Contributed International HY-2B Cal/Val results submitted to National Satellite Ocean Application Service (NSOAS).-- 72 pages, 45 figures, 7 tables, With great interest we welcome the NSOAS HY-2B scatterometer, which favorably complements the METOP Advanced Scatterometer (ASCAT), the ISRO OceanSat-3 and ScatSat and Chinese-French Ocean Satellite (CFOSAT) scatterometers. Altogether, the international meteorological and oceanographic communities could expect to benefit of wind coverage from this virtual constellation at around 6:00, 7:00, 8:30, 9:30, 12:00, 18:00, 19:00, 20:30 21:30 and 24:00 Local Solar Time (LST), which is very useful for regional and coastal applications, but also for small-scale weather tracking, such as hurricanes, moist convection, and ocean forcing globally (Stoffelen et al., 2019). […], Several European institutions, as acknowledged by their logo’s in this report, agreed to collaborate on the tasks, agreements, commitments and services as set forth in an European proposal to work in collaboration with the planned Chinese efforts on the calibration and validation of the HY-2A scatterometer, led by Prof. Mingsen Lin, which proposal was agreed by NSOAS, for which latter the proposers are very grateful. During its execution the project team has been extended, in kind agreement with NSOAS, with scientists from the Portuguese Institute of the Sea and the Atmosphere (IPMA), the Italian Research Institute for Geo-Hydrological Protection (IRPI), the American Brigham Young University (BYU) and the German Weather Service (DWD), which activities in the project are subsequently reported and therefore fully acknowledged in this document. The approved European project further implied that backscatter and wind product were kindly made available by the Chinese National Satellite Ocean Application Service (NSOAS), which really form the basis of all activities described in this report. Moreover, the processing software for the HY-2B wind products is an update of the standard PenWP software, which has been established with NSOAS’ support, and is available on the website of the Numerical Weather Prediction Satellite Application Facility (NWP SAF) sponsored by EUMETSAT. The HY-2B data services that are being developed in the project and that are described in this report are supported by the EUMETSAT Ocean and Sea Ice (OSI) Satellite Application Facility (SAF). In addition, EUMETSAT and NSOAS set up new ground links to ground station Sodankylä in Finland, which will be essential for the nowcasting and Numerical Weather Prediction (NWP) applications in this report, as the timeliness of the HY-2B winds much determines the applicability of the geophysical data flow

- Abstract
This paper is the outcome of a community initiative to identify major unsolved scientific problems in hydrology motivated by a need for stronger harmonisation of research efforts. The procedure involved a public consultation through online media, followed by two workshops through which a large number of potential science questions were collated, prioritised, and synthesised. In spite of the diversity of the participants (230 scientists in total), the process revealed much about community priorities and the state of our science: a preference for continuity in research questions rather than radical departures or redirections from past and current work. Questions remain focused on the process-based understanding of hydrological variability and causality at all space and time scales. Increased attention to environmental change drives a new emphasis on understanding how change propagates across interfaces within the hydrological system and across disciplinary boundaries. In particular, the expansion of the human footprint raises a new set of questions related to human interactions with nature and water cycle feedbacks in the context of complex water management problems. We hope that this reflection and synthesis of the 23 unsolved problems in hydrology will help guide research efforts for some years to come.

- Abstract
This paper is the outcome of a community initiative to identify major unsolved scientific problems in hydrology motivated by a need for stronger harmonisation of research efforts. The procedure involved a public consultation through online media, followed by two workshops through which a large number of potential science questions were collated, prioritised, and synthesised. In spite of the diversity of the participants (230 scientists in total), the process revealed much about community priorities and the state of our science: a preference for continuity in research questions rather than radical departures or redirections from past and current work. Questions remain focused on the process-based understanding of hydrological variability and causality at all space and time scales. Increased attention to environmental change drives a new emphasis on understanding how change propagates across interfaces within the hydrological system and across disciplinary boundaries. In particular, the expansion of the human footprint raises a new set of questions related to human interactions with nature and water cycle feedbacks in the context of complex water management problems. We hope that this reflection and synthesis of the 23 unsolved problems in hydrology will help guide research efforts for some years to come.

- Abstract
The Mediterranean region is one of the climate hotspots where the climate change impacts are both pronounced and documented. The HyMeX (Hydrometeorological Mediterranean eXperiment) aims to improve our understanding of the water cycle from the meteorological to climate scales. However, monitoring the water cycle with Earth observations (EO) is still a challenge: EO products are multiple, and their utility is degraded by large uncertainties and incoherences among the products. Over the Mediterranean region, these difficulties are exacerbated by the coastal/mountainous regions and the small size of the hydrological basins. Therefore, merging/integration techniques have been developed to reduce these issues. We introduce here an improved methodology that closes not only the terrestrial but also the atmospheric and ocean budgets. The new scheme allows us to impose a spatial and temporal multiscale budget closure constraint. A new approach is also proposed to downscale the results from the basin to pixel scales (at the resolution of 0.25°). The provided Mediterranean WC budget is, for the first time, based mostly on observations such as the GRACE water storage or the netflow at the Gibraltar Strait. The integrated dataset is in better agreement with in situ measurements, and we are now able to estimate the Bosporus Strait annual mean netflow.

- Abstract
Satellite Earth observations (EO) are an accurate and reliable data source for atmospheric and environmental science. Their increasing spatial and temporal resolution, as well as the seamless availability over ungauged regions, make them appealing for hydrological modeling. This work shows recent advances in the use of high- resolution satellite-based Earth observation data in hydrological modelling. In a set of experiments, the distributed hydrological model Continuum is set up for the Po River Basin (Italy) and forced, in turn, by satellite precipitation and evaporation, while satellite-derived soil moisture and snow depths are ingested into the model structure through a data-assimilation scheme. Further, satellite- based estimates of precipitation, evaporation and river discharge are used for hydrological model calibration, and results are compared with those based on ground observations. Despite the high density of conventional ground measurements and the strong human influence in the focus region, all satellite products show strong potential for operational hydrological applications, with skillful estimates of river discharge throughout the model domain. Satellite- based evaporation and snow depths marginally improve (by 2 % and 4 %) the mean Kling-Gupta efficiency (KGE) at 27 river gauges, compared to a baseline simulation (KGE
mean = 0.51) forced by high-quality conventional data. Precipitation has the largest impact on the model output, though the satellite dataset on average shows poorer skills compared to conventional data. Interestingly, a model calibration heavily relying on satellite data, as opposed to conventional data, provides a skillful reconstruction of river discharges, paving the way to fully satellite-driven hydrological applications. This is the accepted manuscript of the paper "Measurements and observations in the XXI century (MOXXI): Innovation and multidisciplinary to sense the hydrological cycle", published as final paper in "Hydrological Sciences Journal Volume 63, 18 January 2018, Pages 169–196 https://doi.org/10.1080/02626667.2017.1420191”. To promote the advancement of novel observation techniques that may lead to new sources of information to help better understand the hydrological cycle, the International Association of Hydrological Sciences (IAHS) established the Measurements and Observations in the XXI century (MOXXI) Working Group in July 2013. The group comprises a growing community of tech-enthusiastic hydrologists that design and develop their own sensing systems, adopt a multi-disciplinary perspective in tackling complex observations, often use low-cost equipment intended for other applications to build innovative sensors, or perform opportunistic measurements. This paper states the objectives of the group and reviews major advances carried out by MOXXI members toward the advancement of hydrological sciences. Challenges and opportunities are outlined to provide strategic guidance for advancement of measurement, and thus discovery.

- Abstract
Ecological and taxonomic knowledge is important for conservation and utilization of biodiversity. Biodiversity and ecology of fungi in Mediterranean ecosystems is poorly understood. Here, we examined the diversity and spatial distribution of fungi along an elevational gradient in a Mediterranean ecosystem, using DNA metabarcoding. This study provides novel information about diversity of all ecological and taxonomic groups of fungi along an elevational gradient in a Mediterranean ecosystem. Our analyses revealed that among all biotic and abiotic variables tested, host species identity is the main driver of the fungal richness and fungal community composition. Fungal richness was strongly associated with tree richness and peaked in Quercus-dominated habitats and Cistus-dominated habitats. The highest taxonomic richness of ectomycorrhizal fungi was observed under Quercus ilex, whereas the highest taxonomic richness of saprotrophs was found under Pinus. Our results suggest that the effect of plant diversity on fungal richness and community composition may override that of abiotic variables across environmental gradients.

- Abstract
To promote the advancement of novel observation techniques that may lead to new sources of information to help better understand the hydrological cycle, the International Association of Hydrological Sciences (IAHS) established the Measurements and Observations in the XXI century (MOXXI) Working Group in July 2013. The group comprises a growing community of tech-enthusiastic hydrologists that design and develop their own sensing systems, adopt a multi-disciplinary perspective in tackling complex observations, often use low-cost equipment intended for other applications to build innovative sensors, or perform opportunistic measurements. This paper states the objectives of the group and reviews major advances carried out by MOXXI members toward the advancement of hydrological sciences. Landslides are among the most dangerous natural hazards, particularly in developing countries where ground observations for operative early warning systems are lacking. In these areas, remote sensing can represent an important tool to forecast landslide occurrence in space and time, particularly satellite rainfall products that have improved in terms of accuracy and resolution in recent times. Surprisingly, only a few studies have investigated the capability and effectiveness of these products in landslide forecasting, to reduce the impact of this hazard on the population. We have performed a comparative study of ground- and satellite-based rainfall products for landslide forecasting in India by using empirical rainfall thresholds derived from the analysis of historical landslide events. Specifically, we have tested Global Precipitation Measurement (GPM) and SM2RAIN-ASCAT satellite rainfall products, and their merging, at daily and hourly temporal resolution, and Indian Meteorological Department (IMD) daily rain gauge observations. A catalogue of 197 rainfall-induced landslides occurred throughout India in the 13-year period between April 2007 and October 2019 has been used. Results indicate that satellite rainfall products outperform ground observations thanks to their better spatial (10 km vs 25 km) and temporal (hourly vs daily) resolution. The better performance is obtained through the merged GPM and SM2RAIN-ASCAT products, even though improvements in reproducing the daily rainfall (e.g., overestimation of the number of rainy days) are likely needed. This paper presents an innovative approach, STREAM - SaTellite based Runoff Evaluation And Mapping - to derive daily river discharge and runoff estimates from satellite soil moisture, precipitation and terrestrial water storage anomalies observations. Within a very simple model structure, the first two variables (precipitation and soil moisture) are used to estimate the quick-flow river discharge component while the terrestrial water storage anomalies are used for obtaining its complementary part, i.e., the slow-flow river discharge component. The two are then summed up to obtain river discharge and runoff estimates. The method is tested over the Mississippi river basin for the period 2003-2016 by using Tropical Rainfall Measuring Mission (TRMM) Multi-satellite Precipitation Analysis (TMPA) rainfall data, European Space Agency Climate Change Initiative (ESA CCI) soil moisture data and Gravity Recovery and Climate Experiment (GRACE) terrestrial water storage data. Despite the model simplicity, relatively high-performance scores are obtained in river discharge simulations, with a Kling-Gupta efficiency index greater than 0.65 both at the outlet and over several inner stations used for model calibration highlighting the high information content of satellite observations on surface processes. Potentially useful for multiple operational and scientific applications (from flood warning systems to the understanding of water cycle), the added-value of the STREAM approach is twofold: 1) a simple modelling framework, potentially suitable for global runoff monitoring, at daily time scale when forced with satellite observations only, 2) increased knowledge on the natural processes, human activities and on their interactions on the land. Remote sensing of soil moisture has reached a level of good maturity and accuracy for which the retrieved products are ready to use in real-world applications. Due to the importance of soil moisture in the partitioning of the water and energy fluxes between the land surface and the atmosphere, a wide range of applications can benefit from the availability of satellite soil moisture products. Specifically, the Advanced SCATterometer (ASCAT) on board the series of Meteorological Operational (Metop) satellites is providing a near real time (and long-term, 9+ years starting from January 2007) soil moisture product, with a nearly daily (sub-daily after the launch of Metop-B) revisit time and a spatial sampling of 12.5 and 25 km. This study first performs a review of the climatic, meteorological, and hydrological studies that use satellite soil moisture products for a better understanding of the water and energy cycle. Specifically, applications that consider satellite soil moisture product for improving their predictions are analyzed and discussed. Moreover, four real examples are shown in which ASCAT soil moisture observations have been successfully applied toward: 1) numerical weather prediction, 2) rainfall estimation, 3) flood forecasting, and 4) drought monitoring and prediction. Finally, the strengths and limitations of ASCAT soil moisture products and the way forward for fully exploiting these data in real-world applications are discussed.
