The role of the European Commission's funding mechanism for the environment, LIFE, is discussed with reference to the Water Framework Directive. LIFE Environment projects do not always originate with cutting edge science, but aim to show how innovations work at a demonstration scale. LIFE projects tend not to give policy makers exactly what they want, when they want it, because they usually deal with many variables simultaneously and are often driven by operational rather than strategic needs. They also tend to be regionally based, with a lower proportion of national and pan-European projects. However, LIFE has developed workable solutions, which can feed into policy development, often by establishing best practice or guidelines complimentary to those produced within the Common Implementation Strategy (CIS) of the WFD. There is the potential to link LIFE-demonstration projects, research projects and CIS outputs for the benefit of policy makers and others.

Science-policy integration is one of the most complex challenges that scientific and policy-making communities are facing in that it involves knowledge sharing and exchanges among a wide range of disciplines and actors. In many instances, the lack of communication and of clear coordination mechanism leads to research outputs not being used or simply known by policy-makers, and to policy research needs not being communicated to the scientific communities in a timely fashion. This paper discusses the integration of scientific and technological progress into the policy-making and implementation process, taking the European Union Water Framework Directive (WFD) as an example to illustrate the necessity and complexity of the knowledge-based approach.

This year marks exactly 30 years since I published a book introducing the social model of disability onto an unsuspecting world and yet, despite the impact this model has had, all we now seem to do is talk about it. While all this chatter did not matter too much when the economy was booming, now it no longer booms it is proving disastrous for many disabled people whose benefits and services are being severely cut back or removed altogether. In the article I restate my view of what the social model was and what I see as its potential for improving the lives of disabled people. Finally I focus on the unfortunate criticisms of it and the disastrous implications these have had for disabled people.

In recent years there has been an increase in the knowledge of, and need for, high-speed non-invasive monitoring of infrastructure. The various technologies involved, ground penetrating radar (GPR), infrared thermography, conductivity, etc. are becoming widely accepted as proven techniques to determine the condition of various structures from bridges and retaining walls to highways and railway lines. This paper will discuss the various applications of GPR and infrared thermography on the UK infrastructure, with concentration on the high-speed applications of these non-invasive techniques. This will lead into the limitations both on the style of the survey and the maximum speed obtainable while still recording sensible data. Calculations are undertaken to obtain the maximum speed of a radar survey as well as an infrared survey.

Thirty-three therapeutic cannabis users in England were interviewed about their experiences using an illegal drug for therapeutic purposes. Interviews were semi-structured, and responses highly qualitative. Particular issues included how and why cannabis was used therapeutically; what problems its illegality posed in terms of access, cost, reliability of supply, and quality of the product; the perceived beneficial effects of its use; and unwanted effects (problems in relation to family, friends, partners, the criminal justice system, and the health care system). The study did not seek to prove or disprove the efficacy of cannabis used as a therapeutic agent merely to report the experiences of those who use it in that way. It was found that users perceived cannabis to be highly effective in treating their symptoms, to complement existing medication, and to produce fewer unwanted effects. Smoking was the preferred method of administration, permitting greater control over dose and administration. Problems related to prescribed medication motivated many to use cannabis therapeutically. Few problems were experienced with friends, family, partners, and the criminal justice or health care systems, although other concerns about cannabis's illegality were reported. Although most were relatively unconcerned about the risk involved and were determined to continue use, many resented that they felt they were being forced to break the law. Problems relating to access to the drug (in an illegal context) and managing its administration were reported. A brief discussion of the continued prohibition of cannabis for this group is undertaken, and a harm reduction approach is suggested.

A priori interconnect prediction and technology extrapolation are closely intertwined. Interconnect predictions are at the core of technology extrapolation models of achievable system power, area density, and speed. Technology extrapolation, in turn, informs a priori interconnect prediction via models of interconnect technology and interconnect optimizations. In this paper, we address the linkage between a priori interconnect prediction and technology extrapolation in two ways. First, we describe how rapid changes in technology, as well as rapid evolution of prediction methods, require a dynamic and flexible framework for technology extrapolation. We then develop a new tool, the GSRC technology extrapolation system (GTX), which allows capture of such knowledge and rapid development of new studies. Second, we identify several "nontraditional" facets of interconnect prediction and quantify their impact on key technology extrapolations. In particular, we explore the effects of interconnect design optimizations such as shield insertion, repeater sizing and repeater staggering, as well as modeling choices for RLC interconnects.

This study quantifies the impact of systematic mask errors on OPC model accuracy and proposes a methodology to reconcile the largest errors via calibration to the mask error signature in wafer data. First, we examine through simulation, the impact of uncertainties in the representation of photomask properties including CD bias, corner rounding, refractive index, thickness, and sidewall angle. The factors that are most critical to be accurately represented in the model are cataloged. CD bias values are based on state of the art mask manufacturing data while other variable values are speculated, highlighting the need for improved metrology and communication between mask and OPC model experts. It is shown that the wafer simulations are highly dependent upon the 1D/2D representation of the mask, in addition to the mask sidewall for 3D mask models. In addition, this paper demonstrates substantial accuracy improvements in the 3D mask model using physical perturbations of the input mask geometry when using Domain Decomposition Method (DDM) techniques. Results from four test cases demonstrate that small, direct modifications in the input mask stack slope and edge location can result in model calibration and verification accuracy benefit of up to 30%. We highlight the benefits of a more accurate description of the 3D EMF near field with crosstalk in model calibration and impact as a function of mask dimensions. The result is a useful technique to align DDM mask model accuracy with physical mask dimensions and scattering via model calibration.

Objective: Catastrophising is a repetitive cognitive process related to sleep disturbance in adult insomnia patients. More recently catastrophising has been associated with increased sleep disturbances in community samples of children and adolescents, with this association mediated by anxiety and depression. However, there currently is no evidence of these processes outside of community samples; impeding our ability to draw clinical conclusions. Knowledge on such dysfunctional cognitive processes in adolescents experiencing sleep disturbance would be clinically beneficial in aetiology and intervention. Our research examined the link between catastrophising, anxiety, depression and sleep latency in a sample of sleep-disordered adolescents. We also explored specific catastrophising themes which may impact the sleep latency of these adolescents. Method: Forty adolescents (age = 15.1. ± 1.5. years, 53% boys) diagnosed with delayed sleep phase disorder completed a 7-day sleep diary, along with measures of anxiety and depression and a catastrophising interview with a trained sleep therapist. Results: Several catastrophisation themes were generated, the most common concerning interpersonal and performance aspects of school. Bootstrapping analyses showed depression did not mediate the relationship between catastrophising and sleep; however, an indirect relationship was found between catastrophising, anticipatory anxiety, and sleep latency. Conclusion: These findings have implications for the role of dysfunctional thinking in prolonging sleep onset for adolescents and providing a clinical framework for health professionals when assessing and treating adolescents with delayed sleep timing. © 2013.

Fast-atom bombardment mass spectrometry (FABMS), and collisionally-induced dissociation and mass-analyzed ion kinetic energy spectrum scanning (CID/MIKES) have been used to examine cation effects on a Phaseolus chloroplast complex phosphodiesterase activity. The kinetic parameters of the activity, and the effects of Li+, Na+, K+, Mg2+, Mn2+ and Fe3+ upon them, were determined with 3′,5′-cyclic AMP, -GMP and -CMP, and 2′,3′-cyclic AMP, -GMP and -CMP as substrates. Irrespective of the presence of cations and of the complex nucleotidase, the preferred substrate is a 3′,5′-cyclic nucleotide, not a 2′,3′-cyclic nucleotide. In the presence of the nucleotidase 3′,5′-cyclic AMP and 3′,5′-cyclic GMP are the best substrates, unless Fe3+ ions are present. Mg2+ and Mn2+ stimulate hydrolysis of 3′,5′-cyclic AMP and 3′,5′-cyclic GMP by the complex. However, Fe3+ inhibits these activities but stimulates the hydrolysis of 3′,5′-cyclic CMP. In Volume 22 Number 7 of Disability & Society Neil Crowther of the recently formed Equality and Human Rights Commission provided his interpretation of the current situation of disability politics in the UK. Besides acknowledging the pioneering role organisations controlled and run by disabled people had played in the struggle for the eradication of disabling barriers, he suggests that the challenges facing disabled people are increasingly different from those of the early 1990s, and that despite the incorporation of a disability rights agenda into the formal mechanisms of Government many disabled people remain amongst the most economically and socially disadvantaged in Britain. This he ascribes to the disabled people's movement's ‘ideological purity’ and failure to engage in productive partnerships with other disability organisations. This is the fifth in a series of six articles on the importance of theories and values in health research All health care and research are influenced by theories. This paper considers the influence of implicit and explicit theories1 on interventions and research on disabled people. Another important influence is the experience of disabled people, and their increasing insistence that their voices be heard at all stages of research about their lives.2 ### Summary points The health care that disabled people receive is influenced by theories Positivist theory remains the dominant influence on health care given to disabled people Other theories are beginning to have a significant influence The rise of these theories is posing important questions for health care and research Over the past 20 years, writings by disabled people have transformed our understanding of the real nature of disability. They move beyond the personal limitations that impaired individuals may face, to social restrictions imposed by an unthinking society. Disability is understood as a social and political issue rather than a medical one, and this leads to critical questioning of medical interventions:attempts to cure impairments or to restore “normal” bodily functioning. Instead, social and political solutions are sought, to challenge disabling discrimination. This radically different view is called the social model of disability, or social oppression theory.3While respecting the value of scientifically based medical research, this approach calls for more research based on social theories of disability if research is to improve the quality of disabled people's lives. The Domain Decomposition Method (DDM) for approximating the impact of 3DEMF effects was introduced nearly ten years ago as an approach to deliver good accuracy for rapid simulation of full-chip applications. This approximation, which treats mask edges as independent from one another, provided improved model accuracy over the traditional Kirchhoff thin mask model for the case of alternating aperture phase shift masks which featured severe mask topography. This aggressive PSM technology was not widely deployed in manufacturing, and with the advent of thinner absorbing layers, the impact of mask topography has been relatively well contained through the 32 nm technology node, where Kirchhoff mask models have proved effective. At 20 nm and below, however, the thin mask approximation leads to larger errors, and the DDM model is seen to be effective in providing a more accurate representation of the aerial image. The original DDM model assumes normal incidence, and a subsequent version incorporates signals from oblique angles. As mask dimensions become smaller, the assumption of non-interacting mask edges breaks down, and a further refinement of the model is required to account for edge to edge cross talk. In this study, we evaluate the progression of improvements in modeling mask 3DEMF effects by comparing to rigorous simulation results. It is shown that edge to edge interactions can be accurately accounted for in the modified DDM library. A methodology is presented for the generation of an accurate 3DEMF model library which can be used in full chip OPC correction.

Background/purpose We aimed to evaluate the impact of age and skincare habits on facial skin of different Asian ethnicities by comparing skin properties and skincare habits among various Asian populations of varying age groups. Methods We evaluated approximately 100 female subjects each from a total of eight Asian cities in China, India, South Korea, Japan, and the Philippines grouped according to age ranging from 14 to 75 years during a summer season. Facial skin was characterized using dermatological examinations of the cheek and instrumental evaluations of the forehead and cheek. Information regarding personal skincare habits was collected using a questionnaire. Results In 834 female subjects, characteristics related to skin surface moisture, elasticity, and sebum level decreased with age. Differences in skincare habits corresponded with variations in skin parameters. Subjects with the least severe photodamage reported a generally early onset of their skincare habits. Conclusion These results demonstrate common trends as well as inherent differences in skin characteristics among Asian populations, reflecting the impact of age and the diversity of skincare habits of Asian women. These results may be beneficial when developing new skincare products that are well suited to these Asian populations.

The physical process of mask manufacturing produces absorber geometry with significant deviations from the 90-deg corners, which are typically assumed in the mask design. The non-Manhattan mask geometry is an essential contributor to the aerial image and resulting patterning performance through focus. Current state-of-the-art models for corner rounding employ “chopping” a 90-deg mask corner, replacing the corner with a small 45-deg edge. A methodology is presented to approximate the impact of three-dimensional (3-D) EMF effects introduced by corners with rounded edges. The approach is integrated into a full-chip 3-D mask simulation methodology based on the domain decomposition method with edge to edge crosstalk correction.

There is worldwide shortage of organs for solid-organ transplantation. Many obstacles to deceased and live donation have been described and addressed, such as lack of understanding of the medical process, the issue of the definition of brain death, public awareness of the need for transplants, and many others. However, it is clear that the striking differences in deceased and live donation rates between different countries are only partly explained by these factors and many cultural and social reasons have been invoked to explain these observations. We believe that one obstacle to both deceased and live donation that is less well appreciated is that of religious concerns. Looking at the major faiths and religions worldwide, it is reassuring to see that most of them encourage donation. However, there is also scepticism amongst some of them, often relating to the concept of brain death and/or the processes surrounding death itself. It is worthwhile for transplant teams to be broadly aware of the issues and also to be mindful of resources for counselling. We believe that increased awareness of these issues within the transplant community will enable us to discuss these openly with patients, if they so wish.

The transformation of the antineutrophil cytoplasmic antibody (ANCA) specificity in the absence of specific drug treatment has not been reported in the literature. A few studies have suggested changes in the epitopes recognized by the ANCAs. We describe two patients who switched from myeloperoxidase-positive to PR3 (proteinase 3)-positive ANCA during the course of their disease process and subsequently remained unchanged. One patient developed ulcerative colitis following the appearance of PR3-ANCA while the other remains quiescent. Regular follow-up and close monitoring of ANCA specificity are essential. A change of specificity may indicate the development of a new ANCA-related disease.

For certain clinical applications, rotational intensity modulated radiation therapy (R-IMRT) techniques such as volumetric modulated arc therapy (VMAT) are capable of improved target dose coverage and shorter delivery time when compared to static, step-and-shoot IMRT. The authors performed a risk comparison study for two standard step-and-shoot IMRT plans and two step-and-shoot Rotational IMRT plans that were designed specifically for a Siemens Primus linear accelerator.CT images of a RANDO phantom were used to generate R-IMRT and static IMRT plans. One simple and one complex prostate cases were created to investigate these techniques. The R-IMRT plans consisted of 72 single-segmented 6 MV beams, equally spaced with beam angle separations of 5°. The static IMRT plans employed seven multisegmented 6 MV beams. Both types of plans were optimized in Pinnacle(3) with the direct machine parameter optimization (DMPO) algorithm using the same set of optimization objectives. The plans were delivered to a RANDO phantom and thermoluminescent diode (TLD) dose measurements were performed at various locations throughout the phantom. Risk coefficients and organ weightings as defined by International Commission on Radiological Protection (ICRP) Publication 103 were used to calculate the resulting effective doses to various organs at risk, as well as the overall risk estimate for both techniques.For the simple prostate case, the R-IMRT technique provided a higher dose to organs at risk within the CT volume and a lower overall peripheral dose to remaining organs. The R-IMRT plan had a risk estimate of 4.56% when compared to the IMRT risk of 4.78%. For the complex prostate case, there was no significant difference in the lifetime risks of the IMRT (5.73%) and R-IMRT (5.74%) plans.R-IMRT is an approximation to VMAT and it was found that there is no clinically significant difference between lifetime risk estimates between R-IMRT and standard seven-beam IMRT for the prostate.
