Mineral oil hydrocarbons (MOH) are composed of saturated hydrocarbons (MOSH) and aromatic hydrocarbons (MOAH). Due to the complexity of the MOH composition, their complete chemical characterisation is not possible. MOSH accumulation is observed in various tissues, with species-specific differences. Formation of liver epithelioid lipogranulomas and inflammation, as well as increased liver and spleen weights, are observed in Fischer 344 (F344) rats, but not in Sprague-Dawley (SD) rats. These effects are related to specific accumulation of wax components in the liver of F344 rats, which is not observed in SD rats or humans. The CONTAM Panel concluded that F344 rats are not an appropriate model for effects of MOSH with wax components. A NOAEL of 236 mg/kg body weight (bw) per day, corresponding to the highest tested dose in F344 rats of a white mineral oil product virtually free of wax components, was selected as relevant reference point (RP). The highest dietary exposure to MOSH was estimated for the young population, with lower bound-upper bound (LB-UB) means and 95th percentiles of 0.085-0.126 and 0.157-0.212 mg/kg bw per day, respectively. Considering a margin of exposure approach, the Panel concluded that the present dietary exposure to MOSH does not raise concern for human health for all age classes. Genotoxicity and carcinogenicity are associated with MOAH with three or more aromatic rings. For this subfraction, a surrogate RP of 0.49 mg/kg bw per day, calculated from data on eight polycyclic aromatic hydrocarbons, was considered. The highest dietary exposure to MOAH was also in the young population, with LB-UB mean and 95th percentile estimations of 0.003-0.031 and 0.011-0.059 mg/kg bw per day, respectively. This Scientific Opinion covers plant health risks posed by plants of Fagus sylvatica imported from the United Kingdom (UK) as: (a) 1- to 7-year-old bare root plants for planting, (b) < 1- to 15-year-old plants in pots and (c) bundles of 1- to 2-year-old whips and seedlings, taking into account the available scientific information, including the technical information provided by the UK. All pests associated with the commodity were evaluated against specific criteria for their relevance for this opinion. Two EU quarantine pests, Phytophthora ramorum (non-EU isolates) and Thaumetopoea processionea , and two pests not regulated in the EU, Meloidogyne mali and Phytophthora kernoviae , fulfilled all relevant criteria and were selected for further evaluation. For the selected pests, the risk mitigation measures implemented in the technical dossier from the UK were evaluated taking into account the possible limiting factors. For these pests an expert judgement is given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on the pest, including uncertainties associated with the assessment. In the assessment of risk, the age of the plants was considered, reasoning that older trees are more likely to be infested mainly due to longer exposure time and larger size. The degree of pest freedom varies among the pests evaluated, with M. mali being the pest most frequently expected on the imported plants. This Scientific Opinion covers plant health risks posed by rooted plants and bundles of bare root plants or rooted cell grown young plants of Malus sylvestris imported from the UK, taking into account the available scientific information, including the technical information provided by the UK. All pests associated with the commodities were evaluated against specific criteria for their relevance for this opinion. Two quarantine pests (tobacco ringspot virus and tomato ringspot virus), one protected zone quarantine pest ( Erwinia amylovora ) and four non-regulated pests ( Colletotrichum aenigma, Meloidogyne mali, Eulecanium excrescens and Takahashia japonica ) that fulfilled all relevant criteria were selected for further evaluation. For Erwinia amylovora, special requirements are specified in Commission Implementing Regulation (EU) 2019/2072. Based on the information provided in the dossier, these specific requirements for E. amylovora are met. For the remaining six pests, the risk mitigation measures proposed in the technical Dossier from the UK were evaluated, taking into account the possible limiting factors. For these pests, expert judgement is given on the likelihood of pest freedom, taking into consideration the risk mitigation measures acting on the pest, including uncertainties associated with the assessment. The degree of pest freedom varies among the pests evaluated, with scales ( Eulecanium excrescens and Takahashia japonica ) being the pests most frequently expected on the imported bundles of bare root plants or rooted cell grown young plants. This Scientific Opinion concerns the welfare of Domestic ducks ( Anas platyrhynchos domesticus ), Muscovy ducks ( Cairina moschata domesticus ) and their hybrids (Mule ducks), Domestic geese ( Anser anser f. domesticus ) and Japanese quail ( Coturnix japonica ) in relation to the rearing of breeders, birds for meat, Muscovy and Mule ducks and Domestic geese for foie gras and layer Japanese quail for egg production. The most common husbandry systems (HSs) in the European Union are described for each animal species and category. The following welfare consequences are described and assessed for each species: restriction of movement, injuries (bone lesions including fractures and dislocations, soft tissue lesions and integument damage and locomotory disorders including lameness), group stress, inability to perform comfort behaviour, inability to perform exploratory or foraging behaviour and inability to express maternal behaviour (related to prelaying and nesting behaviours). Animal-based measures relevant for the assessment of these welfare consequences were identified and described. The relevant hazards leading to the welfare consequences in the different HSs were identified. Specific factors such as space allowance (including minimum enclosure area and height) per bird, group size, floor quality, characteristics of nesting facilities and enrichment provided (including access to water to fulfil biological needs) were assessed in relation to the welfare consequences and, recommendations on how to prevent the welfare consequences were provided in a quantitative or qualitative way., (© 2023 European Food Safety Authority. A list of pests potentially associated with the commodities was compiled. The relevance of any pest was assessed based on evidence following defined criteria. Only the quarantine pest Erwinia amylovora was selected for further evaluation. This Scientific Opinion addresses a European Commission request on the welfare of calves as part of the Farm to Fork strategy. EFSA was asked to provide a description of common husbandry systems and related welfare consequences, as well as measures to prevent or mitigate the hazards leading to them. In addition, recommendations on three specific issues were requested: welfare of calves reared for white veal (space, group housing, requirements of iron and fibre); risk of limited cow-calf contact; and animal-based measures (ABMs) to monitor on-farm welfare in slaughterhouses. The methodology developed by EFSA to address similar requests was followed. Fifteen highly relevant welfare consequences were identified, with respiratory disorders, inability to perform exploratory or foraging behaviour, gastroenteric disorders and group stress being the most frequent across husbandry systems. Recommendations to improve the welfare of calves include increasing space allowance, keeping calves in stable groups from an early age, ensuring good colostrum management and increasing the amounts of milk fed to dairy calves. In addition, calves should be provided with deformable lying surfaces, water via an open surface and long-cut roughage in racks. Regarding specific recommendations for veal systems, calves should be kept in small groups (2-7 animals) within the first week of life, provided with ~ 20 m 2 /calf and fed on average 1 kg neutral detergent fibre (NDF) per day, preferably using long-cut hay. Recommendations on cow-calf contact include keeping the calf with the dam for a minimum of 1 day post-partum. Longer contact should progressively be implemented, but research is needed to guide this implementation in practice. The ABMs body condition, carcass condemnations, abomasal lesions, lung lesions, carcass colour and bursa swelling may be collected in slaughterhouses to monitor on-farm welfare but should be complemented with behavioural ABMs collected on farm., (© 2023 European Food Safety Authority. EFSA was asked for a scientific opinion on the risks to public health related to the presence of N -nitrosamines ( N -NAs) in food. The risk assessment was confined to those 10 carcinogenic N -NAs occurring in food (TCNAs), i.e. NDMA, NMEA, NDEA, NDPA, NDBA, NMA, NSAR, NMOR, NPIP and NPYR. N -NAs are genotoxic and induce liver tumours in rodents. The in vivo data available to derive potency factors are limited, and therefore, equal potency of TCNAs was assumed. The lower confidence limit of the benchmark dose at 10% (BMDL 10 ) was 10 μg/kg body weight (bw) per day, derived from the incidence of rat liver tumours (benign and malignant) induced by NDEA and used in a margin of exposure (MOE) approach. Analytical results on the occurrence of N -NAs were extracted from the EFSA occurrence database (n = 2,817) and the literature (n = 4,003). Occurrence data were available for five food categories across TCNAs. Dietary exposure was assessed for two scenarios, excluding (scenario 1) and including (scenario 2) cooked unprocessed meat and fish. TCNAs exposure ranged from 0 to 208.9 ng/kg bw per day across surveys, age groups and scenarios. 'Meat and meat products' is the main food category contributing to TCNA exposure. MOEs ranged from 3,337 to 48 at the P95 exposure excluding some infant surveys with P95 exposure equal to zero. Two major uncertainties were (i) the high number of left censored data and (ii) the lack of data on important food categories. The CONTAM Panel concluded that the MOE for TCNAs at the P95 exposure is highly likely (98-100% certain) to be less than 10,000 for all age groups, which raises a health concern., (© 2023 European Food Safety Authority. Following a request from the European Commission, the EFSA Panel on Plant Health performed a risk assessment of Citripestis sagittiferella (Lepidoptera: Pyralidae), the citrus pulp borer, an oligophagous pest reported from South-East Asia and restricted to Citrus spp. The entry risk assessment focused on the citrus fruit pathway. Two scenarios were considered: scenario A0 (current practice) and A2 (additional post-harvest cold treatment). Based on the outputs of the entry model obtained in scenario A0, the median number of founder populations in the EU citrus-growing area is estimated to be slightly less than 10 per year (90%-uncertainty interval between about one entry per 180 years and 1,300 entries per year). The risk of entry and the simulated numbers of founder populations are orders of magnitude lower for scenario A2 compared to scenario A0. The key uncertainties in the entry model include transfer, the cold treatment effectiveness, the disaggregation factor and sorting. The simulated numbers of established populations are only slightly lower than the numbers of founder populations. As the probability of establishment has little impact on the number of established populations, it is not a major source of uncertainty, despite the lack of data on the thermal biology of the pest. The median lag period between establishment and spread is estimated to be slightly more than 1 year (90%-uncertainty interval between about 2 months and 33 months). After the lag period, the median spread rate by natural means (flying) and due to transport of harvested citrus fruit from orchards to packinghouses is estimated at about 100 km/year (90%-uncertainty interval between about 40 and 500 km/year). The main sources of uncertainties affecting the spread rate include the extent to which environmental factors could hamper the build-up of the populations and the lack of data on the spread rate at the origin. The median impact of C. sagittiferella in the EU citrus-growing area is estimated at about 10% of infested fruits among the harvested citrus fruits (90%-uncertainty interval between about 2% and 25%). The European Commission submitted to the EFSA Panel on Plant Health a dossier by USDA proposing to use sulfuryl fluoride on ash log shipments to treat Agrilus planipennis for phytosanitary certification. After collecting additional evidence from USDA APHIS, external experts and literature, the Panel performed a quantitative assessment on the likelihood of pest freedom from A. planipennis, at the point of entry in the EU, of two different commodities fumigated with sulfuryl fluoride: (a) ash logs with bark; and (b) debarked ash logs. An expert judgement is given on the likelihood of pest freedom taking into consideration the measures acting on the pest, including uncertainties associated with the assessment. The likelihood of pest freedom from A. planipennis is lower for ash logs with bark compared with debarked ash logs. With 95% certainty, the Panel concludes that between 9,740 and 10,000 containers of ash logs with bark per 10,000 and between 9,989 and 10,000 containers of debarked ash logs per 10,000 will be free from A. planipennis, when fumigated with sulfuryl fluoride at the specific treatment regime proposed by the USDA APHIS., (© 2023 European Food Safety Authority. This Scientific Opinion considers the welfare of domestic fowl ( Gallus gallus ) related to the production of meat (broilers) and includes the keeping of day-old chicks, broiler breeders, and broiler chickens. Currently used husbandry systems in the EU are described. Overall, 19 highly relevant welfare consequences (WCs) were identified based on severity, duration and frequency of occurrence: 'bone lesions', 'cold stress', 'gastro-enteric disorders', 'group stress', 'handling stress', 'heat stress', 'isolation stress', 'inability to perform comfort behaviour', 'inability to perform exploratory or foraging behaviour', 'inability to avoid unwanted sexual behaviour', 'locomotory disorders', 'prolonged hunger', 'prolonged thirst', 'predation stress', 'restriction of movement', 'resting problems', 'sensory under- and overstimulation', 'soft tissue and integument damage' and 'umbilical disorders'. These WCs and their animal-based measures (ABMs) that can identify them are described in detail. A variety of hazards related to the different husbandry systems were identified as well as ABMs for assessing the different WCs. Measures to prevent or correct the hazards and/or mitigate each of the WCs are listed. Recommendations are provided on quantitative or qualitative criteria to answer specific questions on the welfare of broilers and related to genetic selection, temperature, feed and water restriction, use of cages, light, air quality and mutilations in breeders such as beak trimming, de-toeing and comb dubbing. In addition, minimal requirements (e.g. stocking density, group size, nests, provision of litter, perches and platforms, drinkers and feeders, of covered veranda and outdoor range) for an enclosure for keeping broiler chickens (fast-growing, slower-growing and broiler breeders) are recommended. Four quarantine pests (peach rosette mosaic virus, tomato ringspot virus, Anoplophora chinensis, Scirtothrips dorsalis ) and 14 non-regulated pests ( Hoplolaimus galeatus, Lasiodiplodia pseudotheobromae, Neoscytalidium dimidiatum, Neoscytalidium novaehollandiae, Didesmococcus unifasciatus, Euzophera semifuneralis, Lepidosaphes malicola, Lepidosaphes pistaciae, Maconellicoccus hirsutus, Malacosoma parallela, Nipaecoccus viridis, Phenacoccus solenopsis, Pochazia shantungensis, Russellaspis pustulans ) that fulfilled all relevant criteria were selected for further evaluation. For these 18 pests, the risk mitigation measures proposed in the technical Dossier from Türkiye were evaluated taking into account the possible limiting factors. For the selected pests, an expert judgement is given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on the pest, including uncertainties associated with the assessment. The degree of pest freedom varies among the pests evaluated, with fungi from Botryosphaeriaceae family ( L. pseudotheobromae, N. dimidiatum and N. novaehollandiae ) being the pests most frequently expected on the imported plants. The European Commission requested the EFSA Panel on Plant Health to prepare and deliver a scientific opinion on the efficacy of a postharvest treatment aiming to eradicate all developmental stages of Guatemalan potato tuber moth Tecia solanivora (Lepidoptera: Gelechiidae) in ware potatoes. The Panel evaluated the scientific publication describing the elevated CO 2 treatment, which was defined as: 10-day exposure to 30% CO 2 , 20% O 2 and 50% N 2 in controlled atmosphere at 17°C on the variety Negra Yema de Huevo (Papas Antiguas de Canarias, PDO potatoes, Solanum chaucha ). In the scientific publication, the treatment was applied under semi-commercial and commercial conditions on artificially and field-infested tubers. The effect of the pest developmental stage on the treatment efficacy was investigated with artificial infestation of potato tubers with eggs, neonate and second instar larvae. Pupae and adults were placed in separate containers during the treatment. However, the third and fourth larval instars were not investigated. Further limitations were the sample size in the experiments, the mortality rate in the control group and the unknown level of infestation of the naturally infested potato tubers. It was not possible to evaluate the degree of pest freedom due to incomplete data on the conditions of production, i.e. the infestation level in the field. The Panel was able to conclude that although no surviving insects were observed in the performed experiments, the statistical evaluation of the presented results from the commercial trial indicate that it cannot be excluded that insects would survive the treatment. Following a request from the European Commission, the EFSA Panel on Plant Health performed a risk assessment of Xanthomonas citri pv. viticola (Xcv). This pest causes bacterial canker of grapevine and is reported from Brazil and India. Two scenarios were considered: scenario A0 (current practice) and A2 (additional control measures). For the fresh grape import pathway, scenario A0 results in an order of magnitude of about one entry per 10 years (median; 90% uncertainty interval between ca. one entry per 18,000 years and ca. five entries per year). For the Vitis spp. plants for planting for research/breeding purposes import pathway, the risk of entry is several orders of magnitude smaller than the risk due to fresh grape import. This outcome is also obtained under scenario A2. The key entry uncertainties include import volume and transfer (for plants for planting), transfer and the disaggregation factor (for fresh grapes) and the limited availability of epidemiological data. The extent of the area favourable for Xcv establishment in the EU is uncertain, illustrating the limitations of climate suitability assessments when based on few data points and little epidemiological information. Nevertheless, the risk of Xcv establishment is only slightly lower than the risk of Xcv entry, i.e. no major establishment constraints are expected for most entries. Similarly, the risk of Xcv establishment is assessed as only slightly lower under current climate compared to the climate of 2041-2060. For grapevine growing areas in the EU with average yearly temperature above 17°C, the lag phase between establishment and spread is expected to be about 3 years (median; 90% range between ca. 6 months and ca. 6 years). Under the same scenario, the rate of spread by natural means is assessed to be ca. 300 m/year (median; 90% range between ca. 35 and ca. 800 m/year). The spread rate would be considerably higher considering movements of plants and cutting tools or machinery. The percentage of grapevine plants infected by Xcv in production sites as yearly average over a 30-year production cycle is estimated to be ca. 17% (median; 90% range between ca. 1.5% and ca. 46%) in table grapes and ca. 12% (median; 90% range between ca. 0.7% and ca. 37%) in wine grapes. Following a request from the European Commission, the EFSA Panel on Plant Health performed a pest risk assessment of Amyelois transitella (Lepidoptera: Pyralidae), the navel orangeworm, for the EU. The quantitative assessment considered two scenarios: (i) current practices and (ii) a requirement for chilled transport. The assessment focused on pathways of introduction, climatic conditions and cultivation of hosts allowing establishment, spread and impact. A. transitella is a common pest of almonds, pistachios and walnuts in California, which is the main source for these nuts imported into the EU. Based on size of the trade and infestation at origin, importation of walnuts and almonds from the USA was identified as the most important pathways for entry of A. transitella. Using expert knowledge elicitation (EKE) and pathway modelling, a median estimate of 2,630 infested nuts is expected to enter the EU each year over the next 5 years (90% certainty range (CR) from 338 to 26,000 infested nuts per year). However, due to estimated small likelihoods of transfer to a host, mating upon transfer and survival of founder populations, the number of populations that establish was estimated to be 0.000698 year -1 (median, 90% CR: 0.0000126-0.0364 year -1 ). Accordingly, the expected period between founding events is 1,430 years (median, 90% CR: 27.5-79,400 year). The likelihood of entry resulting in establishment is therefore considered very small. However, this estimate has high uncertainty, mainly concerning the processes of transfer of the insect to hosts and the establishment of founder populations by those that successfully transfer. Climate matching and CLIMEX modelling indicate that conditions are most suitable for establishment in the southern EU, especially around the Mediterranean basin. The median rate of natural spread was estimated to be 5.6 km/year (median, 90% CR 0.8-19.3 km/year), after an initial lag period of 3.1 year (mean, 90% CR 1.7-6.2 year) following the establishment of a founder population. If A. transitella did establish, estimated median yield losses in nuts were estimated to be in the order of 1-2% depending on the nut species and production system. This opinion, produced upon a request from the European Commission, focuses on transport of domestic birds and rabbits in containers (e.g. any crate, box, receptacle or other rigid structure used for the transport of animals, but not the means of transport itself). It describes and assesses current transport practices in the EU, based on data from literature, Member States and expert opinion. The species and categories of domestic birds assessed were mainly chickens for meat (broilers), end-of-lay hens and day-old chicks. They included to a lesser extent pullets, turkeys, ducks, geese, quails and game birds, due to limited scientific evidence. The opinion focuses on road transport to slaughterhouses or to production sites. For day-old chicks, air transport is also addressed. The relevant stages of transport considered are preparation, loading, journey, arrival and uncrating. Welfare consequences associated with current transport practices were identified for each stage. For loading and uncrating, the highly relevant welfare consequences identified are handling stress, injuries, restriction of movement and sensory overstimulation. For the journey and arrival, injuries, restriction of movement, sensory overstimulation, motion stress, heat stress, cold stress, prolonged hunger and prolonged thirst are identified as highly relevant. For each welfare consequence, animal-based measures (ABMs) and hazards were identified and assessed, and both preventive and corrective or mitigative measures proposed. This scientific opinion focuses on the welfare of pigs on farm, and is based on literature and expert opinion. All pig categories were assessed: gilts and dry sows, farrowing and lactating sows, suckling piglets, weaners, rearing pigs and boars. The most relevant husbandry systems used in Europe are described. For each system, highly relevant welfare consequences were identified, as well as related animal-based measures (ABMs), and hazards leading to the welfare consequences. Moreover, measures to prevent or correct the hazards and/or mitigate the welfare consequences are recommended. Recommendations are also provided on quantitative or qualitative criteria to answer specific questions on the welfare of pigs related to tail biting and related to the European Citizen's Initiative 'End the Cage Age'. For example, the AHAW Panel recommends how to mitigate group stress when dry sows and gilts are grouped immediately after weaning or in early pregnancy. Results of a comparative qualitative assessment suggested that long-stemmed or long-cut straw, hay or haylage is the most suitable material for nest-building. A period of time will be needed for staff and animals to adapt to housing lactating sows and their piglets in farrowing pens (as opposed to crates) before achieving stable welfare outcomes. The panel recommends a minimum available space to the lactating sow to ensure piglet welfare (measured by live-born piglet mortality). Among the main risk factors for tail biting are space allowance, types of flooring, air quality, health status and diet composition, while weaning age was not associated directly with tail biting in later life. The relationship between the availability of space and growth rate, lying behaviour and tail biting in rearing pigs is quantified and presented. This document provides methodological guidance developed by the EFSA Panel on Animal Health and Welfare to produce Scientific Opinions in response to mandates received from the European Commission in the context of the Farm to Fork Strategy. The mandates relate to the welfare of (i) animals during transport, (ii) calves, (iii) laying hens, (iv) broilers, (v) pigs, (vi) ducks, geese and quails, and (vii) dairy cows. This guidance was developed in order to define the methods and strategy to be applied for responding to the Terms of Reference (ToRs) of the mandates. The mandates each consist of a set of General ToRs which refer to the husbandry systems used in the production of each animal species or the current transport practices for free moving animals and animals transported in cages, and a set of specific ToRs for which difficulties in ensuring animal welfare have been identified and where specific scenarios are envisaged. Part I of the guidance includes a description of welfare consequences for the animals. Part II includes a new methodology for providing quantitative recommendations regarding animal welfare. The proposed methodology follows the assumption that the effect of an exposure variable (e.g. space allowance) on animal welfare can be quantified by comparing the expression of an animal-based measure (ABM) under 'unexposed conditions' (e.g. unlimited space) and under high exposure (e.g. restrictive conditions). The level of welfare as assessed through this ABM can be quantified for different levels of the exposure variable (e.g. at increasing space allowances) and quantitative recommendations can thus be provided. The exporting country does meet the requirement for a certificate regarding plants for planting that originate from Turkish provinces other than Istanbul. The European Commission requested the EFSA Panel on Plant Health to prepare and deliver a scientific opinion on the risk posed by bonsai plants from China consisting of Pinus parviflora grafted on Pinus thunbergii taking into account the available scientific information, including the technical information provided by China. All pests associated with P. parviflora and/or P. thunbergii were evaluated against specific criteria for their relevance for this Scientific Opinion. Forty-three pests that fulfilled all relevant criteria were selected for further evaluation. For 24 pests that are not quarantine in the EU, the risk mitigation measures described in the technical dossier from China were evaluated taking into account the possible limiting factors. For these pests, an expert judgement is given on the likelihood of pest freedom taking into consideration the risk mitigation measures acting on the pest, including uncertainties associated with the assessment. While the estimated degree of pest freedom varied among pests, Setoptus parviflorae was the pest most frequently expected on the commodity. The Expert Knowledge Elicitation indicated, with 95% certainty, that 9,114 or more bonsai plants per 10,000 will be free from Setoptus parviflorae . For 19 pests that are quarantine in the EU, the implementation of specific measures defined in point 30 and 31 of Annex VII of Commission Implementing Regulation (EU) 2019/2072 was evaluated. Following a request of the European Commission, EFSA and ANSES, beneficiary of the EFSA tasking grant on horizon scanning for plant pests (GP/EFSA/ALPHA/2017/02), developed a methodology to order by risk non-regulated pests recently identified through the monitoring of media and scientific literature. The ranking methodology proposed at the end of the pilot phase was based on the scoring of pests under evaluation following 16 criteria related to the steps of the pest risk assessment scheme. The multicriteria matrix of scores obtained was then submitted to the multicriteria analysis method PROMETHEE. The pilot methodology was tested on a limited number of pests (14 pests identified during the monitoring activity, and 4 'control' pests whose well-known risk should be reflected either in a positive or negative score), then applied on all non-regulated pests identified through the media and scientific literature monitoring in the first 2 years of the project. After having collected feedback from the targeted final users (EU risk managers), the methodology underwent a few refinements: (i) implementation of the methodology to a set of already assessed reference pests from EFSA opinions, (ii) exclusions of three criteria from the scoring phase, (iii) identification of pests proposed for further action ('positive' pests), using a threshold defined after scoring the reference pests., (© 2022 European Food Safety Authority. The European Commission requested to the EFSA Panel on Plant Health to evaluate a dossier from South Africa where the application of the systems approach to mitigate the risk of entry of the false codling moth, Thaumatotibia leucotreta (Lepidoptera: Tortricidae), into the EU when trading citrus fruits is explained. After collecting additional evidence from the Department of Agriculture, Land Reform and Rural Development of South Africa, and reviewing the published literature, the Panel performed an assessment on the likelihood of pest freedom for T. leucotreta on citrus fruits at the point of entry in the EU considering the proposed systems approach. An expert judgement is given on the likelihood of pest freedom following the evaluation of the risk mitigation measures on T. leucotreta , including any uncertainties. There are three options (i.e. A, B and C) within the systems approach followed in South Africa that differentiate mainly in the sampling intensity in the field and the packing house as well as in temperature conditions during shipment. Therefore, three independent elicitations were conducted, one for each option. The main uncertainties were: (1) whether sampling once per orchard is representative for subsequent harvests (within 4 weeks) from the same orchard; (2) the correct implementation of the temperature regimes during shipment; (3) the mortality rate in fruit estimated for the different temperature regimes. The Expert Knowledge Elicitation indicated with 95% certainty that 9,182 out of 10,000 pallets for option A, 8,478 out of 10,000 pallets for option B, and 9,743 out of 10,000 pallets for option C will be free from T. leucotreta . In light of the additional information provided by South Africa once the elicitations were performed, it became apparent that the setting temperature during shipment was not achieved in 12 out of 14 cases of interceptions. Therefore, there is increased uncertainty on pest freedom. This opinion assesses the risk posed by different matrices to introduce African swine fever virus (ASFV) to non-affected regions of the EU. Matrices assessed are feed materials, enrichment/bedding materials and empty live pigs transport vehicles returning from affected areas. Although the risk from feed is considered to be lower than several other pathways (e.g. contact with infected live animals and swill feeding), it cannot be ruled out that matrices assessed in this opinion pose a risk. Evidence on survival of ASFV in different matrices from literature and a public consultation was used in an Expert Knowledge Elicitation (EKE) on the possible contamination of products and traded or imported product volumes used on pig farms. The EKE results were used in a model that provided a risk-rank for each product's contamination likelihood ('q'), its trade or import volume from affected EU or Eurasian areas (N) and the modelled number of potentially infected pig farms (N × q). The products ranking higher regardless of origin or destination were mash and pelleted compound feed, feed additives and cereals. Bedding/enrichment materials, hydrolysed proteins and blood products ranked lowest regardless of origin or destination. Empty vehicles ranked lower than compound feed but higher than non-compound feed or bedding/enrichment material. It is very likely (95-99% certainty) that compound feed and cereals rank higher than feed materials, which rank higher than bedding/enrichment material and forage. As this is an assessment based on several parameters including the contamination and delivery to a pig farm, all of which have the same impact on the final ranking, risk managers should consider how the relative rank of each product may change with an effective storage period or a virus inactivation step., (© 2021 European Food Safety Authority. The European Commission requested EFSA Panel on Plant Health to evaluate a dossier from Israel in which the application of the systems approach to mitigate the risk of entry of Thaumatotibia leucotreta to the EU when trading citrus fruits is described. After collecting additional evidence from the Plant Protection and Inspection Services (PPIS) of Israel, and reviewing the published literature, the Panel performed an assessment on the likelihood of pest freedom for T. leucotreta on citrus fruits at the point of entry in the EU considering the Israelian systems approach. An expert judgement is given on the likelihood of pest freedom following the evaluation of the risk mitigation measures on T. leucotreta , including any uncertainties. This scientific opinion covers the plant health risks posed by the following commodities: (i) scions and (ii) grafted plants of Persea americana imported from Israel, taking into account the available scientific information, including the technical information provided by the Plant Protection and Inspection Services from Israel. The relevance of an EU quarantine pest for this opinion was based on evidence that: (i) the pest is present in Israel; (ii) P. americana is a host of the pest and (iii) the pest can be associated with the commodity. The European Commission submitted to the EFSA Panel on Plant Health a Dossier by USDA proposing a systems approach to mitigate the risk of entry of Bretziella fagacearum to the EU when trading oak logs with bark from the USA. Due to the forthcoming ban of methyl bromide (MB), the Dossier indicates sulfuryl fluoride (SF) as the substitute fumigant for this commodity. After collecting additional evidence from USDA,EU NPPOs, external experts and the published literature, the Panel performed a quantitative assessment on the likelihood of pest freedom for B. fagacearum at the point of entry in the EU, comparing the proposed systems approach with those already implemented by Commission Decision 2005/359/EC. The Panel provided also a non-quantitative assessment for all risk reduction options (RROs) proposed to be undertaken in the EU, from the point of entry to processing at the sawmill. The quantitative assessment until the EU point of entry, based on experts' judgement, indicated that: i) the most effective import option remains the current one with MB (95% certainty that between 9,573 and 10,000 containers per 10,000 would be free of B. fagacearum ), followed by that with SF (95% certainty that between 8,639 and 10,000 containers per 10,000 would be free of B. fagacearum ) and, last, by the other existing option based on delivering white oak logs in certain periods of the year to certain regions of the EU without fumigation (95% certainty, between 7,803 and 10,000 containers per 10,000). RROs proposed to be undertaken in the EU are expected to further reduce the risk of establishment of B. fagacearum , should these RROs be regulated, correctly implemented and checked by NPPOs. On-land transport/storage of fresh fishery products (FFP) for up to 3 days in 'tubs' of three-layered poly-ethylene filled with freshwater and ice was compared to the currently authorised practice (fish boxes of high-density poly-ethylene filled with ice). The impact on the survival and growth of biological hazards in fish and the histamine production in fish species associated with a high amount of histidine was assessed. In different modelling scenarios, the FFP are stored on-board in freshwater or seawater/ice (in tubs) and once on-land they are 'handled' (i.e. sorted or gutted and/or filleted) and transferred to either tubs or boxes. The temperature of the FFP was assumed to be the most influential factor affecting relevant hazards. Under reasonably foreseeable 'abusive' scenarios and using a conservative modelling approach, the growth of the relevant hazards (i.e. Listeria monocytogenes , Aeromonas spp. and non-proteolytic Clostridium botulinum ), is expected to be < 0.2 log 10 units higher in tubs than in boxes after 3 days when the initial temperature of the fish is 0°C ('keeping' process). Starting at 7°C ('cooling-keeping' process), the expected difference in the growth potential is higher (< 1 log 10 for A. hydrophila and < 0.5 log 10 for the other two hazards) due to the poorer cooling capacity of water and ice (tub) compared with ice (box). The survival of relevant hazards is not or is negligibly impacted. Histamine formation due to growth of Morganella psychrotolerans under the 'keeping' or 'cooling-keeping' process can be up to 0.4 ppm and 1.5 ppm higher, respectively, in tubs as compared to boxes after 3 days, without reaching the legal limit of 100 ppm. A multi-country outbreak of Listeria monocytogenes ST6 linked to blanched frozen vegetables (bfV) took place in the EU (2015-2018). Evidence of food-borne outbreaks shows that L. monocytogenes is the most relevant pathogen associated with bfV. The probability of illness per serving of uncooked bfV, for the elderly (65-74 years old) population, is up to 3,600 times greater than cooked bfV and very likely lower than any of the evaluated ready-to-eat food categories. The main factors affecting contamination and growth of L. monocytogenes in bfV during processing are the hygiene of the raw materials and process water; the hygienic conditions of the food processing environment (FPE); and the time/Temperature (t/T) combinations used for storage and processing (e.g. blanching, cooling). Relevant factors after processing are the intrinsic characteristics of the bfV, the t/T combinations used for thawing and storage and subsequent cooking conditions, unless eaten uncooked. Analysis of the possible control options suggests that application of a complete HACCP plan is either not possible or would not further enhance food safety. Instead, specific prerequisite programmes (PRP) and operational PRP activities should be applied such as cleaning and disinfection of the FPE, water control, t/T control and product information and consumer awareness. The occurrence of low levels of L. monocytogenes at the end of the production process (e.g. < 10 CFU/g) would be compatible with the limit of 100 CFU/g at the moment of consumption if any labelling recommendations are strictly followed (i.e. 24 h at 5°C). Under reasonably foreseeable conditions of use (i.e. 48 h at 12°C), L. monocytogenes levels need to be considerably lower (not detected in 25 g). Routine monitoring programmes for L. monocytogenes should be designed following a risk-based approach and regularly revised based on trend analysis, being FPE monitoring a key activity in the frozen vegetable industry., (© 2020 European Food Safety Authority. The EFSA Panel on Plant Health was requested to prepare and deliver risk assessments for commodities listed in the relevant Implementing Acts as 'High risk plants, plant products and other objects' [Commission Implementing Regulation (EU) 2018/2019 establishing a provisional list of high-risk plants, plant products or other objects, within the meaning of Article 42 of Regulation (EU) 2016/2031]. The current Scientific Opinion covers all plant health risks posed by Albizia julibrissin imported from Israel, taking into account the available scientific information, including the technical information provided by Israel. The relevance of an EU-regulated pest for this opinion was based on evidence that: (i) the pest is present in Israel; (ii) A. julibrissin is a host of the pest and (iii) the pest can be associated with the commodity. The relevance of this opinion for other non EU-regulated pests was based on evidence that (i) the pest is present in Israel; (ii) the pest is absent in the EU; (iii) A. julibrissin is a host of the pest; (iv) the pest can be associated with the commodity and (v) the pest may have an impact and can pose a potential risk for the EU territory. Three pests (two insects, Aonidiella orientalis and Euwallacea fornicatus ; one fungus, Fusarium euwallaceae ) that fulfilled all criteria were selected for further evaluation. For the three selected pests, the risk mitigation measures proposed in the technical dossier were evaluated. Limiting factors on the effectiveness of the measures were documented. For the selected pests, an expert judgement on the likelihood of pest freedom is given taking into consideration the risk mitigation measures acting on the pest, including uncertainties associated with the assessment. Rabbits of different ages may have to be killed on-farm for purposes other than slaughter (where slaughter is defined as killing for human consumption) either individually or on a large scale (e.g. for production reasons or for disease control). The purpose of this opinion was to assess the risks associated to the on-farm killing of rabbits. The processes during on-farm killing that were assessed included handling, stunning and/or killing methods (including restraint). The latter were grouped into four categories: electrical methods, mechanical methods, controlled atmosphere method and lethal injection. In total, 14 hazards were identified and characterised, most of these related to stunning and/or killing. The staff was identified as the origin for all hazards, either due to lack of the appropriate skill sets needed to perform tasks or due to fatigue. Possible corrective and preventive measures were assessed: measures to correct hazards were identified for five hazards and the staff was shown to have a crucial role in prevention. Five welfare consequences of the welfare hazards to which rabbits can be exposed to during on-farm killing were identified: not being dead, consciousness, pain, fear and distress. Welfare consequences and relevant animal-based measures were described. Outcome tables linking hazards, welfare consequences, animal-based measures, origins, preventive and corrective measures were developed for each process.
