The article is devoted to the analysis of the principles of legal regulation of state stimulation of the attraction of extra-budgetary public funds, «green» investments and self-sufficiency for the implementation of the «green» transition of the energy sector of the economy, the legal consolidation of the state policy of «green» transition& This is due to Ukraine's participation in the Energy Community and obligations regarding implementation of the Fourth EU Energy Package «Clean energy for all Europeans», the tasks of Ukraine to simplify the procedure for the transition to the consumption of «green» electric energy, the production of goods using clean energy, the introduction of measures to stimulate energy efficiency, including for household consumers, achieving the status of a climate-neutral country. It is noted that state support for the «green» transition occurs not only at the expense of budget funds, but also in the form of attracting public funds, in particular, funds from specially formed state enterprises and funds from current accounts with a special mode of use of electricity suppliers, and through state incentives to attract «green» investments and other private funds. At the same time, funds of funds formed in the field of energy are increasingly subject to a special public-legal regime of their use and public financial control. Such instruments of state support as «green» tariff, purchase by a guaranteed buyer, state simulation of «green» electrometallurgy, and state stimulation of electricity production from alternative energy sources using the self-production mechanism are highlighted. The need to increase the transparency of the use of the funds of state enterprises for sponsorship and humanitarian aid, as well as the activities of the Guaranteed Buyer and other providers of universal services for the mandatory purchase of electricity produced under the «green» tariff, was noted. The special «mixed» nature of the legal regulation of the specified relations is noted, since the share of relations of a public-law nature is increasing, due to the acquisition of greater social significance by individual funds of funds formed at the expense of consumers of electric energy, with the acquisition of a public-law mode of operation of the funds, that are mobilized from electricity suppliers on current accounts with a special mode of use for making calculations, respectively. The article is devoted to the analysis of the issues of the legal basis of attracting funds from the State Budget of Ukraine, local budgets and EU funds for the implementation of the «green» transition of the energy sector of the economy and the implementation of projects (programs) in the field of energy efficiency. The article found out that the budget legislation of Ukraine enshrines a number of instruments that make it possible to attract budget funds for the implementation of measures and investment projects in the energy sector, namely: A) for the implementation of state investment projects (programs) and other investment projects in the energy sector the following are carried out: 1) budget expenditures directed to the purpose of state investment in state-owned objects using state capital investments; 2) crediting the budget for the implementation of investment projects implemented through state investment; 3) provision of state or local guarantees for the implementation of investment projects in the field of energy provided with budgetary funds of the relevant budget; B) to provide state financial support to participants in the electricity market, who are entrusted with special duties to ensure an increase in the share of electricity production from alternative energy sources (SE «Guaranteed Buyer»), State Budget expenditures are made; C) for the implementation of «green» transition measures implemented at the expense of the State Budget of Ukraine by the Energy Efficiency Fund, according to the relevant budget programs, in the budget program «State Fund for Decarbonization and Energy Efficient Transformation», programs of the Energy Efficiency Fund; D) to realize, at the expense of State and local budgets, longterm obligations for energy service in accordance with energy service contracts concluded by managers of budget funds to improve the energy efficiency of state and communal property; D) to implement at the expense of EU funds in accordance with the Ukraine Facility the measures provided for in the Plan of Ukraine 2024-2027, in the form of expenditures of the State Budget of Ukraine (Component I), and lending to selected investment projects (Component II), the «visibility» of using which Ukraine has to provide It was noted that the budgetary legislation of Ukraine needs to be supplemented in terms of establishing the legal regime of budgetary investment, which has distinct features from spending and lending, establishing the obligation to ensure the «visibility» of the use of EU funds involved in the relevant budgets, carrying out transactions with them, as well as establishing the concept of «EU funds», as it occurs in the budgetary law of the EU member states. İnsanlık tarih boyunca günlük hayatını devam ettirebilmek için hem enerjiye hem de gıda maddelerine ihtiyaç duymuştur. Tarım ve hayvancılık sektörleri ürünleri insanların temel besin ihtiyaçlarını karşılamaktadır. Bu tüketim sonucunda oluşan atıklar ise anaerobik kofermantasyon yoluyla biyogaza çevrilerek enerji eldesinde kullanılabilmektedir. Bu çalışma meyve ve sebze atıkları ile inek gübresinin anaerobik kofermantasyonu yoluyla elde edilen biyogazın enerji üretimine uygun olup olmadığını araştırmaktadır. Kullanılan atıklar meyve ve sebze atıkları ile inek gübresi olarak belirlenmiştir. Çalışma, 30 günlük hidrolik bekletme süresi boyunca, 37 °C sıcaklıkta, 3 L hacme sahip 2 reaktör kullanılarak gerçekleştirilmiştir. R1 ve R2 olarak adlandırılan bu reaktörlerin organik yükleme oranları sırasıyla; 0,5 ve 0,6 g VS/L.gün olarak belirlenmiştir. Karışım oranları sırasıyla; R1:%40 meyve + %30 sebze + %30 inek gübresi; R2: %35 meyve + %40 sebze + %25 inek gübresi şeklindedir. Reaktörlerden toplanan veriler, bu atık kompozisyonundan üretilecek biyogazdan elde edilecek elektrik enerjisi miktarının 2,38 kWh olduğunu göstermiştir. Bu sonuçlar, meyve ve sebze atıklarıyla inek gübresinin anaerobik kofermantasyonunun, üretebilecekleri enerji potansiyeli, atık miktarlarının fazla olması ve sürdürülebilir enerji üretim yöntemi olması sebebiyle, alternatif enerji kaynağı olarak değerlendirilmesinin mümkün olduğunu göstermektedir.

Countries are facing interconnected and cascading crises, including COVID-19, climate change, wars and military conflicts, and disruptions in geopolitics. To address these global challenges, it is necessary to introduce eco-innovations, and implement renewable energy. The purpose of the article is to analyze the countries' eco-innovative development, determine the impact of factors on alternative energy sources consumption, and consider models for eco-innovation network management. The dynamics of the Global Innovation Index, the European Innovation Scoreboard, and the Eco-Innovation Index were analyzed. The research implements the analysis of 27 EU countries for the period 2013-2020 by indicators that influence the eco-innovations development. The model of the impact of countries' investment development and economic growth indicators (such as foreign direct investment; GDP per capita), management level and the willingness of the government to invest in eco-innovation (total tax and contribution rate; government effectiveness; control of corruption; rule of law; research and development expenditure), and the level of income inequality (income share held by highest 10%; Gini index) on the consumption of alternative energy sources, energy-efficient technologies, and waste management and recycling implementation was built. The linear and cybernetic models for eco-innovation network management were considered. The pace of eco-innovation is strongly influenced by the effectiveness of state eco-innovation policies, the availability of a comprehensive information base, and the mechanisms of interaction between the science and production sectors. Effective eco-innovation networking implies that between the participants there are different types of relationships, the main of which are economic; legal; administrative; technological; social; and informational. This study investigates the extent and efficiency of global energy transition by examining the impact of renewable electricity generation on non-renewable electricity generation in 73 economies from 1990 to 2020. This is done to empirically scrutinise the assumption of perfect displacement as adopted by Intergovernmental Panel on Climate Change and other environmental and economic analysts. The estimated models also control for the effects of globalisation, economic growth, and international crude oil prices. The PMG-ARDL estimation demonstrates that renewable energy is able to partly displace the non-renewable energy and that the global energy transition is far from perfect displacement. More specifically, the coefficient of renewable energy generation is − 0.157, indicating that more than 6 units of alternative energy are necessary for displacing one unit of fossil fuel energy at the global level. However, the findings reveal that globalisation, economic growth, and crude oil prices negatively influence the energy transition by pushing up the non-renewable energy generation. To delve into finer details, the ARDL findings uncover that 1% increase in globalisation, economic growth, and crude oil prices increases the non-renewable energy generation by 0.88%, 0.75%, and 0.03%, respectively. The Driscoll–Kraay and feasible generalised least squares estimation techniques also confirm these baseline findings. The increase in demand for electricity due to industrial development and the growing use of electronic equipment has led to the need for new alternative energy sources, such as photovoltaic solar energy conversion. In this context, organic photovoltaic (OPV) stands out as an efficient way of generating energy indoors. An electrical power supply system (EPS) was developed to power a commercial electronic lock, using OPV as the energy source. The system was designed with a charging control to match the panel voltage to a supercapacitor charge accumulator and a boost converter. Tests on the bench and in a real scenario demonstrated the viability and effectiveness of the system, showing that it is capable of operating self-sufficiently with a minimum daily illuminance of 250 lux for 12 h. The results indicate that the system can be applied to various loads with low energy consumption, promoting energy efficiency in different contexts. [ABSTRACT FROM AUTHOR]
