To increase profitability, add capacity and comply with new federal regulations on bridge safety, North American railroads are exploring means to improve the management of their bridge networks. Current maintenance, repair and replacement (MRR) decisions are informed by bridge inspections and ratings, which recommend observing the response of bridges under trains. However, an objective relationship between bridge responses and the associated impact to railroad operations has yet to be established. If the consequences of MRR decisions could be better determined, then the railroads could more effectively allocate their limited resources. Chief bridge engineers from different Class I railroads provided the values of displacements and assessment used to develop this paper. Researchers monitored displacements from over 50 train crossing events and related them to decisions on operations and maintenance. This paper develops an approach for consequence-based management of bridge networks for making network MRR decisions, employing fragility curves to relate service condition limit states to transverse displacement. The operational costs associated with these service conditions can estimate the total costs of a given MRR policy. In this way, optimum MRR decisions can minimise the total network costs. This paper proposes a single-sided vibro-impact track nonlinear energy sink (SSVI track NES) as an effective way to mitigate the effects of impulsive and seismic excitation on building structures. The SSVI track NES is a passive energy dissipation device, which consists of a mass moving along a track, the shape of which provides a nonlinear restoring force to the mass. Previous studies have analyzed the track NES, which considers the track shape to be smooth and symmetric. By introducing a discontinuity into the shape of the track (e.g., through impact), energy in the primary structure can be scattered to higher frequency responses where it can be dissipated at a faster rate. First, the SSVI track NES is analytically investigated and numerically optimized base on a two degree-of-freedom primary structure. The results of numerical simulations show that the SSVI track NES can be more efficient than both the track NES and tuned mass damper in reducing the response of the primary structure. Based on the analytical studies, the SSVI track NES is experimentally realized and investigated when subjected to both impulse-like and seismic excitations, confirming the numerical predictions and validating the analytical model of the device. Finally, the robustness of the SSVI track NES is investigated numerically. The results of this investigation indicate that the SSVI track NES remains effective over a broad range of input excitation energy levels, as well as during significant changes in the stiffness of the primary structure. The equivalent force control (EFC) method has been developed for real-time hybrid testing to replace the numerical iteration of implicit integration with a force-feedback control loop. With this control loop, the EFC method can also compensate for the time delay in real-time hybrid testing. However, the delay compensation effect of the EFC can be influenced by factors such as noises in the measured displacement. This paper discusses the influence of the measurement noises on real-time hybrid testing with the EFC. The Kalman filter is proposed to filter the noises in the measured actuator displacement for improved performance. A higher proportional gain in the PID controller, which improves the effect of time delay compensation of the EFC method, can be allowed without losing stability when incorporating the Kalman filter. A series of real-time hybrid tests were conducted, and the results validated that the EFC method with Kalman filter can effectively compensate for the time delay. An inexpensive and robust 3D localization system for tracking the position of a user in GPS- or WLAN-denied environments offers significant potential for improving decision-making tasks for civil and infrastructure engineering applications. To this end, an infrastructure-free approach for 3D event localization on commodity smartphones is presented. In the proposed method, the position of the user is continuously tracked based on the smartphone sensory data (the Forward approach) until the user reaches a certain event. Here, an event location refers to the 3D location of a user conducting value-added activities such as tasks involved in emergency response and field reporting of operational issues. Once an event is observed, the motion trajectory of the user is backtracked from the postevent landmark to reestimate the location of the event (the Backward approach). By integrating probability distributions of the Forward and Backward approaches together, the proposed method derives the most-likely location of the event. To validate the proposed approach, seven case studies are conducted in a multistory parking garage. The experimental results show that the probabilistic integration of the localization results from the Forward and Backward dead reckonings can produce more accurate 3D localization results when compared to a single best estimate from a one-way dead reckoning process. Wireless smart sensor networks (WSSNs) have shown great promise in structural health monitoring (SHM), because of their advantages of low cost, higher flexibility, robust data management, and ability to provide better understanding of structural behavior through dense deployment of sensors. However, implementation of wireless SHM systems poses many challenges, one of which is ensuring adequate synchronization of the collected data. This issue arises in WSSNs because each smart sensor in the network having an independent processor with its own local clock, and this clock is not necessarily synchronized with the clocks of other sensors. Moreover, even though the clocks can be accurately synchronized by exchanging time information through beacon messages, the measured data may still be poorly synchronized because of random delays from both software and hardware sources; that is, synchronized clocks do not necessarily yield synchronized sensing. Various algorithms have been proposed to achieve both synchronized clocks and sensing. However, these protocols still lack the desired performance for SHM applications for reasons of extended data collection time, temperature variations resulting in nonlinear clock drift, requirement for prompt response, and so on. In this paper, the unique features and challenges of synchronized sensing for SHM applications are discussed, followed by a numerical investigation of the effect of nonlinear clock drift on data synchronization accuracy. A new synchronized sensing strategy considering nonlinear clock drift compensation is proposed with two different implementations to meet various application requirements. Experimental results show that the proposed time synchronization approach can compensate for temperature effects on clock drift and provide efficient and accurately synchronized sensing (<50 µs maximum error) for SHM, even for long sensing duration.
