There is considerable evidence that young children in many developing countries suffer from profound deficits in nutrition, health, fine and gross motor skills, cognitive development, and socio-emotional development. Early childhood development (ECD) outcomes are important markers of the welfare of children. In addition, the deleterious effects of poor outcomes in early childhood can be long-lasting, affecting school attainment, employment, wages, criminality, and measures of social integration of adults. This paper considers the theoretical case to be made for investments in early childhood, selectively reviews the literature on the impact of ECD programs in the United States, discusses the evidence from Latin America and the Caribbean, and makes suggestions for future research. The focus is on the relation between outcomes in early childhood and measures of household socioeconomic status, child health, and parenting practices, as well as on the impact of specific policies and programs. The knowledge base on early childhood outcomes is still thin in Latin America and the Caribbean. There are therefore very high returns to comparative descriptive analysis in the region, as well as to careful evaluations of the impact of various programs. (Contains 1 table and 1 figure.)

This paper analyzes the effects of the 1988-1992 macroeconomic crisis in Peru on the schooling and employment decisions taken by school-aged children in urban areas. It discusses the Peruvian setting during this period and describes the data used in the analysis and the econometric specification. Two basic findings were made: (1) there was no effect of the crisis on attendance rates of school-aged children, however, the fraction of children who were both employed and in school decreased significantly during the crisis; and (2) mean educational attainment increased significantly for children exposed to the crisis than for those unexposed. The paper argues that these findings may be related. Children who are not employed have more time available and, therefore, may put more effort into school. The analysis concludes with a discussion of the implications of these findings for the design of appropriate social protection policies. (Includes 21 notes, six figures, and four tables. Since its creation in 1991, the Peruvian Social Fund (FONCODES) has spent about $570 million funding micro-projects throughout the country. Many of these projects have involved the construction and renovation of school facilities, mainly primary schools in rural areas. FONCODES projects are driven by community demand and targeted using an index of "unmet basic needs." This paper analyzes the targeting and impact of FONCODES investments in the education sector between 1992 and 1998 focusing on the extent to which FONCODES has been successful in transferring resources to poor areas and households, and the impact of investments in school facilities on various educational measures. Data from FONCODES documents, the Peruvian census, and three national surveys were analyzed using a number of descriptive and econometric techniques. Findings show that FONCODES has reached poor districts and, to the extent that they live in these districts, poor households; and that households in districts receiving greater FONCODES education expenditures had bigger gains in school attendance for young children. There was no evidence that FONCODES affected the probability of students being at the right grade level, and only weak evidence that it decreased the average time it takes children to get to school. Lack of disaggregated data precluded analysis of impact on academic achievement and other measures of school quality. (Contains 44 references and 18 figures and data tables.) (SV)

The flat spectrum radio quasar (FSRQ) PKS 2123−463 was associated in the First Fermi-LAT source catalog with the gamma-ray source 1FGL J2126.1−4603, but when considering the full first two years of Fermi observations, no gamma-ray source at a position consistent with this FSRQ was detected, and thus PKS 2123−463 was not reported in the Second Fermi-LAT source catalog. On 2011 December 14 a gamma-ray source positionally consistent with PKS 2123−463 was detected in flaring activity by Fermi-LAT. This activity triggered radio-to-X-ray observations by the Swift, GROND, ATCA, Ceduna, and KAT-7 observatories. Results of the localization of the gamma-ray source over 41 months of Fermi-LAT operation are reported here in conjunction with the results of the analysis of radio, optical, UV and X-ray data collected soon after the gamma-ray flare. The strict spatial association with the lower energy counterpart together with a simultaneous increase of the activity in optical, UV, X-ray and gamma-ray bands led to a firm identification of the gamma-ray source with PKS 2123−463. A new photometric redshift has been estimated as z = 1.46 +/- 0.05 using GROND and Swift/UVOT observations, in rough agreement with the disputed spectroscopic redshift of z = 1.67. We fit the broadband spectral energy distribution with a synchrotron/external Compton model. We find that a thermal disk component is necessary to explain the optical/UV emis- sion detected by Swift/UVOT. This disk has a luminosity of 1.8x1046 erg s−1, and a fit to the disk emission assuming a Schwarzschild (i.e., nonrotating) black hole gives a mass of 2 x 109 M(solar mass). This is the first black hole mass estimate for this source.

The first observational evidence of a connection between supernovae (SNe) and gamma-ray bursts (GRBs) was found about a decade ago. Since then, only half a dozen spectroscopically confirmed associations have been discovered and XRF 1003160 associated with the type-Ic SN 20lObh is among the latest. Aims. We constrain the progenitor radius, the host-galaxy extinction, and the physical parameters of the explosion of XRF l00316D/SN 20lObh at z 0.059. We study the SN brightness and colours in the context of GRB-SNe. Methods. We began observations with the Gamma-Ray burst Optical and Near-infrared Detector (GROND) 12 hours after the GRB trigger and continued until 80 days after the burst. GROND provided excellent photometric data in six filter bands covering a wavelength range from approximately 350 to 1800 nm, significantly expanding the pre-existing data set for this event. Combining GROND and Swift data, the early broad-band spectral energy distribution (SED) is modelled with a blackbody and afterglow component attenuated by dust and gas absorption. The temperature and radius evolution of the thermal component are analysed and combined with earlier measurements available from the literature. Templates of SN 1998bw are fitted to the SN itself to directly compare the lightcurve properties. Finally, a two-component parametrized model is fitted to the quasi-bolometric light curve. which delivers physical parameters of the explosion. Results. The best-fit models to the broad-band SEDs imply moderate reddening along the line of sight through the host galaxy (A(sub v.host = 1.2 +/- 0.1 mag). Furthermore, the parameters of the blackbody component reveal a cooling envelope at an apparent initial radius of 7 x 10(exp 11) cm, which is compatible with a dense wind surrounding a Wolf-Rayet star. A multicolor comparison shows that SN 2010bh is 60 - 70% as bright as SN 1998bw. Reaching maximum brightness at 8 - 9 days after the burst in the blue bands, SN 20lObh proves to be the most rapidly evolving GRB-SNe to date. Modelling of the quasi-bolometric light curve yields M(sub Ni) = 0.21 +/- 0.03 solar M and M(sub ej) = 2.6 +/- 0.2 solar M, typical of values within the GRB-SN population. The kinetic energy is E(sub k) = (2.4 +/- 0.7) x 10(exp 52) erg, which is making this SN the second most energetic GRB-SN after SN 1998bw. Conclusions. This supernova has one of the earliest peaks ever recorded and thereafter fades more rapidly than other GRB-SNe, hypernovae, or typical type-Ic SNe. This could be explained by a thin envelope expanding at very high velocities, which is therefore unable to retain the gamma-rays that would prolong the duration of the SN event.

We disentangle which differences are instrumental selection effects versus intrinsic properties, in order to better understand the nature of the special characteristics of the LAT bursts.

Context. Observations of the gamma-ray sky with Fermi led to significant advances towards understanding blazars, the most extreme class of Active Galactic Nuclei. A large fraction of the population detected by Fermi is formed by BL Lacertae (BL Lac) objects, whose sample has always suffered from a severe redshift incompleteness due to the quasi-featureless optical spectra. Aims. Our goal is to provide a significant increase of the number of confirmed high-redshift BL Lac objects contained in the 2 LAC Fermi/LAT catalog. Methods. For 103 Fermi/LAT blazars, photometric redshifts using spectral energy distribution fitting have been obtained. The photometry includes 13 broad-band filters from the far ultraviolet to the near-IR observed with Swift/UVOT and the multi-channel imager GROND at the MPG/ESO 2.2m telescope. Data have been taken quasi-simultaneously and the remaining source-intrinsic variability has been corrected for. Results. We release the UV-to-near-IR 13-band photometry for all 103 sources and provide redshift constraints for 75 sources without previously known redshift. Out of those, eight have reliable photometric redshifts at z > or approx. 1.3, while for the other 67 sources we provide upper limits. Six of the former eight are BL Lac objects, which quadruples the sample of confirmed high-redshift BL Lac. This includes three sources with redshifts higher than the previous record for BL Lac, including CRATES J0402-2615, with the best-fit solution at z approx. = 1.9.

Using high-quality, broad-band afterglow data for GRB 091127, we investigate the validity of the synchrotron fireball model for gamma-ray bursts, and infer physical parameters of the ultra-relativistic outflow. Methods. We used multi-wavelength (NIR to X-ray) follow-up observations obtained with GROND simultaneously in the g' r' t' i' z' JH filters and the XRT onboard the Swift satellite in the 0.3 to 10 keY energy range. The resulting afterglow light curve is of excellent accuracy with relative photometric errors as low as 1 %, and the spectral energy distribution (SED) is well-sampled over 5 decades in energy. These data present one of the most comprehensive observing campaigns for a single GRB afterglow and allow us to test several proposed emission models and outflow characteristics in unprecedented detail. Results. Both the multi-color light curve and the broad-band SED of the afterglow of GRB 091127 show evidence of a cooling break moving from high to lower energies. The early light curve is well described by a broken power-law, where the initial decay in the optical/NlR wavelength range is considerably flatter than at X-rays. Detailed fitting of the time-resolved SED shows that the break is very smooth with a sharpness index of 2.2 +/- 0.2, and evolves towards lower frequencies as a power-law with index -1.23 +/- 0.06. These are the first accurate and contemporaneous measurements of both the sharpness of the spectral break and its time evolution. Conclusions. The measured evolution of the cooling break (V(sub c) varies as t(sup -1.2) is not consistent with the predictions of the standard model, wherein V(sub c) varies as t(sup -05) is expected. A possible explanation for the observed behavior is a time dependence of the microphysical parameters, in particular the fraction of the total energy in the magnetic field epsilon(sub Beta). This conclusion provides further evidence that the standard fireball model is too simplistic, and time-dependent micro-physical parameters may be required to model the growing number of well-sampled afterglow light curves.

The afterglows and host galaxies of long gamma-ray bursts (GRBs) offer unique opportunities to study star-forming galaxies in the high-z Universe, Until recently, however. the information inferred from GRB follow-up observations was mostly limited to optically bright afterglows. biasing all demographic studies against sight-lines that contain large amounts of dust. Aims. Here we present afterglow and host observations for a sample of bursts that are exemplary of previously missed ones because of high visual extinction (A(sub v) (Sup GRB) approx > 1 mag) along the sight-line. This facilitates an investigation of the properties, geometry and location of the absorbing dust of these poorly-explored host galaxies. and a comparison to hosts from optically-selected samples. Methods. This work is based on GROND optical/NIR and Swift/XRT X-ray observations of the afterglows, and multi-color imaging for eight GRB hosts. The afterglow and galaxy spectral energy distributions yield detailed insight into physical properties such as the dust and metal content along the GRB sight-line as well as galaxy-integrated characteristics like the host's stellar mass, luminosity. color-excess and star-formation rate. Results. For the eight afterglows considered in this study we report for the first time the redshift of GRBs 081109 (z = 0.97S7 +/- 0.0005). and the visual extinction towards GRBs 0801109 (A(sub v) (Sup GRB) = 3.4(sup +0.4) (sub -0.3) mag) and l00621A (A(sub v) (Sup GRB) = 3.8 +/- 0.2 mag), which are among the largest ever derived for GRB afterglows. Combined with non-extinguished GRBs. there is a strong anti-correlation between the afterglow's metals-to-dust ratio and visual extinction. The hosts of the dustiest afterglows are diverse in their properties, but on average redder(((R - K)(sub AB)) approximates 1.6 mag), more luminous ( approximates 0.9 L (sup *)) and massive ((log M(sup *) [M(solar]) approximates 9.8) than the hosts of optically-bright events. We hence probe a different galaxy population. suggesting that previous host samples miss most of the massive. chemically-evolved and metal-rich members. This also indicates that the dust along the sight-line is often related to host properties, and thus probably located in the diffuse ISM or interstellar clouds and not in the immediate GRB environment. Some of the hosts in our sample. are blue, young or of small stellar mass illustrating that even apparently non-extinguished galaxies possess very dusty sight-lines due to a patchy dust distribution. Conclusions. The afterglows and host galaxies of the dustiest GRBs provide evidence for a complex dust geometry in star-forming galaxies. In addition, they establish a population of luminous. massive and correspondingly chemically-evolved GRB hosts. This suggests that GRBs trace the global star-formation rate better than studies based on optically-selected host samples indicate, and the previously-claimed deficiency of high-mass host galaxies was at least partially a selection effect.

We present the results of a comprehensive study of the Gamma-Ray Burst 080928 and of its afterglow. GRB 08092 was a long burst detected by Swift/BAT and Fermi/GBM, It is one of the exceptional cases where optical emission was already detected when the GRB itself was still radiating in the gamma-ray band. for nearly 100 seconds simultaneous optical X-ray and gamma-ray data provide a coverage of the spectral energy distribution of the transient source from about 1 eV to 150 keV. Here we analyze the prompt emission, constrain its spectral propertIes. and set lower limits on the initial Lorentz factor of the relativistic outflow, In particular. we show that the SED during the main prompt emission phase is in agreement with synchrotron radiation. We construct the optical/near-infrared light curve and the spectral energy distribution based on Swift/UVOT. ROTSE-Illa (Australia) and GROND (La Silla) data and compare it to the X-ray light curve retrieved from the Swift/XRT repository. We show that its bumpy shape can be modeled by multiple energy injections into the forward shock. Furthermore, we provide evidence that the temporal and spectral evolution of the first strong flare seen in the early X-ray light curve can be explained by large-angle emission. Finally, we report on the results of our search for the GRB host galaxy, for which only a deep upper limit can be provided.

Gamma ray bursts (GFU3s) are known to come in two duration classes, separated at approx.2 s. Long bursts originate from star forming regions in galaxies, have accompanying supernovae (SNe) when near enough to observe and are likely caused by massive-star collapsars. Recent observations show that short bursts originate in regions within their host galaxies with lower star formation rates, consistent with binary neutron star (NS) or NS - black hole (BH) mergers. Moreover, although their hosts are predominantly nearby galaxies, no SNe have been so far associated with short GRBs. We report here on the bright, nearby GRB 060614 that does not fit in either class. Its approx.102 s duration groups it with long GRBs, while its temporal lag and peak luminosity fall entirely within the short GRB subclass. Moreover, very deep optical observations exclude an accompanying supernova, similar to short GRBs. This combination of a long duration event without accompanying SN poses a challenge to both a collapsar and merging NS interpretation and opens the door on a new GRB classification scheme that straddles both long and short bursts.

How important are subsistence concerns in a family's decision to send a child to work? We consider this question in Ecuador, where poor families are selected at random to receive a cash transfer that is equivalent to 7 percent of monthly expenditures. Winning the cash transfer lottery is associated with a decline in work for pay away from the child's home. The cash transfer is greater than the rise in schooling costs that comes with the end of primary school, but it is less than 20 percent of the income paid to child laborers in the labor market. Despite being less than foregone earnings, poor families seem to use the lottery award to delay the child's entry into paid employment and protect the child's schooling status. Schooling expenditures rise with the lottery, but total expenditures in the household decline relative to the control population because of foregone child labor earnings.
