The control over the expenditure and the accumulation of budget funds by institutions with a significant share of state capital is an important aspect, since these institutions, on the one hand, receive financing from the budgets of the Russian Federation, and, on the other hand, bring public benefits and incomes in corresponding budgets of different levels. The article considers such categories as object and subject of control, types of control, as well as the standards and the specifics of carrying out control activities. The basis for the study was a more detailed examination and the analysis of the implementation of financial control in public corporations, which are a clear example of institutions with state capital shares. As a result, the following conclusions were drawn. First, the existing mechanism and system of control over the activities of state corporations are complex in coordination, but effective and contributing to the effectiveness and usefulness of the existence of these institutions. In addition, it was revealed that the rationally built system of internal control brings success in the functioning of state corporations.

Aim. Study the functional properties of cationic antimicrobial peptides 0-defensins isolated from baboon Papio hamadryas blood leukocytes. Materials and methods. Baboon 0-defensins were extracted from leukocyte mass using ultrafiltration, preparative electrophoresis and reverse phase high performance liquid chromatography. The test microorganisms used were Gram-negative bacteria Escherichia coli, Gram-positive bacteria Listeria monocytogenes and Staphylococcus aureus, and fungi Candida albicans. Minimal inhibitory concentrations (MICs) were determined by testing serial dilutions of the test peptides by radial diffusion in agarose gel. Microbicidal action was evaluated by counting surviving colony forming units after incubation microorganisms with the peptides. The 0-defensins influence on E.coli membrane permeability was assessed using chromogenic markers o-nirofenil- β-D-galactopyranoside and nitrocefin. Results. The analysis of the 0-defensins antimicrobial properties showed that they produce antimicrobial activity against test microorganisms, exhibiting bactericidal and fungicidal effects at micromolar concentrations. We studied the influence of different environmental conditions (low and high ionic strength, blood serum in medium) for antimicrobial activity. It is shown that 0-defensins have the ability to increase the outer membran of E.coli permeability, however, in contrast to 0-defensins have no noticeable influence on the inner membrane permeability. Conclusion. Baboon 0-defensins isolated from blood leukocytes are effective antimicrobial agents with a broad spectrum of microbicidal action. 0-Defensins baboon unlike 0-defensins exhibit antimicrobial activity in environments with high ionic strength. 0-Defensins increase the outer membran of E.coli permeability but not the cytoplasmic membrane, suggesting that the mechanism of antimicrobial effect of these peptides other than 0-defensins.

Aim. Compare the degree of pathogenicity of newly emerging influenza virus strains with pandemic potential by experimental infection of BALB/c mice with highly pathogenic avian influenza A(H5N1) virus and mouse adapted pandemic influenza A(H1N1)pdm09 virus. Materials and methods. The first group of BALB/c mice (n=24) were infected with highly pathogenic avian influenza A(H5N1) virus in a dose of 5 LD50, and the second group (n=24) were infected with mouse adapted pandemic influenza A(H1N1)pdm09 virus at a dose of 5 LD50. Determination of LD50 and TCID50 were performed by virological methods. Morphological changes in internal organs (lung, brain, liver, kidney, spleen) were examined by light and transmission electron microscopy. Results. Virologic analysis showed that both strains are highly lethal for mice. Microscopic examination revealed the development of interstitial pneumonia in the lungs and generalization of infection in the internal organs. Conclusion. In both groups of BALB/c mice experimentally infected with highly pathogenic avian influenza A(H5N1) and mouse adapted pandemic influenza A(H1N1)pdm09 virus were revealed the development of a highly lethal disease in the form of respiratory pneumonia. It is noted, different mechanisms of pathological process: in case of infection with mouse adapted pandemic influenza A(H1N1)pdm09 virus firstly developed bronchitis, which quickly exacerbated by the development of alveolitis, while in case of infection with highly pathogenic avian influenza A(H5N1) immediately developed alveolitis. On the 6th day after infection recorded the development of generalized infection in mice of both experimental groups.

The COVID-19 pandemic is ongoing, and the need for safe and effective vaccines to prevent infection and to control spread of the virus remains urgent. Here, we report the development of a SARS-CoV-2 subunit vaccine candidate (Betuvax-CoV-2) based on RBD and SD1 domains of the spike (S) protein fused to a human IgG1 Fc fragment. The antigen is adsorbed on betulin adjuvant, forming spherical particles with a size of 100–180 nm, mimicking the size of viral particles. Here we confirm the potent immunostimulatory activity of betulin adjuvant, and demonstrate that two immunizations of mice with Betuvax-CoV-2 elicited high titers of RBD-specific antibodies. The candidate vaccine was also effective in stimulating a neutralizing antibody response and T cell immunity. The results indicate that Betuvax-CoV-2 has good potential for further development as an effective vaccine against SARS-CoV-2.

BCG is the only licensed vaccine against Mycobacterium tuberculosis (M.tb) infection. Due to its intramuscular administration route, BCG is unable to induce a local protective immune response in the respiratory system. Moreover, BCG has a diminished ability to induce long-lived memory T-cells which are indispensable for antituberculosis protection. Recently we described the protective efficacy of new mucosal TB vaccine candidate based on recombinant attenuated influenza vector (Flu/THSP) co-expressing TB10.4 and HspX proteins of M.tb within an NS1 influenza protein open reading frame. In the present work, the innate and adaptive immune response to immunization with the Flu/THSP and the immunological properties of vaccine candidate in the BCG-prime → Flu/THSP vector boost vaccination scheme are studied in mice. It was shown that the mucosal administration of Flu/THSP induces the incoming of interstitial macrophages in the lung tissue and stimulates the expression of co-stimulatory CD86 and CD83 molecules on antigen-presenting cells. The T-cellular immune response to Flu/THSP vector was mediated predominantly by the IFNγ-producing CD8+ lymphocytes. BCG-prime → Flu/THSP vector boost immunization scheme was shown to protect mice from severe lung injury caused by M.tb infection due to the enhanced T-cellular immune response, mediated by antigen-specific effector and central memory CD4+ and CD8+ T-lymphocytes.
