201. Training Challenges for the U.S. Army in the Pacific

Abstract

In 2011, with the drawdowns in Iraq and Afghanistan freeing resources, President Obama approved a strategy shifting or pivoting U.S. strategic focus to the Pacific. U.S. military interests in the Pacific are not one-dimensional. They cross the scope of the elements of national power, including diplomacy, information, and economics. This operating environment is complex, and it will bring special training challenges to the United States Army in the Pacific. Army units will be required to operate in a Joint environment, often with Intergovernmental, Interagency, and Multinational partners who have disparate mission command capabilities. Multinational exercises and simulation-supported training can enhance training and mitigate shortfalls due to distance and decreased funding. This paper will address specific aspects of Army training in the United States Pacific Command Area of Responsibility. It will conclude with recommendations on how Army commanders can enhance existing capabilities as well as develop new training opportunities., USAWC Strategy Research Project.

Abstract

Kinetic and structural evidence suggests the existence of a late-metal terminal sulfido compound. This was gleaned from a study of the mechanism of desulfurizations and the intermediacy of the three possible binding modes of a sulfur atom to nickel. The chemical feasibility of binding modes of a sulfur atom to supported nickel may present significant mechanistic implications in both homogeneous and heterogeneous desulfurization reactions as well as in the reaction chemistry of sulfided clusters as a whole.

Abstract

An edited transcript of the discussions at the Organometallics Roundtable 2011 held on August 29, 2011 is presented. Jennifer Schomaker says that she would like to have a broader range of high-valent metal oxo complexes that contain easily tunable non-porphyrin ligands. Jim Mayer was thinking more about pure and simple chemical stability. People are doing reactions at higher temperatures and under more forcing conditions, with more stable ligands, such as the pincer ligands having been developed by Alan Goldman, Jensen and Kaska, and Brookhart. Vy Dong says that his students had a debate regarding this very question last year, and they chose the Mo-catalyzed Z-selective olefin metathesis reaction developed by Amir Hoveyda and Richard Schrock as the top achievement in organometallic chemistry last year. There are many exciting aspects of that work. For one, the complex itself has a unique structure, bearing a pyrrolide, a tunable imido, and an axially chiral binol-derived ligand.

Abstract

Research was conducted to study the synthesis of an organometallic nickel complex which could activate the C-S bond of dibenzothiophenes. The desulfurization of dibenzothiophenes did not require a hydride, a proton, or a hydrogen atom source. Results indicated that the complex was able to mediate activation of both C-S bonds of dibenzothiophenes at room temperature, and produced structurally characterized organometallic compounds.

Abstract

The mechanism of cleavage in aryl-aryl C-C bond is investigated by making strong metal-aryl bonds. Rhodium complex provides a thermodynamically favorable C-C cleaved complex. The cleavage of C-C bond in biphenylene is due to the formation of a stable pentametallacycle and on a strained form membrane ring.

Abstract

Methods to divide carbon-carbon bonds are limited, but David Milstein and his colleagues state that in mild conditions, C-C bonds can be divided between an automatic ring and a methyl group. They have increased the reacting capacity of the methyl-phenyl bond by using co-ordination effect. This group has completed the C-C dividing reaction by removing one of the hydro-carbon pieces and using additional amounts of hydrogen. Once the C-C activation takes place, hydrogenation makes it impossible to reverse the process.

246. Australian aerosol backscatter survey

Abstract

This paper describes measurements of the atmospheric backscatter coefficient in and around Australia during May and June 1986. One set of backscatter measurements was made with a CO2 lidar operating at 10.6 microns; the other set was obtained from calculations using measured aerosol parameters. Despite the two quite different data collection techniques, there is quite good agreement between the two methods. Backscatter values range from near 1 x 10 to the -8th/m per sr near the surface to 4 - 5 x 10 to the -11th/m per sr in the free troposphere at 5-7-km altitude. The values in the free troposphere are somewhat lower than those typically measured at the same height in the Northern Hemisphere.

Abstract

This study was made in support of the LAWS and GLOBE programs, which aim to design a suitable Doppler lidar system for measuring global winds from a satellite. Observations were taken from 5 deg S to 45 deg S along and off the E and SE Australian coast, thus obtaining representative samples over a large latitude range. Observations were made between 0 and 6 km altitude of aerosol physical and chemical properties in situ from the CSIRO F-27 aircraft; of lidar backscatter coefficients at 10.6 micron wavelength from the F-27 aircraft; of lidar backscatter profiles at 0.694 microns at Sale, SE Australia; and of lidar backscatter profiles at 0.532 microns at Cowley Beach, NE Australia. Both calculations and observations in the free troposphere gave a backscatter coefficient of 1-2 x 10 to the -11/m/sr at 10.6 microns, although the accuracies of the instruments were marginal at this level. Equivalent figures were 2-8 x 10 to the -9/m/sr (aerosol) and 9 x 10 to the -9 to 2 x 10 to the -8/m/sr (lidar) at 0.694 microns wavelength at Sale; and 3.7 x 10 to the -9/m/sr (aerosol) and 10 to the -8 to 10 to the -7/m/sr (lidar) at 0.532 microns wavelength at Cowley Beach. The measured backscatter coefficients at 0.694 and 0.532 microns were consistently higher than the values calculated from aerosol size distributions by factors of typically 2 to 10.

Abstract

Measurements of CO2 aerosol backscatter coefficients and other aerosol physicochemical properties were obtained in remote Pacific free tropospheric airmasses at the Mauna Loa Observatory in Hawaii. The experiment used an attenuated total reflection impactor (Johnson et al., 1983), a dispersive infrared spectrophotometer, and a high-resolution optical particle counter. Preliminary results suggest that sulfate compounds dominate background backscatter properties at CO2 wavelengths between 9 and 10 microns.
