205. Foreign direct investment in emerging economies: Lessons from sub-Saharan Africa

Abstract

This paper analyses prospects for foreign direct investment (FDI) in Africa. The problems with regard to attracting FDI in small economies are not that different than those in larger economies in the developing world. In particular, lack of infrastructure, cumbersome government regulations and restrictions on equity holdings by foreigners are common to both large and small countries. FDI flows could be a lot higher in sub- Saharan Africa if governments implemented a proper set of regulations that enabled investors to do business in a fair and consistent manner. In small countries, a single large project can be very significant in terms of raising interest in FDI. For example, Mozal in Mozambique has given the country greater visibility in the international arena. Also, if a small country is able to successfully implement a large project, it establishes itself as a credible host for FDI, thereby attracting further investment and employment.

In April, the IMF set up a Resilience and Sustainability Trust to help countries tackle climate change, where support could be contingent on recipient countries' plans to reduce emissions. To address climate change, rich countries must cut their emissions while supporting the poorest countries to reduce poverty and become more resilient. It's unjust because rich countries are forcing the World Bank and IMF to deprioritize poverty reduction despite this mission being vital to protect developing countries from the climate shocks caused by rich countries' emissions. Abstract

The recent doctrinal emergence of stability operations in the military is based primarily on the changing international dynamics that followed the end of the Cold War. Types of U.S. operations radically shifted in the 1990s after the dissolution of the Soviet Union and conclusion of major combat operations in the Gulf War. The military became more engaged in so-called operations other than war, which included peacekeeping, humanitarian assistance, security assistance, counterdrug, and nation assistance missions. A 2004 Defense Science Board report recommended that stability operations be recognized as a core mission for the military. This recommendation was codified in Department of Defense (DOD) Directive 3000.05, Military Support for Stability, Security, Transition, and Reconstruction (SSTR) Operations (2005). The new directive stipulated immediate and long-term goals for stability operations that included providing security, restoring essential services, and meeting humanitarian needs of the local populace while encouraging long-term development of indigenous capacity, fostering a viable market economy, and promoting rule of law and democratic institutions. The challenges of implementing expeditionary economics are daunting. The overarching question is whether it makes sense for the military to engage beyond the limited aims of stabilization. In this article, we take a practical view, arguing that the military is already substantially engaged in both stability and development activities in Afghanistan and other conflict and postconflict zones, and that we need to figure out ways in which it can do its work more efficiently and effectively., Published in PRISM v3 n2 p81-98, Mar 2012.
