Abstract

This paper presents a first-order analytical model for determining the performance degradation caused by permanently faulty cells in architectural and non-architectural arrays. We refer to this degradation as the performance vulnerability factor (PVF). The study assumes a future where cache blocks with faulty cells are disabled resulting in less cache capacity and extra misses while faulty predictor cells are still used but cause additional mispredictions. For a given program run, random probability of permanent cell failure, and processor configuration, the model can rapidly provide the expected PVF as well as lower and upper PVF probability distribution bounds for an individual array or array combination. The model is used to predict the PVF for the three predictors and the last level cache, used in this study, for a wide range of cell failure rates. The analysis reveals that for cell failure rate of up to 1.5e-6 the expected PVF is very small. For higher failure rates the expected PVF grows noticeably mostly due to the extra misses in the last level cache. The expected PVF of the predictors remains small even at high failure rates but the PVF distribution reveals cases of significant performance degradation with a non-negligible probability. These results suggest that designers of future processors can leverage trade-offs between PVF and reliability to sustain area, performance and energy scaling. 214. Efficient implementation of mining waste regulations and future tailings related qualifications

Abstract

Tailings dams are usually operated by mining companies or consultancies with experience of tailings facilities and remain under the supervision of state mining authorities. However, the safety of tailings dams is often not the priority of mining safety legislation and may often not be considered in any great detail. Legislation applicable to tailings management facilities varies in the different EU Member States and it usually includes environmental protection legislation, waste legislation, water legislation, and construction laws. The relatively recent mining related accidents, Baia Mare/Romania in 2000 and Aznalcóllar/Spain in 1998 and the pollution they caused have attracted the attention of the public to the environmental and safety hazards of mining activities. As a response to these accidents the European Commission launched a proposal for a new directive "on the management of waste from the extractive industries" on 2.6.2003. It is believed that a common set of rules at EU level will establish a level playing field in terms of minimum administrative control and supervision in the extractive industry sector. The purpose of this paper is to present some ideas and suggestions as to how new mining regulations could be implemented and maintained.

Abstract

This paper reports the performance of a solar flat plate collector for various flow configurations and presents a comparative evaluation. Three cases have been discussed: (i) serpentine flow, (ii) parallel-wall-to-wall flow, and (iii) spiral flow. The heat removal factor (FR) is the ratio of the actual heat transfer to the maximum possible heat transfer through the collector plate. A special case showing the effect of phase change material (PCM) onFRin the case of serpentine is discussed. A sheet-and-tube type collector where the tubes are bonded to the absorber plate by a suitable adhesive is considered. Equations showing the dependence ofFRon the fin factor were studied and indoor experiments were conducted to determine the value ofFR. Finally, a numerical investigation was done and comparisons were evaluated. Results indicate that when the mass flow rate () of water is 1, the value ofFRfor serpentine and parallel wall-to-wall flow is 0.44 and 0.88, respectively. It was also observed that for the case of PCM,FRis a variable quantity and its value ranges from 0 to 0.28. In this case,FRis a function of the PCM melting and solidifying phases rather than mass flow and is proportional to the melting temperature of the PCM. Also, it is observed that in a conventional water heater with serpentine flow or parallel wall-to-wall flow, the value ofFRdoes not increase significantly beyond a mass flow rate () of 4 kg/hr. Abstract

The 'TailSafe' resource is an online system which is designed to enhance tailings management by focusing on key parameters associated with reducing risks and preventing spills. Users can approach the content from four disciplines, designer, regulator, operator and management, which helps to increase awareness of particular responsibilities within a tailings management system. Typical examples are presented of how the parameters are displayed for each discipline. We determined the species distribution and in-vitro susceptibility of 6082 bloodstream infection (BSI) isolates of Candida spp. collected from 250 medical centres in 32 nations over a 10-year period from 1992 through 2001. The species included 3401 C. albicans, 984 C. glabrata, 796 C. parapsilosis, 585 C. tropicalis, 153 C. krusei, 67 C. lusitaniae, 48 C. guilliermondii, 10 C. famata, 10 C. kefyr, six C. pelliculosa, five C. rugosa, four C. lipolytica, three C. dubliniensis, three C. inconspicua, two C. sake and one isolate each of C. lambica, C. norvegensis and C. zeylanoides. Minimum inhibitory concentration determinations were made using the National Committee for Clinical Laboratory Standards reference broth microdilution method. Variation in the rank order and frequency of the different species of Candida was observed over time and by geographic area. The proportion of BSI due to C. albicans and C. glabrata increased and C. parapsilosis decreased over time in Canada, the USA and Europe. C. glabrata was an infrequent cause of BSI in Latin America and the Asia-Pacific region. Very little variation in fluconazole susceptibility was observed among isolates of C. albicans, C. tropicalis and C. parapsilosis. These species accounted for 78% of all BSI and remained highly susceptible (91-100% susceptible) to fluconazole from 1992 to 2001 irrespective of geographic origin. The prevalence of fluconazole resistance among C. glabrata isolates was variable both over time and among the various countries and regions. Resistance to fluconazole among C. glabrata isolates was greatest in the USA and varied by US census region (range 0-23%). These observations are generally encouraging relative to the sustained usefulness of fluconazole as a systemically active antifungal agent for the treatment of candida BSI. © 2004 Copyright by the European Society of Clinical Microbiology and Infectious Diseases.

Abstract

The Royal Aeronautical Society's position paper on the UK's space policies was presented. The Society continues to uphold government research on Earth observation, the Horizon 2000 space science program, advanced communications technology and national and European space infrastructure. The Society's stand on the relationship of the UK with European Space Agency and other member states were discussed. An evaluation of the national space program of the UK was also discussed.
