This paper proposes a model that can be used to determine effectively a sub-optimal policy for bus-stop spacing in urban areas. Transit users are usually interested in minimizing their out-of-vehicle travel time. Conversely, transit operators are interested in minimizing their fixed operating cost. Often, transit operators are required to make transit highly accessible to their patrons, because they opeerate under stringent budgets. This paper demonstrates, from a sensitivity analysis, that proper spacing of stops can significantly improve the quality of transit service, and decrease travel time, headway, and fleet size (i.e., number of buses). The Highway Capacity Manual, which contains a library of formulas for analyzing various transit performance measures, does not adequately address transit-stop spacing as a primary operational parameter. It is postulated in this report that optimal spacing of bus stops can reduce operating costs by minimizing the required number of buses in service. The proposed model is derived from the fundamental relationships that exist among velocity, uniform acceleration/deceleration, and displacement, and among the average bus operating speed, headway, required fleet size, and potential system capacity. The model can serve as a valuable decision support tool for transit planners in determining suitable spacing of bus stops for prevailing network and traffic conditions.

In this paper, a two-stage heuristic approach is presented for the allocation of buses to regional transit bus routes. In the first stage, bus frequencies required to handle peak link demand on each route are worked out. Overcrowding of buses to a certain level is considered in the computation of base frequencies. If additional fleet are available, surplus frequencies will be allocated in the second stage minimizing the degree of overcrowding in the network. Passenger discomfort due to overcrowding has been formulated as a nonlinear objective function. Genetic algorithms have been used to solve the problem of allocation of surplus fleet. Overlapping of routes, which is a common feature in many regional transit networks in India, has been considered in this model. Frequencies are set considering a maximum of one transfer. The model has been demonstrated with the help of a case study of a regional transit network in India.

Abstract

This paper assesses governmental performance in its investment, provision and regulation of urban transportation. Attention is given to public bus and rail transit and road transportation. Evidence based on urban transport in US cities reveals substantial allocative and technical inefficiencies that have led to large public transit deficits and severe highway congestion. I argue that it is futile to expect public officials to remedy the situation by pursuing more efficient policies such as congestion pricing and weighing costs and benefits when deciding transit service. The problem is that urban transportation policy is largely shaped by entrenched political forces that inhibit constructive change. The only realistic way to improve the system is to shield it from those influences and expose it to market forces by privatising it. This position is supported by empirical evidence based on simulations for the US and the UK's early experience with privatisation. JEL classification: R4.
