In 1976, the United States Air Force industrial engineering specialists came out with the criteria-based performance measurement system - Military Standard (MIL STD) 1567. Defense contractors have not accepted the system wholeheartedly. Their reservations are summarized in the 1980 Government Accounting Office (GAO) Report on Work Measurement. There is a great similarity between the MIL STD 1567 and the Cost Schedule Control System. The Air Force has been trying to have all its contractors accept the MIL STD 1567. Tailoring is a method used to alter certain MIL STD 1567 requirements due to cost-effectiveness considerations. A new MIL STD 1567 applications quide was released in 1983 and it is still in review.

Traditional measurements of productivity are quoted as output per man-hour statistics; however, since these quantify productivity in terms of time and labor only, while ignoring other inputs (including technological developments and market changes), a new measurement technique has been proposed, called total factor productivity (TFP). TFP reports productivity in terms of capital spent, labor expended, and amounts of energy and materials used (and the costs thereof). A TFP analysis of the Canadian economy indicates that decreasing productivity is not a function of labor, but of rising energy and material prices.
