The paper reviews large literature on retirement, keeping in mind the goal of finding a suitable model to the labour market of the older workers in Sweden. The review is divided into six sections. The first section explains the problems of defining retirement. The second section deals with a multitude of labour market exit channels. Specific features of modelling old-age retirement, disability, sick leave, and unemployment of the aged are explained. The third section is concerned with economic and non-economic incentives. Different definitions of economic incentives are described, and the importance of a correct health measure is discussed. The fourth section is concerned with the spousal decision-making, and the fifth with the labour demand effects on retirement. The final chapter goes through strengths and weaknesses of structural and reduced-form models.

In den hochentwickelten Ländern werden die Menschen immer älter. Gleichzeitig sind die Fertilitätsraten zurückgegangen. Die demographische Entwicklung zu einer alternden Gesellschaft gefährdet die Finanzierung des Rentensystems. Einen Ansatzpunkt zur Verringerung der Finanzierungsprobleme bildet die Verlängerung der Lebensarbeitszeit. Seit Mitte der neunziger Jahre setzt sich der Rückgang der Lebensarbeitszeit nicht fort. In einigen Ländern wird sogar wieder länger gearbeitet. In Deutschland ist allerdings eine Trendumkehr noch nicht zu beobachten. Seit Ende der neunziger Jahre gehört Deutschland zu dem unteren Drittel der OECD-Länder mit der kürzesten Lebensarbeitszeit.

This paper aims to assess the relative importance of differences in behaviouralresponses to financial incentives in explaining the observed variation in retirement behaviour across different types of households. We specify and estimate models for singles and married couples and estimate these on data from the Dutch Socio-Economic Panel. Model estimates are used to decompose the observed differences in retirement trends of the different demographic subgroups into differences in preferences and differences in theavailability and generosity of the retirement options.

This paper investigates the effect of adverse selection on the private annuity market in a model with two periods of retirement. In order to introduce the existence of limited-time pension insurance, we assume that for each period of retirement separate contracts can be purchased. Demand for the two periods can be decided either sequentially or simultaneously. We show that different risk-groups prefer different types of contracts, and that only the sequential contracts, which are favourable for the long-living individuals, represent an equilibrium.

Ein Vergleich der von Bundesarbeitsminister Riester im Sommer 2000 vorgeschlagenen Rentenreform mit der beschlossenen Reform 2002 hinsichtlich ihrer Wirkungen auf einen vorzeitigen Renteneintritt führt zu dem Ergebnis, dass die beschlossene Rentenreform den frühzeitigen Ruhestand auf Dauer noch attraktiver macht als der Reformvorschlag 2000. Es zeigt sich aber vor allem, dass keine der Reformen einen wesentlichen Schritt in Richtung auf einen Abbau der Anreize zum vorzeitigen Renteneintritt macht. Eine solche Reform müsste am Rentenzugangsfaktor ansetzen.

We examine the role of declining mortality in explaining the rise of retirement over the course of the 20th century. We construct a model in which individuals make labor/leisure choices over their lifetimes subject to uncertainty about their date of death. In an environment in which mortality is high, an individual who saved up for retirement would face a high risk of dying before he could enjoy his planned leisure. In this case, the optimal plan is for people to work until they die. As mortality falls, however, it becomes optimal to plan, and save for, retirement. We simulate our model using actual changes in the US life table over the last century, and show that this “uncertainty effect” of declining mortality would have more than outweighed the “horizon effect” by which rising life expectancy would have led to later retirement. A calibration exercise, allowing for heterogeneity in tastes and other non-mortality factors influencing retirement, shows that falling mortality plausibly had a quantitatively significant effect on retirement.

A special exemption from the 1986 Age Discrimination Act allowed colleges and universities to enforce mandatory retirement of faculty at age 70 until 1994. We compare faculty turnover rates at a large sample of institutions before and after the federal law change, and at a set of institutions that were covered by earlier state laws prohibiting compulsory retirement. Retirement rates at institutions that enforced mandatory retirement exhibited sharp ?spikes? at ages 70 and 71. About 90 percent of professors who were still teaching at age 70 retired within two years. After the elimination of compulsory retirement the retirement rates of 70 and 71-year-olds fell to levels comparable to 69- year-olds, and over one-half of 70-year-olds were still teaching two years later. These findings indicate that U.S. colleges and universities will experience a rise in the number of older faculty over the coming years. The increase is likely to be larger at private research universities, where a higher fraction of faculty has traditionally remained at work until age 70.

As one possible solution to the well-known financing crisis of unfunded social security systems, an increase in the retirement age is a popular option. To induce workers to retire later, it has been proposed to strengthen the link between retirement age and benefit level. The present paper is devoted to analyzing the long-run financial implications of such a reform. We show that with actuarial adjustments the long-run contribution rate is an increasing function of the retirement age chosen by workers. Moreover, the implicit tax paid to the pension system by a participant can increase in the long run if the retirement age rises in response to a "steep" adjustment rule. In this sense, the proposed "cure" may worsen the disease. Finally, we propose an alternative adjustment scheme which avoids these negative consequences. Finally, we show how the negative effects can be avoided by forming a capital stock from the additional revenues due to later retirement. Als ein möglicher Ausweg aus der drohenden Finanzkrise umlagefinanzierter Rentensysteme wird gegenwärtig eine Anhebung des Rentenzugangsalters von vielen favorisiert. Um allerdings Arbeitnehmern einen Anreiz zur Verlängerung der Lebensarbeitszeit zu geben, muss nach Auffassung der meisten Experten die Beziehung zwischen Beiträgen und Rentenansprüchen gestärkt werden. In dieser Arbeit werden die langfristigen finanziellen Konsequenzen einer solchen Reform analysiert. Wir zeigen, dass bei versicherungsmathematischen Zuschlägen für Mehrarbeit der Beitragssatz langfristig eine steigende Funktion des tatsächlich gewählten Rentenalters ist. Darüber hinaus steigt auch die implizite Steuer, die ein repräsentativer Versicherter an die Rentenkasse zahlt, sofern das Rentenalter in Folge einer ,,steilen" Zuschlagsfunktion zunimmt. In diesem Sinne könnte die vorgeschlagene "Behandlung" die diagnostizierte "Krankheit" verschlimmern. Abschließend zeigen wir, wie der negative Effekt durch Aufbau eines Kapitalstocks vermieden werden kann.

In this paper we analyse early retirement pathways for Norwegian male and female workers. We apply a multinomial logit model to a data set covering more than 10 500 employees, ages 56-61, in 1989. The aim is to analyse the transition to different destinations, i.e. disability pension, unemployment benefits, out of the labour force, in the period from 1989 till 1995. Both family characteristics, expected income in different end-states, and push factors, such as industry attachment and local unemployment, are important for the early retirement process. Our findings also indicate that there are several gender differences. The explanatory variables have different effects on the different exit routes for males as well as for females. We therefore reject the hypothesis that disability and unemployment are exchangeable pathways into early retirement.

"Die gestiegene Lebenserwartung - vor allem durch Rückgang der Sterblichkeit im höheren Erwachsenenalter - hat Auswirkungen auf verschiedene Einrichtungen und Maßnahmen sozialer Sicherung, insbesondere bei Krankheit und Pflegebedürftigkeit sowie im Alter. In verschiedenen Ländern wird als Reaktion auf die gestiegene Lebenserwartung sogar in jüngster Zeit der Versuch unternommen, Indikatoren der Lebenserwartung explizit in der Alterssicherung zu berücksichtigen. Der Beitrag beginnt mit einem knappen Überblick über wechselseitige Beziehungen zwischen Demographie und sozialer Sicherung. Anschließend werden einige Fragen im Zusammenhang mit der Entwicklung der Lebenserwartung erörtert, und zwar im Hinblick auf die bisherige Entwicklung und bezogen auf mögliche künftige Veränderungen. Dabei wird auch auf den Zusammenhang zwischen der Entwicklung von Mortalität und Morbidität eingegangen. Es folgt eine Darstellung von Auswirkungen veränderter Lebenserwartung in umlagefinanzierten Alterssicherungssystemen. Darauf aufbauend werden Reformoptionen in der Alterssicherung erörtert, mit denen auf fiskalische Folgen steigender Lebenserwartung reagiert werden soll. Dabei wird vergleichend auf Maßnahmen eingegangen, bei denen die Lebenserwartung im Zusammenhang mit der Rentenberechnung (wie u.a. jüngst in Schweden beschlossen), bei der Rentenanpassung und bei der Festlegung von Altersgrenzen berücksichtigt werden soll." This paper investigates the relation between human capital andretirement when the age of retirement is endogenous. This relation isexamined in a life-cycle earnings model. An employee works full timeuntil retirement. The worker accumulates human capital by training-on-the-job and by learning-by-doing. The human capital of an employeeis subject to depreciation when knowledge of technologies becomesobsolete. After a shock in technology, the worker depreciates on hishuman capital. The lower human capital results in a lower life-timeincome, but also in a lower price of an earlier retirement.

This study investigates the labor force behavior of older married couples in Germany. Monthly observations from the first eleven waves of the German Socio-Economic Panel (GSOEP) are used to describe and analyze the relationship between the labor force behavior of husbands and wives. The empirical model is a discrete time, competing risks hazard model of transitions among labor force states defined by the employment status of both spouses. The analysis indicates that the probability of one spouse exiting employment is much larger if the other spouse is not employed than if the other spouse is employed. Similarly, one member of a couple is much more likely to enter employment if the spouse is employed than if the spouse is not employed. Observed covariates including wages and retirement benefits help to explain these patterns, but unobserved preferences for shared leisure also appear to play an important role.

This paper focuses on the changes in the standard of living, connected with aging and retirement, and the impact of different models of pension provision. The research is based on LIS microdata from Germany, Russia, and the U.S.

This paper was originally presented a the Fourth International Research Seminar of the Foundation for International Studies on Social Security (FISS) in June 1997 in Sigtuna, Sweden. In the United States, several public policy initiatives have been undertaken to encourage more work and later retirement among older Americans. Labor force participation data over the past decade suggest that these policies may be working - the early retirement trend seems to have stopped. The purpose of this paper is to analyze retirement patterns in the United States and six other OECD countries to compare their levels and to see if any changes in trends can be discerned over recent years.

'Standortdebatten und Diskussionen über die Aufrechterhaltung des Wohlfahrtsstaates gibt es derzeit nicht nur in Deutschland. Neben der zunehmenden Alterung der Gesellschaft ist es vor allem das Defizit an Arbeitsplätzen, das die Systeme der Sozialen Sicherung belastet. Die stetige Verlängerung der Ruhestandsphase bei einer gleichzeitigen Verkürzung der Erwerbsphase durch einen im Durchschnitt späteren Eintritt in das Arbeitsleben und dessen frühere Beendigung haben in erheblichem Maße zu den wachsenden Finanzierungsproblemen der Rentenversicherung beigetragen. Eine zunehmende Beitragsbelastung der Erwerbstätigen, aber damit zugleich auch steigende Lohnnebenkosten sind die Folgen. Im Rahmen ihres 'Programms für mehr Wachstum und Beschäftigung' hat die Bundesregierung kürzlich Maßnahmen - wie z. B. die Anhebung der Altersgrenzen für langjährig Versicherte - beschlossen, die hier Abhilfe schaffen sollen. Ob derartige Maßnahmen geeignet sind, den Trend zur früheren Beendigung des Erwerbslebens zu stoppen oder lediglich eine Umschichtung der Finanzlasten zwischen den Sozialversicherungssystemen bewirken werden, wird kontrovers beurteilt. Vor dem Hintergrund dieser Problemlagen untersucht der vorliegende Beitrag, wie sich der Übergang vom Erwerbsleben in den Ruhestand in den vergangenen zwei Jahrzehnten in Deutschland entwickelt hat und wie sich die Situation in anderen Ländern im Vergleich dazu darstellt.' In this paper, the impact of the West German pension system on the retirement decisions of elderly citizens is analyzed within the framework of a discrete-time hazard rate model deduced from a micro-economic decision rule. The model is estimated using a balanced panel of elderly West German citizens. In order to improve the precision of the estimates obtained, the data from the sample are combined with aggregate-level information on the labour force participation behaviour of the elderly. Policy-related simulation experiments based on the estimates reveal that the probability of early retirement can be reduced significantly by appropriate changes in the pension system.

Der Aufsatz ist ein Plädoyer für eine aktive Bildungspolitik für die 'zweite Lebenshälfte'. Alterswissenschaftliche, verfassungs-, arbeitsrechtliche sowie anthropologische und organisatorische Gesichtspunkte werden angeführt, um eine Flexibilisierung der Altersgrenzen in der Erwerbstätigkeit nach oben und auch nach unten zu begründen. Angesichts der wachsenden Bedeutung der lebenslangen Bildung werden bildungsrechtliche Rahmenbedingungen unter den folgenden Vorgaben gefordert: '(1) Jeder Mensch hat das Recht auf eine Grundbildung, die ihn zur Mitsprache, Mitgestaltung und Mitverantwortung in Staat, Gesellschaft und Beruf befähigt. (2) Jeder Mensch hat ein Recht auf eine seiner Leistungsfähigkeit entsprechende lebenslange Bildung. (3) Staatliche und private Instanzen haben sicherzustellen, daß diese Rechte ausgeübt werden können.' (psz)

In the literature theoretical models have appeared that predict a positive impact of the level of individual wealth on the job exit probability. Empirically this prediction is most likely to be relevant for elderly workers who have been able to accumulate wealth throughout their working life and whose residual working life is relatively short. In the Netherlands, as in other European countries, there is a tendency of introducing more individual choice options in pension schemes. It is likely that the individual level of wealth will become an increasingly important factor in the retirement decision. Therefore it is interesting to know whether individuals with a different financial situation make different job exit decisions, given other factors. Empirical analysis of job exit behaviour of elderly workers so far has concentrated on properties of the pension system and the health situation. For a sample of elderly male workers in the Netherlands in the period 1995 through 2001, we analyse the impact of wealth, savings, and debt position on job exit rates. We find evidence for a positive effect of wealth on the probability to retire (early).

Private wealth holdings are likely to become an increasingly important determinant in the job exit decision of elderly workers. Net wealth may correlate with worker's characteristics that also determine the exit out of a job. It is therefore important to include a rich set of observed characteristics in an empirical model for retirement in order to measure the (marginal) effect of wealth on the job exit rate. But even with a rich set of regressors the question remains whether there are unobservable worker's characteristics that affect both net wealth and the job exit rate. We specify a simultaneous equations model for job exit transitions with multiple destinations, net wealth, and the initial labour market state. The job exit rates and the net wealth equation contain random effects. We allow for correlation between the random effects of job exit and net wealth, and the initial labour market state.
