PurposeThis article explores how digital exclusion measured by citizens' occasional social media use and their skeptical social media attitude may affect their satisfaction with democracy (SWD), which is critical for public engagement and democratic stability in Europe.Design/methodology/approachThis study employs multilevel regression to test the hypotheses proposed in the context of Europe and uses cross-level data sources. Individual-level data, including social media use frequency and attitude and SWD, come from the 2012, 2014 and 2016 Eurobarometer surveys. Country-level data are derived from multiple pre-existing datasets.FindingsThe empirical results suggest that digital exclusion measured by occasional use and skeptical attitude are negatively associated with the likelihood of SWD. Additionally, the negative effect of a skeptical attitude increases in importance over time. Finally, although government transparency can mitigate the negative effect of a skeptical attitude, its role in mitigating the negative effect of occasional use is effective only in countries with moderate or low transparency levels.Originality/valueThis study preliminarily explores the direct, changing and conditional impacts of digital exclusion in social media on SWD. It also deepens our understanding of digital exclusion by differentiating between its physical and motivational aspects, which relate to public engagement and equity and then comparing their relative importance.

This paper reports on the progress of a current PhD research study. The research study will evolve through four phases and eventually develop a conceptual framework for effective teaching and learning approaches that influence digital inclusion and exclusion of students from diverse backgrounds. It will also seek to identify differences in learner characteristics and how these characteristics impact on needs, experiences and engagement with technology for learning, specifically within a blended learning programme. The research will move away from traditional definitions of diversity and explore the differing characteristics of a varied learner population. The research adopts a critical realist perspective, using a qualitative multi-phase methodology that will evolve sequentially in the future. The focus of this paper is to outline the research to date. Phase 1 and Phase 2 have been completed and are reported in this paper. Findings suggest that digital exclusion cannot be predicted or dealt with by categorising students into groupings of: gender, age, ethnicity, geography, socio-economic status and educational background. Additionally, the findings indicate that digital exclusion is influenced by organisational factors, such as elements of the course content or navigation of the virtual learning environment rather than intrinsic factors such as individual technological skills.

- Abstract
Adapting information and communication technologies (ICTs) to countries' development is one of the important criteria for economic and social progress and public policy priorities. However, implementing this ambitious concept faces social inequalities in the use of ICT, or digital exclusion. Lithuania has several decades of experience in utilizing the potential of ICT in managing strategic initiatives. Studies on the development of information society and digital exclusion show that attention is being focused on reducing the digital exclusion, but there is a lack of detailed analysis of the measures applied, the results achieved, the impact on specific social risk groups. The aim of the paper is to assess the strategic priorities and specific measures in Lithuania for reducing digital exclusion. The state approach to the digital exclusion is explored through qualitative and quantitative analysis of document content, which allows focusing only on the issue of digital exclusion reflected in them. The sources of this research data are Lithuanian strategic information policy documents. The most visible and consistent solution to the digital exclusion in Lithuania is the physical availability of ICTs in the regions. Significantly less is the problem of the digital exclusion associated with motivation, ability, and opportunities to benefit from ICT disparities. The priorities and directions of the Government and non-governmental organizations are very different in this area. In spite of the high level of gaps in the data found on analyzing the results and achievements of government-EU NGO programs and projects, the research presents some insights for future digital exclusion reduction programs and projects. Objectives: Although prisons aspire to rehabilitate offenders, they fail to prepare prisoners for release into our modern digitally sophisticated society. The objectives of the current study were to assess the impact of digital technology on the culture of prisons, and on prisoners' ability to self-manage their behavior and reoffending. Method: Using a natural stepped-wedge design, 13 prisons in the UK were examined that had installed self-service technology over a period of 7 years. A longitudinal multi-level model was used to analyze frequencies of disciplinary proceedings within and between the prisons before and after installation. Reoffending was examined in comparison with a control sample. Quantitative results were supported by a prisoner survey and usage data. Results: Prison disciplinary offenses were significantly reduced over a two-year period, and reoffending in the first year after release was reduced by 5.36% compared to a 0.78% reduction in comparison prisons. The prisoner survey and usage data suggested that prisoners felt much more in control of their lives in prison and much more confident in coping with technology in the outside world. Conclusions: The changes created by the introduction of digital technology offer the opportunity to make prisons more efficient for staff, and places of improved learning and rehabilitation for prisoners, contributing to a safer society. This study offers an important contribution to the field of corrections, providing the first quantitative assessment of the effect of prisoner self-service technology on prisoner behavior and reoffending. Digital mobility services have great potential to increase passengers’ transportation options, improve their experiences and reduce exclusion. However, these advantages are only available to those who can access and use these services effectively. To facilitate the development of inclusive services, information is needed on the range of potential users’ technology access, use, attitudes and capabilities. A population-representative survey examining these characteristics was carried out with 1010 participants in Germany in 2020. The results are examined for groups and intersections of groups identified in previous work as particularly vulnerable to either digital or mobility exclusion. Older people, people with disabilities and people with low education levels had particularly low levels of all technology variables. Caution is thus required when rolling out digital mobility services. Non-digital alternatives are needed to ensure an inclusive service and any digital interfaces need to be designed carefully to be usable by and reassuring to digital novices.

In this paper we interrogate how digital technologies and practices contribute to imaginaries of counter cities by telling the stories of people who navigate digital inequality. Digital inequality offers a lens onto the ways in which the privatised provision of services reshapes opportunities for collective organising. Digital technologies are commonly viewed as useful tools for collective organising, overlooking the fact that digital products are inequitable in their functioning and availability. In Australia, internet connections are offered as a for-profit service and digital inequality is persistent. The paper presents focus groups and participatory mapping interviews with residents of a Melbourne public housing estate. The study reveals that public housing residents pay relatively more money and receive lower quality service from internet providers. We identify three forms of dependency that arise as residents endeavour to stay connected to an essential infrastructure that was designed without their needs in mind: strategic alliances with community organisations to secure a digitally connected future; household strategies for meeting digital needs; and collaborative troubleshooting with technological 'experts'. In the conclusion we stress that digital infrastructures both require and enable collective organising and we argue that the political projects of counter cities must protect those infrastructures that support the relationships that can lead to more equitable cities. • Public housing residents pay more for internet and receive less reliable connections. • Telecom providers do not communicate barriers nor provide solutions within their ability. • Individualisation of services inhibits collective action for just provision. • Concept of counter publics needs to be critical of inequitable internet provisions. In digitized welfare countries, an increasing number of services to fulfill essential needs related to finances, housing, health care, social security, and mobility have been moving from physical to internet services. Scholars, policy makers, and social practitioners are interested in monitoring who cannot use these essential internet services and, therefore, are excluded. Drawing on a media literacy perspective and capability theory, this study applies an alternative way to investigate digital exclusion or the third level of the digital divide. Using a survey administered among a sample of adults (n = 674, 57% female, M age = 49.93, SD age = 14.44) in the Flemish region of Belgium, this study empirically examined the associations between exclusion from essential internet services, socio-economic resources, and internet resources. Overall, the study found that people living in poverty, without a secondary education, experiencing loneliness, or having a poor health status were three to five times at a greater risk of digital exclusion compared with their counterparts. This association between socio-economic resources and digital exclusion can be partially explained by the individuals' levels of internet access, skills, and use frequency. In addition, we also found that people with high socio-economic resources can still be digitally excluded, and vice versa, people with low socio-economic resources can be digitally included. Therefore, digital inclusion initiatives should avoid stereotypical targeting and must target all citizens. Furthermore, internet skills and use experience are highly important for preventing digital exclusion, but other social mechanisms that may preclude people from using essential internet services should be explored in the future. • People who cannot use essential internet services are excluded in digital societies. • This article applies a media literacy perspective to study digital exclusion. • Internet skills and experience can protect people from digital exclusion. • Income and education play a significant role in digital exclusion. 214. Facing the digital divide in E-stonia: A field study on the inclusion of senior citizens in the digital society of Estonia

With the vast processes of digitalization and digitization taking place in many countries in the world, the small northeastern European country Estonia has managed to make incredible advancements in the field of technology and in creating a digital society. Today, the most digitized country and government in the world provides a vast majority of governmental services online, presents the most unicorns per capita in the world and is establishing digital embassies. But what do these processes mean for some of the most vulnerable groups in society? The Estonian population is declining annually while the population is getting older. Today, the societal group above 65 years of age constitutes the largest single group in Estonia, although official statistics of internet usage stops at the age of 74. The following research has been conducted with the intention to answer how the increased technological governmental communication in the form of e-Governance has affected the senior citizens of Estonia as well as how Estonia works in order to make sure that senior citizens can participate in high technological activities on equal terms as the rest of the population. This has been done through a qualitative field study where the material has been based on semi structured interviews with theoretical perspectives based on governance theory and a stakeholder approach. The results of this research show that there is still a present digital divide in Estonia and that individual citizen responsibilities in combination with the possibility of still handling public services physically characterize the landscape of digital and public services.

215. Faktorer som bidrar till digital inkludering vid användning av e-legitimationer via kommunala e-tjänster : En fallstudie inom Malmö kommun

Nästan allt vi gör på internet kräver att vi identifierar oss med e-legitimation. Ändå erbjuds nästan uteslutande bankernas e-legitimation (BankID) via offentliga e-tjänster, trots att BankID inte är något alla har möjlighet att få. Det innebär att människor som inte kan, eller vill, vara bankkunder utesluts från vårt digitala välfärdssamhälle och hindras från att använda e-tjänster de har rätt att använda. Problematiken tydliggjordes ytterligare under coronapandemin, inte minst i vaccinationskaoset som uppstod i början, eftersom BankID krävdes i flera regioner för att kunna boka tid för vaccination. Huvudsyftet med denna kandidatuppsats i Informatik är att identifiera och förklara kommunala och nationella faktorer som bidrar till digital inkludering vid användning av e-legitimationer via kommunala förvaltningars e-tjänster. Bisyftet är att jämföra två DIGG-godkända e-legitimationer för att identifiera och beskriva vilka skillnader det finns som påverkar medborgarnas möjligheter att skaffa e-legitimation. I studien har fallstudiemetoden tillämpats och en litteraturstudie har genomförts för att inhämta kunskaper och erfarenheter från tidigare forskningsstudier. Primära empiriska data har samlats in genom intervjuer via Zoom. Fem olika rollinnehavare har intervjuats beträffande deras erfarenheter och uppfattningar om faktorer som påverkar medborgares möjligheter att använda kommunala e-tjänster med e-legitimation som identifieringsmetod. De viktigaste slutsatserna från studiens analys är: att erbjuda samtliga DIGG-godkända e-legitimationer via de kommunala e-tjänsterna främjar digital inkludering, det beror på att tröskeln för människor att skaffa en e-legitimation minskar. Utan faktorn nationell styrning är sålunda kommunal styrning och kommundirektörens kunskap och prioritering av digitaliseringsfrågan av högre betydelse, speciellt om faktorn medarbetarnas inställning och kunskap inte är särskilt hög. 216. Tillämpning av programmering inom matematik och risker för digitalt utanförskap

With a background of digitalisation and what that has meant for the introduction of programming in the mathematics syllabus, this literature review examines forms of application for programming within mathematics in upper secondary school. This review also sets the background with the help of important key competencies for a digitalized information society, such as computational thinking, as described by the European Commission. The Swedish National Agency for Education has also prescribed several of these key competencies in its curricula. Previous research has also shown that increased digitalisation leads to an increased divide in society and threatens the equality of the school system. Thus, this review also examines possible risks of digital exclusion that applications of programming within mathematics and an emphasis on digitalisation may entail. To better explain this, Bourdieu’s theory of capital and habitus together with Selwyn’s theory of technical capital are used. The search results and their empirical data within this review include case studies, correlation and regression analyses, and data collected through interviews, questionnaires, and more. This review should not be considered generalizable for Sweden as a whole, but it shows several forms of application for programming within school mathematics and describes the impact on learning, risks of digital exclusion, success factors, and benefits this may entail. Furthermore, aspects of digital exclusion explicitly regarding capital are also discussed. This review is far from exhaustive, and several identified aspects have had to be excluded due to an ever-increasing scope. However, this only seems to indicate that interest for and within the research field is high and that it is actively being researched. This review highlights what much other research has shown, namely that the picture is not unambiguous and needs to be further clarified, which leads the discussion to further research. In an increasingly digitalised society, the requirement for digital competence is increasing. Even though most individuals in Sweden use digital technology every day there are still those who are digitally excluded. Many of those who do not use digital technology are elderly. This puts them at risk of becoming digitally excluded which can have significant consequences on their everyday life. The aim of this study was to explore the strategies that are implemented by organisations that are working towards increasing digital inclusion among the elderly. To gain a deeper understanding a qualitative approach was used and semi-structured interviews were conducted. The results showed that the organisations used different strategies to increase digital inclusion. They offer support to overcome obstacles that having limited digital competence can impose on everyday life, they work towards increasing digital competence and helping the elderly overcome fear. The results also showed that the organisations faced different challenges while working towards increasing digital inclusion among the elderly.

218. Cybersecurity Awareness Training : Using ContextBased MicroTraining to teach senior citizens about phishing

While most Swedish citizens take advantage of the numerous benefits and conveniences today’s digitalized society offers, many senior citizens are digitally excluded. It is considered that a lack of digital technological knowledge is a big contributing factor. The lack of knowledge and experience with digital technology manifests into different types of fear, where fear of falling victim to cybercrime is the most prevalent. Phishing is a common cybercrime, which is still successfully employed by cybercriminals regardless of the various security measures and information available. Senior citizens are especially vulnerable, as phishing can be hard to recognize for less technical people. To combat this, education designed for increasing a user’s cybersecurity awareness is crucial. However, as cybersecurity can be a complex topic, there is a need for simplifying it and delivering related education in a meaningful way. This is where the method ContextBased MicroTraining (CBMT) comes in. For this thesis, a browser add-on called WebSec Coach, which utilizes the CBMT framework, is used as a tool to investigate how CBMT can support Swedish senior citizens in increasing their cybersecurity awareness regarding phishing. This was examined by conducting semi-structured interviews with eight respondents, from the age of 65 and up, that possessed some level of previous computer literacy. The results were then analyzed using thematic analysis, which showed that CBMT implemented in an embedded learning tool, like WebSec Coach, increased the cybersecurity awareness regarding phishing for all respondents. Regardless of the small sample size, the results in combination with previous research point to CBMT being a directly effective method in increasing cybersecurity awareness. Furthermore, the results showed that all respondents perceived WebSec Coach positively and were interested in using it themselves after the interviews. The objective of the research was to analyze the perceptions of education professionals about the access to digital teaching platforms and the changes in school dynamics resulting from the pandemic context. In the period from March to August 2020, statements of these professionals from the public network of Rio de Janeiro were collected in open Facebook groups. The data were analyzed in the software Iramuteq constituting a corpus with 1,086 text segments and 91.07% utilization, presenting two thematic branches with six classes: remote teaching modality, conditions of access to technology, union organization, security measures for the return and school structure, concern with the preservation of life and school as a place of risk and spread of the virus. The results indicated concerns with the possibility of contamination due to the physical conditions of the school units and with the exclusion of access to remote activities for most students., A pandemia do Covid-19 trouxe mudanças e necessidade de adaptação no setor educacional, principalmente nas escolas públicas. O estudo teve como objetivo analisar os depoimentos dos professores/ profissionais da rede pública acerca do acesso, tanto pelos alunos, quanto pelos profissionais de educação à rede mundial de computadores e às plataformas digitais de ensino. A coleta de dados foi feita no período de março a agosto de 2020, na Rede Social Facebook,em postagens e comentários de grupos abertos e destinados aos profissionais de educação da Rede Pública do Estado e Municípios do Rio de Janeiro. Os dados foram analisados por meio do software Iramuteqconstituindo um corpuscom 1.086 segmentos de texto e aproveitamento de 91,07%. Os resultados apresentaram-se em duas áreas temáticas (a) ensino remoto com três classes: modalidade de ensino remoto, condições de acesso à tecnologia e organização sindical e (b) pandemia no contexto escolar com três classes: medidas de segurança para o retorno e estrutura escolar, preocupação com a preservação da vida e escola como lugar de risco e propagação do vírus. Os profissionais de educação mostraram-se preocupados com a possibilidade de contaminação diante as condições físicas das unidades escolares e com a exclusão de acesso às atividades remotas da maior parte dos estudantes., El objetivo de la investigación fue analizar las percepciones de los profesionales de la educación sobre el acceso a las plataformas digitales de enseñanza y los cambios en la dinámica escolar derivados del contexto de la pandemia. En el período de marzo a agosto de 2020, se recogieron las declaraciones de estos profesionales de la red pública de Río de Janeiro en grupos abiertos de Facebook. Los datos fueron analizados en el software Iramuteq constituyendo un corpus con 1.086 segmentos de texto y 91,07% de utilización, presentando dos ramas temáticas con seis clases: modalidad de enseñanza a distancia, condiciones de acceso a la tecnología, organización sindical, medidas de seguridad para el retorno y estructura escolar, preocupación con la preservación de la vida y la escuela como lugar de riesgo y propagación del virus. Los resultados indicaron la preocupación por la posibilidad de contaminación debido a las condiciones físicas de las unidades escolares y por la exclusión del acceso a actividades remotas para la mayoría de los estudiantes.

- Abstract
With the preventive measures adopted as a result of Covid-19, educational systems faced a restructuring that involved the sudden incorporation of digital technologies for the development of the teaching-learning process carried out exclusively in a virtual way. Thus, the article aimed to report the pedagogical experiences of a teacher, adapted for remote,synchronous and asynchronous teaching, from July 2020 to May 2021, in two higher education institutions, located in the state of Bahia.This is an exploratory, qualitative study, of the Experience Report type, elaborated through participant observation, whose analyzes took the form of a balance of activities carried out through digital technologies, such as Blackboard, Google Meet, Google Classroom,Socrative, Kahoot, Mentimeterand Padlet.Authors such as Lévy (2005), Virilio (1996), Ortiz (2007), and Trindade and Moreira (2017), helped us to problematize the situation regarding access to information and communication technologies and remote teaching among us.It was possible to identify potentialities and challenges in the use of these technological tools, such as the development of students' autonomy, protagonism and engagement;the need for teacher training for the pedagogical use of Digital Information and Communication Technologies (TDIC), and public policies that make the acquisition of equipment and access to the Internet a right, so thatthousands are notexcluded from the educational process, collaborating to further deepen educational and social inequalities in contemporary Brazil., Com as medidas de prevenção adotadas em decorrência da Covid-19, os sistemas educativos viram-se frente à uma reestruturação que envolveu a incorporação súbita das tecnologias digitais para o desenvolvimento do processo ensino-aprendizagem realizadas exclusivamente de forma virtual. Assim, o artigo teve por objetivo relatar as experiências pedagógicas de uma professora, adaptadas para o ensino remoto, síncrono e assíncrono, no período de julho de 2020 a maio de 2021, em duas instituições de ensino superior, localizadas no estado da Bahia. Trata-se de um estudo exploratório, qualitativo, do tipo Relato de Experiência, elaborado através da observação participante, cujas análises assumiram a forma de um balanço das atividades realizadas por meio das tecnologias digitais, tais como o Blackboard, Google Meet, Google Classroom, Socrative, Kahoot, Mentimeter e o Padlet. Autores como Lévy (2005), Virilio (1997), Ortiz (2007), e Trindade e Moreira (2017), ajudaram-nos a problematizar a situação relativa ao acesso às tecnologias da informação e da comunicação e ao ensino remoto entre nós. Foi possível identificar potencialidades e desafios no uso dessas ferramentas tecnológicas, tais como o desenvolvimento da autonomia, do protagonismo e do engajamento dos estudantes; a necessidade de formação dos(as) professores(as) para o uso pedagógico das Tecnologias Digitais de Informação e Comunicação (TDIC), e de políticas públicas que transformem a aquisição de equipamentos e o acesso à internet em direito, para que milhares não sejam excluídos do processo educativo, colaborando para aprofundar ainda mais as desigualdades educacionais e sociais no Brasil contemporâneo., Con las medidas preventivas adoptadas como resultado de Covid-19, los sistemas educativos enfrentan una reestructuración que implicó la incorporación repentina de las tecnologías digitales para el desarrollo del proceso de enseñanza-aprendizaje llevado a cabo exclusivamente en forma virtual. Así, el artículo tuvo como objetivo presentar las experiencias pedagógicas de una maestra, adaptadas para la enseñanza remota, sincrónica y asincrónica, de julio de 2020 a mayo de 2021, en dos instituciones de educación superior, ubicadas en el estado de Bahía. Se logró identificar potencialidades y desafíos en el uso de estas herramientas tecnológicas, como el desarrollo de la autonomía, el protagonismo y el compromiso de los estudiantes; la necesidad de formación docente para el uso pedagógico de las Tecnologías de la Información y la Comunicación Digitales (TDIC), y políticas públicas que hagan de la adquisición de equipos y acceso a Internet un derecho, para que miles no queden excluidos del proceso educativo, colaborando para profundizar aún más las desigualdades educativas y sociales en el Brasil contemporáneo.

The concept of digital exclusion comprises the extensive levels of societies that remain outside the phenomenon of the information society and the expansion of modern digital networks. The purpose of this article was to verify if there is a digital exclusion in the scope of the State of São Paulo and its Capital, or if there is a lack of interest by the population in general to be included digitally. It was used data from several studies carried out by the state government and by the city of São Paulo, and also some indicators pointed out by TIC Domicílios, a survey that has been carried out annually since 2005 in the country. The results obtained show a growing and evolving demand for greater digital inclusion and, even with several initiatives of the government entities, object of this work, there are still large gaps and bottlenecks related to the topic that need to be overcome, in order to democratically provide greater inclusion of the entire stratum of society targeted by the study. O conceito de exclusão digital compreende as extensas camadas das sociedades que ficam à margem do fenômeno da sociedade da informação e da expansão das redes digitais modernas. O propósito deste artigo foi verificar se existe exclusão digital no âmbito do Estado de São Paulo e sua Capital, ou se há desinteresse pela população em geral em se incluírem digitalmente. Utilizando dados de vários estudos desenvolvidos pelo governo estadual e também da prefeitura do município de São Paulo, além de alguns indicadores apontados pela TIC Domicílios, pesquisa que é realizada anualmente desde 2005 no país. Os resultados obtidos mostram uma crescente e evolutiva demanda pela necessidade de maior inclusão digital e que, mesmo com várias iniciativas dos entes governamentais objeto do presente trabalho, ainda existem grandes lacunas e gargalos referentes ao tema abordado que precisam ser vencidas e superadas, para proporcionar democraticamente uma maior inclusão a toda camada da sociedade alvo do estudo.

Prezentowane badania miały na celu analizę problemu wykluczenia cyfrowego, wskazanie form wsparcia informacyjnego seniorów oraz diagnozę potrzeb osób starszych w zakresie dostępu do informacji przy użyciu technologii cyfrowych. Materiał i metody. Przegląd literatury oraz badania kwestionariuszowe. Wyniki. W grupie osób w wieku powyżej 65 lat występuje problem wykluczenia cyfrowego. Wykluczenie cyfrowe jest rodzajem wykluczenia społecznego i może prowadzić do niższego subiektywnego dobrostanu w grupie osób starszych. Najczęściej seniorzy poszukują potrzebnych informacji wśród osób z najbliższego otoczenia. Najbardziej potrzebne informacje dotyczą usług w zakresie ochrony zdrowia. Najskuteczniejszą formą pozyskiwania informacji jest kontakt bezpośredni. Za najpoważniejszą przeszkodę, w pozyskaniu potrzebnych informacji, seniorzy uważają nieodpowiednie kanały i formy przekazu informacji przez instytucje. Wnioski. Dostępnych jest wiele form wsparcia informacyjnego seniorów, których skuteczność jest wyższa, jeśli są wdrożone na poziomie państwa. Zmniejszenie wykluczenia cyfrowego seniorów powinno być jednym z priorytetów polityki społecznej, The aim of research was to analyse the digital exclusion, describe the forms of information support for seniors and diagnose the needs of older people in terms of access to information using digital technologies. Material and methods. Literature review, questionnaire method. Results. In the study group digital exclusion was observed. Digital exclusion is a type of social exclusion and can lead to lower well-being among seniors. Most often, seniors look for the necessary information among people from immediate surroundings. The most needed information relates to healthcare services. The most effective form of obtaining information is direct contact. In senior’s opinion the most serious obstacle in obtaining the necessary information are inappropriate channels and forms of information transfer by institutions. Conclusions. There are many forms of information support for seniors. Described solutions are more effective if implemented at the state level. Reducing the digital exclusion of seniors should be one of the priorities of social policy

The aim of the article is to assess the degree of differentiation of digital development in the European Union countries and to determine the factors that differentiate them. The research is based on data from Eurostat databases. The analysis included 20 indicators describing individual aspects of the digital development of countries, i.e. the use of digital technologies by individuals and households, activities of individuals in the field of e-administration, Internet use, ICT usage in enterprises and the information and communication technologies (ICT) sector. The study was conducted for all European Union countries, except for Malta, for which the data was found to be too deficient. In order to comprehensively present the problem of differentiation in the digital development of the studied European Union countries, the methods of linear and non-linear ordering were used. Linear ordering made it possible to indicate the position of individual countries in relation to the others due to digital development and its individual elements, while non-linear ordering allowed for their grouping into homogeneous groups using the full set of diagnostic variables. The conducted research confirmed the existence of significant disproportions in the digital development of the European Union countries and the still large spatial differentiation in the level of digital development between the southern and northern parts of the community. The analysis of inequalities within individual areas showed that the disproportions in access to the Internet and the necessary equipment are much smaller than the level of inequality related to the use of digital technologies in enterprises or in the public space. This implies efforts to strengthen digital skills.

COVID-19 has distorted the teaching and learning pedagogy, as well as the research process of higher education institutions, particularly in Africa. This pandemic-imposed restrictions on movement and demanded a shift to online interaction. This blurred the lines between work and home life and has exacerbated the deep chasms of inequality upon which South African society operates. Established on empirical evidence, substantiated by documentary data, this paper explores how these existing inequalities, exacerbated by COVID-19, manifest in the postgraduate research space of South African higher education institutions. Qualitative data were collected during a recorded focus group interview, and thematically analysed. Through a Neo-Weberian lens, it will illustrate that the pandemic, among other challenges, posed significant ethical challenges to honours students completing their research projects, in turn, shifting policies and requirements of higher education institutions (HEIs) themselves to ensure the protection of their students and quality of research output. These include concerns around digital exclusion, locating participant consent, as well as the collection of data via online channels (Zoom, WhatsApp, Skype) and their privacy parameters. Considering these gulfs of inequality, the paper recommends key requirements for the future of ethically sound research in higher education in South Africa.

The COVID-19 pandemic and subsequent lockdown has shattered the everyday lives of young people, limiting peer interactions and disrupting privacy, with potential for long-term detrimental impacts. This study uses rapid virtual quantitative and qualitative surveys undertaken from April to July 2020 with over 4,800 adolescents affected by displacement in Bangladesh and Jordan to explore adolescent girls’ experiences of social isolation and lack of privacy. Our mixed-methods findings suggest that the pandemic and policy response has caused sharp restrictions on privacy and substantially limited interactions with peers, with larger impacts on girls, particularly those with disabilities. For girls, digital exclusion exacerbates these gender differences. Given that privacy and peer interactions are paramount during adolescence, age-, gender-, and disability-responsive programming is essential to ensure future wellbeing.

En el período de marzo a agosto de 2020, se recogieron las declaraciones de estos profesionales de la red pública de Río de Janeiro en grupos abiertos de Facebook. Los datos fueron analizados en el software Iramuteq constituyendo un corpus con 1.086 segmentos de texto y 91,07% de utilización, presentando dos ramas temáticas con seis clases: modalidad de enseñanza a distancia, condiciones de acceso a la tecnología, organización sindical, medidas de seguridad para el retorno y estructura escolar, preocupación con la preservación de la vida y la escuela como lugar de riesgo y propagación del virus. Los resultados indicaron la preocupación por la posibilidad de contaminación debido a las condiciones físicas de las unidades escolares y por la exclusión del acceso a actividades remotas para la mayoría de los estudiantes. The Covid-19 pandemic brought changes and need for adaptation in the educational sector, especially in public schools. The study aimed to analyze the statements of teachers/professionals in the public network about the access by both students and education professionals to the World Wide Web and digital teaching platforms. The data was collected from March to August 2020, in the Facebook Social Network, in posts and comments from groups open and intended for education professionals from the Public Network of the State and Municipalities of Rio de Janeiro. The data were analyzed using the Iramuteq software, constituting a corpus with 1,086 text segments and a 91.07% utilization rate. The results were presented in two thematic areas (a) remote teaching with three classes: remote teaching modality, conditions of access to technology and union organization and (b) pandemic in the school context with three classes: safety measures for the return and school structure, concern with the preservation of life and school as a place of risk and propagation of the virus. Education professionals showed concern about the possibility of contamination in face of the physical conditions of school units and the exclusion of access to remote activities for most students. The objective of the research was to analyze the perceptions of education professionals about the access to digital teaching platforms and the changes in school dynamics resulting from the pandemic context. In the period from March to August 2020, statements of these professionals from the public network of Rio de Janeiro were collected in open Facebook groups. The data were analyzed in the software Iramuteq constituting a corpus with 1,086 text segments and 91.07% utilization, presenting two thematic branches with six classes: remote teaching modality, conditions of access to technology, union organization, security measures for the return and school structure, concern with the preservation of life and school as a place of risk and spread of the virus. The results indicated concerns with the possibility of contamination due to the physical conditions of the school units and with the exclusion of access to remote activities for most students.

Digital mobility services have great potential to increase passengers' transportation options, improve their experiences and reduce exclusion. For example, they can facilitate access to information and support, and join transport modes together more seamlessly. However, these advantages will only be available to those who can access and use these services effectively. To facilitate the development of usable and inclusive services, information on the range of potential users' digital interface capabilities, attitudes and current use of digital services is needed. A population-representative survey examining these issues was carried out with 1010 participants in Germany in 2020. As well as self-report questions, it examined basic digital interface competence using simplified paper prototyping. The results are examined in terms of the characteristics of groups that are particularly vulnerable to either digital or transport exclusion. Older people (aged 65+), people with disabilities and people with low levels of education were found to have particularly low levels of digital technology access, use, attitudes and competence. Caution is thus required when rolling out digital mobility services. Non-digital alternatives are needed to ensure an inclusive service. When digital interfaces are used, they need to be designed carefully to be usable by and reassuring to digital novices.

Digital inequalities research adopted the idea that exclusion is compound and multifaceted. Nevertheless, digital exclusion theory and empirical research often takes an individual, static approach; assuming that personal characteristics such as socioeconomic status consistently influence how individuals engage with information and communication technologies across different contexts. This article makes a theoretical contribution by looking at the value of relative deprivation theory ( RDT) in understanding digital inequalities. RDT argues that evaluations of personal circumstances depend on social and temporal contexts and are, therefore, relative. Digital inequalities research could benefit from a shift toward this relative approach in both theorization and empirical research by incorporating explanations based on context and social group processes into existing individual and structural explanations of digital inequalities. The Internet can bestow significant benefits upon those who use it. The prima facie case for an urban-rural digital divide is widely acknowledged, but detailed accounts of the spatial patterns of digital communications infrastructure are rarely reported. In this paper we present original analysis of data published by the UK telecommunications regulator, Ofcom, and identify and reflect on the entrenched nature of the urban-rural digital divide in Great Britain. Drawing upon illustrative case vignettes we demonstrate the implications of digital exclusion for personal and business lives in rural, and in particular remote rural, areas. The ability of the current UK policy context to effectively address the urban-rural digital divide is reviewed and scenarios for improving digital connectivity amongst the ‘final few’, including community-led broadband, satellite broadband and mobile broadband, are considered. A call is made for digital future proofing in telecommunications policy, without which the already faster urban areas will get ‘faster, fastest’ leaving rural areas behind and an increasingly entrenched urban-rural divide. Access and efficient use of ITI techniques, especially the Internet, are fundamental for development not only in economic sense but also civilization sense in modern society. Meanwhile, there is no general knowledge about the number of people who have access to the computer and the internet and how to use these media. In addition, there is no public knowledge of the resources facilitating or hindering the use of these media by average Poles, while functioning stereotypes are based more on prejudice (eg ageism) than on real facts. LAN Houses1 have featured as key locations for thousands of Brazilians who otherwise would have no access to the internet. Thus, the scope of this study is to investigate the implementation and sustainability trajectory of a LAN House from an actor-network theory (ANT) perspective. In order to achieve this, single-case study methodology was adopted to address the implementation and sustainability of a LAN House in Jardim Catarina, city of São Gonçalo in the State of Rio de Janeiro, Brazil. The result of this investigation supports the importance of government programs and actions as key actors to implement and sustain these endeavours. Lastly, it becomes clear that a LAN House is not actually a digital inclusion agent, despite its relevance to regions with lower rates of income, since the owner performs the role of 'digital dealer', whereby most of LAN House users are precluded from being digitally included. The continued spread of digital technology and the digitalization of public services influence the human agency of individuals by requiring new ways and forms of action. In this article, we describe the digital inclusion and digital agency of people belonging to vulnerable groups, based on focus group interviews of rehabilitation professionals working with the target groups. The theory-driven content analysis of six focus groups consisting of a total of 26 interviewees is based on (Jyrkämä, 2008) [1] framework of modality-based agency. The results highlight that the digital agency of the clients belonging to the vulnerable groups is constructed in shared actions with the rehabilitation professionals. The rehabilitation setting creates an agentic space that enables the clients to act in the digital world. The study contributes to the discussion of the digital inclusion and exclusion of vulnerable groups. In a digitalizing society, the digital agency of the people belonging to vulnerable groups should be acknowledged and addressed in policy practices, as well as in designing and providing digital services. Particularly, given that agency has been mainly studied from a personal point of view, in this respect the current study adds a new dimension to the studies on agency. • The study examines digital agency and digital inclusion of people belonging to vulnerable groups. • The study highlights the importance of institutional practices, namely rehabilitation in promoting digital agency of people belonging to vulnerable groups. • Digital agency of vulnerable people should be acknowledged and addressed in policy practices and in designing and practicing digital services. 244. Greater Patient Than Staff Satisfaction Scores for Electronic Consent.

- Abstract
Background Informed consent is essential for surgical procedures, and using electronic consent (e-consent) has many benefits, including improved patient understanding and digitally enabled care. Following e-consent implementation at Princess Alexandra Hospital NHS Trust, Harlow, UK, we aimed to compare staff and patient satisfaction scores for the first time. Methodology Voluntary feedback was obtained via online questionnaires for patient and staff users. Average satisfaction scores were calculated, and comments were analysed using grounded theory and thematic analysis. Results Eight hundred and fifty-three counts of patient feedback and 36 counts of staff feedback were received. An average rating of e-consent for patients was 4.5 out of 5 and for staff was 2.8 out of 5. Fifty-one percent of patient comments and 25% of staff comments were positive. The main themes identified were information for patients, digital concerns, user experience, and functionality. There were conflicting positive and negative views from both groups within these themes. Conclusions E-consent enables informed consent for procedures, with greater satisfaction amongst patients than staff. 245. Relationship between digital exclusion and cognitive impairment in Chinese adults.

- Abstract
Objective: We aimed to evaluate the relationship between digital exclusion, such as neither mobile payments nor WeChat use, and cognitive impairment in Chinese individuals aged 45 and older., Methods: A population-based cross-sectional study utilizing data from the fourth national survey of the China Health and Retirement Longitudinal Study (CHARLS). In the fourth wave of CHARLS, 10,325 participants aged 45 and older with complete information were included in this analysis. Self-reported mobile payments and WeChat usage constituted our exposure. Cognitive impairment was the primary outcome. Univariate and multivariate logistic regression were used to assess the relationships between cognitive impairment risk and digital exclusion., Results: Data were analyzed from 10,325 participants [mean (SD) age, 60.3 (9.1) years; 44.8% women], including 1,232 individuals with cognitive impairment and 9,093 cognitively normal individuals. The overall proportion of users who did not use either mobile payment or WeChat and those who only used WeChat were 81.3 and 6.7%, for cognitively impaired individuals 95.0 and 3.1%, and for cognitively normal individuals 79.5 and 7.2% [neither WeChat nor mobile payments vs. control unadjusted odds ratio (OR), 8.16; P < 0.001; only WeChat use vs. control unadjusted OR, 2.91; P < 0.001]. Participants who did not use either WeChat or mobile payments had an elevated risk for cognitive impairment after adjusting for a number of covariates (neither WeChat nor mobile payments vs. control adjusted OR, 3.48; P < 0.001; only WeChat use vs. control adjusted OR, 1.86; P = 0.021)., Conclusion: Our study reveals a positive correlation between digital exclusion and cognitive impairment in Chinese adults, providing insights for promoting active digital integration among older adults. Background: The rapidly increasing role of the internet in obtaining basic services poses challenges, especially for older adults' capabilities of getting the services they need. Research on the predictors of older adults' internet use and digital competence is especially relevant given that people are living longer than before, and the age profile of many societies is changing rapidly., Objective: We aimed to examine the associations of objective measures of physical and cognitive impairment with the nonuse of the internet for services and low digital competence among older adults., Methods: A longitudinal population-based design was used that combined data from performance tests and self-rated questionnaires. Data were gathered in 2017 and 2020 among 1426 older adults aged between 70 and 100 years in Finland. Logistic regression analyses were used to examine the associations., Results: Those who had poor near (odds ratio [OR] 1.90, 95% CI 1.36-2.66) or distant vision (OR 1.81, 95% CI 1.21-2.71), restricted or failed abduction of upper arms (OR 1.81, 95% CI 1.28-2.85), and poor results from the word list memory (OR 3.77, 95% CI 2.65-5.36) or word list delayed recall (OR 2.12, 95% CI 1.48-3.02) tests had greater odds for nonuse of the internet for services than their counterparts. Moreover, those who had poor near (OR 2.18, 95% CI 1.57-3.02) or distant vision (OR 2.14, 95% CI 1.43-3.19), poor results from the chair stand test (OR 1.57, 95% CI 1.06-2.31), restricted or failed abduction of upper arms (OR 1.74, 95% CI 1.10-2.76), and poor results from the word list memory (OR 3.41, 95% CI 2.32-5.03) or word list delayed recall (OR 2.05, 95% CI 1.39-3.04) tests had greater odds of low digital competence than their counterparts., Conclusions: According to our results, older adults' impaired physical and cognitive functioning may hamper their possibilities of accessing internet services such as digital health care services. Our results should be considered when planning digital health care services intended to be used by older adults; that is, digital solutions should also be suitable for older adults with impairments. This article discusses the digital inequalities experienced by prisoners and the potential opportunities that providing ‘new’ media in prisons offer for offender rehabilitation and resettlement. Currently denied access to online and social media that most of us take for granted, and unable to communicate in ways that have become ‘ordinary’ in the wider community, it is argued that prisoners experience profound social isolation and constitute one of the most impoverished groups in the digital age. In prisons which provide selected prisoners some access to information and communication technologies, their high socio-cultural status and consequent construction as a ‘privilege’ frequently results in them being used in the exercise of ‘soft’ power by prison officer gatekeepers. Moreover, when prisoners come to the end of their sentences, they not only are faced with prejudice and poor job prospects due to their criminal record, but their digital exclusion during a period of incarceration may have compound effects and lead to long-term and deep social exclusion. There is growing evidence that some digitally excluded groups of learners are receiving more attention than others. Discussions regarding why some digitally excluded learners are more visible than others and therefore worthy of more committed digital inclusion interventions raises important questions about how we define and conceptualise digital inclusion and digital inclusion practice; particularly in relation to empowerment. In this article, we draw on a range of research, practice and policy literature to examine two important questions: what is empowerment and in whose hands does empowerment lie? We argue that empowerment involves making informed choices about technology use, but that learners often require support- human intervention- to make these choices. However, current digital inclusion research has failed to produce a detailed critique of what constitutes empowering support from educational institutions and their staff. A lack of open and reflexive accounts of practice means that we are no closer to identifying and understanding the kinds of empowering practices that are required to challenge the kinds of prejudices, stereotypes, risk-aversiveness and low aspirations associated with the most invisible of digitally excluded learners.
