202. Impacts of the Sustainable Development of Cross-Border E-Commerce Pilot Zones on Regional Economic Growth.

- Abstract
This paper evaluates the sustainable development of cross-border e-commerce pilot zones and their impact on regional economic growth. A comprehensive performance evaluation system is constructed to assess the degree of sustainable development in the first five batches of cross-border e-commerce pilot zones in China between 2011 and 2020, which reveals significant regional differences and a clear "Matthew effect". We also quantify the specific role of cross-border e-commerce pilot zones in promoting regional economic growth; specifically, we demonstrate that the level of sustainable development of cross-border e-commerce pilot zones has a significant positive impact on regional economic growth and show that these effects vary according to regional distribution, city level, and the degree of sustainable development of cross-border e-commerce pilot zones. On this basis, we explore the mechanism through which these factors influence one another and identify three main channels on which to focus for further development: industrial structure upgrades, institutional innovation, and consumption upgrades. Finally, based on empirical results, we propose differentiated policy suggestions for various regions and city levels through the provision of theoretical and practical support for promoting the healthy and sustainable development of cross-border e-commerce pilot zones and the stable growth of regional economies. With the rapid development of information technology and the increasingly obvious trend of economic globalization, cross-border e-commerce has developed rapidly against the background of the rapid development of e-commerce worldwide and with the support from all parties. Tmall Global under Alibaba Group is the most representative case currently. The operation model of cross-border e-commerce in China is still in the exploratory stage. This paper takes Tmall Global under Alibaba Group as an example to study the operation model and optimization strategies of cross-border e-commerce in China. Firstly, it outlines the relevant research and theories on operation models, as well as the operation models and innovative elements of cross-border e-commerce enterprises. Secondly, based on the discussion of China's cross-border e-commerce operation model and innovation, it analyzes the constituent elements of the cross-border e-commerce operation model. Then, through comparative analysis of the advantages and disadvantages of Tmall Global's and Amazon's, JD's and other typical domestic and foreign cross-border e-commerce operation models, it explores the optimized development enlightenment of cross-border e-commerce operation models. Finally, it studies the development optimization strategies of China's cross-border e-commerce operation model, and elaborates from aspects such as customs clearance efficiency, policy system, cross-border logistics and credit system. Logistical risks are now significantly more acute due to epidemics, economic recession and local political turmoil. Cross-border logistics risks are particularly prevalent given the large number of participants and the long transport distances involved. This paper develops a system dynamics model to analyse the key factors of cross-border logistics risk. In previous studies, people usually consider the risk factors as many independent individuals. But actually, there is a causal relationship as well as conduction effects between risk factors. Therefore, this paper analyses the relationship between risk factors through qualitative analysis and establishes a system dynamics model to indicate the direction of risk transmission. The rate of risk transmission was analysed using quantitative methods. Finally, this paper conducts simulations using survey data of cross-border e-commerce enterprises in Chengdu, indicating that the industry currently has more prominent customs risks, process risks, and cooperation risks. Cross-border e-commerce (CBEC) professional training programs jointly organized by enterprises and universities effectively reduce the CBEC talent supply-demand gap in China. Without understanding students' learning needs, it's hard to activate students' motivations to participate in these programs. This study investigates undergraduates' learning demands for knowledge and skills from the CBEC professional training program. A survey based on China CBEC Professionals Standards was conducted among four CBEC-related majors at Huaihua University located at an international inland port city of Huaihua in Central China. It was found that undergraduates of different grades and majors differed in their learning demands for CBEC knowledge topics and skills. Majors, rates, CBEC-related experience and CBEC knowledge levels could affect undergraduates' CBEC learning needs. These results suggested that universities and enterprises should jointly design a differentiated curriculum for the specific learning demands of students in different CBEC-related majors and grades. The findings of this study have provided references for Huaihua University and other universities in China to optimize curriculums for CBEC professional training programs. Building on the motivation–ability (MA) theoretical framework, we develop a motivation–trust–vulnerability (MTV) framework to explain behavioral decision making in situations of uncertainty and vulnerability. We apply our new framework to cross-border online shopping, which is characterized by uncertain benefits, potential losses, and increased vulnerability of making cross-border online purchases at foreign online vendors. The MTV framework (1) explains the mechanism of cross-border online shopping by considering the effects and interactions of motivation, trust, and vulnerability (2), offers a new conceptualization of perceived vulnerability and (3) is applicable to culturally and economically distinct country markets. The findings from two major e-commerce markets (China and Germany; N = 808) support our framework and suggest that perceived vulnerability acts as an obstacle that prevents consumers from cross-border online shopping. However, in interaction with trust towards foreign online vendors perceived vulnerability positively affects the relationship between motivating factors and cross-border online purchase intentions. Our findings help explaining consumers' cross-border online purchasing intentions and provide guidance for retail managers and policy makers on recognizing and coping with trust and vulnerability in international relations. The organization and coordination of cross-border e-commerce platforms in agricultural product trading are continuously increasing, and the involvement of digital platforms has driven the integration and development of cross-border agricultural product supply chains with live-streaming e-commerce, effectively facilitating the comprehensive development of producers, sellers, and professional service providers within the ecosystem. However, despite the growing importance of this integration model in the market, there are still numerous unresolved issues from a supply chain perspective, and existing research provides relatively limited guidance on the effective operation of this integrated supply chain model. To address this gap in theoretical research, this study first delves into the essence and fundamental characteristics of sustainable cross-border agricultural product supply chains in the context of live streaming. Secondly, employing grounded theory as the primary research method and combining platform theory and ecosystem theory, an influencing factor system and an impact model for the development of sustainable cross-border agricultural product supply chains in the context of live streaming are constructed to gain a more comprehensive understanding of the complexity of this integrated supply chain model. Finally, from the perspectives of government agencies and practitioners, development pathways for sustainable cross-border agricultural product supply chains in the context of live-streaming e-commerce are proposed, aiming to enhance existing research and provide decision-making support for relevant stakeholders in formulating development strategies. The findings of this study contribute to expanding the research perspective on the ecosystem of live-streaming e-commerce and sustainable cross-border agricultural product supply chains, providing theoretical support for the establishment and operation of sustainable cross-border agricultural product supply chains in the context of live streaming. Additionally, it offers important references for promoting the sustainable development of live-streaming e-commerce and cross-border agricultural product supply chains, facilitating industry upgrading, global agricultural trade, and achieving mutually beneficial outcomes. 210. How Paradoxical Leadership Promotes Employees' Career Sustainability: Evidence from the Chinese Cross-Border E-Commerce Industry.

The ultra-fast development of digital technologies exerts immense pressure on employees in the cross-border e-commerce (CBEC) industry, especially those who are older and have lower levels of education. These employees may appear resistant to digital technologies, which can harm their careers. Leadership can address negative mentalities and sustain employees' career development. Using job demands–resources (JD–R) theory, this study explored how paradoxical leadership can increase employees' career sustainability by mitigating resistance to digital technology. Additionally, the moderating effects of age and education were examined. We analyzed time-lagged data from 141 employees in the Chinese CBEC industry, employing Partial Least Squares–Structural Equation Modeling (PLS–SEM) to test the hypothesized model. Our results revealed that: (1) paradoxical leadership relates negatively to resistance to digital technology but positively to career sustainability; (2) resistance to digital technology negatively relates to career sustainability; (3) resistance to digital technology partially mediates the relationship between paradoxical leadership and career sustainability; (4) age positively moderates the negative relationship between resistance to digital technology and career sustainability, while education negatively moderates that relationship. We offer novel insights into the trade-off effects among the five variables. Furthermore, our study provides practical guidance for firms, emphasizing the critical influence of paradoxical leadership and individual characteristics on ensuring employees' career sustainability in the Chinese CBEC context. Systematically analysing the relative importance and hierarchical relationships among the influencing factors of the cross-border e-commerce ecosystem holds rich theoretical value and practical significance for the development of this ecosystem. A total of 19 influencing factors covering four aspects affecting the cross-border e-commerce ecosystem are identified by means of the relevant literature, web pages, research, and discussions with relevant experts and scholars, and the decision-making trial and evaluation laboratory (DEMATEL) and interpretative structural modeling (ISM) method is used to analyse the cause-effect correlation of each factor and to obtain a cause-effect diagram and a multi-level recursive structure model. The results show that three factors, i.e., the e-commerce platform development level, cross-border e-commerce competitiveness, and the cross-border e-commerce transaction scale, have a greater degree of influence on the other influencing factors. Additionally, three factors, i.e., the information development level, GDP, and cross-border online shopping demand, are vulnerable to the influence of the other factors. The level of cross-border e-commerce platform development, cross-border e-commerce competitiveness, and inter-firm competition are the root factors and occupy an important position in the cross-border e-commerce ecosystem as influencing factors and influence the stability of the cross-border e-commerce ecosystem by affecting the other factors. This paper examines college students' motivations to participate in cross-border e-commerce skill training. The study conducted a semi-structured interview with participants of cross-border e-commerce workshops at Huaihua University using the ARCS motivation model. According to the findings, relevance and attention motivational components significantly attract students to the cross-border e-commerce skill training program. In contrast, confidence and satisfaction motivational components act as supportive motivators to persuade students to participate in the training program. Students' knowledge of cross-border e-commerce platforms impacts their interest and attention to cross-border e-commerce workshops and their confidence and satisfaction with their learning process. It is recommended that the design of the university's crossborder e-commerce skill training program should be optimized. Doing so is expected to maximize students' motivations to participate in cross-border e-commerce skill training by promoting knowledge of crossborder e-commerce platforms to students of different levels. 213. How Much Can TFA Boost Sustainable International Trade? --Evidence from RCEP and China.

In February 2017, as the first multilateral agreement on trade since the establishment of the WTO, the Trade Facilitation Agreement (TFA) came into effect. Hitherto, however, there is still very little evidence on the factual effect of trade facilitation on promoting international trade. Based on panel data from 2017-2021, using a trade gravity model and the least squares regression analysis, this paper explores the impact of the implementation of the TFA on the import and export values between China and five RCEP countries (Indonesia, Malaysia, Singapore, Thailand, and Vietnam). The results demonstrate that China's trade facilitation level is significantly and positively related to the trade flow of goods. In addition, the population size of RCEP countries is also positively correlated with the trade flows between the two sides. 1 per cent of Trade Facilitation Index (TFI) can increase trade flows by US$10,352.9 million. It is recommended to actively promote the development of trade facilitation, including the formation of RCEP logistics industry alliance, the establishment of one-stop digital customs, the acceleration of Cross-border E-commerce, as well as the reasonable use of blockchain. 215. Improving the service quality of cross-border e-commerce: How to understand online consumer reviews from a cultural differences perspective.

Introduction: Cross-border e-commerce (CBEC) consumers come from different countries; thus, cultural differences may affect their evaluations and perceptions of service quality. This paper follows Hofstede's framework as a theoretical anchor to explore how to use online consumer reviews that reflect cultural differences to improve the service quality of CBEC. Methods: First, based on a latent Dirichlet allocation model, 14 service quality issues that consumers are concerned about in CBEC were identified. Second, a generalized ordered logistic regression model was explored to analyze the cultural influences on consumer sentiment orientation. Finally, the effect of each cultural dimension on consumer service quality perception in CBEC was evaluated by employing a binary logistic regression model. Results: The results showed that consumers paid more attention to the service quality of logistics service, customs efficiency and tariff, shopping experience, and so on. Cultural dimensions significantly impacted consumers' emotional tendencies. Moreover, cultural dimensions had significant impacts on consumers' service quality perception (e.g., logistics service, trust in sellers, customs disputes, and cell phone performance). Still, consumers' quality perceptions of some services (e.g., cell phone functions, items as described, logistics package quality, and gifts) were less affected by cultural dimensions. Discussion: Our findings not only provide new perspectives for CBEC consumer behavior studies on quality improvement but also provide practical implications for CBEC enterprises. In this paper, a new timing synchronization algorithm for the main synchronous signal (PSS) is proposed for the risk identification of cross-border e-commerce in the Internet of things, aiming at the problems of poor performance of anti frequency bias and high computational complexity of the improved PSS timing synchronization algorithm. Based on the piecewise correlation algorithm, the normalized frequency deviation of PSS sequence is preset. The segmented ones are pre stored at the terminal by using the conjugate symmetry of PSS sequence. The fast correlation of each segment correlation window is realized by combining convolution and overlapping reservation block method. Then, the threshold judgment is made after the time delay accumulation of the correlation values of the segments is made, so as to complete the joint detection of timing synchronization and coarse frequency deviation. The simulation results show that the algorithm can improve the performance of the system anti frequency offset effectively, reduce the complexity of the calculation and show that the timing synchronization conditions of the Internet can be satisfied. At the same time, under the background of the current development of cross-border logistics, this paper reviews the current research status of Transnational E-commerce logistics and Transnational E-commerce logistics risk. By comparing the advantages and disadvantages of various risk assessment methods, neural network and genetic algorithm are selected as the basic risk assessment methods in this paper. Based on the improved PSS timing synchronization algorithm and the Internet of things, the risk indicators of e-commerce logistics transnational will be selected from five risk dimensions: platform risk, customs clearance risk, organizational risk, process risk and environmental risk. While the development of cross-border e-commerce is flourishing, the associated risk factors should not be underestimated. In this paper, we analyze risk in cross-border ecommerce from the external environment and platform construction to establish a crossborder e-commerce risk evaluation index system from sellers' perspective. Subsequently, the weights of the indicators are calculated on account of entropy weight method, and combined with fuzzy comprehensive evaluation method to construct a cross-border ecommerce risk evaluation model. The results show that the weight of platform risk is more than environmental risk, and the risk level of cross-border e-commerce from sellers' perspective is low. Purpose: Residents are an important stakeholder in tourism destinations. Understanding their perceptions is fundamental to the activity’s success. In this sense, this study aimed to identify residents’ perceptions in the cross-border zone towards tourism. Methodology: A questionnaire was applied between April and May 2023 to residents older than 18 years that were randomly approached in shops, parks, restaurants, streets, and residences. A total of 470 valid questionnaires were considered for descriptive analysis of the impacts’ means and standard deviation. Results: Residents tend to perceive positively tourism in cross-border areas. The impacts that presented the highest mean were the economics, followed by the sociocultural and in the last, the environmental impacts. Research limitations: One of the study’s limitations is the sample number difference between the residents of Portugal and Spain, which makes some comparative aspects between the two populations difficult. Originality: This is the first study about residents’ perceptions in the cross-border area of Portugal (Terras de Trás-os-Montes) and Spain (Castilla y León), characterizing the study’s originality. In order to explore how cross-border e-commerce and logistics companies make decisions during synergy in a dynamic environment, this paper first establishes an evolutionary game model to study the influencing factors of enterprises’ strategies in the process of synergy in a dynamic environment. Then the study uses sensitivity analysis and numerical simulation to analyse the impact of different enterprises’ strategies on synergy. Finally, the synergistic strategies of enterprises in different dynamic environments are discussed. We found that: (1) capital and labour input of cross-border e-commerce platforms will affect the synergy. In a highly dynamic environment, the influences are greater. (2) There is a positive correlation between the technical level of the platform and synergistic degree, while the high technical level of logistics enterprises will inhibit synergy. However, in an unstable environment, the positive effect still exists, and the change in the logistics enterprise technology level has little effect on synergy. (3) The technical level of the cross-border e-commerce platform has the greatest impact on the benefits of both parties, and then is the lower cost of labour and capital input, while the technical level of logistics companies has little impact.

Despite voluminous research on barriers to exporting, knowledge on the inhibiting role of specific obstacles confronted by firms when exporting via cross-border e-commerce (CBEC) is virtually absent. Using data from a cross-industry sample of 1256 firms located in 25 different European countries, we shed light on this issue by examining the organizational determinants and performance outcomes of CBEC barriers. The results revealed these barriers are more evident in the case of firms with smaller size, lacking experience, and having no affiliation with other companies. It was also found that all different types of CBEC barriers, namely financial complexities, coping with foreign markets, supplier restrictions, technical difficulties, and product limitations, are negatively affecting online export performance. Finally, both the home country's level of digital infrastructure and the foreign market's Internet penetration rate exhibited a strong moderating effect on the association between CBEC barriers and export performance. This study examined the evolving trade structure and social relations between both nations. First, a macro-environmental analysis is conducted, considering key factors such as political, economic, societal, and technological factors that influence the Sino-Malaysian trade structure. Second, variations in product sales strategies employed by Chinese and Malaysian companies are explored in the context of e-commerce sales culture. Third, the impact of the Belt and Road Initiative on changing Sino-Malaysian social relations is examined. The findings show that China and Malaysia maintain robust connections in traditional and primary product trade. However, without actively cultivating differentiated advantages and fostering cooperation agreements, China risks losing Malaysia's reliance on conventional and primary products because of cost-related considerations. Furthermore, this study highlights the significant impact of Malaysian crossborder e-commerce consumers on various factors. This study contributes to a deeper understanding of the evolving trade structure and social relations between China and Malaysia and offers valuable insights for future studies in this field. The supply chain composed of an export retailer, a cross-border e-commerce platform and foreign consumers is studied. When the government gives or does not give subsidies to the platform, three cooperation modes between the platform and the export retailer are considered, that is, non cooperation mode, cost sharing mode and fixed cost mode. A Stackelberg game model among the export retailer, the platform and the government is established, and the decision-making results under each mode are analyzed and compared. The results show that whether the government provides subsidies for platforms has an important impact on the choice of cooperation modes between platforms and retailers. When the cost coefficient of platform promotion is large, the government should provide subsidies to the platform. Despite the growing impact of smartphone use on countries' economies, the literature has rarely investigated the link between economic context and smartphone purchase trends. Based on 20,556 smartphones sold from a Cross-Border E-Commerce (CBEC) platform, the study reveals that relationships between GDP per capita and Smartphone Choice Preferences (SCP) as well as Purchase Quantities (PUR) are direct and partially mediated by Price (PRI), Read-Only Memory (ROM), and Random-Access Memory (RAM). That means that the economic context highlighted by the GDP plays a substantial role in smartphone choices and purchases. The study suggests that e-sellers and smartphone brands should adapt their marketing and manufacturing strategies to the countries' economic contexts to leverage the fearless competition in the smartphone industry. In recent years, the development of digital technology has brought impact and changes to traditional production and trade methods. Digital trade has become a key force in changing the global competitive landscape. As the digital transformation continues, the digitization of cities has also begun, with far-reaching effects on the development of urban agglomerations. However, few studies analyze the current situation of digital trade development and its differences at the level of cities and city clusters, especially on the dynamic evolution of digital trade development differences and distribution in city clusters. This paper, from the characteristics of digital trade, takes cities and urban agglomerations as objects, constructs a city-level digital trade development indicator system based on panel data of 127 cities in ten major urban agglomerations from 2011-2019. We add quantitative data of digital trade policies to it, adopt the entropy value method to measure digital trade development. We also adopt the Dagum Gini coefficient, the Kernel density estimation, Markov chain method analysis as well as σ convergence and β convergence methods to analyze and examine the dynamic evolution of regional disparities and distribution of the current status of digital trade development. We find that the level of digital trade in China's ten major city clusters from 2011-2019 has been increasing, and the city clusters with better digital trade development are Beijing-Tianjin-Hebei, Pearl River Delta and Yangtze River Delta city clusters, led by the five cities of Beijing, Shenzhen, Guangzhou, Shanghai and Hangzhou. There are large differences in digital trade development among the ten major city clusters. There is a certain gradient effect and multipolarity in the level of digital trade development in the ten major urban agglomerations, with each urban agglomeration having a stable level of digital trade development and a relatively low probability of changing type. There are significant spatial absolute β-convergence and conditional β-convergence processes in the overall, Chengdu-Chongqing, West Coast of the Strait, Beijing-Tianjin-Hebei, Central-South Liaoning, Shandong Peninsula, Yangtze River Delta and Pearl River Delta urban agglomerations. The possible innovations of this paper are: first, we evaluate the current status of digital trade development in cities and urban agglomerations, and complement the evidence regarding the development of digital trade in China. Second, we construct a digital trade development indicator system at the city level, consisting of six primary indicators and 18 secondary indicators, and includes quantitative data on digital trade policies. Thirdly, we explore the regional differences in the digital trade development of China's ten major city clusters, as well as their sources and dynamic evolutionary characteristics. Our research, to a certain extent, reveals that the development of digital trade in China is still uneven and multi-polar at the city cluster level, which helps government to specify more targeted policy recommendations for the development of digital trade at different levels within cities, city clusters and between city clusters, and to better drive the overall coordinated development of digital trade across the country. Firstly, the correlation between the synergistic symbiotic development of farming products e-commerce and logistics, the symbiotic coefficients are assigned to reflect different symbiotic relationships. The stability theory of differential Equation is used to obtain the stable state equilibrium point conditions. The evaluation model of synergy between agricultural products ecommerce and logistics is constructed, and the comprehensive index, synergy degree, and coupling degree of agricultural products e-commerce and logistics are measured; finally, through data collation and calculation analysis, and combining the actual situation and data results, it is found that: the synergy between agricultural products e-commerce and logistics show an upward trend in general, and the current synergy between agricultural products e-commerce and The synergistic symbiosis of agricultural products e-commerce and logistics has entered the growth period, and the synergistic relationship is asymmetric reciprocal symbiosis. Africa, as one of the rapidly growing markets, presents a significant opportunity for cross-border e-commerce companies to penetrate their consumer market, which is in dire need of development. This study utilizes the Information System Success model to investigate the impact of cross-border e-commerce platform quality on consumers' purchase intentions. Additionally, the study identifies the role of perceived value and trust in the purchase process. Moreover, the moderating effect of consumer acculturation on the relationship between cross-border platform quality and perceived value is examined. A total of 446 valid responses were obtained through a questionnaire survey and analyzed using structural equations. The findings reveal that platform information quality, system quality, and service quality significantly enhance consumers' perceived value, thereby positively influencing their purchase intention. Furthermore, the results highlight the joint effect of perceived value and trust on purchase intention, and trust plays a mediating role in this relationship. The moderating effect of acculturation is also confirmed, indicating that it negatively moderates the impact of system and information quality on perceived value, while positively moderating the impact of service quality on perceived value. In the context of the rapid development of multimedia and information technology, machine translation plays an indispensable role in cross-border e-commerce between China and Japan. However, due to the complexity and diversity of natural languages, a single neural machine translation model tends to fall into local optimality, leading to poor accuracy. To solve this problem, this paper proposes a general multimodal machine translation model based on visual information. First, visual information and text information are used to generate a visual representation of perceptual text information. Then, the two modal information are encoded separately, and the proportion of visual information in the whole multimodal information is controlled by a gating network. Finally, experiments are conducted on the image description datasets MSCOCO, Flickr30k, and video dataset VATEX, respectively. The purpose of this study is to investigate how genres vary and figure out the factors that generate genre variation. The quantitative multi-dimensional analysis is used to examine genre variation of cross-border e-commerce English in South Asia. The texts in the observed corpus collected from four country websites of Daraz, a significant cross-border e-commerce platform, were tagged and analyzed using Multidimensional Analysis Tagger and SPSS statistical software. The results of linear regression analysis, independent sample t-test and Analysis of Variance show salient differences between the observed corpus and reference corpus. The research also indicates that four sub-corpora from country Websites are brought into line with each other. They show salient differences (p<0.05) with the general corpus in two dimensions of linguistic variation. The findings indicate that variables that lead to the cross-border e-commerce English genre variation might be attributable to cultural backgrounds, regional market sizes, and fundamental internet facilities. In conclusion, these findings lend significant empirical support to systemic functional theories and suggest further research in the application of a multi-dimensional analysis approach in the cross-border e-commerce English genre. - Abstract
This paper investigates the positive influencing factors and the degree of influence of authentic university–enterprise cooperation on the employability of cross-border e-commerce graduates. We used the literature analysis method and Delphi method to construct 12 factors affecting employability and put forward corresponding hypotheses. We tested the data and correlation analysis by SPSS software and used structural equation modeling for parameter estimation and path coefficient measurement to construct a relationship model of the factors influencing the employability of college students by cross-border e-commerce university–enterprise cooperation. The results show that the university–enterprise authentic cooperation has positive impacts on college students' employability in theoretical knowledge, learning, professional skills application, personal basic quality, and professional quality. With the rapid development of cross-border e-commerce, studying the factors that affect the employability of college students through university–enterprise cooperation can not only promote the further integration of industry and education but also further improve the employability of college students, thus promoting the development of social economy. 250. Financial and Logistical Service Strategy of Third-Party Logistics Enterprises in Cross-Border E-Commerce Environment.

- Abstract
As competition in the cross-border logistics-service market intensifies and demand rises, enterprises with third-party logistics (3PL) combine logistical and financial services to provide comprehensive services. This study considers a secondary supply chain consisting of a cross-border e-commerce enterprise and a 3PL enterprise. When cross-border e-commerce enterprises lack funds, 3PL enterprises can provide them with inventory pledge loans. Thus, we establish a Stackelberg game model between the abovementioned parties. We consider the stochastic fluctuation of exchange rate and demand, establish a combined decision model of the logistics-service level and financial service pledge rate of the 3PL enterprise when logistics services affect offshore market demand, and prove the existence of an optimal solution. Studies have shown that the optimal logistics-service level and pledge rate increase with an increase in import tariffs and logistics sensitivity coefficients in offshore markets. Meanwhile, they decrease with an increase in the capability coefficient of 3PL enterprises, exchange rate fluctuation, default rate, and price sensitivity factor in offshore markets. In addition, the more capable 3PL enterprises are, the greater the expected profitability of the entire supply chain.
