value to society. Even though such records are essential, these institutions remain largely unknown and underutilised. For this reason, public programming initiatives have become a necessary function in public archives. The Limpopo Provincial Archives was officially opened in 2015, but recent records show that only a few people engage with the records at this repository. The repository has conducted various public programming initiatives to raise awareness about the archives since its establishment. However, since 2015 there has been no effort to evaluate the effectiveness of these initiatives. This study, therefore, aimed to assess the effectiveness of these public programming initiatives at this repository starting from 2015 up to 2020. A mixed-method approach to data collection was applied to gain information to address the objectives of this study. Participants in the study included 14 archivists and 100 community members. The study's findings revealed that though the archivists had engaged in various public programming initiatives, more people did not engage with the archives. Challenges such as budget constraints and government red tape further complicated the archivists' efforts. The study recommends measures such as collaboration, perfecting advocacy skills, and soft power to strengthen the repository's public programming strategy. [ABSTRACT FROM AUTHOR]

223. Selection of Indicator Bird Species as a Baseline for Knowledge Assessment in Biodiversity Survey Studies.

Simple Summary: Knowledge about species has been surveyed many times in research in the past. To our knowledge, species selection has never been properly justified and there is no consensus on which species should be used as a baseline for knowledge about species in the public. Based on database analysis and two expert panel studies, a list of 50 bird species (occurring in Germany) is provided at the end of this paper. The list can be used by educational institutions, for example, but also for research to make studies about knowledge about species more comparable in the future. The loss of Earth's biodiversity is accompanied by a loss of public knowledge about species. Many scientists are convinced that knowledge about species is an important prerequisite to interest and investment in species conservation. In the past, knowledge about species has mostly been assessed using birds, but there is no consensus on which birds could serve as a baseline for knowledge about species in the general public. The aim of this study is to provide a list of the 'golden 50′ bird species in Germany that can be used by educational institutions, as well as studies about species knowledge to make them more comparable. The list can also serve as a basis for the selection of so-called flagship species, which are used for the protection of habitats and other species due to their high likeability. To achieve this, three consecutive steps were conducted: an analysis of bird-related databases to determine which species might be common and known and two expert panel studies. The data analysis included several factors: species characteristics, Citizen Science data, public value and importance, and scientific studies. In both the first and second rounds, experts were asked for their opinion on which species should be known by the general public in Germany. The first expert panel, which consisted of only a small group of experts (n = 6), was mainly used to reduce the number of species for the second panel. In the second expert panel, 197 ornithologically qualified experts from all over Germany were asked for their assessment. The correlations between the expert assessments and the different variables were all significant (except for the species trait "colourfulness"), which validates the selection process used here and consequently the species list that has been compiled. The objective of the article is to discuss strategic plan implementation challenges and performance of Malawi’s public organisations, with reference to Malawi Communications Regulatory Authority (MACRA) and Malawi Posts Corporation (MPC). Following the introduction of public sector reforms in Malawi, government instituted policy directives for all Ministries, Departments and Agencies (MDAs) to develop strategic plans. The philosophy behind the directive was that by introducing strategic plans in public organisations there will be efficient and effective service delivery and that consumers will get public value from improved services. Evidence suggests that public organisations continue to register dismal performance even with strategic plans due to a variety of challenges. The article adopts principal-agent and public value theories as well as PESTEL methods to identify strategic plan implementation challenges and to analyse performance of MACRA and MPC during 2016-2021. It finds that these Malawian public organisations performed dismally despite having strategic plans, because of political, economic, sociological, technological, legal and environmental challenges. The article recommends that there should be both incentives and penalties for public organisations as well as a comprehensive legal enforcement mechanism for strategic plans in order to ensure that they perform efficiently and effectively to the satisfaction of their principal, government. A bibliometric analysis and an interpretive review have been undertaken to advance the debate on public service co-production and public value co-creation, conceiving them as the cornerstones of public service logic. The systematization of 114 articles, which were sorted in 4 clusters through bibliographic coupling, revealed a 'new normality' of public service delivery relying on citizens' involvement as value co-creators. Citizens and regular producers should be empowered to act as partners in co-designing and co-delivering public services. The study of classics has been part of Australian and New Zealand higher education from the beginnings of tertiary education in these countries, followed shortly after by the study of ancient history. This article offers an analysis of current units of study in each Australian and New Zealand public university that continues to teach classics and ancient history. Set in the context of the origins of this field in both countries and contemporary debates on the value of studying not only the humanities in general but also classics and ancient history in particular, this article offers detailed analysis of what is taught and how universities conceptualize the merit and usefulness of this field of study. Analysis reveals some decline in more traditional areas, but also identifies the evolutionary trajectories that classics and ancient history have followed, including departures from the 'sober' political history to offerings that have been enabled by methodologies prevalent in social and gender history. Achieving public value and maintaining a higher public value in e-Government is considered as the ability of e-Government systems to provide efficient and better services to the citizens. The government of Sri Lanka has started e-Government developments since early 2000 investing more than 2000 million Sri Lanka rupees annually on e-Government implementation and adoption, but the level of eGovernment and public value of some websites must be further improved for a better service delivery. This study examines public value and level of e-Government in Sri Lanka based on selected ten government websites which provides most essential services to the public. The level of e-Government has been examined by using criteria of the UN-ASPA model and the public value of the selected websites has been examined through a survey. Among 1200 final year undergraduates for the year 2023, 75 of them were selected from a purposive sample who are following eGovernment subject as a part of their degree program at the Faculty of Management Studies and Commerce, University of Sri Jayewardenepura, Sri Lanka. Data were collected from a structured questionnaire to examine the public value of the websites and used descriptive statistics to analyze the data. The level of e- Government has been examined using the UN-ASPA model and results were analyzed based on a scoring method. The study revealed that the selected government websites have a relatively higher level of public value and e- Government level. Accordingly, the highest scored e-Government website is the Central Bank (23 scoring marks out of 25), and the least scored website is the Department of Registration of Persons (19 scoring marks). The public value of all the selected websites ranges from a high level to a moderate level. The Ministry of Education has scored the highest public value (the mean value is 4.2) among the ten-government websites and the Ministry of Higher Education has the lowest public value (3.8). The study observed that a higher level of public value tends to have a higher level of e-Government. A further study is necessary however, to confirm this relationship. This study contributes to the existing body of knowledge on e-Government services on Value and concludes that a higher level of public value represents a higher level of e Government services based on Sri Lankan government websites. Purpose: This paper aims to propose a tool to assess local public expenditure effectiveness based on a framework of alignment between outputs, outcomes and impacts – the Index of Municipal Expenditure Effectiveness (IMEE). This index is composed of a set of indicators associated with the typology of local expenditure. Design/methodology/approach: The paper describes the methodological approach used in the development of the Index, considering the insights from the literature review and the opinion of a panel of experts. The indicators of outcomes and social impacts that are part of the Index are intentionally aligned with the UN Sustainable Development Goals (SDGs) as they provide an essential guide to assess public value creation in the current context. For simplicity purposes, three main components of municipal expenditure were considered, namely Education, Essential Public Services and Local Public Transportation. The Index is then illustrated through a pilot application, using data from five Portuguese municipalities. Findings: This study argues that measuring the public expenditure effectiveness based on outcome and impact indicators can provide the data needed for local governments to better understand the effects of their activities over time, ultimately assessing their contribution to public value. Practical implications: Assessing the impact of local spending is important to ensure the best use of public resources. Linking local public expenditures with the 2030 Agenda and the SDGs is a promising avenue to understand up to what extent the application of the public money is contributing to create public value by impacting on citizens' lives. Originality/value: The proposed IMEE contributes to addressing a gap identified in public organizations, including local governments, regarding the lack of consideration of expenditure and outcome/impact relationships, and the use of variables to measure long term impacts. Portfolio management is widely used by large government agencies and nonprofits, but it is rarely discussed in public administration scholarship. Portfolio management tools can illuminate groups of projects that should be considered as priority investments by highlighting the relationship of risk to outcomes. This article explores historical and theoretical reasons for the neglect of portfolio management, and then proposes using portfolio management to update a classic strategic management framework to guide organizational choices in public administration. Though portfolio management ideas originated in the private sector, public sector portfolio management differs from its private sector counterpart by trading off risk with public value or mission outcomes rather than financial outcomes. Portfolio management is a tool to incorporate risk to mission in investment decisions. It holds promise for adding an intermediate‐level implementation tool to develop theories of public value. The economic response of the US government to the COVID‐19 pandemic envisions massive investment in infrastructure construction. Yet, governments contract out public works and might lack the capacity to meet the increased demand for new construction. Drawing on a mix of survey and interview data, we identify critical deficiencies in contract capacity that might lead to a loss of public resources and further erode trust in the government. We propose a plan for restructuring public procurement systems and offer solutions around four foci: collaboration, training, flexibility, and sustainability. This transformation path would enhance government contract capacity and use markets to signal a demand for sustainable infrastructure and create public value in line with the strategic objectives of the Bipartisan Infrastructure Deal. Purpose: Delivering public value requires effective and efficient use of public resources by employees who possess the required skills, knowledge and competencies needed to achieve such objectives. Subsequently, many countries have embraced performance measurement models in public sectors. Hence, the aim of this study is to investigate the effect of performance appraisal feedback on public sector employees' work performance among Lagos Skills Acquisition centre staff as well as examine the moderating role of work motivation. Design/methodology/approach: To achieve this, the study administered questionnaire on 231 participants through simple random sampling but only 205 filled and returned their copies of the questionnaire. The data collected was then analysed using descriptive, correlation, regression and process macro techniques. Findings: The analyses revealed that performance appraisal feedback significantly affect employees' work performance as well as their work motivation. However, the relationship between performance appraisal feedback and employees' work performance was not moderated by work motivation. Practical implications: The study therefore suggest the need to always attach immediate reward to outcome of performance appraisal to provide motivation for public sector employees. Originality/value: The research contributes to knowledge by specifically investigating effect of performance appraisal feedback on employee's work performance among Lagos skills acquisition centres staff and the moderating role work motivation. This is the first empirical study to combine the three variables of performance appraisal feedback, employee's work performance and work motivation as a moderator among public sector employees. Since municipalist praxis has increased, so has the use of electronic municipality (e-Municipality) with multiple political motives and municipalist monikers springing up across public administration. All this typological creativity in digital governance suggests a new and pre-paradigmatic way of empirical inquiry aimed at improving service delivery and enhancing good governance through means of Information and Communication Technology (ICT). However, there is an ongoing problematic issue signifying a misconception jostling for academic attention in the understanding of e-Municipality within the context of political settings, particularly in South African municipalities. From this perspective, it is necessary to clarify the confusion and obscuring of what’s at stake in relation to service delivery within municipalities. This study uses the adoption and implementation models for effective e-Municipality and the Public Value theory to position e-Municipality services in a sustainable context. Methodologically, the study adopted the qualitative research approach with the aid of secondary data gathered from scholarly journal articles, books, trusted websites, municipal databases (City of Tshwane), government legislations and peer-reviewed articles. With the City of Tshwane adopted as a case study, the researcher analysed data using online content analysis techniques to present eMunicipality (e-Tshwane) results. The findings reveal that the e-Tshwane system’s failure to automatically update or reflect changes made by customers in relation to home addresses and payments made to municipal accounts often results in a large number of disgruntled customers. To address this issue, this study recommends that the City of Tshwane find alternative online mechanisms to identify system faults to reduce the number of disgruntled customers and improve the level of usefulness of the eTshwane system. This study offers policy-makers in government some insights concerning the adoption and implementation of sustainable online services by addressing issues aimed at improving online mechanisms to eliminate physical contact at municipal offices to access services. The need to better balance the promotion of scientific and technological innovation with risk management for consumer protection has inspired several recent reforms attempting to make regulations more flexible and adaptive. The pharmaceutical sector has a long, established regulatory tradition, as well as a long history of controversies around how to balance incentives for needed therapeutic innovations and protecting patient safety. The emergence of disruptive biotechnologies has provided the occasion for regulatory innovation in this sector. This article investigates the regulation of advanced biotherapeutics in the European Union and shows that it presents several defining features of an adaptive regulation regime, notably institutionalized processes of planned adaptation that allow regulators to gather, generate, and mobilize new scientific and risk evidence about innovative products. However, our in‐depth case analysis highlights that more attention needs to be paid to the consequences of the introduction of adaptive regulations, especially for critical stakeholders involved in this new regulatory ecosystem, the capacity and resource requirements placed on them to adapt, and the new tradeoffs they face. In addition, our analysis highlights a deficit in how we currently evaluate the performance and public value proposition of adaptive regulations vis‐à‐vis their stated goals and objectives. In his pivotal 1995 work “Creating Public Value”, Professor Mark Moore posited that public sector managers have an obligation to the community to create public value outcomes from their work. Moore acknowledged that the conceptualisation of this idea is relatively straightforward but that acting on it becomes far more complex due to challenges of assessing what the public values, how we measure public value outcomes and as a result of the impact of political and democratic actions and corruption. However, the idea of public value has resonated with many scholars and practitioners in the intervening decades and so we explore subsequent revisions of public value theory, which encompass a more aspirational perspective. This article provides an overview of the definition of public value as originally developed by Moore. It then examines what public value is and how it may be applied in a wider public policy setting. In particular, we are concerned with advances in public value scholarship to help understand how public value can be achieved in the context of the delivery of human services (for our purposes, those nonprimary health services such as disability support, aged care services and supports and family violence services) — a public policy area now almost entirely reliant on not-for-profit organisations. That is, there is an important dichotomy in that achieving public value in human service delivery in the context of public policy is a public sector/government responsibility, but the delivery of services is often undertaken outside of the public sector. This article evaluates the extent to which public value is considered in the development of public policy, how the discourse is shaped and what advantages, disadvantages, strengths, weaknesses and opportunities there might be inherent in pursuing public value in a broader context, acknowledging that the public sector cannot achieve public value in isolation in many policy areas. This paper studies optimal Public Private Partnerships contract between a public entity and a consortium, with the possibility for the public to stop the contract. The public ("she") pays a continuous rent to the consortium ("he"), while the latter gives a response characterized by his effort. Usually, the public cannot observe the effort done by the consortium, in addition, the law of the Agent's effort which affects the distribution of the total output is to be chosen over a set of probabilities, leading to a Principal-Agent problem with moral hazard and Knightian uncertainty characterized by κ -ignorance. Our problem is formulated as a Stackelberg leadership model between the public and the consortium. This problem is solved in three steps. The first one consists on characterizing the worst case, then we derive the Agent's best response. In the third step, we solve the Principal problem by maximizing the social value of the project minus the rent paid, which is a standard stochastic control problem. The public value function is characterized by the solution of an associated Hamilton–Jacobi–Bellman variational inequality. The public value function, the optimal effort and the optimal rent are computed numerically in a feedback form by using the Howard algorithm. We show numerically that each increase in the degree of Knightian uncertainty leads to increase the optimal effort, and decrease the value function. [ABSTRACT FROM AUTHOR]

242. A research agenda for African smart public value governance – Insights from a webinar series.

The article discusses key insights gained from a webinar series that the authors of this article launched when founding the "Centre for African Smart Public Value Governance" (C4SP). As a research centre that aims to improve the quality of public governance approaches in Africa, C4SP invited international scholars and practitioners to talk about their perspectives on "Public Value Governance", "Unpacking the African Context", and "Smart Government" during four webinars, taking place between April 2021 and March 2022. The discussions revealed that: i) Smart Public Value Governance (SPVG) is a promising approach to tackle grand challenges; ii) local particularities might hamper the implementation of SPVG approaches in African countries; iii) it exists as a necessity to "listen" deeply to Africa. On this basis, we provide an outlook for future research on SPVG by suggesting studies that can be conducted along three guiding questions that can be addressed by a people-oriented or a concept-oriented research approach. Scholars have extensively investigated public value creation and appropriation concerning public services delivered strictly by the government and public–private arrangements, such as public–private partnerships (PPPs). However, such studies often focus on value for money and economic performance criteria. This study examines how public value can be created and appropriated in PPP settings and how public value mechanisms can influence these phenomena. Considering that the literature lacks an integrated and structured analytical framework to assess such phenomena, this conceptual article addresses four mainstream PPP topics regarding public value mechanisms (information sharing, public and private capabilities, risk governance, and stakeholder orientation), which can be associated with PPPs' public value creation (destruction) and appropriation (misappropriation). Thus, this article highlights a need to evaluate PPPs in terms of public value creation beyond the economic performance criteria and fills the literature gap by proposing a public value creation and appropriation framework. Despite the transformative potential of the Fourth Industrial Revolution (4IR) its benefits in the African public sector remain largely elusive as countries continue to struggle with persistent developmental challenges. This paper explores the disconnect between the 4IR's technological advancements (encompassing artificial intelligence, robotics, big data, etc.), and their tangible impact on alleviating developmental challenges like poverty and inadequate service delivery in African nations. We identify key adoption obstacles hindering the public sector's utilization of 4IR technologies to address these critical issues. By analyzing these barriers, we aim to inform strategies for effective 4IR integration within African public systems and unlock its potential to drive sustainable development across the continent. Inductive in-depth interviews were conducted with representatives from 28 SOEs in Zimbabwe. Deductive thematic analysis was used to identify themes as well as patterns and trends. According to study results, obstacles to 4IR for SOEs include a lack of 4IR infrastructure, concern about job losses, a lack of intrapreneurial leadership to invest in technologies, and a shortage of technologically educated workers. In conclusion, the study noted that despite infrastructural constraints, lack of skills remains one of the fundamental obstacles to adopting and integrating 4IR within SOEs. The study recommends that the government play a pivotal role in enhancing 4IR adoption, and so ought make an investment in intrapreneurship so as to improve SOEs' service delivery and organisational performance, thus making them active catalysts of economic growth and development. This paper investigated the essential elements for building a public governance model in Brazil, with the objective of proposing an analytical framework with contributions from different theoretical lenses. The concepts and debates emerging from the literature were analyzed along with the normative instruments that guide the principles of public governance in Brazil, and, finally, empirical research was carried out in a Brazilian public organization (Brazilian Navy). The study found that, in the Brazilian context, external control bodies have been playing the role of giving rise to an increase in governance levels within the scope of public administration, restricting at first its application to the perspective of control, and involving, to a lesser extent, the concepts of governance as instruments for achieving political-administrative effectiveness. This result corroborates the need to develop more comprehensive proposals related to public value creation involving the structuring of both political and administrative bodies in Brazil.
