The purpose of this study is to examine the residents' participation in the public operations for the rehabilitation of the built heritage carried out in the old town of Constantine. Constantine has undergone several intervention operations on its built heritage. However, few of them have been completed. This brings us to ask about the causes of these failures. Several hypotheses can be envisaged, including the predominance of private property, which represents 71% of the urban fabric, and the lack of effective participation of its residents. To confirm this, one case studies have been carried out: The pilot project for the rehabilitation of the street "Mellah Slimane" in 2005. The research followed a qualitative approach using several data collection instruments. The results of this work show several shortcomings in terms of the effectiveness of the participatory approach focusing on the residents during the studied operations. Understanding these limitations could help to rethink public action for heritage conservation in inhabited historic centres.

For about thirty years now, in the context of urban policies, number of theater associations carry out projects in working-class neighborhoods providing active participation of their inhabitants. Based on an ethnographic survey in France and Italy, this article highlights the discursive politicisation processes within these associations. Participatory theatre provides a framework a priori conducive to generate “public spirited-political conversations”. However, these processes can be hampered by a set of public funding constraints.

Infrastructures are technical-social assemblages infused in politics and power relations. They spur public action, prompting increased scholarly reference to the practices of infrastructural publics. This article explores the normative and conceptual meanings of infrastructures, publics, and infrastructural publics. It distills from political theory traditions of Hannah Arendt, Jürgen Habermas, and Nancy Fraser a normative ideal of publics composed of the persons subject to a particular configuration of power relations that may significantly affect their autonomy. Autonomy can be seriously affected not only by existing or planned infrastructures, with their existing or anticipating users and workers and objectors, but also by the lack of an infra-structure or by the terms of infrastructural exclusions, rationings, channelings, and fiscal impositions. Legal-institutional mechanisms provide some of the means for infrastructural publics to act and be heard, and for conflicts between or within different publics to be addressed, operationalizing legal ideas of publicness. These mechanisms are often underprovided or misaligned with infrastructure. One reason is the murkiness and insecurity of relations of infrastructural publics to legal publics constituted or framed as such by institutions and instruments of law and governance. We argue that thoughtful integration of infrastructural and legal scaling and design, accompanied by a normative aspiration to publicness, may have beneficial effects.

Purpose The social and work inclusion of people with disabilities is an important area of public action and research today. Future trends in the economy and lifestyle represent new challenges for the inclusion of disabled people. This paper aims to provide a bibliometric analysis of the growing amount of research publications currently dealing with problems associated with people with disabilities in employment. The papers are analysed to gain a perspective on any changes in the field. Design/methodology/approach In this study, the analysis is conducted using a literature review and bibliometric analysis techniques in particular. The bibliographic source supporting this analysis resulted from a search of Scopus using Disability, Employment and Work as search terms, which yielded 750 publications spanning the previous nine years. VOSviewer was applied to facilitate the analysis. Findings The findings indicate that up until 2016, the conversation revolved around health and employment, and from 2017 onwards the research has become more focused on the employment of people with disabilities. Socioeconomic factors affecting people with disabilities appear as one of the causes impairing their inclusion, such as the different intellectual disabilities curtailing their employment and education for work. Research limitations/implications This analysis limited itself to only one database and open access articles. Therefore, further research is needed with a larger bibliographic base covering other aspects related to the future of disability employment. Practical implications This review may serve as a valuable source of information for researchers for further investigations in this area. And to aid in the development of effective policies to address existing social stereotypes. Originality/value This research illustrates, through the use of VOSviewer, the present studies in the area of disability and employment and sets the foundations for further research.

espanolPartiendo de experiencias de participacion de actores de la sociedad civil, nos proponemos a desarrollar un diagnostico de la relacion sociedad- Estado en politicas de adaptacion al cambio climatico en Acapulco, Guerrero. La informacion fue recabada mediante entrevistas en profundidad semiestructuradas. La investigacion se codifico y categorizo identificando uno o mas pasajes de texto con un tema y relacionandolo con un codigo. Encontramos una fragmentacion de agendas y mecanismos de accion publica de los actores civiles en un entorno politico caracterizado por un autoritarismo subnacional que impide la construccion de agendas politicas disidentes, y una falta de conocimiento especializado sobre el problema del cambio climatico por parte de los activistas locales. The information was collected through semi-structured in-depth interviews. The information was coded and categorized by identifying one or more text passages with a theme and relating it to a code. We found a fragmentation of agendas and mechanisms for public action by civil actors in a political environment characterized by a sub-national authoritarianism that prevents the construction of dissident political agendas, and a lack of specialized knowledge about the problem of climate change by local activists. For climate science information to be assimilated, it must actively communicate in the appropriate language, seeking participatory mechanisms that generate reliable and transparent data production, and that strengthen the emergence of a common environmentalist agenda

The history of the automobile in France sheds light on the difficulties encountered by public policies to invest in the field of road accident prevention. After the collective awareness of the 1970s, the public authorities seized on this issue and, following its inclusion on the political agenda in 2002, remarkable results were recorded. However, around 2013, the balance sheets were more mixed, and even deteriorated on certain items. The analysis of prevention through the institutional communication policy leads to questioning, on the one hand, the rationality of prevention and, on the other hand, the supposed rationality of road users. An original methodology formalize from the 2019 data, not the risk factors, but the scenography of the space/time framework relating to the accident. Thus, the contribution of an analysis of contingency factors coupled with the method of maximum deviation percentages highlights, among users segmented according to gender and age, relationships to the world that are distinguished, sometimes inherited from the distribution of roles within society. In the end, it is shown that the public prevention policy is not in line with the perception of the mobility space operated by the different profiles of those involved in a road accident because it does not challenge either the postulate of rationality users, nor the social construction of risk.; L'histoire de l'automobile en France éclaire sur les difficultés rencontrées par les politiques publiques pour investir durablement le champ de la prévention routière. Après la prise de conscience des années 70, les pouvoirs publics se saisissent de cette question et à l'issue d'une mise à l'agenda politique en 2002, des résultats remarquables sont enregistrés. Toutefois, vers 2013, les bilans se montrent plus contrastés et se dégradent même sur certains items. L'analyse de la prévention à travers la politique institutionnelle de communication conduit à s'interroger d'une part sur la rationalité de la prévention et d'autre part sur la rationalité supposée des usagers de la route. Une méthodologie originale permet de formaliser à partir des données de 2019, non pas les facteurs de risque, mais la scénographie du cadre espace/temps relative à l'accident. Ainsi, la contribution d'une analyse des facteurs de contingence couplée à la méthode des pourcentages à l'écart maximum met en lumière parmi les usagers segmentés en fonction du genre et de l'âge, des rapports au monde qui se distinguent, parfois hérités de la distribution des rôles au sein de la société. Au final, il est démontré que la politique publique de prévention n'est pas en phase avec la perception de l'espace de mobilité opérée par les différents profils d'impliqués dans un accident de la route car elle ne conteste ni le postulat de rationalité des usagers, ni la logique de construction sociale du risque.

La evolución de las investigaciones sobre mercados financieros y financiamiento para el sector Micro empresarial siendo referentes importantes para la dinamización económica en la ciudad de Quevedo, no obstante a nivel internacional este grupo de actores ha creado un marco analítico que ofrece una comprensión más compleja sobre las necesidades financieras de estos actores y las limitaciones a las que se deben enfrentar desde la acción pública. Esto permite formular políticas más específicas con mayor impacto y menores costos fiscales,combinando acciones de intervención directa orientadas a corregir las modalidades de operación en aquellos mercados que limitan el acceso al crédito. La caja de ahorro y fomento busca mejorar el otorgamiento de fondos al sector Micro empresarial, con la finalidad de evolucionar a mayor escala de crecimiento de sus negocios a fin de tener un sostenimiento permanente en los procesos transaccionales de compra y venta de productos, los micro empresarios cuyo principio está en la constante búsqueda de metodologías que permitan lograr el acceso al crédito en un marco de flexibilización de políticas de crediticias que permitan extender información insuficiente para ser sujetos de créditos financieros a bajo costos. Bajo este análisis en el Ecuadorexiste una nutrida masa empresarial que revela la realidad de las compañías que más generan contribución al PIB, las cuáles no micro empresas; con una participación alrededor de 22.700 establecimientos que generan el 76% de las ventas a nivel nacional, esto permite evidenciar la permanencia con la que cuentan el sector micro empresarial en el mercado.

PurposeIn line with an emerging body of literature questioning student entrepreneurs’ practices, and recent calls to bridge the intention-action gap, this contribution aims to identify profiles of commitment among nascent entrepreneurs, and their relationship with the performance of entrepreneurial behaviors.Design/methodology/approachRelying on Meyer and Allen's multidimensional model, the authors build an empirical taxonomy regarding affective and instrumental forms of commitment experienced by nascent entrepreneurs (n = 328) operating within French higher education.FindingsThe authors identify three commitment profiles – weak, affective and total – associated with distinct levels of advancement and investment in the entrepreneurial process. This analysis leads them to map out the entrepreneurial process followed by nascent entrepreneurs with three main thresholds: the initial threshold, the resonance threshold and the irreversibility threshold.Research limitations/implicationsThe work contributes to an emerging field of research dedicated to student entrepreneurship. It highlights the existence of different trajectories among nascent entrepreneurs, but also to different ways of being tied to them. It also enriches more broadly the understanding of the entrepreneurial process, especially its volitional phase.Practical implicationsThe results are also important to guide public action, especially to design relevant support programs accounting for nascent entrepreneurs' diversity.Originality/valueThis is the first research to identify profiles of nascent student entrepreneurs based on the way they feel tied to their project, but also to the broader project of becoming entrepreneurs.
