The issues of library specialists’ competencies in the aspect of Federal State Educational Standards (GEF) are examined, the problems of determining competencies and their composition taking into account the requirements of the digital economy and the professional standard are identified. It is stated, that at present only lists of competencies of the Federal State Educational Standard are to be considered as the basic model of library specialists’ competencies. It is proposed to implement a number of special measures for to form the professional community’ consolidated position concerning the competences and their determination due to the type of the library and workers’ professional status.

The paper presents the results of natural science studies of the base and colour inlay of four buckles of the Xiongnu period: three from the burial ground of Ala-Tey 1 (Tuva) and one from the cemetery of Kamenka V (Khakassia). Buckles with many-coloured incrustation and the best preserved inserts were selected for examination. The base of the buckles was made from fossilized coal, probably of the boghead type. Among the inlay materials of the buckles, cornelian, moganite, turquoise, fuchsite and nacre were identified.

Several disciplines outside the natural sciences, including International Relations (IR), have engaged with the Anthropocene discourse in order to theorize their relevance and translate their practical value in this new phase of the Earth's history. Some IR scholars have called for a post-humanist IR, planet politics, a cosmopolitan view, and ecological security, among other approaches, to recalibrate the theoretical foundations of the discipline, making it more attuned to the realities of the Anthropocene. Existing discussions, however, tend to universalize human experience and gravitate towards western ontologies and epistemologies of living in the Anthropocene. Within this burgeoning scholarship, how is the IR discipline engaging with the Anthropocene discourse? Although the Anthropocene has become a new theoretical landscape for the conceptual broadening of conventional IR subjects, this review reveals the need for sustained discussion that highlights the differentiated human experiences in the Anthropocene. The existing IR publications on the Anthropocene locates the non-spatial narratives of vulnerability and historical injustice, the non-modernist understanding of nature, the agency of the vulnerable, and the amplification of security issues in the Anthropocene. It is in amplifying these narratives that the IR discipline can broaden and diversify the discourse on the Anthropocene and, therefore, affirm its relevance in this new geological age.

The traditional pulsar period estimation method using a single distorted profile averts multiple epoch folding processes, but still has space for accuracy to improve. To give consideration to both accuracy and computational load, we combine the fast butterfly epoch folding (FBEF) with the single distorted profile (SDP)-based pulsar period estimation, and propose the FBEF-based pulsar period estimation with a few distorted profiles (FBEF-FDP), which merely uses a few epoch folding processes to enhance accuracy sharply. Firstly, the fast butterfly epoch folding is used to produce a few distorted pulsar profiles with different periods. And then the single distorted profile-based pulsar period estimation explores each distorted prolife to provide a corresponding distortion degree. Finally, using these distortion degree values, the nonlinear search method for multiple minimums can get an optimal distortion degree estimation. Besides, we prove that distortion degree estimation errors of different accumulative distorted profiles from the same pulsar photon sequence are incompletely correlated. This is the theorical basis that the distortion degree estimation values from the same pulsar photon sequence can be fitted to obtain more highly accurate distortion degree estimation. The computational complexity demonstrates that the computational load increases with the number of groups. Thus, to ensure the real-time of the FBEF-FDP, the number of groups should not be too large. Simulation results demonstrate that the accuracy of the fast butterfly epoch folding-based pulsar period estimation using a few distorted profiles enhances at the cost of a small computational load.

As one of the commonly used solutions for vehicular dynamic positioning, the stability of Global Navigation Satellite Systems (GNSS)/ Inertial Navigation System (INS) integrated positioning when applied in an urban environment is still struggling. Generally, carrier-phase ambiguity fixing requires continuous several epochs, the stability and continuity of integrated positioning are significantly reduced if the signal is frequently blocked. To reduce the impact of frequent signal blockage, an improved tightly-coupled algorithm is proposed in this paper. Firstly, a step-wise ambiguity processing method is introduced to form instantaneous fixed Wide-Lane (WL) observations for calibrating INS measurement. Secondly, by estimating the differential inter-system bias (DISB) parameter, the pivot satellite can be shared between different constellations, to increase the number of usable satellites under the limited observation conditions and improve the positioning performance. The proposed method is verified with vehicular experiments on semi-simulated and actual urban canyon scenarios. In the artificial GNSS outage experiment, in the situation of 4 satellites that can be observed in BeiDou Navigation Satellite System (BDS) and Global Positioning System (GPS), the positioning accuracy of the proposed algorithm can achieve $4.1cm$ horizontally and $15.2cm$ vertically. An improvement of 26.9% horizontally and 20.4% vertically is gained accordingly compared to the conventional method. In the actual urban environment experiment, in case of insufficient satellite and low signal-to-noise ratio (SNR), when the conventional method can no longer maintain a fixed solution of GNSS/INS integrated positioning, the proposed algorithm can still achieve an accuracy of $49.7cm$ horizontally and $67.0cm$ vertically.

Inevitably and expectedly, our eyes are turned to scientists and researchers, innovative people of different professions who are striving toward the same goal and giving hope that a solution will be found. The battle is fought simultaneously on several fronts; on each of them Universities around the world are making significant contributions. The priorities include finding the vaccine, establishing effective protocols for treatment of patients, timely identification of potentially infected persons and search for new solutions in the fields of personal protection and disinfection of surfaces and facilities.

This paper is devoted to a rare type of archaeological finds, i. e. large buckles from Siberian jet with engraving and incrustation found at sites of the Xiongnu period over a broad territory from Manchuria to the Lower Volga region. The centre of their origin and distribution was probably in the north of Inner Asia which was the proveni- ence of the material itself for making the buckles — boghead coal or Siberian jet. Its main deposits are concentrated in the Irkutsk coalfields.

The article attempts to systematically present pedagogical views of the leader of the Kharkiv School of the Scientific Organization of Labor, the director of the All-Ukrainian Institute of Labor F. R. Dunaevsky (1887 – 1960). It analyzes his work «The Task of Enlightenment», which is considered to be a pedagogical utopia. It was designed by the author as a story about the Palace of Creation, but the topology of Palace in the work is changing. In some parts of the text the author is talking about a real magnificent building standing in a huge park, which also performs educational functions in relation to the youngest children. There is a variety of classrooms on different floors of the building. In these classrooms, young people study in the process of solving various problems. The education process is built according to a concentric system. Learning takes place in accordance with individual interests and at an individual pace for each student. The tasks of learning merge with the tasks of science. In other places of the text, the topology of the Palace appears as the topology of a social institution, in which the tasks of education merge, wider than enlightenment, science and the production of scientific instruments and tools. Here, the Palace of Creation is worth being perceived as a metaphor for a broad social movement. It has been shown that the author did not turn pedagogical utopia into a technological social project, since it was intended to play the role of a methodological guide in specific studies within the scientific organization of labor. It contributed to the development of a humanistic concept of professional selection. The pedagogical views of F. R. Dunaevsky developed under the influence of works by A. A. Bogdanov and Proletkult (proletarian culture). The ideas were polemically opposed to the concept of «social education», which at that time was being developed under the leadership of the Commissar of Education of the Ukrainian SSR G.F. Grinko. This concept suggested the expropriation of children by the state from the family, ignoring the child’s personality in the educational process focused on the team. The family by itself was seen by G. F. Grinko as a decaying institution. F. R. Dunaevsky advocated the development of personality as the basis of the viability of the team.

The article analyzes the function of the emblematic system and in particular the allegorical figure of the God Mars in Russian panegyric literature. In Peter I‘s epoch this allegory was actively used to formalize the new Imperial ideology. In panegyric dramas the image of the God Mars served to personify the highest values of the Empire: the new warlike Russia, the most heroized sovereign, the Russian army.

The article is devoted to testing the effectiveness of methods of cultural landscape archaeology for studying the local mobility of steppe pastoral cultures of the Paleometal Epoch (Eneolithic — Bronze Age) of Central Eurasia. In the paradigm of landscape archaeology comprehensive studies of a series of reference polygons have been recently carried out in the North-Western Caspian region, the Middle Don region, the Southern Trans-Urals, the Ural-Mugodzhary region. The research protocol included the use of GIS technologies, means of shallow-depth geophysics, geoarchaeology, archaeobotany, archaeozoology, paleoanthropology, paleosurface science, paleoclimatology, the study of isotope archives, etc. As a result, it was found that the life support system in the reconstructed economic and cultural models was based on various forms of mobile cattle breeding with seasonal rotation of pastures and water sources with a subsidiary role of hunting and gathering. In areas where copper ore sources were located, they were harmoniously combined with mining and metallurgical production due to the coincidence of seasonal economic and production cycles. This economic system allowed achieving a dynamic balance between human needs and the natural resource potential of the developed steppe and mountain-steppe geosystems, relying on their ability to regenerate without losing their ecological function. The research has shown that landscape archaeology can claim to be a methodological basis for studying local mobility of steppe pastoralists of the Paleometal Epoch. At the same time, none of its the methods, including the most effective isotope studies, can claim to be universal. Only a comprehensive application of the entire arsenal of landscape archaeology methods can lead to the reconstruction of economic and cultural models based on mobile forms of cattle breeding.

“Kutadgu Bilig, Diwani lugat at Turque, Hibat-ul-Haqqaiq” - the written memorials in Turkic language of Karahan epoch, which have reached our time. The monuments are distinguished by the fact that to abstract concepts related to the Islamic religion is given purely Turkic remarks. The wide Turkic layer, which refers to the Religious terminology, reflects the availability of religious terminological base of Turkic language in the epoch of Karakhan. This distinguishing feature of the language shows the socioeconomic environment and deeply engrained worldview of the Turkic language in accordance with its theology in the Karahan epoch. The word “Allah”, which is considered a fundamental notion of the Islamic world, is not used at all in the given works. This word is replaced by Turkic names, such as Tanri, Bayat, Idi / Izi Ugan. In our article we have made the lexico-semantic analysis of Turkic names of God. The analysis revealed that the name of Creator, as the lexeme of the Tanri in the ancient Turkic worldview was intertwined with the descriptions of Allah in the Islamic sense, but its inner meaning was somewhat changed. The words Bayat, Idi / Izi Ugan were formulated as religious terms on that epoch, and their source was Koran. These words are used as synonyms, but they are not the same in terms of frequency and range of usage. Key words: Karahan epoch, written memorials, Creator, Religious terms, worldview.

Oles Honchar, who is a classic of Ukrainian literature, has created a well-known novel “The Alps” (the first part of the “The Standard Bearers” trilogy). There, we discover about how soldiers and officers (many Ukrainians are among them) of the Second Ukrainian Front passed their way through Romania from spring to autumn of 1944. Due to this, we see many Romanian realities, starting with historical-political ones and ending with locally linguistic ones, the research and explanation of which have become the purpose of this article. The author of the novel was well aware of the military-political realities of the epoch. Those realities were ongoing battle for the Romanian city of Târgu Frumos and The Jassy-Kishinev Operation (August 1944). He also knew about Rodion Malinovskyi (who was its participant and commander of the Second Ukrainian Front) and the August uprising in Bucharest in 1944. The realities also included the overthrow of the dictatorship of Antonescu by the patriotic Romanian forces led by Romanian king Michael I and a common struggle between Red and Romanian armies for the liberation of Northern Transylvania from the Hungarian occupation (Hungarian occupation was one of the Second Vienna Award conditions). The interpretations of some of the military-political realities of that time have not undergone any significant changes in the novel (The Jassy-Kishinev Operation, the Northern Transylvania liberation). At the same time, the other interpretations have negative references about the Romanian king Michael I and his so-called “collaboration”, although he learned about Romania’s entry into the war against the USSR and the Anti-Hitler-Koalition from the BBC radio message. In the novel, loanwords from Romanian language are appropriately used. Among them, we should point out “nu știu” (“I do not know”), “nu ști rusește” “Not to know Russian”, “nu-i bun război” (“War is a bad thing”), Moldavian dialect “boon diva” (“good day”) and some other words of Romanian origin. The novel states that the Red Army staff officer interrogated Romanian captives with a Moldovian translator, which inadvertently testifies to Oles Honchar’s recognition of the identity of Romanian and so-called “Moldovian” languages, which was denied for political reasons in Soviet times. On one hand, the article points out that Oles Honchar, as a distinguished master of the artistic word, successfully reproduced Romanian historical-military and locally linguistic realities of 1944. On the other hand, it tells that he was forced to follow the Soviet officialdom of that time when it was about the “bourgeois Romania” describing. He was told to demonize Antonescu, although Oles noted the reluctance of Romanians to fight under Stalingrad and the Caucasus on the side of Germany in 1942-1943. The article also tells that the novel was translated into Romanian with the name “Stegarii” (“Standard Bearers”).

В статье рассматриваются процессы, связанные с цифровой трансформацией политической коммуникации, их влияние на избирательный процесс и формы манипулирования общественным мнением. Аргументируется, что современная политическая коммуникация и общественная система в целом подвержены воздействию процесса внедрения и развития цифровых технологий. Автор доказывает, что внедрение инновационных технологий в политическую коммуникацию кардинально меняет специфику, направленность и характер взаимодействий в избирательном процессе. Отдельно в работе анализируются формы манипулирования в политическом процессе современных обществ, раскрыты роль и значение цифровых систем и технологий в электоральном процессе, определены возможные способы противодействия «цифровому манипулированию». A study of the joint commission of a crime as a legal phenomenon, which is enshrined in the written legislative acts of the first state formations of the Ancient East and some states of the era of antiquity, is carried out. The article considers the norms of a criminal-legal nature, which include certain provisions concerning the joint commission of a crime. Analyzed the basic laws of Ancient Egypt, Sumer, Babylon, Assyria, India, China and Japan, Greece and Rome. The analysis was made of the norms of a criminal-legal nature, in which provisions on joint infliction of harm are mentioned in one way or another. Possible types of joint commission of a crime and persons jointly participating in the commission of unlawful acts, the grounds and limits of criminal responsibility, types of group entities within which crimes are jointly committed have been established. A number of theoretical provisions have been identified and systematized, reflecting the criminal law views of the legislators of the Ancient East and Antiquity on the socially dangerous nature and harmfulness of the joint crime. It is determined that the ancient oriental and ancient legislators consolidate the first provisions concerning the joint commission of a crime casuistically, that is, fixing specific cases in the “body” of the norms; in the legislation such structures of crime are fixed, the commission of which alone seems either unlikely or impossible; Among the possible types of joint commission of a crime, the legislator pays more attention to the implication, expressed in concealment, non-reporting or connivance. It is argued that this is due to the excellent degree of public danger of such cases, since it is they that create the determination in others to commit a crime.

Being an inalienable right of a citizen of a democratic state, the right to privacy of life in the digital age is exposed to constant intrusions and encroachments. Private life is becoming an object of interest for the public, state intelligence agencies, commercial organizations, and crime, who have received the opportunity through information and communication technologies not only to look after a person through correspondence and analysis of personal data, but also to manipulate consumer choice, generate demand, track movements and contacts. At the same time, as the results of sociological studies show, modern society itself is becoming more open, and users of Internet resources give the important personal information, often voluntarily post terabytes of photos and videos, losing the border between privacy and publicity, morally acceptable and legally prohibited.

The academic and social experience accumulated over the years and decades of our society’s activity demonstrates the unique role of the headmaster as the first and principal organizer of the educational process, the teacher of the student youth, the parents and all employees of the institution. And that’s understandable. The headmaster is a person who the whole team is based on, who they follow and whose activity, as a tuning fork, sets the tone of the work of the whole school. He is not only the organizer of the educational process or the head of the business, but also the first teacher-advisor of the team. He is fully responsible for the state of work of the school as a whole, and most importantly – for the civic, spiritual, moral, patriotic charge with which teachers approach their pupils, and they, in turn, assimilate it and go into the world as independent and creative personalities. It is he who – confident, convinced, creative – conveys to the team his own worldview potential, accumulated in his time during his university studies, as well as in the process of gaining practical academic and civic experience. Therefore, it is quite understandable the need for a high ideological training of the director, the formation and constant updating of his political, spiritual, moral, aesthetic, etc. culture in general.

Resumen En sus escritos tempranos Heidegger plantea que la existencia fluctúa entre un modo de ser auténtico e inauténtico. Una de las diferencias que se establece entre estos modos de la existencia consiste en la manera en la que se experimenta el tiempo en uno y otro. El presente artículo pretende proponer un enlace entre las nociones de temporalidad heideggeriana y, a la luz de dicho enlace, establecer los rasgos que la existencia auténtica podría adquirir en la época de la técnica. Para lograr este propósito, retomaré una cita de Borges con el n de esbozar cómo podría pensarse una relación entre las dos nociones de temporalidad. Una vez esbozada la relación, se revisarán algunas de las tesis heideggerianas sobre la época de la técnica que nos ofrezcan las herramientas para reflexionar acerca de los matices que adopta la existencia auténtica en nuestra época. En ese sentido, sugiero que la serenidad puede concebirse como la manera en la que la existencia auténtica actúa. La serenidad no es pasividad del hombre frente a la técnica, sino un modo de responder al acontecer del ser, una manera genuina de actuar acorde a la época. Abstract In his early writings, Heidegger argues that existence fluctuates between an authentic and an inauthentic mode of being. One of the differences of these modes of existence is the way in which time is experienced in each other. This paper aims to propose a link between these notions of temporality and, in the light of that link, to determine the main features of the authentic mode of being in the age of technique. To achieve this goal, I analyze a quote from Borges in order to sketch out how we can think a relationship between the two notions of temporality. Once the relationship has been sketched, I will review some of Heidegger’s theses on the epoch of technique that offer us the tools to reflect on the nuances that authentic existence adopts in our epoch. This article aims to think on how a relationship between the two notions of temporality could be considered and, considering this link, the features that the authentic existence could acquire in the age of technique. In that sense, I suggest that serenity can be conceived as the way in which authentic existence acts. Serenity is not the passivity of man versus technique, but a way of responding to the occurrence of being, a genuine way of acting according to the time.

The article concerns the issue of Byzantine architects, builders, and stone masons in Latin Europe in the tenth to twelfth centuries. The heart of the conducted analysis is the participation of builders from the Eastern Roman Empire (Byzantium) in erecting particular buildings in the countries of Latin Europe. The authors referred to Byzantine builders’ activities in Reich (Paderborn and probably in Cologne), Italy (Venice, Monte Cassino), and Hungary.It is worth to notice that the topic is analysed in view of written sources from the epoch, which are often disregarded in similar studies.

В статье на основе обобщения научных положений теории региональной экономики исследованы особенности современного развития субъектов Уральского макрорегиона России и Пермского края в эпоху цифровизации. Для аналитической интерпретации показателей цифровизации регионов были использованы методы предикативной аналитики. Установлено, что в современную эпоху масштабной цифровизации производственных или социальных процессов наблюдается смена конфигураций основных средств в пользу информационно-коммуникационных технологий, обеспечивающих в настоящее время наибольший прирост валового регионального продукта. При этом наиболее благополучно выглядят регионы, где эффективно формируется цифровая среда для взаимодействия органов государственного и отраслевого управления и хозяйствующих субъектов, а также развиваются собственные производства средств ИКТ, отвечающих современным требованиям. Проведенное исследование позволило определить узкие места для эффективной цифровизации экономики Пермского края. В их числе: непроработанность методик оценки эффективности цифровизации производительных сил и общественных отношений, отсутствие должной коммуникации между обществом и управлением в вопросах конфигурации сетевого пространства, дефицит идеологов и специалистов в сфере цифровизации регионального пространства и др. Сформулирован вывод о том, что различная динамика цифровизации на региональном уровне генерирует проблемы трансформации производственных и общественных отношений, реализации новых методологических и практических подходов в управлении субъектом страны.

Perovskite-based solar cells (PSC) is the fastest growing solar technology to date since inception in 2009. This technology has revolutionized the photovoltaic (PV) community. While it has taken 15–42 years for traditional PV technologies to achieve maturity, PSC technology has accomplished the same within 10 years. In this article, we explore the latest developments in respect of material profile, pathways for crystallization and device architectures. Related to this are lifetime and stability which are detected as the vital issues that need to be solved before the PSC technology can be commercialized on a wider scale. In addition, we critically elucidate the key degradation mechanisms and strategies for improvement of stability. The fact that most of the perovskite elements are not optimized suggests that there's still room for enhancement- especially in relation to the hole transport materials (HTMs) used and the organic component of the perovskite materials. Lastly, we discuss future outlook and necessary updates for PV community.

The article deals with the main milestones of the biography of Doctor of History, Professor N.V. Minaeva, who worked at the Faculty of History of Moscow Pedagogical State University for almost half a centuryin the context of the history of her family, which largely reflected the dramatic and tragic pages of the Soviet era. The author shares his impressions of communication with N.V. Minaeva, tells about her character traits, life position, her as a teacher and a scientist. For the first time, a systematic bibliography of her scientific works is provided.

The uncertain disturbance in the system signals can lead to biased state estimates and, in turn, can lead to deterioration in the performance of state estimation for a nonlinear dynamic system. In order to address these issues, this paper develops an adaptive fitting H-infinity filter (AFHF) based moving-window by combining the novel noise estimator with fitting H-infinity filtering. Specifically speaking, the novel noise estimator is designed to estimate the process and measurement noise characteristics during a fixed window epoch on the basic of the moving-window technique. Subsequently, the noise characteristics at each window epoch is regarded as the input noise means and covariances of fitting H-infinity filtering at next epoch. Further, the attenuation level is adaptively calculated at each time step to change the structure of AFHF. The Monte-Carlo simulations and INS/GPS integrated navigation experiments are set up for the sake of verifying the superior performance of the proposed filtering with uncertain disturbances.

Basic tendency of today – digital transformation – renders substantial influence on education. Introduction of mass open online courses (MOOCs) in an educational process became the natural response of institutions of higher education to modern trends. The article suggests a short analysis of introduction of MOOCs driven in Russia and in the world. In Saint Petersburg polytechnic university active development of mass open on-line of courses is conducted that can be used in the educational process of any institution of higher education, and is actively used in the university itself. In Institute of industrial management, economy and trade of Saint Petersburg polytechnic university online-courses have been introduced into the educational process while realizing the disciplines from 2017. Today the experience achieved allowed to inculcate online-courses in all curricula of POLYTECH. The article also provides the results of change of progress, forms of communications and problems aroused due to MOOCs introduction. The ways to solve the given problems are suggested. The next step in development of education is passing to the construction of adaptive educational trajectories allowing not only operatively to react to the calls of labor-market, but also to prepare the “specialists of the future”.

This research paper aims to explore “Dacoity”, “Kalyuga” (the Age of Downfall), “Mano-Maira” (Dirty-Mind) and “Karma” (Deeds) in “Train to Pakistan”, an epoch-making novel inscribed by Khushawant Singh and critically analyse those four phases in the fiction. The Partition of India is the gloomiest occurrence in British India, which attracted the attention of several writers, poets, and novelists who portrayed it in their respective works. Khushwant Singh expresses his anger over the violation of the long-cherished Indian values over the communal riots that occurred over the process of the Partition of United British India into India and Pakistan. The growth of interest in the Anthropocene has coincided with the rise of geoheritage research and these ideas seem to be mutually enriching. However, very few previous investigations were devoted to the Anthropocene geoheritage. The conceptual treatment of the geoheritage classification demonstrates that the majority of geoheritage types and forms are relevant to the Anthropocene. From types, the most relevant are the stratigraphical, economical and geomorphological types, which include, for instance, such unique objects as the Anthropocene global stratotype candidate sections, exploited ore deposits and man-made landforms, respectively. Ex-situ forms (such as museum collections) and many in-situ forms (such as quarries and roadcuts) result from the geological-scale activity of humans. The practical importance of the strong Anthropocene–geoheritage relationship is linked to communication of Anthropocene-related knowledge and better research coordination. Importantly, geosites and geopaks themselves manifest human influence on the global geological environment, that is, their establishment among the Anthropocene-related forces.
