Bergbau, soziale Konflikte und Umweltkatastrophen - seit den 1990er Jahren erlebt Lateinamerika einen historischen Rohstoffboom. Welche Rolle spielen die Betreiber der Minen in den Abbauregionen? Wie schaffen sie Akzeptanz unter der lokalen Bevölkerung? Und welche politischen Auswirkungen zieht dies nach sich? Die Autorin analysiert das Handeln transnationaler Bergbauunternehmen in Argentinien und hinterfragt kritisch die sozial- und infrastrukturpolitischen Maßnahmen, die Bergbauunternehmen in den Abbauregionen industrieller Goldminen implementieren. Dabei stellt sie Fragen von Demokratie und Entwicklung in den Fokus.

On 5 November 2020 Mexico ratified the so-called Escazú Agreement, a treaty between Latin American and Caribbean states on establishing regional transparency and en­viron­­ment standards, as the eleventh country to do so. The prescribed quorum of ratifications has thus been attained, and the agreement can come into force in 2021. This will launch an innovative multilateral instrument that is intended to create more citizen par­ticipation and improve the assertion of citizens’ rights in environmental matters. In Latin America, economic interests dominate when it comes to the exploitation of raw materials; furthermore, there is a large number of conflicts over resources. The agree­ment thus offers affected indigenous tribes and human-rights defenders more oppor­tu­nities for information, participation and access to the justice system in environmen­tal matters. Despite this binding first step, some leading countries in the region have so far failed to ratify the agreement. Many of them are reluctant to join, arguing that cer­tain provisions violate their national sovereignty and their freedom of decision. For Germany and Europe, the agreement offers new leverage for drafting supply chain laws. (author's abstract)

У роботі було досліджено теоретичні та науково-методичні засади управління товарною політикою на підприємстві, проаналізовано структуру товарної політики. Робота пов’язана із аналізом фінансово-господарської діяльності ПАТ «Сумихімпром», а також основних напрямків та складових управління товарною політикою на підприємстві. Основним результатом роботи є розробка та обґрунтування конкурентної стратегії інноваційного розвитку товару для ПАТ «Сумихімпром». В работе были исследованы теоретические и научно-методические основы управления товарной политикой на предприятии, анализ структуры товарной политики. Работа связана с анализом финансово-хозяйственной деятельности ОАО «Сумыхимпром», а также основных направлений и составляющих управления товарной политикой на предприятии. Основным результатом работы является разработка и обоснование конкурентной стратегии инновационного развития товара для ПАО «Сумыхимпром». In this paper the theoretical and methodological principles of commodity policy management at the enterprise and the structure of commodity policy were analyzed. The work is related to the analysis of financial and economic activity of PJSC "Sumykhimprom", as well as the main directions and components of the management of commodity policy at the enterprise. The main result of the work is the development and substantiation of the competitive strategy of innovative product development for PJSC "Sumykhimprom".

У статті розглядаються питання формування та управління ефективної товарної стратегії підприємства, основні проблеми формування товарної політики. Визначено основні етапи формування ефективного управління товарною політикою та їх напрями, а саме визначення перспективного напрямку розвитку підприємства, організація ефективного управління товарною політикою підприємства, вибір стратегічних напрямків товарної політики підприємства, оцінка ефективного управління та контролю за виконанням управлінських рішень, визначення відповідних результатів діяльності товарної політики стратегічним пріоритетам розвитку. Виділено принципи, завдання та цілі формування товарної стратегії, а також очікувані результати діяльності та проблемні моменти формування товарної стратегії. Розглянуто модель з описом етапів ефективності функціонування системи управління товарною стратегією підприємства. Визначено систему оцінки процесу розроблення товарної стратегії підприємств. The article deals with the issues of formation and management of an effective commodity strategy of the enterprise, the main problems of the formation of commodity policy. The main stages of formation of effective management of commodity policy and their directions, namely determination of the perspective direction of enterprise development, organization of effective management of commodity policy of the enterprise, choice of strategic directions of the commodity policy of the enterprise, assessment of effective management and control over the implementation of management decisions, determination of the relevant results of the product policy strategic development priorities. The principles, tasks and goals of formation of the commodity strategy, as well as expected results of activity and problem moments of the formation of the commodity strategy are highlighted. The model with the description of stages of efficiency of functioning of the control system of the commodity strategy of the enterprise is considered. The system of evaluation of the process of developing a commodity strategy of enterprises is determined. В статье рассматриваются вопросы формирования и управления эффективной товарной стратегии предприятия, основные проблемы формирования товарной политики. Определены основные этапы формирования эффективного управления товарной политикой и их направления, а именно определение перспективного направления развития предприятия, организация эффективного управления товарной политикой предприятия, выбор стратегических направлений товарной политики предприятия, оценка эффективного управления и контроля за выполнением управленческих решений, определения соответствующих результатов деятельности товарной политики стратегическим приоритетам развития. Выделены принципы, задачи и цели формирования товарной стратегии, а также ожидаемые результаты деятельности и проблемные моменты формирования товарной стратегии. Рассмотрена модель с описанием этапов эффективности функционирования системы управления товарной стратегии предприятия. Определена система оценки процесса разработки товарной стратегии предприятий.

Магістерська робота пов’язана із дослідженням маркетингової та комунікаційної діяльності підприємств-виробників упаковки. Спочатку упаковка виконувала виключно утилітарну функцію і була покликана дбати про збереження споживчих властивостей товарів. В умовах сучасного ринку її роль істотно змінилася, сьогодні упаковка є ідентифікатором брендів і товаровиробників, елементом маркетингової стратегії компанії. Вона стала дієвим засобом комунікації виробника та споживача. Тому ринок упаковки стрімко розвивається. Зростають вимоги до упаковки. Усе це призвело до активізації маркетингової та комунікаційної діяльності виробників упаковки для підтримки своєї конкурентоспроможності. У роботі здійснено дослідження маркетингової діяльності ТОВ «Фавор» та запропоновано основні напрями її удосконалення.

Целью выпускной квалификационной работы является анализ применения инструментария комплекса маркетинга на предприятии и разработка мероприятий, Ð½Ð°Ð¿Ñ€Ð°Ð²Ð»ÐµÐ½Ð½Ñ‹Ñ Ð½Ð° его улучшение. Анализ рынка Ð¿Ñ€Ð¾Ð´ÑƒÐºÑ‚Ð¾Ð²Ñ‹Ñ Ñ€Ð¾Ð·Ð½Ð¸Ñ‡Ð½Ñ‹Ñ ÑÐµÑ‚ÐµÐ¹ выявил, что главными конкурентами для сети «Дикси» являются торговые сети «Пятерочка», «Магнит» и «Spar». Особенностями сбытовой политики является то, что компания реализует свои поставки двумя формами одновременно – транзитной и складской, а в ассортименте компании представлено 2 марки СТМ, доля продаж ÐºÐ¾Ñ‚Ð¾Ñ€Ñ‹Ñ Ð¸ общем обороте компании составила 8,7% в 2018 году. Исследование коммуникационной политики компании выявило, что сеть использует почти все виды рекламы для своего продвижения, а ее особенностью в данном направлении являются маркетинговые мероприятия с элементом геймификации. Оценка атмосферы магазина выявила, что сеть не использует Ð´Ð¾Ð¿Ð¾Ð»Ð½Ð¸Ñ‚ÐµÐ»ÑŒÐ½Ñ‹Ñ ÑÑ„Ñ„ÐµÐºÑ‚Ð¾Ð² для ее улучшения, а в области контактного персонала Ð½ÐµÐ¾Ð±Ñ Ð¾Ð´Ð¸Ð¼Ñ‹ доработки. The purpose of final qualification work is the analysis of use of tools of a complex of marketing at the enterprise and development of the actions directed to its improvement. The analysis of the market of grocery retail chains revealed that the main competitors for Dixу network are retail chain stores «Pyaterochka», «Magnet» and «Spar». The main trends in the market are: economy on food or transition to shops discounters among buyers and the beginning of development of grocery online trade among shops in a format "at the house". The analysis of trade service showed that buyers consider obligatory service of the online order in shop and attractive service of shipment at own expense of goods from shop. Assessment of the price policy allowed to reveal that the prices of the company are at one level or lower than the price level of competitors. Features of marketing policy is that the company realizes the deliveries by two forms at the same time – transit and warehouse, and in assortment of the company 2 STM brands which share of sales and a total turnover of the company made 8.7% in 2018 are submitted. The research of communication policy of the company revealed that the network uses almost all types of advertizing for the advance, and its feature in this direction are marketing actions with a gamification element. Assessment of the atmosphere of shop revealed that the network does not use additional effects for its improvement, and in the field of contact personnel completions are necessary. Were offered and analysed regarding efficiency of 3 marketing actions and their influence on key indicators of economic activity of the enterprise is estimated.

Economic stagnation and demographic change in Russia are putting intense pressure on the government budget. Tax revenues have been declining since the late 2000s. Meanwhile, the oil dependency of Russia's budget has in­creased significantly. This became patently clear when the oil price plum­meted in 2014. Energy revenues have since begun to recover, but the Finance Ministry’s reserves have shrunk considerably and are only slowly being replenished. To keep public budgets stable, the Russian government is forced to raise taxes and extend the retirement age in the years to come. There is a widen­ing gap in funds required to cover the paternalistic social policies of earlier years. At the same time, the struggle for control of public resources is having a destabilizing effect on the political regime - especially in light of the ever more pressing question of Putin’s successor in the Kremlin. Up to the presidential election of 2018, the Russian leadership avoided making any budget cuts that would have hurt key clientele groups: retirees and the military-industrial complex. Additional income was generated in­stead through a series of smaller budgetary adjustments. Shortly after the start of Putin's fourth term, however, tax raises and a higher retirement age were announced, which lead to drastic declines in the president’s approval ratings. As a reaction to shrinking funds, budget policy is now being controlled in a more centralized way by Moscow, while public oversight of government budgets has been restricted. Shadow budgets have also emerged outside the purview of the finance administration. In this complex and politically tense situation, conflicts between elites are erupting with increasing frequency, bearing risks for Putin's fourth term in office. (Autorenreferat)

Об'єкт дослідження - вибір напрямків та варіантів розвитку ринкових можливостей було виконано для ПАТ ВЕК «Сумигазмаш». Мета роботи - дослідити теоретико-методичні основи аналізу ринкових можливостей підприємства і на цій основі вибрати подальші напрямки розвитку для ПАТ ВЕК «Сумигазмаш».

Based on primary sources, this article analyzes 150 participatory events related to planned hydrocarbon projects in Peru (2007-2012). Therein, it sheds light on state depoliticizing practices and local populations' contestations thereof. We argue that participation in the extraction sector has not enabled effective participation and has instead been used to pave the way for expanding the extractive frontiers. We find that the state entity responsible for carrying out the events applied three main depoliticizing practices: (a) the organization of exclusionary participatory processes, (b) the provision of pro-extraction information, and (c) the identification of critical actors and discourses in order to formulate recommendations on how to weaken resistance against the planned activities. This study also reveals that local populations often contested the participatory events and identifies subnational patterns of local contestation. We find that higher degrees of contestation were fueled by previous negative experiences with extraction activities and the existence of local economic alternatives. To assess the histories and results of contestation over specific extractive activities over time, the study draws on monthly conflict reports produced by the Peruvian ombudsperson (2007–2016). We find that local contestation was quite influential, leading to increased social investment programs in the affected areas, the withdrawal of several extraction corporations, and Peru's adoption of the Law on Prior Consultation (2011). However, the long-term prospects of the transformations provoked by repoliticizing processes need to be evaluated in the years to come.

In recent years, many oil finds were made along the shores of Africa, often triggering high hopes. But do expectations of the consequences of oil discoveries affect subsequent conflict? A number of arguments back this idea. Relative deprivation theory suggests that oil discoveries raise hopes of windfalls, which if not fulfilled, result in frustration and thus increase conflict risk. In contrast, cognitive psychology assumes that the effect of expectations largely works through a confirmation bias and thus depends on whether individuals attach positive or negative expectations to oil discoveries. Given the lack of appropriate data, these relationships have never been tested empirically. Using unique georeferenced data from a representative survey in Mali in 2006, this paper addresses this gap. Our results suggest that expectations indeed significantly contribute to subsequent conflict. The negative or positive character of expectations is critical, working as "self-fulfilling prophecy" rather than frustrated "great expectations": when people hold negative views on the future effects of oil, the risk of civil unrest increases.

This book depicts the sophisticated relationship between Russia and China as a pragmatic one, a political "marriage of convenience". Yet at the same time the relationship is stable, and will remain so. After all, bilateral relations are usually based on pragmatic interests and the pursuit of these interests is the very essence of foreign policy. And, as often happens in life, the most long-lasting marriages are those based on convenience. The highly complex, complicated, ambiguous and yet, indeed, successful relationship between Russia and China throughout the past 25 years is difficult to grasp theoretically. Russian and Chinese elites are hard-core realists in their foreign policies, and the neorealist school in international relations seems to be the most adequate one to research Sino-Russian relations. Realistically, throughout this period China achieved a multidimensional advantage over Russia. Yet, simultaneously Russia-China relations do not follow the patterns of power politics. Beijing knows its limits and does not go into extremes. Rather, China successfully seeks to build a long-term, stable relationship based on Chinese terms, where both sides gain, albeit China gains a little more. Russia in this agenda does not necessary lose; just gains a little less out of this asymmetric deal. Thus, a new model of bilateral relations emerges, which may be called - by paraphrasing the slogan of Chinese diplomacy - as "asymmetric win-win" formula. This model is a kind of "back to the past" - a contemporary equivalent of the first model of Russia-China relations: the modus vivendi from the 17th century, achieved after the Nerchinsk treaty.

Економічно обґрунтована й ефективна політика розподілу підприємства безпосередньо впливає на всі маркетингові рішення. Так, наприклад, політика ціноутворення залежить від того, здійснюється розподіл продукції напряму споживачам чи через посередників, а товарна політика – своєчасного забезпечення ресурсами для виготовлення конкурентоспроможної продукції. Крім того, визначення методів дистрибуції передбачає формування довгострокових партнерських відносин з іншими ринковими контрагентами, дозволяє вчасно визначати та враховувати потреби і запити споживачів, що сприяє посиленню ринкових позицій на рівні окремої організації, а також галузі й держави в цілому.

This study explores the commercial, economic, regulatory and political implications of the Nord Stream 2 project. The plans to add another two pipelines to the Nord Stream facility under the Baltic Sea have created waves within the European Union. Whether it fails or succeeds, the project’s political costs will be high, as it touches on sensitive interests in many quarters. Nord Stream is a commercial venture, but its impacts transcend its commercial and energy ramifications, and differ widely among EU states. Without a question, the project represents a challenge for energy diplomacy both internal and external. Its potentially divisive effects on European energy policy and the Energy Union need to be cushioned and contained. (author's abstract)

Circular economy has been studied extensively both in Europe and worldwide. It is largely viewed as a potential strategy for societal development, aimed to increase prosperity while reducing dependence on raw materials and energy. Many businesses regard circular economy as a way to enhance economic growth and increase profits. Governments across the world actively engage in the discussion about the benefits of a transition to a circular economy and about its impact on employment, economic growth, and the environment. This paper aims to study the major issues of circular economy, to identify its advantages, and to offer an insight into the transition stage the Baltic States are undergoing today on their way to circular economy. It is stressed that the Baltic countries are not fully using the opportunities offered by a circular economy. For example, Latvia’s, Lithuania’s, and Estonia’s recycling rates are significantly below those of other European countries. The Baltics depend heavily on EU financial support. An increase in funding will contribute to the implementation of circular economy technologies.

The rights to prior consultation and compensation have been established within the framework of international indigenous peoples' rights. However, in practice these processes have often gone hand in hand with adverse social consequences for local populations, such as the exacerbation of conflicts, the division of communities and the weakening of indigenous organizations. These phenomena have received little attention, despite their great relevance for these populations. This article sheds light on the use by the Bolivian state and extraction corporations of exclusionary participation and negotiation processes, on the one hand, and ‘carrot-and-stick’ techniques on the other, which have together accounted for negative social impacts on the ground. The article is based on recently conducted field research, focus group discussions and semi-structured interviews in Guaraní communities in Bolivia. The findings extend the existing literature by providing a fine-grained and systematic analysis of divisive undertakings and their sociocultural and sociopolitical consequences in neo-extractivist Bolivia. The broader implications of the study add to academic debates about participation in development, about ‘divide-and-rule’ tactics and about the practice of indigenous peoples' rights.

China's foreign policy has been characterized in the last decade by a heightened interest in reaching out to Latin America, particularly to countries rich in natural resources and with potential markets for Chinese exports, and Chile is one of these countries. The paper shows that even though the Chilean economy has benefitted from the signing of the FTA, it also faces potential risks. To continue to benefit, Chile needs to boost exports in other potential export sectors (value-added products or services) and should attempt to attract more Chinese FDI to Chile's export industry. The export of raw materials (particularly nonrenewable ones) is not always sustainable in the long term. The roles of the Chilean state and the private sector in attracting Chinese investment and enhancing diversification of exports of value-added products are crucial for the future of the economy of Chile and its relationship with China.

The ‘resource curse’ hypothesis claims that abundance in natural resources, particularly oil, encourages especially civil war. Natural resources provide both motive and opportunity for conflict and create indirect institutional and economic causes of instability. Contrarily, the theory of the rentier state — largely neglected in the study of peace and war in this respect — suggests that regimes use revenue from abundant resources to buy off peace through patronage, large-scale distributive policies and effective repression. Consequently, such rentier states would tend to be more stable politically and less prone to conflict. These two theories thus imply ambivalent effects of resource abundance on conflict proneness. This article presents part of a solution to this apparent puzzle for the case of oil-producing countries. The key argument is that both resource wealth per capita and resource dependence need to be taken into account, since only the availability of very high per capita revenues from oil allows governments to achieve internal stability. The empirical analysis supports this hypothesis. The findings of multivariate cross-country regressions indicate a U-shaped relationship between oil dependence and civil war onset, while high resource wealth per capita tends to be associated with less violence. The results of a macro-qualitative comparison for a reduced sample of highly dependent oil exporters are even more clearcut. Using the same reduced sample, we find that oil-wealthy countries apparently manage to maintain political stability by a combination of large-scale distribution, high spending on the security apparatus and protection by outsiders. Compared to oil-poor countries and in contradiction to the rentier state theory, the institutions of oil-wealthy countries do not seem to be particularly characterized by patronage and clientelism.

В статье обосновывается необходимость оценки товарной политики интернет-фирм в условиях конкурентной интернет-среды. Объектом исследования являются интернет-фирмы, которые понимаются как независимые субъекты интернет-рынка, вовлеченные в экономический обмен с потребителем через Интернет. Предмет исследования — организационно-экономические отношения между интернет-фирмами и другими участниками интернет-рынка. Цель исследования — развитие теоретико-методологических положений и разработка методического обеспечения оценки товарной политики в маркетинге интернет-фирм. В результате исследования были решены следующие задачи: определены институты маркетинга интернет-фирмы, исходя из типологизации экономических институтов, оказывающих влияние на реализацию товарной политики; предложено методическое обеспечение оценки товарной политики интернет-фирм; построена факторная модель товарной конкуренции интернет-фирм. The article explains the need to evaluate product policy in a competitive online environment. The object of research is an Internet firm. Author understands it as an independent subject of the Internet market that engages in economic exchange with a consumer via the Internet. The topic of discussion is organizational and economic relations between Internet firms and other participants of the Internet market. The aim of this work is to develop a model of economic evaluation of product policy in the marketing of Internet companies. The study contains three main scientific results. First, the author described the marketing institutions for an internet firm based on the typology of economic institutions that affect the implementation of product policy. Second, the author's model of the product policy estimation for Internet firms is offered. Third, the author formed factor model of product competition for internet firms. Die vorliegende Studie setzt sich mit den kommerziellen, wirtschaftlichen, regulatorischen und politischen Implikationen auseinander, die das Nord-Stream-2-Projekt mit sich bringt. Die Planungen für den Bau eines dritten und vierten Strangs der Nord-Stream-Pipeline durch die Ostsee haben in der Europäischen Union erhebliche Kontroversen ausgelöst. Das Pipeline-Projekt zieht hohe politische Kosten nach sich und das fast unabhängig davon, ob es scheitert oder implementiert wird, denn es berührt die Interessenlagen vieler Akteurinnen und Akteure empfindlich. Nord Stream ist eine kommerzielle Unternehmung, hat aber weit über das Betriebs- und Energiewirtschaftliche hinausreichende Folgen, die sich für die einzelnen EU-Staaten sehr unterschiedlich darstellen. In jedem Fall also bedeutet das Vorhaben eine Herausforderung für die Energiediplomatie nach innen und nach außen. Es geht darum, die möglichen Spaltungseffekte des Projekts für die europäische Energiepolitik und die Energieunion einzudämmen und abzupuffern. (Autorenreferat)

The Arctic region has been an area of low tension since the end of the Cold War. This observation is important because the run on hydrocarbons in the Arctic has not resulted in increased rivalries as expected. The outcomes have been international joint ventures in oil and gas project on the economic side and a strengthening of Arctic governance in the political realm. Since 2014, the situation has changed rapidly. Economic interests in hydrocarbon development are increasingly diverging between the five Arctic coastal states. The geopolitical situation between Russia and the West after the annexation of Crimea and military conflict in Ukraine affect the Arctic. There is the danger of falling back to old times when the Arctic was a highly strategic and militarised zone. The sanctions on Russian offshore oil development in the Arctic add to that. Potential long-lead effects of the sanctions, coinciding with relatively low oil prices, can seriously harm the long-term development of oil and gas fields in the Arctic. Joint energy projects had been a stabilising factor in the past. The paper discusses the increasing levels of instability in both economics and politics in the Arctic and the mutually reinforcing effects on international politics. We come to the conclusion that a "loss of a cooperative spirit" can be observed. We argue that these dynamics challenge stable and predictable relations, which work against a sustainable Arctic development that takes the global commons, the environment and the climate into consideration. From a German and EU perspective, there are far-reaching future implications for the security of energy supply, as two of its major suppliers, Norway and Russia, have their resource bases in the Arctic. Розглядаються проблеми застосування основних елементів маркетингу у сільськогосподарських підприємствах України. Актуальність цих проблем обумовлено не сформованістю інфраструктури аграрного ринку, високим рівнем монополізації сфери закупівель продукції. Показано, що в таких умовах знижується результативність державної фінансової підтримки. Пропонується державну підтримку сільського господарства в Україні спрямувати на дослідження ринку, а результати досліджень безоплатно передавати суб’єктам господарювання. Обґрунтована можливість адаптації сільськогосподарських підприємств до існуючого ринкового середовища формуванням вертикальних маркетингових систем, у яких зусилля спрямовуватимуться на кінцевих споживачів, що відповідає визначальним принципам маркетингу. Показано, що необхідною умовою ефективної маркетингової діяльності сільськогосподарських підприємств є формування інфраструктури аграрного ринку. Способами ринкового генерування та стабілізації цін є активізація біржової діяльності, організація аукційних торгів на оптових ринках сільськогосподарської продукції. Сформовані таким чином ціни впливатимуть на загальний рівень цін у інших каналах розподілу. Загальна стабілізація цін є передумовою розробки обґрунтованої товарної політики розвитку капіталомістких галузей з тривалою окупністю інвестицій, насамперед молочного скотарства.Рассматриваются проблемы применения основных элементов маркетинга в сельскохозяйственных предприятиях Украины. Актуальность этих проблем обусловлено несформированностью инфраструктуры аграрного рынка, высоким уровнем монополизации сферы закупок продукции. Показано, что в таких условиях снижается результативность государственной финансовой поддержки. Предлагается государственную поддержку сельского хозяйства в Украине направить на исследование рынка, а результаты исследований безвозмездно передавать субъектам хозяйствования. Обоснована возможность адаптации сельскохозяйственных предприятий к существующей рыночной среде формированием вертикальных маркетинговых систем, в которых усилия направляются на конечных потребителей, что соответствует определяющим принципам маркетинга. Показано, что необходимым условием эффективной маркетинговой деятельности сельскохозяйственных предприятий является формирование инфраструктуры аграрного рынка. Для рыночного генерирования и стабилизации цен предлагается активизировать биржевую деятельность, организовывать аукционные торги на оптовых рынках сельскохозяйственной продукции. Сформированные таким образом цены будут влиять на общий уровень цен в других каналах распределения. Общая стабилизация цен является предпосылкой развития капиталоемких отраслей с длительной окупаемостью инвестиций, прежде всего молочного скотоводства.The problems of application basic elements of marketing agricultural enterprises of Ukraine are described. The urgency of these problems due to immaturity of agricultural market infrastructure, high level of monopolization of the procurement of products. Analyzed alternative views of different scientific schools and trends on the essence of marketing. The conclusion of the impact on the transformation of attitudes purposes of marketing activities in different historical periods. Zamitne reduce the perception of practical significance hronichnosti marketing is considered the result of problems in the agricultural sector of Ukraine and the complexity of their solutions using marketing tools. It is shown that marketing activities intuitively perform all producers. They are mainly oriented to the level of current prices, excluding the expected changes. Prices of agricultural products are very volatile. To adapt it to this extremely difficult, which is the most significant problem of marketing of domestic agricultural producers. It is shown that in these conditions the efficiency of public financial support are reduced. Proposed state support of agriculture in Ukraine spent on market research, its research results free transfer to units of management. The possibility of adapting farms to the existing market environment forming vertical marketing systems that efforts directed at end users, which meets the defining principles of marketing. It is shown, that a necessary condition for effective marketing of agricultural enterprises is the formation of agricultural market infrastructure. The ways of generating market and stabilize prices is to promote exchange activities, the organization auction trading in the wholesale markets of agricultural products. Formed so prices will affect the general price level in other distribution channels. The total price stabilization is a prerequisite for the development of capital-intensive industries with a long payback investment, especially dairy.

Industrialization is rapidly becoming a topic of great attention. Driven by fundamental economic forces, industrialization seems likely to advance more quickly in the coming decade to more industry segments. By changing the way agriculture does business, industrialization will also bring change to public policy and agricultural institutions. Commodity policy will increasingly be out of step with a product-oriented industry. And as industrialization blurs the lines between producers and processors, land grant universities and the extension service will face challenges assessing who their customers are.

Специфічні особливості послуг розглядаються, як базові аргументи адаптації структури маркетингової товарної політики. Запропонована оптимізована структура товарної політики для підприємства послуг. The article deals with the problem of forming product policy in the field of business services. Specific features of services are considered as basic arguments for adapting the structure of commodity marketing policy. To reach the objectives stated in the draft legislation, the European Union has to make due diligence on “conflict minerals” mandatory for EU companies. This will increase the demand for “conflict-free” minerals, which will act as an incentive for speeding up local mapping and tracing efforts and the return of smelters to the DR Congo. Downstream companies are in a position to conduct due diligence with marginal to manageable costs, despite the complexity involved. The competitive disadvantage of European companies towards Asian companies is more imaginary than real. For due diligence legislation to be effective in conflict regions, EU actors ought to support multi-stakeholder initiatives on the ground that have greater credibility than government or industry schemes. Instead of rigid certification procedures that create high administrative burdens on state and economic actors, priority should be given to flexible and reliable instruments of mapping and tracing that smelters can use for their supply chain due diligence. In conflict regions, certificates risk being tainted by reports of fraud, as the challenges to governance can be expected to be similar to those in the Great Lakes region. A policy approach that enables rather than prohibits artisanal mining is better suited to providing market access to informal artisanal mining that does not have links to armed actors. Legality should not be made a precondition for recognising artisanal mines as conflict-free to avoid punishment of an entire sector for the links to conflict financing of a few.

Südafrika ist einer der wichtigsten Produzenten von nicht-energetischen Rohstoffen weltweit. Das Land hält unter anderem die größten Reserven an Platinmetallen, Mangan und Chrom. Gleichwohl ist die Branche schon seit Jahren auf Talfahrt. Während die Bergbauindustrien der 20 größten Produzentenländer im Zuge des Rohstoffbooms (2001–2008) um jährlich fünf Prozentpunkte wuchsen, schrumpfte die Minenwirtschaft in Südafrika um einen Prozentpunkt. Eine neue Eskalationsstufe erreichte die Krise der Branche 2012, als Proteste von Bergbauarbeitern an der Marikana-Mine mehr als 40 Todesopfer forderten. Marikana wurde 20 Jahre nach dem Ende der Apartheid zum Symbol für die ungelösten sozialen und wirtschaftlichen Missstände in Südafrika. Überhaupt ist der Bergbau des Landes insgesamt längst zum Austragungsort innenpolitischer Konflikte geworden. Ein deutlicher Hinweis darauf war die Debatte um die Verstaatlichung der Minen zwischen 2009 und 2012. Die Studie beleuchtet den Zusammenhang zwischen der Innen- und der Bergbaupolitik Südafrikas, der von zweifacher Relevanz ist: Erstens ist der Rohstoffsektor als Wachstums- und Jobmotor von enormer Bedeutung für das von Arbeitslosigkeit geprägte Land. Zweitens werfen die Kontroversen um die Minenwirtschaft ein Schlaglicht auf den Zustand der Koalitionsregierung aus ANC, dem Gewerkschaftsdachverband Cosatu und der kommunistischen Partei SACP. Vor diesem Hintergrund stellt sich die Frage nach der Ursache der Politisierung des Bergbausektors und deren Folgen. Welche Konsequenzen haben die Konflikte im und um den Bergbau für die Stabilität und Handlungsfähigkeit der Regierung? Besondere Aufmerksamkeit verdient dabei der Gewerkschaftsdachverband Cosatu, durch den sämtliche soziopolitischen Konfliktlinien des Landes hindurchlaufen. (Autorenreferat)

The 2008 Farm Act introduced a wholly new type of commodity program intended to protect producers against price and yield variability through a market-oriented revenue guarantee. Expectations were high in 2009 that many producers would choose the new Alternative Crop Revenue Election (ACRE) program, but that did not happen. We analyze this unexpected outcome by using newly available farm-level administrative data to examine a range of characteristics of individual farms and multi-farm operations that enrolled and did not enroll in ACRE. We both confirm some previous survey and county-level findings and identify some additional characteristics associated with the decision. Using a logit model, we examine the probability that non-enrollment might be linked to the number of stakeholders on a farm, since enrollment required unanimous agreement. Unexpectedly, we find that the number of signatories on a base contract did not seem to affect the ACRE decision; if anything, there was a very slight probability that increasing the number of signatories might positively affect the ACRE decision. We also find that on multi-farm operations with some ACRE enrollment, those farms not enrolled in ACRE are distinctly different from the ACRE-enrolled farms and average farms in their regions, a finding we believe warrants additional investigation.

Hochtechnologieländer wie die Bundesrepublik Deutschland und die USA sind auf eine sichere Versorgung mit Metallen und Mineralien zu erschwinglichen Preisen angewiesen. Im Unterschied zum Energieträger Öl ist derzeit immerhin nicht mit einer baldigen Erschöpfung der meisten metallischen Ressourcen zu rechnen. Ungeachtet dessen ist die Versorgungssicherheit aufgrund steigender und volatiler Preise und angesichts von Lieferengpässen mittlerweile weit oben auf die politischen Agenden dies- und jenseits des Atlantiks gerückt. Beim letzten Treffen des Transatlantischen Wirtschaftsrats im November 2011 bekräftigten EU und USA, in Sachen Rohstoffe eng zusammenarbeiten zu wollen. Doch wie groß sind die Spielräume für gemeinsame Projekte? Einen ersten Hinweis gibt die Vielzahl an sogenannten Kritikalitätsstudien, die bemessen, wie gefährdet die Versorgung mit Rohstoffen für einzelne Technologien, Sektoren oder auch die gesamte Volkswirtschaft der USA, der EU und Deutschlands ist. Zu den Prioritäten der französischen G20-Präsidentschaft zählt eine Stärkung und Stabilisierung des internationalen Währungssystems. Dabei verfolgt Paris das Ziel einer größeren strukturellen Symmetrie des Währungssystems, die jedoch kaum zu realisieren sein wird. Zugleich stellt für Frankreich der Abbau von makroökonomischen Ungleichgewichten einen wichtigen Schritt zu mehr Stabilität dar. Die Stärkung der Finanzmarktregulierung bildet die zweite Priorität der französischen Präsidentschaft. Ergänzend zu einer Verschärfung der Kontrolle des Finanzsektors - ein Thema, das seit Beginn der Finanzkrise einen wichtigen Platz auf der Agenda der G20 einnimmt - möchte Frankreich den Kampf gegen Regulierungs- und Steuerparadiese fortsetzen. Die soziale Dimension der Globalisierung stellt einen weiteren Punkt der französischen Agenda dar. Mit den Themen Regulierung der Rohstoffmärkte sowie Beschäftigung und soziale Sicherung setzt Frankreich hierbei neue Akzente, die jedoch zugleich Spannungen zwischen Nord- und Südstaaten der G20 zu Tage treten lassen. Obwohl die G20 zu einem der wichtigsten internationalen Foren geworden ist, scheint Optimismus wenig angebracht. So kann sich das Gremium jeweils nur einigen der zahlreichen Herausforderungen der globalen Wirtschaft widmen, und die große Vielfalt seiner Mitglieder macht einen tragfähigen Konsens unwahrscheinlich. À cette fin, elle vise à la fois un fonctionnement moins asymétrique du SMI, qui a cependant peu de chance d'aboutir, et la réduction des déséquilibres macroéconomiques internationaux. Parmi les priorités que Paris veut approfondir se trouve également le renforcement de la régulation financière. Parallèlement à la mise en place d'un meilleur contrôle du secteur financier, qui a émergé sur l’agenda du G20 avec la crise financière, la France aimerait poursuivre la lutte contre les juridictions dites non coopératives. La présidence française du G20 souhaite enfin traiter de la dimension sociale de la mondialisation et fixe ce faisant quelques priorités novatrices: d'une part la régulation des marchés de matières premières; d'autre part les questions liées à l'emploi et à la protection sociale, qui font l'objet d'un clivage Nord-Sud. Alors que le G20 est devenu une structure de concertation internationale de premier plan, l'optimisme n'est pas de mise. Non seulement le G20 ne peut se concentrer que sur quelques questions centrales pour l'économie mondiale, mais la grande diversité de ses membres rend également très improbable l'obtention d’un consensus fort. During its G20 presidency in 2011, France wished to contribute to the reinforcement and stabilization of the International Monetary System. For this purpose, France aimed for a less asymmetric functioning of the IMS, though it has few chances to be put into action, and at the same time a reduction of international macroeconomic imbalances. Among other French priorities is the strengthening of financial regulation. Parallel to a greater control of the financial sector, which has been put on the G20 agenda as a reaction to the financial crisis, France also would like to continue the fight against non-cooperative jurisdiction. The French G20 presidency also wishes to address the social dimension of globalization and thus to define some groundbreaking priorities: on one hand stricter regulation of the commodity market and on the other hand to address the North-South divide between opinions on employment and social insurance. Even though the G20 has become a leading mechanism for international concertation, there is no reason for optimism. Not only does the G20 focus merely on a small selection of questions of global economy, but also the diversity of its members makes it unlikely to reach a strong consensus.
