This study aims to examine the prospects and challenges of adopting e-government to improve the quality of public services in Indonesia. This research method is qualitative and exploratory, in nature, and is based on a case study approach. Interactive techniques were used to analyze these studies. The results of this study show that e-government is still a new area in some local governments, but many people believe that it has the potential to improve the way governments function. In almost all regions of Indonesia, local and regional governments are trying to exploit this potential by looking for the best way to implement E-government. E-government is useful for governments of all sizes, geographic locations, economic conditions, and government structures. This shows that Indonesian regional governments are currently considering, planning, developing, implementing, and evaluating e-government initiatives in their respective regional governments. However, this has brought many challenges that cannot be avoided, such as issues related to the creation, human resources, policy issues, and implementation of e-government programs. Featured Application: Our study introduces an innovative application through the deployment of the Totem Outdoor DELUX interactive kiosk, complemented by a user-friendly web application. This dual-component system is not solely a cutting-edge piece of smart furniture centered on hardware; it also encompasses a specially designed web application to engage the citizens of Balaguer. Together, they form a comprehensive infrastructure aimed at enhancing environmental awareness and promoting civic participation. This kiosk is a dynamic platform for displaying real-time data from sensors across the city, facilitating interactive questionnaires, and providing essential information about the city and town hall. The application of this technology directly contributes to several Sustainable Development Goals (SDGs) by fostering public awareness and participation in critical issues such as climate action, health and well-being, gender equality, innovation in infrastructure, and reducing inequalities. Specifically, the interactive totem allows for the collection and analysis of data regarding citizens' perceptions of their living conditions, environmental impact, and social inequalities. This practical application of our work exemplifies how technological innovation can be leveraged to enhance civic engagement, support sustainable development, and foster a more informed and participatory urban community. The concept of a smart city is becoming increasingly popular to improve citizens' quality of life. Institutions are also committed to enhancing the sustainability of cities by implementing the Sustainable Development Goals (SDGs). This paper presents a Balaguer case study investigating energy demand monitoring, decreasing energy demand, and citizen acceptance in a municipality district. The study collected data from three sources: (1) quantitative data coming from on-site sensors; (2) quantitative data from a simulation of the area; and (3) qualitative data from questionnaires developed with a totem located in the city center. This study shows the importance of citizen science in contributing towards the increased awareness of energy demand, renewable energy, and climate change. But it also shows how citizen science can improve research quality involving the municipality authorities. This study also was instrumental in contributing to the increase in awareness among municipality authorities and capacity building on the topic. This activity may also contribute towards the implementation of actions to reduce the energy demand in public buildings and helping them in deploying policies to decrease energy demand in buildings, increase the use of renewable energy, and increase awareness among citizens. The primary objective of this research was to study the influence of digital government management tools on the formation of a typical socio-demographic profile of family businesses in post-Soviet markets. The study process presupposed the analysis of data from the 2019 World Bank survey. A comparative analysis of the state of digital government in all 193 member states was also conducted. The analysis of small family business development dynamics in the studied post-Soviet states evidences an increase in the number of employed workers and economic turnover. The relevance of the experience of governance of the European Union (EU), in particular in Germany, is due to several factors. The first factor relates to the security and migration crisis in Europe. This crisis has led to the need to reform the administrative mechanisms of migration control, which should be both common and individual for the EU Member States. The second factor concerns the impact of climate and environmental challenges. In this context, a study of the administrative system in Germany could be useful for developing effective policies to combat climate change and protect the environment. The third factor relates to innovation and economic integration. Germany's public administration is one of the leading actors in the European community, so studying it can help develop effective policies in these areas. This research examines the implementation of e-government through the Digital Application of the Indonesian National Police Traffic Corps (Korlantas POLRI) in South Jakarta in an effort to improve the quality of public services, particularly in the processing of driving license (Surat Izin Mengemudi or SIM) renewals. This application aims to facilitate the public in renewing SIM cards online without having to visit the SATPAS office. The implementation of this application has provided positive impacts in terms of service efficiency and effectiveness, ease of access, and increased public satisfaction. However, there are challenges such as digital divide and concerns about the security of personal data. Factors influencing the success of implementation include effective communication, smooth and efficient implementation activities, and the disposition or attitude of policy implementers. There are inputs and criticisms from the public regarding the payment system, the length of the renewal process at some SATPAS offices, lack of clear information, and requests to move or cancel applications. Improvement efforts are needed in terms of the payment and online registration systems, increasing the capacity of SATPAS offices, information transparency, and flexibility for users in choosing SATPAS offices. The implementation of this application provides benefits in improving the quality of public services, but there are still challenges that need to be overcome to optimize success and increase public satisfaction. Artificial Intelligence (AI) is increasingly adopted by public sector organizations to provide better public services and to transform their internal processes. AI is now considered a key enabler for digital innovation and transformation in the public sector. However, AI is still relatively a new research area in the field of digital government. The term, AI, captures a wide range of technologies, techniques, and tools such as machine/deep learning, natural language processing, robotics, computer vision, and more recently Generative AI. While these AI technologies afford different applications and benefits in the government context, they also create social, ethical, and legal challenges. These challenges require solutions combining both technical (e.g., data and algorithmic solutions to minimize bias) and institutional (e.g., governance structures and processes) mechanisms. The special issue is a collection of articles that contribute to a better understanding of the issues associated with AI deployment in different areas of government operations. 215. Public management, agility and innovation: The Swiss experience with the COVID-19 loan scheme.

Within only 10 days of March 2020, the Swiss administration had designed and implemented a loan guarantee scheme for enterprises. The implementation phase was also short: it lasted less than five months. This article examines how that was possible, considering the complexity of the institutional setting and the scheme's innovative form, especially in terms of IT, including breakthroughs for the Swiss e-administrative practice: the scheme used algorithms to verify clients' applications, a unique identification number for companies was implemented on a large scale, Swiss banks were integrated into the project's preparation and implementation, and some of their client operations were centralised on a government e-platform. The salient features of the process are identified through an analysis of the unfolding of operations during those ten days. The circumstances and context leading to radically new forms of public governance are also identified. Besides, an output analysis was undertaken to single out the innovative features of the deliverable. The case under consideration was short, and came unpredictably, so that no data or observations could be collected before or during the case. Accordingly, the study is by and large based on ex-post enquiries. With no explicitly formalised mandates, structures, or roles, the project participants came up with an informal organisation system. A well-defined deliverable was a powerful driver of the process. Several characteristics of the project, such as efficient networks, real-time information flow, flexible roles, flat hierarchy, and swift iterative subprocesses were akin to those of 'agile organisations'. Tasks were performed concomitantly instead of sequentially. Points for practitioners: It is striking that not much scholarly research has been published so far with a view to collecting and sharing the 'lessons learned' from the unique experience of emergency support packages during the pandemic, including at intra-organisational level. Research could be done regarding replicability both for future emergencies and for adjusting normal-times public management practices. This proposal aims to contribute to this conversation with a view to inspiring practitioners in public administrations and government entities. In times of crises, such as the refugee crisis or the corona pandemic, the workload in public administrations increases because of the demands of citizens or short-term legal changes. In addition, there is an increasing need for digitalization or to be able to react flexibly to changes. Agile process models and agile practices are appropriate to overcome these challenges. The objective of this paper is to investigate how public administrations can measure their degree of agility to identify potential for improving it. The authors conducted a descriptive single-case study which included multiple units of analysis in a public administration in Germany. The case study was supported by their questionnaire for measuring the degree of agility. One outcome of this study is a conceptual framework that can be used to drive agile transformation in public administrations by continuously measuring agility. Therefore, a questionnaire for measuring agility at team level in public administrations has been developed. The application of the questionnaire in three teams provide insights into dysfunctionality in the interdisciplinary teams as well as optimization potential in terms of affinity to change. The adoption of agility in public administration is a challenge, given that resistance to change is still prevalent. A transformational change is a constant journey, and therefore, the measurement of progress plays an important role in the continuous improvement of an organization. The applied approach delivers high potential for improvement in terms of agility and provides interesting insights for both practitioners and academics. [ABSTRACT FROM AUTHOR]

The article discusses the main approaches to defining the concept of «electronic government»; it was found that the integration of public administration into the virtual information space creates favorable preconditions for the formation of effective electronic democracy as a logical continuation of the transformation of socio-political processes in the conditions of the information society, which indicates a netocratic vector of development of public administration. The experience of Estonia regarding the successful testing and implementation of an effective electronic governance system has been studied. The factors that influenced the formation of a high level of electronic government services in Estonia are considered. It is recommended to focus on the Estonian experience in the practical application of e-government with the aim of developing information and digital infrastructures in the management sphere and effective domestic e-government as an integrated platform for the formation of netocratic public administration. Local government as a public organization that typically collects mass amounts of sensitive data is one of the vulnerable and targeted sectors for information security attacks. The human aspect is the most critical but weak link to information security incidents. Among government organizations, local governments usually have more limited human resources either in number and competencies including information security awareness. This study aims to validate the Information Security Awareness (ISA) model for local government, including confirming the influence of knowledge and attitude on information security behavior, evaluating the stronger predictor between knowledge and attitude toward information security behavior, and analyzing the influence of gender (as an individual factor) and training (as an intervention factor) on the information security behavior. Utilizing the HAIS-Q assessment tool, this study collected responses from 704 employees of 68 departments/units under the government of East Java Province, Indonesia. The results suggest that in the local government context, there is a significant direct relationship between Knowledge of information security and information security Behavior and its indirect relationship via Attitude toward information security behavior. However, Attitude toward information security behavior has a stronger effect on Behavior than Knowledge. This study also suggests significant differences in information security behavior between employees who have trained and those who have not, regardless of gender. The proposed model suggests that to improve Information Security Awareness among employees, local government should focus on improving employees' Attitudes toward information security behavior, either by improving their Knowledge of Information Security via training or their affective attitude toward information security behavior. This research was conducted from May to August 2018 at the Batu City Communication and Information Office. The number of informants in this study was 6 (six) people, including people who use the Batu City BATT information system. The research method used is a qualitative descriptive approach with data collection techniques used is the Milles and Huberman model which asks open interview questions with informants and refers to grand theories. The data inspection technique used is data triangulation. The results showed that the implementation of the BATT information system was appropriate to support the government's performance in realizing fast, precise, efficient services and to manage existing resources and encourage the Government in developing the BATT information system as an E-government-based system and is a mandate from the central government to each regional government in developing their regions by building an electronic-based government system (E-government) to improve services and accelerate the management of existing resources for mutual prosperity and progress. 221. Why Device-Related Digital Inequalities Matter for E-Government Engagement?

Mobile devices were key drivers for recent Internet expansion in lower-income countries, democratizing access. Nonetheless, concerns arose regarding their role in the creation of new digital underclass related to the capital-enhancing consequences of Internet use. Among these, e-government engagement allows individuals to reduce the administrative burdens of governmental interactions. Nonetheless, its uptake has been proven to be highly stratified in Latin American countries where most services are not digital-by-default. The article argues that disparities in digital access play a role in this e-government divides. It examines the antecedents and determinants of household computer access and mobile-only Internet use, and e-government engagement in Brazil. Based on "TIC Domicilios 2019" survey, using logistic regressions to predict household access to computers, mobile-only Internet access, and e-government engagement. Mediation analyses of the latter models are conducted, testing the sequential nature of socio-digital inequalities based on the DiSTO framework. Findings show that living in a household with computers reduces the chances of being a mobile-only user and increases the odds of e-government engagement. Mobile-only access reduces e-government engagement. The effects of socioeconomic status and digital inequalities are mediated by household access to computers and mobile-only use. This research examines the influence of e-Government initiatives on equal access to public services in Semarang City, Indonesia. Quantitative research is used systematically with the aim of describing, confirming and proving hypotheses related to observed phenomena through the collection and analysis of numerical data. This research methodology uses a Structural Equation Modeling (SEM) approach which is used to test and measure the relationship between variables in a model. The results show that e-Government initiatives have the potential to increase equality of access, but their effectiveness is colored by two main factors: digital infrastructure and cultural differences. Digital infrastructure gaps, such as limited internet connectivity and digital literacy, still limit the affordability of e-Government services. Cultural differences in technology adoption, language, and service preferences can also hinder the use of e-Government, especially for older generations and traditional communities. This research analyzes these findings based on the digital divide theory and underlines the importance of developing e-Government initiatives that are inclusive and responsive to the needs of diverse communities. The theoretical implications of this research emphasize the need to consider digital infrastructure and cultural differences in the design and implementation of e-Government to achieve optimal equality of access to public services. 223. Public Service Delivery on Mobile Apps: Factors of Diversification and Coproduction.

Public mobile apps provide a new platform to facilitate communication between the government and citizens. Especially, citizens' engagement in the delivery of public service expands the discussion of mobile apps to coproduction. However, it remains unclear what public services are provided on apps and coproduced, and what factors affect governments to enable coproduction. This paper examines how local governments diversify public services provided on the mobile apps, and tests factors that affect the diversification of public services and coproduction of public services on local governments' mobile apps. The results suggest that a government's institutional form and fiscal capacity affect mobile app adoption and usage of the app as a coproduction platform. Also, racial diversity and income of the community broaden the scope of public services provided on the app paving increased opportunities for citizens to perform coproduction activities of service requests and evaluation. - Abstract
The adoption of e-government promises efficiency in the delivery of government services to citizens across various sectors of the economy. Due to this, most Global North countries have advanced in the deployment of e-government for improving public-service delivery. Unfortunately, most African countries, including Ghana, are still lagging in e-government development. This study examined e-government development across African Union member states. It explored the role of e-government in the reform of public administration and governance, focusing on Ghana as a case study. Using a mixed-method approach, the study analyzed secondary data of key e-government indicators using the TOPSIS method. This helped underscore the transformative impact on public administration and governance by using primary data via interviews. The results show advanced progress in some African countries, including Ghana, due to aligned digital strategies with national policies. Also, technology integration is evident in Ghana's public sector and is reshaping public administration and governance. The study recommends that to achieve the long-term sustainability of these advancements, interagency collaboration and data-sharing mechanisms between the public and private sectors should be strengthened, while all forms of silos should be broken to promote the delivery of services. This study enhances public-service delivery by identifying areas needing both improvement and allocation of resources for shaping e-government policy development. [ABSTRACT FROM AUTHOR]

226. Citizen perceptions of digital transformation in local municipalities: The case of South Africa.

Background: Local municipalities are vital in providing residents, businesses and other stakeholders services. Adopting disruptive digital technologies like predictive analytics, social media analytics, intelligent chatbots, the Internet of Everything and self-serving kiosks in local municipalities promises citizens better and more efficient service. These technologies have the potential to eliminate operational silos and bureaucracy, resulting in cost savings and offering 24/7 service accessibility. However, citizen perceptions of the digital transformation agenda influence disruptive technology adoption in South Africa and deserve further scrutiny. Objectives: The study examined the effect of facilitating conditions, effort expectancy, price value, perceived privacy, perceived risk, perceived trust and optimism bias on citizens' behavioural intention to adopt and use disruptive technologies in accessing local municipality services. Method: Underpinned by a quantitative research design and a deductive approach, data were collected from 288 citizens in local municipalities in South Africa to establish the model fit of the proposed model using structural equation modelling. Results: Effort expectancy, facilitating conditions, price value, perceived privacy, perceived risk and perceived trust positively influenced citizens' intention to adopt e-government in local municipalities in South Africa. Meanwhile, optimism bias and intention to use positively influenced use behaviour in e-government. The structural equation model results confirmed the model's fit. All eight hypotheses were confirmed. Conclusion: The results of this research offer guidance to policymakers and implementers involved in digital transformation in local government on factors affecting citizens' intention to adopt e-government. Introduction: the article examines the issue of digital modernization in Latin America, where, despite over a decade of efforts, progress has been slow. It focuses on the importance of e-government for modern public administration, highlighting the limited digitization of activities. Objective: to evaluate the theoretical-conceptual development of the relationship between digital modernization and public administration. Methodology: the bibliometric technique was used, drawing from Scopus documents and employing a specific search protocol, resulting in 1 602 records with metadata. Results: there is shown growth in research since 2003, with studies primarily concentrated in the United States, the United Kingdom, and the Netherlands. Original articles in social sciences are highlighted, emphasizing the role of digital modernization in transparency and democratization of public administration. Conclusion: while there have been advancements in research since 2003, Latin American countries face significant challenges compared to other regions. The need for greater collaboration and research in this area in Latin America is emphasized to leverage the benefits of digital modernization. It is suggested to establish specific policies and strategies to drive governmental digitization and enhance the efficiency of public services, closing the existing gap. [ABSTRACT FROM AUTHOR]

- Abstract
By using digital technologies to streamline procedures and increase the productivity of public services, e-government modernizes administrative management and makes government more accessible and responsive to citizens’ requests for assistance. The purpose of this study was to determine the relationship between e-government and administrative management in the Provincial Municipality of Huaura, Peru. Using a sample of 129 administrative workers and a population of 194 administrative workers, a quantitative, non-experimental, cross-sectional and correlational methodology was developed. Participants completed a survey-questionnaire. The results showed a substantial relationship between administrative management and e-government in the Provincial Municipality of Huaura, with a sig. of less than 5 % and a Rho value of 0,596. This allowed us to deduce that the planning, organization, management and control of the entity’s public resources will improve to the extent that a more solid electronic infrastructure is implemented, political will and institutional architecture, governance through transformations and organizational redesign, and whether or not its citizens have the necessary tools or knowledge to access online information and services. Why do some autocratic countries embrace digital authoritarianism and others do not? The literature describes the political benefits of e-government for autocrats, but not the political costs. This study theorizes that e-government helps autocrats reduce the threat of revolution from the public, but its anti-corruption properties increase the threat of a coup from elites. Analysis of three Central Asian cases, based on original interviews and open-source research, and a global statistical analyses establish a causal link between politics and digitalization. When elites are powerful, they resist e-government reforms that threaten their corruption income, and autocrats overcome this resistance only if the public threat outweighs the elite threat. The study aimed to identify the characteristics of the tourist movement of tourists who use tourist applications in the city of Aqaba, and to know the tourist motives of tourists who use these smart applications, in addition to knowing the challenges and obstacles facing tourists while using smart applications in the study area. To achieve the objectives of the study, an electronic questionnaire was designed and distributed to a random sample of Jordanian tourists who use smart tourism applications in the city of Aqaba using social media. The results of the study showed a high percentage of males in the married category, who hold a first university degree and most of them have low incomes. It concluded that the most important motives of tourists to use smart applications in the study area help these applications tourists in avoiding congestion and save cost, time and transition between sites. The study also found that the most important challenges facing tourists while using these smart applications in the city of Aqaba from the point of view of tourists is the failure to implement egovernment effectively, followed by lack of confidence in electronic payment methods. The study recommends the need to know and be aware of tourist information such as tourist assets, economic, events and participation of tourists in order to obtain tourist information at the right time and place through the use of online tools. Aim/Purpose This study investigates the drivers of user satisfaction in e-government services and its influence on continued use intention and citizen trust in government. It employs the integration of the Technology Acceptance Model (TAM) and the Information System Success Model (ISSM). Background Electronic government, transforming citizen-state interactions, has gained momentum worldwide, including in India, where the aim is to leverage technology to improve citizen services, streamline administration, and engage the public. While prior research has explored factors influencing citizen satisfaction with e-government services globally, this area of study has been relatively unexplored in India, particularly in the post-COVID era. Challenges to widespread e-government adoption in India include a large and diverse population, limited digital infrastructure in rural areas, low digital literacy, and weak data protection regulations. Additionally, global declines in citizen trust, attributed to economic concerns, corruption, and information disclosures, further complicate the scenario. This study seeks to investigate the influence of various factors on user satisfaction and continuance usage of e-government services in India. It also aims to understand how these services contribute to building citizens' trust in government. Methodology The data were collected by utilizing survey items on drivers of e-government services, user satisfaction, citizen trust, and continuance use intention derived from existing literature on information systems and e-government. Responses from 501 Indian participants, collected using an online questionnaire, were analyzed using PLS-SEM. Contribution This study makes a dual contribution to the e-government domain. First, it introduces a comprehensive research model that examines factors influencing users' satisfaction and continuance intention with e-government services. The proposed model integrates the TAM and ISSM. Combining these models allows for a comprehensive examination of e-government satisfaction and continued intention. By analyzing the impact of user satisfaction on continuance intention and citizen trust through an integrated model, researchers and practitioners gain insights into the complex dynamics involved. Second, the study uncovers the effects of residential status on user satisfaction, trust, and continuance intention regarding e-government services. Findings reveal disparities in the influence of system and service quality on user satisfaction across different user segments. Researchers and policymakers should consider these insights when designing egovernment services to ensure user satisfaction, continuance intention, and the building of citizen trust. Findings The findings indicate that the quality of information, service, system, and perceived usefulness play important roles in user satisfaction with e-government services. All hypothesized paths were significant, except for perceived ease of use. Furthermore, the study highlights that user satisfaction significantly impacts citizen trust and continuance use intention. Recommendations for Practitioners The findings suggest that government authorities should focus on delivering accurate, comprehensive, and timely information in a secure, glitch-free, and user-friendly digital environment. Implementing an interactive and accessible interface, ensuring compatibility across devices, and implementing swift query resolution mechanisms collectively contribute to improving users' satisfaction. Conducting awareness and training initiatives, providing 24×7 access to online tutorials, helpdesks, technical support, clear FAQs, and integrating AI-driven customer service support can further ensure a seamless user experience. Government institutions should leverage social influence, community engagement, and social media campaigns to enhance user trust. Promotional campaigns, incentive programs, endorsements, and user testimonials should be used to improve users' satisfaction and continuance intention. Recommendations for Researchers An integrated model combining TAM and ISSM offers a robust approach for thoroughly analyzing the diverse factors influencing user satisfaction and continuance intention in the evolving digitalization landscape of e-government services. This expansion, aligning with ISSM's perspective, enhances the literature by demonstrating how user satisfaction impacts continuance usage intention and citizen trust in e-government services in India and other emerging economies. Impact on Society Examining the factors influencing user satisfaction and continuance intention in e-government services and their subsequent impact on citizen trust carries significant societal implications. The findings can contribute to the establishment of transparent and accountable governance practices, fostering a stronger connection between governments and their citizens. Future Research There are several promising avenues to explore to enhance future research. Expanding the scope by incorporating a larger sample size could enable a more thorough analysis. Alternatively, delving into the performance of specific e-government services would offer greater precision, considering that this study treats e-government services generically. This paper examines the potential for using generative artificial intelligence (AI) to boost civic participation in Nigeria’s developing e-government ecosystem. Emerging generative technologies like ChatGPT demonstrate intriguing capabilities to make governance more interactive and engaging through conversational interfaces. Thoughtfully implemented AI tools could increase access and understanding of e-government, particularly for underserved groups. However, risks around bias, privacy, security and capability limitations pose challenges for public sector applications. Additionally, Nigeria’s substantial digital divides and defective trust in government institutions hamper e-government participation currently. This paper analyses opportunities and limitations for applying generative AI to advance civic engagement given Nigeria’s unique socio-cultural context. Findings suggest that while AI holds promise, targeted strategies focused on inclusion, accessibility, education and institutional legitimacy building are critical to realise benefits. Cautious optimism, human-centric design and responsible governance frameworks are needed to employ generative systems successfully. If challenges are addressed, AI could open innovative possibilities for energising civic participation. This research examines how citizens gain value from interacting with VAs in a public sector setting. The assessment of the E-Government Development Index in Indonesia began in 2018. This year, the Bali Province E-Government Development Index was only 1.6 (maximum 5). In 2021, 2022, and 2023, the Bali Province E-Government Development Index is 3.68, 3.84, and 4.07, respectively. This index is the highest for the provincial category and higher than the national E-Government Development Index. This study aims to determine the triumphant factor in implementing e-government in the Bali Province. The research was conducted using structured and in-depth interviews with stakeholders related to e-government management in the Bali Province. Furthermore, a strengths, weaknesses, opportunities, and threats analysis was used to formulate the e-government implementation. The study has discovered five factors influencing the success of e-government implementation in Bali Province, including regional leaders' commitment, regulations, planning, governance and management, and human resources. The result also shows that leadership is the most influential factor in the successful implementation of e-government in Bali Province. Determination of the vision, mission, technical policies, planning, and performance evaluation is carried out in an organised and structured manner. Other evidence of support is realised through allocating a particular budget, providing human resources, and adequately delegating authority. While the findings of this paper will only close a small part of the knowledge gap, further research is still needed by sampling other provinces in Indonesia. [ABSTRACT FROM AUTHOR]

Government effectiveness has long been a concern for scholars, organizations, and governments. Ineffectiveness in government operations often results in significant costs, particularly for the consumers of public services. This paper empirically examined South Korean public bureaucrats’ perception of the potential impact of e-government on government effectiveness. The analysis reveals that these bureaucrats believe internal e-government factors, such as ICT tools, IT management, and process innovation, significantly enhance government effectiveness. Furthermore, traditional components like business alignment and coordination are viewed as more critical to e-government success than technologically oriented factors like ICT infrastructure availability and skills. Interestingly, contrary to common belief, the study found no direct impact of political leadership, vision, goals, and business process reengineering (BPR) on e-government effectiveness. Digitalization is a largely ongoing process, affecting the sustainability of the social, economic and administrative systems of all countries. Our work focuses on the public sector and specifically on the university system. We explore the challenge of digital change and its contribution to transparency and anti‐corruption policies, with a look to the opportunities and risks associated with the adoption of digital approaches. Using the content analysis tool, we investigate the efforts of Italian universities in digital transformation and their ability to integrate digitalization with anti‐corruption strategies. Findings reveal that most of these institutions are actively addressing the challenge of digitalization, but few of them consider it as a strategy to strengthen anti‐corruption and transparency, and even fewer assess the risk deriving from adoption of digital technologies. On the basis of our results, an appropriate benchmarking/benchlearning process would bring advantages in the dissemination of best practices in Italian public university system. One of the most pernicious and pervasive threats to the integrity of governments, economies, and societies worldwide is the insidious and corrosive influence of corruption. E-government, everywhere, is expected to play a pivotal role in combating corruption. Nevertheless, academic research has yielded varying outcomes. To address the inherent variability, this study employed data from 188 countries to thoroughly investigate the impact of e-government on corruption. Using a path modeling approach and following New Institutional Theory, this study examined the association between the two. We found an inconsistent relationship between e-government and corruption, primarily owing to a nonlinear association between the two and an omitted mediator variable of an institutional nature. Further, accountability, a social instrument, mediates this relationship. Our study offers a fresh perspective on the relationship between e-government and corruption by establishing the crucial role of accountability in the context of corruption. [ABSTRACT FROM AUTHOR]

245. Research Trends in the Impact of Digitization and Transparency on National Security: Bibliometric Analysis.

- Abstract
In the context of rapid technological development, digitalization and transparency have a critical impact on national security, promoting transparency and combating corruption, while posing challenges to cybersecurity due to the increased availability of information. The purpose of this study is to identify, based on bibliometric analysis, trends and subject areas in research on the impact of digitalization and transparency on national security. To achieve this goal, a comprehensive bibliometric analysis of scientific works on the role of digitalization and transparency in national security published in the publications indexed by the Scopus database for 1991-2023 was conducted, which formed the statistical basis of the analysis. The bibliometric programs Vosviewer and SciVal were chosen as research tools, which allowed for an in-depth analytical review and identification of the main trends and interrelationships between different research areas, confirming the hypothesis of increasing interest in the study of digitalization and transparency in the context of national security. Based on the analysis of the common use of keywords, seven clusters were identified, covering a wide range of topics from digital transformation and adaptive governance for national security to global political and economic strategies, each of which reveals unique interrelationships between digitalization, transparency, innovation and their impact on national security, including cybersecurity challenges, ethics in governance, and the importance of transparency for democracy and human rights. The analysis of the evolutionary trends in research allowed us to identify four key periods of development of scientific interest in the impact of digitalization and transparency on national security: 1) the period from 2014 to 2016 is characterized by initial research on the role of digitalization in national security and mainly concerns e-government studies; 2) during 2017-2018, research focuses on the growing attention to transparency and its role in national security 3) in the period from 2019 to 2021, there is an increase in the number of studies related to cybersecurity and the impact of digital technologies on democracy; 4) from 2022 to the present, there is further indepth research on topics related to artificial intelligence The spatial clustering of studies shows a high level of international integration in research on the impact of digitalization and transparency on national security. The findings can be used by state institutions to improve national security strategies, in particular by adapting the legislative framework to the challenges of digitalization and ensuring transparency at all levels of government and public life, including macro (national), meso (regional) and micro (local) levels, ensuring openness and accountability in all spheres of government and public control, which will ultimately contribute to ensuring stability and security at the national level. The quality of digitalisation of most state processes and the possibility of their further development in the context of optimisation of the state mechanism is one of the issues of electronic governance (e-governance). The aim of the article is to determine the effectiveness of e-governance and its impact on the quality of public services, in particular, municipal property. An important area of research is outlining modern trends and prospects of public administration in implementing e-governance. The main theoretical concepts of e-governance, prerequisites, and principles of its implementation are described. The main means of implementing e-governance, public services, and municipal property management as one of the most debatable issues in public administration were studied. The basic aspects regarding the development of egovernance and the possibility of integration with other state services are characterised. The most effective digital technologies that can be used in building a system of e-government and digital public administration are identified to ensure the high quality of public services. 250. Barriers towards Adoption of E-Government Services

Purpose: Despite growing access to e-government services, people must learn how to use them. Previous studies have engrossed mainly on the motivations for using e-government but the reasons why such services may not be used, have not been researched much. Therefore, this study aims at identifying the impediments to e-government services’ adoption in Pakistan. Design/Methodology/Approach: Semi-structured interviews with the Pakistani citizens were conducted to develop an understanding of how individuals appraise e-government and what inhibits its acceptance. Findings: The research identifies eleven main hurdles to e-government’s adoption, the most significant of which are a lack of need for occasional use of government services, a lack of a personal adviser, and a lack of trust. The findings imply that the quality of service is vital in the decision to utilize e-government. In contrast, technical problems such as data security or a lack of usability have little influence. Implications/Originality/Value: The uniqueness of this study lies in the exploration of how people in Pakistan perceive the barriers they face while utilizing e-government services.
