Tasarlanan elektronik kartlar ise PLC 'den gelen referans gerilime göre motor hızını ayarlayan ve PLC 'ye geri besleme işaretini sağlayan devrelerdir. In the appendix circuits, plans of printed circuits and programs are given. Inputs which are effective on the motor speed is obtained by toggle switches. The designed circuits are either effective on the motor speed related to the reference voltage of PLC or the ones obtaining feedback signal for the PLC. In this paper, we present an overview of the literature for particle filtering under measurement origin uncertainty with an emphasize on single scan data association algorithms. We compare some of the existing and newly proposed joint state particle filtering algorithms for the closely spaced target tracking problem. Both maximum a posteriori (MAP) and minimum mean square error (MMSE) estimation outputs of four different algorithms are compared. The core purpose of this paper is first to portray the most recent trends in and dynamics of the globalization in respect to integration of the economy and knowledge, as well as localization and regionalization trends; and second to evaluate statesâ positions in the new conjuncture of the globalized world. In this study, we will try to answer the core questions: are the new trends in the global political economy realm along with the fast pace of globalization processes call for a defeat of the state autonomy or state altogether; or is this a new era of new governance in the world politics? While answering these questions our focus will be on the developing nations. Our theoretical tool will be an institutional analysis in regards to all corners of the system-state-society triangle; besides, we will adopt âinternal and external congruity of the stateâ metaphor while we are dealing with the corners of our triangle (Skocpol 1979; Krasner 1984). Thus, we are only then being able to give worthwhile policy recommendations to the policy makers of, in this case to the Turkish state, the developing nations in their struggle to get adjusted to internal and external incongruities due to rapid globalization processes. Preliminary assumptions of the paper are, first, state has to adjust itself in terms of state-society as well as state-system relations. Second, state has to redesign its institutional setup to be able to overcome negative externalities of the globalization by using new governance approaches. - Abstract
The size of the elderly population has dramatically increased recently in Turkey similar to worldwide changes. In accordance with these demographic changes, psychiatric disorders in late life, including suicide becomes much important. Elderly suicide is a very serious public health problem. Suicidal behavior in old age exists as a spectrum ranging from death wishes to completed suicide. Risk factors for suicide in old age are male sex, lower socioeconomic status, social isolation, having personality traits like hopelessness and dependency on others etc., the presence of psychiatric and physical disorders and previous suicidal behavior. The most common cause for elderly suicide, as for all suicides, is untreated depression. The treatment of depressive disorder and other psychiatric disorders in late life, counseling in crisis situations and prevention of social isolation in elderly people are the major points for the prevention of suicide in old age. Amaç: Veno-arteriyel ECMO desteği gerektiren akut fulminant miyokardit ve PRES sendromu COVID-19 hastalığına nadiren eşlik eden tablolardır. Bu her iki tablonun da eşlik ettiği bir COVID-19 hastasının tedavi yönetimini sunmayı amaçladık. Olgu: COVID-19 nedeniyle serviste takipli 28 yaşında kadın hasta beklenmeyen ani bir kardiyak arrest sonrasında mavi kod ekibi tarafından yapılan 30 dakikalık CPR ile spontan dolaşımın geri dönmesi sonrasında orotrakeal entübe halde yoğun bakıma kabul edilmiştir. Yüksek doz noradrenalin, adrenalin ve dopamin infüzyonuna rağmen hipotansif seyreden hastanın bakılan ekokardiyografisinin akut fulminan miyokardit ile uyumlu olması (EF %20) üzerine hastaya mekanik dolaşım desteği amaçlı Veno-arteriyel ECMO desteği başlandı. Hastanın yoğun bakım kabulünün 6. gününde vazopressor/inotrop desteğinin minimale düşmesi, EF’nin %40’a çıkması ve ECMO kan akımının dakikada 500 mL’ye kadar gerilemesi üzerine ECMO cihazından weaning uygulanmıştır. Hastanın yoğun bakım kabulünün 15. günü bilinci tamamen açıldı ve mekanik ventilatörden weaning sağlandı. Hastada yoğun bakım kabulünün 18. gününde enfeksiyon parametreleri gerilerken ve genel klinik durumu iyiye giderken akut hipertansiyon (170/110), ateş (>38 °C), bilinç bozukluğu, jeneralize nöbetler, kusma, görme/konuşma bozukluğu gelişmiştir. Klinik tablonun düzelmemesi üzerine 24 saat sonra çekilen kraniyal MR görüntülemesi PRES sendromuyla uyumlu bulundu (Şekil 1). PRES için uygulanan semptomatik antihipertansif, antiepileptik ve intrakraniyal antiödem tedaviyle bilinci giderek düzelerek 1 hafta sonrasında klinik semptomları tamamen geriledi. Sonuç: Hem miyokardit hem PRES tablosu COVID-19 hastalığında nadiren tanı almaktadır, fakat sunduğumuz olguda bu iki tabloyu tek bir hastada saptadık. Miyokardit ve PRES erken tanı ve tedavi edilmesi gereken ciddi tablolardır. Miyokardit tablosu olgumuzda olduğu gibi kardiyojenik şok ve arreste kadar giden ciddi hayati tehlikeye yol açabilir, Veno-arteriyel-ECMO miyokardite bağlı kardiyojenik şok tedavisinde etkili ve hayat kurtarıcı bir tedavidir. PRES tablosunun pek çok risk faktörünün olduğu bilinmekte olup COVID-19 hastalarında da gelişebileceği bilinmelidir. Bu tablonun erken tanısı ve tedavisiyle klinik iyileşme hızla gerçekleşebilir; bununla birlikte oluşabilecek kalıcı nörolojik hasar ve mortalite önlenebilir. [ABSTRACT FROM AUTHOR]

In 2006, a lobbying group The Confederation of Turkish Tradesmen and Craftsmen (TESK) prepared a regulation proposal and submitted to the Ministry of Trade and Industry in Turkey. The regulation proposal aimed at restricting some of the operational flexibility of large-scale retail firms. The objective of this study is to construct a formal game-theory-based model to investigate possible scenarios regarding the recent regulation proposal. This study, by integrating peculiar aspects of the Turkish business and political systems as well as medium voter concept into the Becker (1983) regulation model, shows that the regulation of largescale retail firms is a very complex issue. Objective: Suicide is a quiet death in the elderly. Aim of this study is to investigate the various factors that determine the idea of suicide and the possible causes that may trigger suicidal behavior in sample of elderly patients, who were admitted to an outpatient clinic in an education hospital Method: The study included 150 individuals, aged 65 years and older who were admitted with sequential order to Rize Education and Research Hospital Clinic of Psychiatry between 03.01.2012-03.01.2013, met the criteria for inclusion, for the implementation of the scales to meet to talk and express themselves to sustain skills levels. Neurological disease, mental retardation, dementia, psychotic disorder due to general medical conditions and those set psychotic disorder caused by drug use, recent use of drugs or current use of mood stabilizers by patients undergoing electroconvulsive therapy were excluded. Patients were evaluated with sociodemographic and clinical data collection form, Geriatric Depression Scale (GDS), Suicidal Ideation Scale (SIS), Reasons for Living Inventory (RLI) and Beck Hopelessness Scale (BHS). Results: 72.7% of patients were female (n= 109), 27.3% were male (n= 41), with an age range of 65 to 88 and the mean age was 71.3±5.6 years. 69.3% of patients (n= 104) had no suicidal ideation whereas 30.7% had suicidal ideation in the study group. BHS total score between the groups with and without suicidal ideation, average BHS subscale scores of feelings and expectations about the future, loss of motivation and hope in terms of sub-scales were statistically significant (p<0.05). Between the groups with and without suicidal ideation, average BHS total score, BHS total score between the groups with and without suicidal ideation, average BHS's subscale scores for feelings and expectations about the future, loss of motivation and hope in terms of subscales were statistically significant (p<0.05). The mean scores of those with suicidal ideation in all subscales were higher than those without suicidal ideation. RLI evaluated in terms of total scores, those with suicidal ideation RLI the total mean score was 243.74±32.28 while non-suicidal ideation average score were found 267.27±24.36. According to the participants in the group without suicidal ideation mean score was higher than another. There was a significant relationship between the two groups (p<0.05). Conclusion: Risk factors for suicide were hopelessness, lack of reasons for living, psychiatric and/or physical disorders and suicidal behaviors defined as in the past for the elderly population. In the aftermath of the Cold War, regionalization trends have been increased. In the academia, especially in the Western circles, overwhelming attention has been paid to relatively successful regional enterprises such as the European Union (EU), the North American Free Trade Agreement (NAFTA), and the Association of Southeast Asian Nations (ASEAN). Taking into consideration the importance of smaller scale regionalization efforts on the global security and democratization waves this paper searches for sociological causes behind the ineffective regionalization initiatives in Central Asia. First of all, we aimed at exhibiting the status quo situation with regard to the inter-state cooperation among all or between Central Asian states particularly in three issue areas: security, energy, and environmental policies. At the second step, we demonstrate institutional (mostly societal level) factors that are influential in the statehood experience and democratic transition of those Central Asian countries after the collapse of the Soviet Union. Finally we argued that common institutional portfolios of all those Central Asian states, at changing degrees, prohibit their state-building efforts; and in turn, those weak states could not achieve even minimum essentials of inter-state or regional cooperation. Consequently, this ineffectual regionalization outcome, as having linkage with the first two levels, that are institutional portfolio and weak state, is becoming the final link on the vicious circle. We recommend that major powers might think about encouraging all Central Asian states in terms of cooperation; and connect those states as if they are a single unit to the global economic and political networks instead of engaging one-by-one relations with each of them. Another possibility is to expect, maybe utopically, from regional leaderships, might be from relatively stable and powerful Kazakhstan or Uzbekistan to start thinking regionally and acting globally. ..PAT.-Conference Proceeding [ABSTRACT FROM AUTHOR]

Purpose: To investigate the effect of the clival bone pattern on the abducens nerve (AN) localization in the petroclival region between the Pediatric and Adult Groups. Methods: This study used 12 pediatric and 17 adult heads obtained from the autopsy. The length and width of the clivus and the length of the petrosphenoidal ligaments (PSLs) were measured. The ratio of the length and width of the clivus was accepted as the clival index (CI). The localization of the AN at the petroclival region below the PSL, classified as lateral and medial, were recorded. Results: The average length of the clivus was 26.92 ± 2.88 mm in the Pediatric Group, and 40.66 ± 4.17 mm in the Adult Group (p < 0.001). The average width of the clivus was 22.35 ± 2.88 mm in the Pediatric Group, and 29.96 ± 3.86 mm in the Adult Group (p < 0.001). The average value of the CI was 1.20 in the Pediatric Group and 1.36 in the Adult Group (p = 0.003). The length of the PSL was 7.0 ± 1.47 mm in the Pediatric Group and 11.05 ± 2.95 mm in the Adult Group (p < 0.001). The nerve was located below the medial side of the PSL in the Pediatric Group and below the lateral side in the Adult Group (p = 0.002). Hydatid cysts are parasitic infections caused by echinococcus granulosus and echinococcus alveolaris. These infections are characterized by cystic formations most commonly localized in the liver and lungs. These cysts demonstrate widespread hepatic, and pulmonary involvement. Rupture of the cyst due to trauma, spontaneously or during surgical intervention may lead to anaphylactic shock or even death. During hydatid cyst operations, suddenly developing desaturation, tachycardia and hypotension should lead to the consideration of anaphylaxis. These complications should remind us that patients being operated for hydatid cysts may develop anaphylaxis and preparations should be made for this complication, and dialogue with the surgical team may reduce mortality and morbidity rates. In this case report we present a patient undergoing surgical excision of hepatic hydatid cyst who developed anaphylactic shock and resulting cardiac arrest due to rupture of the cyst and traumatization of the hepatic vein. The tunicate swarm algorithm (TSA) is a newly proposed population-based swarm optimizer for solving global optimization problems. TSA uses best solution in the population in order improve the intensification and diversification of the tunicates. Thus, the possibility of finding a better position for search agents has increased. The aim of the clustering algorithms is to distributed the data instances into some groups according to similar and dissimilar features of instances. Therefore, with a proper clustering algorithm the dataset will be separated to some groups with minimum similarities. In this work, firstly, an approach based on TSA algorithm has proposed for solving partitional clustering problem. Then, the TSA algorithm is implemented on ten different clustering problems taken from UCI Machine Learning Repository, and the clustering performance of the TSA is compared with the performances of the three well known clustering algorithms such as fuzzy c-means, k-means and k-medoids. The experimental results and comparisons show that the TSA based approach is highly competitive and robust optimizer for solving the partitional clustering problems.

Due to the increasing energy consumption, energy has become a constant problem in the world. Rapidly increasing population, urbanization and economic activities increase the pressure of countries on energy. In a world where consumption is increasing, energy management has become a more important and challenging issue. For this reason, it is necessary to make proper estimations that will reduce the pressure of energy demand on this issue. In order to realize the estimation of energy demand, Turkey application is carried out in this study and arithmetic optimization algorithm (AOA) which is a stochastic metaheuristic algorithm has used to for solving energy demand problem. AOA is inspired from four substantial math functions such as subtraction, multiplication, addition and division for searching process of candidate solutions. The current position update rules of AOA are not powerful enough for solving the problem dealt with this study. Therefore, an improved version of AOA named as IAOA is proposed for solving energy demand problem. In the proposed algorithm, a new position update rule is incorporated to basic AOA in order to enhanced the exploration and exploitation capability of AOA. The linear regression model is used for the estimation of the energy demand and the population, domestic product, import and export data are used in estimation process. In the proposed model, Turkey’s real data samples for the years 1979–2011 have been used, and Turkey’s long-term energy demand has been estimated for the years 2012–2030. While performing the estimation process, Turkey’s energy data of the years 1979–2011 have processed, and then Turkey’s long-term energy demand estimations are realized for three different scenarios. Firstly, the experimental results of the proposed model are analyzed, then the results are compared with different studies proposed in the literature. As a result of the comparisons, it is seen that the IAOA method has achieved better or similar results than compared methods. For this reason, it can be said that the IAOA method is competitive and successful in realizing the energy demand forecast for Turkey’s future years. WOS:000824053600003

Çalışmada içerik analizi ve literatür taraması nitel yöntemleri kullanılmıştır. Bu bağlamda çalışmada rejim taraftarı olan Rehber ve diğer önemli dini liderler ile rejime karşı veya reform isteyen dini-fikri liderlerin rejim ve dış politika ile ilgili dini-fıkhi söylemlerinin analizi yapılmıştır. Ardından bu söylemlerin Suriye Savaşı örneğindeki izdüşümleri incelenmiştir. Bununla birlikte genellikle dini yönetim tarafından şekillendirilen dış politika sonucu ortaya çıkan mevcut durum İran'ın ekonomik ve siyasi ilişkilerindeki kazanım ve tehditleri de etkilediği için çalışmada ayrıca İran'ın ticari, askeri, kültürel alanlardaki ekonomik resmi ortaya konmuştur. Sonuç olarak İran'ın genel olarak dış politikasında batıya yaklaşacak adımları atması, Suriye Savaşı'nda ki politikasını bırakarak Suriye'den askeri kuvvetlerini çekmesi gerektiği tavsiye edilmiştir. Böylelikle İran'ın Suriye politikası özelinde harcadığı imkân ve kabiliyetlerini halkının özgürlük ve refahı için kullanmalıdır. According to the basic hypothesis of the study, Iran's withdrawal from being a party in The Middle East and taking measures to increase internal prosperity and freedom will both benefit the liberation of Iranian people and cause the Iranian state to adapt more to the international system. Qualitative methods of content analysis and literature review were used in the study. In this context, the study was conducted to analyze the religious and jurisprudential discourses of the regime and other important religious leaders as well as religious and intellectual leaders against the regime or those seeking reform. Then, the projections of these discourses in the example of the Syrian War were examined. However, since the current situation that emerged as a result of the foreign policy shaped by the religious administration affects the gains and threats in the economic and political relations of Iran, the study also shows the economic picture of Iran in the commercial, military and cultural fields. As a result, it was recommended that Iran should take steps to approach the west in its foreign policy in general and withdraw its military forces from its current policy during the Syrian War. In this way, Iran should use its opportunities and capabilities for the freedom and prosperity of its people. Renewable energy resources are natural, clean, economical, and neverending energy resources. Wind energy is an important clean, cheap, and easy applicable energy sources. On account of this, generation of the energy from wind technology has been raised day by day because of the competition with fossil-fuel power production methods. By depending on increases the number of turbines located in the wind farm, the average power obtains from each wind turbine appreciable reduces due to the existence of wake effects within the wind farm. Therefore, the optimal placement of turbines in a wind farm provides to get optimum wind energy from the wind farm. When the place where the wind turbines are located is considered as NxN grid, a wind turbine can be established to each cell of this grid. Whether a wind turbine is replaced to each cell of the grid or not can be modeled as a binarybased optimization problem. In this study, a Jaya-based binary optimization algorithm is proposed to determine which cells are used for wind turbine replacement. In order to justify the efficiency of the proposed approach, two different test cases are considered, and the solutions produced by the proposed approach are compared with the solutions of the swarm intelligence or evolutionary computation methods. According to the experiments and comparisons the Jaya-based binary approach shows a superior performance than compared approaches in terms of cost and power effectiveness. While the efficiency of the Jaya-based approach is 92.2% with 30 turbines replacement on 10 × 10 grid, the efficiency of the Jaya-based binary method is 95.7% with 43 turbines replacement on 20 × 20 grid.

İlişkilerin bozulmasıyla günümüze kadar devam eden ve halen çözülemeyen sorun; İran'ın barışçıl nükleer teknolojiye sahip olma hakkının olduğu iddia ederek buna sahip olma arzusu, ABD'nin ise çıkarları için bölgede nükleer güç ve bununla beraber balistik füze teknolojisine sahip bir bölgesel aktörü istememesi gibi hususlar, nükleer sorunun başlıca temelini oluşturmuştur. ABD baskılarına karşı İran'ın direnmesi bölgesel ve küresel alanda sorun olmaya devam etmiştir. We aimed to investigate the frequency of c-erb-B2 expression rate and its association with clinicopathological parameters in our gastric carcinoma series to make a contribution to emerging data on this oncogene. One hundred thirty-nine gastric adenocarcinoma patients underwent total gastrectomy between years 2006 and 2011 were selected to the study. C-erb-B2 expressions were determined by using immunohistochemical and/or chromogenic in situ hybridisation methods in tumor tissues. A total of 16 (11.5%) gastric adenocarcinoma cases were found positive for c-erb-B2 expression. Out of 16 positive cases, 13 had intestinal type adenocarcinomas. C-erb-B2 overexpression was significantly associated with histologic subtype (p= 0.001), and histologic tumor grade (p= 0.001). The frequency of overexpression in intestinal subtype (21.7%) was comparable with the known rates of overexpression in breast cancer. This results indicate that C-erb-B2 expression may identify a subgroup in gastric carcinoma cases which may benefit from targeted treatment modalities among Turkish population. [ABSTRACT FROM AUTHOR]

Jaya algorithm is a newly proposed stochastic population-based metaheuristic optimization algorithm to solve constrained and unconstrained continuous optimization problems. The main difference of this algorithm from the similar approaches, it uses best and worst solution in the population in order improve the intensification and diversification of the population, and this provides discovering potential solutions on the search space of the optimization problem. In this study, we propose discrete versions of the Jaya by using two major modifications in the algorithm. First is to generate initial solutions by using random permutations and nearest neighborhood approach to create population. Second is the update rule of the basic Jaya algorithm rearranged to solve discrete optimization problems. Due to characteristics of the discrete optimization problem, eight transformation operators are used for the discrete variants of the proposed algorithm. Based on these modifications, the discrete Jaya algorithm, called DJAYA, has been applied to solve fourteen different symmetric traveling salesman problem, which is one of the famous discrete problems in the discrete optimization. In order to improve the obtained best solution from DJAYA, 2-opt heuristic is also applied to the best solution of DJAYA. Once population size, search tendency and the other parameters of the proposed algorithm have been analyzed, it has been compared with the state-of-art algorithms and their variants, such as Simulated Annealing (SA), Tree-Seed Algorithm (TSA), State Transition Algorithm (STA) Particle Swarm Optimization (PSO), Ant Colony Optimization (ACO), Artificial Bee Colony (ABC), Genetic Algorithm (GA) and Black Hole (BH). The experimental results and comparisons show that the proposed DJAYA is highly competitive and robust optimizer for the problem dealt with the study.

Background and Aim: Many studies have reported poor results with standard first-line treatment for Helicobacter pylori. Second-line regimens that may overcome bacterial resistance can minimize side-effects and optimize compliance. The aim of this study was to evaluate the efficacy of proton pump inhibitor (PPI) and bismuth subcitrate-based quadruple therapy, after failure of a PPI plus clarithromycin and amoxicillin as first-line therapy. Methods: Patients who failed to eradicate the infection after initial therapy were randomly separated into three groups. The first group received lansoprazole, bismuth subcitrate, metronidazole and amoxicillin (LBMA); in the second group metronidazole was replaced by tetracycline (LBTA); and the third group was given metronidazole and tetracycline in addition to same doses of lansoprazole and bismuth subcitrate (LBMT). Results: In the LBMA group, the eradication rate was 74.7% and was significantly related to sex, with no relationship to age. In the LBTA group the eradication rate was 81.5% with similar rates in males and females. No relation to sex or age was observed. In the LBMT group the eradication rate was 82.1% with no difference between women and men and it was not related to age, either. Eradication rates in study groups were similar ( P > 0.05). Conclusion: A-14-day regimen of lansoprazole, bismuth subcitrate and antibiotic pairs, tetracycline–amoxicillin and tetracycline–metronidazole, is an effective quadruple therapy after one failed course of standard triple therapy. OBJECTIVES: The aim of the present study was to examine the systemic parameters of oxidative stress and antioxidants in patients with nonalcoholic fatty liver disease and investigate the relationship between these parameters and clinical and biochemical outcomes.METHODS: Fifty-one male patients with nonalcoholic fatty liver disease (group I), 30 age-matched and body mass index (BMI)-matched healthy male subjects, and 30 age-matched male patients with chronic viral hepatitis (group II) were enrolled in the study.RESULTS: Increased systemic levels of malondialdehyde and depletion of antioxidants such as coenzyme Q10, CuZn-superoxide dismutase, and catalase activity were observed in group I. Coenzyme Q10 and CuZn-superoxide dismutase correlated negatively with increasing necroinflammatory activity and fibrosis. Body fat was negatively associated with plasma coenzyme Q10 levels, while an inverse association was found between plasma catalase levels and TG. However, LDL was positively associated with plasma malondialdehyde levels. CuZn-superoxide dismutase levels were negatively associated with glucose, insulin, and HOMA-IR. In addition, the levels of CuZn-superoxide dismutase correlated significantly in a negative manner with BMI.CONCLUSIONS: Our results concerning correlations suggest that disturbances in BMI, body fat, and lipid metabolism may contribute to altered oxidative status in NAFLD, and insulin resistance may be related to decreased antioxidants in NAFLD as well as products of lipid peroxidation. Familial Mediterranean fever (FMF) is a recessively inherited inflammatory disorder, characterized by recurrent attacks of fever and polyserositis. It has been considered that miscellaneous cytokines take part in the pathogenesis of the disease. The aim of this study was to investigate serum levels of soluble interleukin-2 receptor (sIL-2R), interleukin-6 (IL-6), and interleukin-10 (IL-10) in patients with FMF. The study included 42 patients with FMF (3 females, 39 males, mean age: 24.43 years) and 20 healthy volunteers as the control group (18 males, 2 females, mean age: 23.2 years). The patients were chosen according to Eliakim criteria. After recording their history and performing an examination, leukocyte counts, erythrocyte sedimentation rates (ESR), C-reactive protein (CRP), fibrinogen, sIL-2R, IL-6, and IL-10 levels were measured before and during attacks. A significant increase was found in leukocyte (p<0.001), ESR (p<0.001), CRP (p<0.001), and fibrinogen (p<0.001) levels of the patient group in the attack period compared to those in the quiescent state. sIL-2R (p=0.019) and IL-6 (p<0.001) levels showed significant increases during attacks compared to the levels before an attack. There was no significant difference between IL-10 levels. The levels of the three cytokines were significantly high both before and during the attacks compared to the control group. As a result, the elevation of sIL-2R and IL-6 levels both before and during the attacks compared to control group suggests the existence of continuous cytokine activation in the patients. No significant increase in the IL-10 levels in spite of the significant rise of sIL-2R and IL-6 during attacks supports the notion of inflammation and also reveals that compensation by anti-inflammatory IL-10 does not seem to occur. Suriye'deki çatışma Suriyeliler için ağır maliyetler doğurarak, yaşamlara, mülklere ve altyapıya zarar vererek ülkenin zaten kırılgan ekonomisinin çöküşüne neden olmuştur. Bununla birlikte, çatışma er ya da geç bitecektir. Bu nedenle önümüzdeki yeniden yapılanma çabaları, çatışmaya yol açan sosyo-ekonomik nedenleri dikkate alarak, Suriye halkının temel ihtiyaç ve haklarına cevap vermelidir.Bu çalışmanın ilk bölümü giriş niteliğinde olup, araştırmanın içeriğini açıklamaktadır. İkinci bölümde, çalışma, kavramını ve boyutlarını açıklayan yeniden yapılanmanın kavramsal bir çerçevesini çizmektedir. Sonra da çalışma, bu çalışmayı gerçekleştirmenin amaçlarını ve hedeflerini göstermektedir. Üçüncü bölüm, çatışmada büyük bir rol oynayan Suriye halkının karşılaştığı sosyal ve ekonomik sorunları analiz etmektedir. Dördüncü bölüm, Suriye ekonomisinin bazı ana sektörlerinde yeniden yapılanma maliyetinin objektif vizyonlarını ve görüntülerini sunmaktadır. Daha sonra çalışma, bu sektörlerin performansını öncekinden daha iyi hale getirmeyi amaçlayan iş planlarını ve gelecekteki projeleri sunmaktadır.Şimdiki aşamada yeniden yapılanma planlamasının önemine rağmen, planlayıcılar savaşın yıktığı ülkenin göze alamayacağı fonları temin edileceğinin sorusuna karşı karşıyadır. Suriye'nin birçok uluslararası ve bölgesel etkileyenler için bir savaş alanı haline gelmesine bağlı olarak çalışma, beşinci bölümde Suriye krizinde birçok ülkenin varlığına ışık tutmaya çalışıp, Suriye'de ve bölgede onları harekete geçiren etmenleri ve onların çıkarlarını analiz etmek ve böylece yeniden yapılanma sürecinde gelecekteki rollerini kestirmektir. Son olarak çalışma, çatışmaya neden olan sosyo-ekonomik faktörleri dikkate alarak, benzer vakalardan alınan derslere dayanarak sağlam bir yeniden yapılanma gerçekleşmesi için birkaç kural koymuştur. The conflict in Syria has exacted heavy costs for the Syrians, causing damage to lives, properties and infrastructure, and a collapse in the country's already fragile economy. However, the conflict will finish sooner or later. Therefore, the subsequent reconstruction efforts should address the basic needs and rights of the Syrian people, taking into account the socio-economic causes that led to the conflict. The First Chapter of this study is an introduction, explains the content of the research. In the second chapter, the study draws a conceptual framework of the reconstruction, explaining its concept and dimensions, then the study points out the aims and the objectives of conducting this work. The third chapter analyzes the social and economic problems that Syrian people were facing, which had a great rule in the conflict happened later. The fourth chapter presents objective visions and images of the cost of reconstruction in a number of main sectors of the Syrian economy. Then the study submits work plans and future projects aimed at improving the performance of these sectors better than before.Despite the importance of the planning for reconstruction at the current stage, however planners face the crucial question of securing the funding that the war-torn country can not afford. Based on the fact that Syria has become a battleground for many international and regional players, the study tries in the fifth chapter to shed light on the presence of a number of countries in the Syrian crisis. Analyzing their motives and interests in Syria and the region, and thus expecting their future role in the reconstruction process. Finally, the study set several rules for healthy reconstruction based on lessons from similar cases, taking into account the socio-economic factors that caused the conflict. ÖZETSoğuk Savaş'ın sona ermesiyle 1990'lı yıllardan itibaren terörizm basit bir kavram ve olgu olmaktan çıkarak küresel ve siyasi bir aktöre dönüşmüştür. Küreselleşme olgusu terörizmi küresel bir güce dönüştürmüş, bunun karşısında ise istihbarat küresel bir misyona, vizyona ve stratejiye sahip olmak durumunda kalmıştır. Bu durumun sonucu olarak 'terörizm ve istihbarat' kavramları küresel terörizm olgusunun güç kazanmasıyla beraber birbirinden ayrılmaz bir yapıda faaliyet göstermeye başlamıştır. Bu faaliyetlerin sonucunda istihbarat ile terörizm arasında döngüsel bir diyagram ortaya çıkmıştır.Terörizm ruhu, mantalitesi, dinamikleri itibariyle bütün klasik istihbarat algılarını ve yaklaşımlarını adeta yerle bir etmiş, istihbarat devrimi kaçınılmaz bir süreç olarak ortaya çıkmıştır. İstihbaratın bu dönüşüm sürecinin her aşamasında bilim ve teknolojinin etkileri görülmüş; araştırma, geliştirme ve inovasyon faaliyetleri ağırlık kazanmıştır.Bu çalışma ile terörizmin etkisiyle istihbaratın yaşadığı dönüşüm sürecinin tüm dinamiklerinin ve bileşenlerinin analiz edilerek sürecin anlamlandırılması amaçlanmıştır. Tarihsel süreçte güvenlik terimine farklı anlamlar yüklenildiğini görmekteyiz. Günümüzde ise küreselleşmenin de etkisiyle kavramın yeni çeşitleriyle karşılaşmaktayız. Bu kavramın değişmesinin yanında terör unsurlarının da değiştiğini yeni yöntemler geliştirerek taktik değişikliğine gittikleri ortadadır. Tabi bu taktik değişikliğine karşı, devletlerin buna nasıl karşılık verdiği, klasik yöntemlerle mi yoksa Türkiye'nin de yaptığı gibi yeni yöntemlerle mi mücadele verdiği önemlidir. Çalışmada PKK'nın Türkiye'nin güvenliğinin bozulmasında bir paravan olarak nasıl kullanıldığını araştırarak; Türkiye'de ki hangi gelişmelerin PKK'nın kullanılmasına sebep olduğu araştırılmıştır. İç güvenlikle birlikte ülke güvenliğine de olumsuz sonuçları sebep olan PKK'yı, PKK'yla mücadelede değişen, yerlileşen ve millileşen silah envanteriyle birlikte konsept; sorunun arkasındaki asıl amacın devletin güvenliğinin ve bekasının hedef alındığı araştırılmıştır. PKK'nın, Türkiye'nin ulusal ve bölgesel alanda daha etkin ve bağımsız kararlar alan bir devlet olmasının engellenmesinde kullanıldığı ortaya konulmuş olup, konu dünya konjonktürüyle birlikte incelenmiştir.Anahtar kelimeler: PKK/KCK, Proje Örgüt PKK, PYD/YPG, PKK'ya Verilen Dış Destek We see that 'security' term has been attributed different meanings in historical process. Today, with effect of golabalization, we encounter with new varieties of notion. Besides change of this notion, it is obvious that terror factors have changed and they ring the changes of tactics by developing new methods. Of ourse it is important that how the states respond to this tactical change; with classic methods or with new methods as Turkey practiced. In this study, it was investigated which developments caused being used of PKK by researching how being used as a screen on Turkey's security deterioration. PKK which caused negative results for internal security and country security, on fight with PKK by changed, indigenizated and nationalized weapon inventory the concept; it was investigated that main purpose behind the prıoblem is targeting security and survivability of the state. Jaya is a population-based heuristic optimization algorithm proposed for solving constrained and unconstrained optimization problems. The peculiar distinct feature of Jaya from the other population-based algorithms is that it updates the positions of artificial agent in the population by considering the best and worst individuals. This is an important property for the algorithm to balance exploration and exploitation on the solution space. However, the basic Jaya cannot be applied to binary optimization problems because the solution space is discretely structured for this type of optimization problems and the decision variables of the binary optimization problems can be element of set [0,1]. In this study, we first focus on discretization of Jaya by using a logic operator, exclusive or - xor. The proposed idea is simple but effective because the solution update rule of Jaya is replaced with the xor operator, and when the obtained results are compared with the state-of-art algorithms, it is seen that the Jaya-based binary optimization algorithm, JayaX for short, produces better quality results for the binary optimization problems dealt with the study. The benchmark problems in this study are uncapacitated facility location problems and CEC2015 numeric functions, and the performance of the algorithms is compared on these problems. In order to improve the performance of the proposed algorithm, a local search module is also integrated with the JayaX. The obtained results show that the proposed algorithm is better than the compared algorithms in terms of solution quality and robustness. (C) 2019 Elsevier B.V. All rights reserved.
