Strategic Communication (StratCom) is recognised by NATO as a concept that brings to the same denominator all the civilian and military activities carried out to significantly impact on the information environment. NATO StratCom gathers under its umbrella public diplomacy, public affairs, information and psychological operations, assuming support, integration and coordination functions. The paper analyses the theoretical and practical StratCom approaches applied to facilitate the achievement of national and allied objectives, emphasising the communication policies in support of NATO's objectives, and the procedures developed by the allies to clarify the role of military and civilian agencies. Transparency is an intrinsic value of democratic societies. Within the literature, there is an emphasis on access to information and the availability of information in relation to transparency. This study, however, takes a communicative approach to government transparency. It focuses not only on information access and sharing but also on how information is shared and to whom it is communicated. Within government agencies, government communication officials or public affairs officers are one of the central figures in information sharing with stakeholders and citizens. Yet, so far, little is known about how they perceive and implement transparency initiatives. This study aims to enhance our understanding of proactive government transparency and the value of communication by developing a model that explains the role of government communication officials in the implementation of transparency practices. The explanatory model is tested in two democratic countries: the United States and the Netherlands. An online survey shows that government communication officials in the United States and the Netherlands can enhance but also occasionally distort transparency. Five or 10 years ago, the trade press and vocational building programmes took little notice of the field of renovation. New construction received almost all the attention in both the trade press and the curricula of vocational training programmes. To help rectify this situation, GI worked to set up a prize known as the Danish Renovation Award (RENOVER prisen). The paper starts from the observation made by authors involved with different aspects of public action, that the State is not synonymous with public affairs. Given a more polycentric approach in which the public, or publics, are themselves key and independent social actors, amongst others, it questions the central role that public policy is assumed to take in articulating the discussion and provision of public goods and services. The paper takes a historical perspective on the emergence of policy at different moments in the English language and looks in more detail at three periods which are widely recognized as moments when English speaking democracies made significant steps forward in broadening the agenda of public affairs: Roosevelt’s New Deal, 1933; the 1945 British Labour Government; and the Johnson administrations (1963-1968). In all of these cases, there were very practical breakthroughs, with new approaches to some very difficult issues but with very little, if at all, discussion of policy. Given that action and talk go together, what other social languages (to use Bakhtin’s term, 1986) were available? In pointing out that these were many and most continue to be present and highly active today, the paper questions the centrality and inevitability of public policy and concludes by arguing for a public action languages approach to the study of public affairs.

The work presents principal characteristics of public management and it principles from an angle of public administration where they reign over. Also the mechanisms, by which are managed public organizations, are presented as well as the reciprocal and administrative sphere and not in the last row the principal rules which reign over the relation government – market during the last two centuries.

This article investigates the revolving doors phenomenon in the European Union (EU). It proposes a management approach that treats this phenomenon as a form of corporate political activity through which companies try to gain access to decision makers. By using sequence analysis to examine the career paths of almost 300 EU affairs managers based in public and private companies across 26 countries, three different ideal-typical managers are identified: those EU affairs managers coming from EU institutions and public affairs; those who make a career through the private sector; and those who establish themselves in national political institutions. This identification confirms that EU institutions need different types of information and companies need EU affairs managers with different professional backgrounds able to provide it. Rather than observing a revolving door of EU officials into EU government affairs, what the authors term 'sliding doors' - namely the separation of careers, especially between the public and private sectors - is discerned. Using global survey data based on the 2013 Edelman Trust Barometer annual survey, this paper looks at predictors of business trust in the top five countries based on GDP ranking – the United States, China, Japan, Germany, and France. Demographics emerged as significant predictors of trust across countries, while political ideology was a key driver of trust in the U.S. Political ideology also interacted with preferred media choice in predicting trust. Less common, however, is the evaluation of the impact of teaching on the instructor. That is, how does increasing teaching experience both in terms of the number of years doing it and the diversity of teaching experiences improve teaching? This is, of course, an empirical question. This paper focuses on one type of teaching experience and its overall contribution to improving instruction in public administration and policy. I draw from experience in short-term, non-degree teaching in executive programs (EEs). These programs are aimed at middle-level or senior government officials and may be as short as one day or as long as four weeks (on rare occasions longer). I show how this type of teaching can improve one’s teaching repertoire much like a young professional trombonist (think of Tommy Dorsey in his early 20s) or a fledging comedian trying to make the big time developing a professional repertoire. One’s repertoire is a combination of pedagogical technique and policy and management substance. Since short-term, non-degree teaching in EEs is different from degree-based, semester-length teaching, it presents specific challenges, especially for the novice EE instructor. As the repertoire improves via EE teaching, it is likely to transfer to more conventional graduate-level professional education. As the American nonprofit sector continues to grow, so does interest in nonprofit management graduate education. MPA programs play a significant role in preparing students for work in the nonprofit field. This article examines nonprofit management as an area of graduate study, paying particular attention to how NASPAA-accredited MPA programs currently approach it from a curricular standpoint. The article provides lessons for successful nonprofit management track building gleaned from experience gained at two universities with accredited MPA programs. Specifically, the article illustrates the importance of stakeholder commitment, quality curricula, and the use of experiential-learning methods in preparing future and current nonprofit leaders. Challenges to building a nonprofit management track or increasing nonprofit course offerings are also discussed. Recently, researchers have claimed that food and beverage corporations should be excluded from the development of public health policy because their lobbying activities strategically undermine the promotion of public health. At the same time, recent political corporate social responsibility (CSR) theory holds that corporations have a responsibility to help solve global public issues. We address this described misalignment and show that corporations may fulfill this “new political role” if they turn to novel forms of corporate political activity (CPA) establishing a minimal standard for not contradicting their CSR. Therefore, we put forward a normative concept called deliberative lobbying based on discourse, transparency, and accountability, which aims to resolve public issues and advance CPA. In three lobbying cases, we show misalignments and contradictions that harm both society and the corporation. We position deliberative lobbing as an argument to maintain self-regulation against critics claiming that corporations should be excluded from all political processes. [ABSTRACT FROM AUTHOR]

Public affairs (PA) practitioners play an important role in political decision-making in modern democratic societies. This study gives a first insight in how these practitioners themselves perceive their role. Based on findings from previous empirical studies and normative democratic theories, three ideal type role conceptions are constructed: shared ways in which PA practitioners see and make normative sense of their profession. Next, these role conceptions are investigated with an online survey among 100 public affairs practitioners in The Netherlands. Findings confirm that the proposed advocate , expert and mediator roles indeed represent different ways in which PA practitioners conceptualize their jobs. The advocate and expert roles are relatively dominant among the sample, while female practitioners tend to subscribe more to the mediator role. The implications of these findings are discussed. The article deals with revealing the essence and structure of Masters' of Public Administration professional training in the USA. It has been concluded that Public Administration studies the realization of government policies and trains future public administrators for professional activity; is guided by political science and administrative law; aims to improve the justice, equality, security and efficiency of public services. It has been indicated that the MPA degree is dedicated for those willing to work in public sector. It has been found out that MPA programs are designed to develop the abilities, skills and methods specialists use to realize policies, programs and projects as well as to resolve crucial issues within their organization and/or in society. It has been stated that in the United States of America Master of Public Administration (MPA) and Master of Business Administration programs (MBA) are quite similar, however, have certain differences. It has been defined that the MPA program focuses on different ethical and sociological criteria secondary for business administrators. Simultaneously MPA programs encompass economy courses to supply students with knowledge of microeconomic and macroeconomic issues. It has been specified that MPA programs are built on a range of core competencies defined by the Network of Schools of Public Policy, Affairs, and Administration (NASPAA). The list of the core competencies (to lead and manage in public governance; to participate in and contribute to the public policy progress; to analyze, synthesize, think critically, solve problems and make decisions; to articulate and apply a public service perspective; to communicate and interact productively with a diverse and changing workforce and citizenry) and their detailed characteristics have been presented. It has been identified that cultural competency of future public administrators has become an essential constituent of public affairs curricula. This article describes the development and implementation of multimedia learning objects to improve the relevance of public affairs education in three national contexts: Kenya, the United States, and China (Hong Kong). We explore how written cases have evolved into a new generation of multimedia learning materials that provide contextspecific information to hone public affairs students' critical thinking and pragmatic social skills. Then, drawing upon our experiences, we describe the particular pedagogical strategies used to ensure that the materials can be effective resources in creating dynamic classrooms within each context. In this way, this article introduces themes relevant to understanding how openaccess learning objects interact with particular contexts, suggesting new avenues for practice and research in public affairs education. Governments are increasing digital communication with citizens, yet little is known about how the public sector influences communicators’ daily social media activities. This ethnographic study uses interviews, documents, and participant observation to offer a rare emic view of the US Coast Guard (USCG) social media program. Breaking up the monolithic public sector communication context, influences on social media communication were nested within five contexts: organization, military, parent agency, federal government, and the US public sector. By observing how the contexts and related attributes influence personnel and the program, the study provides insights related to social media communication processes rather than merely content products. Findings extend theoretical and practical applications by identifying enablers and challenges to government social media communication within an applied context. USCG's culture and history of transparency and engagement drive the strategy, while resource constraints and a devaluing of social media within the decentralized organization constrain program effectiveness and real-time engagement. This article discusses the problem of public affairs and its news coverage, as well as legal and ethical issues associated with the work of journalists. Aiming to highlight the discrepancy between the journalistic and ethical requirements of the function, we analyze the case "Escutas de Belém" referring to its chronological description, as well as the analysis of press releases on the subject considering seven units: first page call, place of insertion, size of insert, insert section, news sources, journalistic style and character of the piece. We conclude with the classification of the case as a "no case" in view of its consequences and negative media coverage featured the face of the predominance of opinion pieces and editorials. Much of the public administration literature over the last 50 years has focused on the perceived gap between theory and practice, and recent studies examine the implications of such a gap for implementing and engaging in e-government initiatives. To identify solutions to such a gap, however, one must first establish that it exists. This qualitative study analyzes syllabi of 57 Master of Public Administration and Master of Public Policy (MPA/MPP) programs to assess their emphasis on information technology (IT) competencies. Our findings indicate that MPA/MPP programs teach a variety of IT components, but topics are not evenly dispersed or taught in all programs. It is beyond debate whether or not technology skills are required in the workplace--they are. This study endeavors to identify which of these skills are taught in graduate programs aimed at preparing students for the workplace--one increasingly geared toward government-citizen interaction through computer-mediated tools. This article is a contribution to the study of the critical posturing of the television viewer. It proposes three readings of the same public affairs program on Greek television. Although each of these readings has a different scientific dimension, each is founded on an essentially semiotic approach. Our analysis focuses on the televisual text itself (pedagogical aspect), the attitude and the frame of reference of the presenter (psychosocial dimension), and the narrative function of the text and its reception (psychoanalytical aspect).
