153. NSZZ 'Solidarity’s' notions for the state’s role in social life. Their social and political roots and status in 3rd Republic of Poland

The paper portrays the origins and ideological foundations of NSZZ “Solidarity” (Independent Self-governing Trade Union “Solidarity”) and their meaning in social life at the time of the communist regime in PRL (Polish People’s Republic). There are references to strikes (June ‘56 in Poznan, polish March ’68, June ’76, July ’80 in Lublin and Swidnica and August ’80) and, in 1980, the creation of Inter-Enterprise Strike Committee, which developed and published 21 demands aimed at the authorities. In the study, it is acknowledged that those demands are the ideological sources of Solidarity. The author of the text thinks that John Paul II sermons and encyclicals as well as Fr. Józef Tischner’s texts (published in the book Etyka solidarności oraz Homo sovieticus – Solidarity’s ethics and homo soviecticus) also had an influence on the formation of these ideas, which could bring back moral order, the rule of law, dignity and freedom for the society enslaved by Soviets. “Solidarity” also desired to improve the economic status of the country, particularly by ending the crisis. Those thoughts were, and are, beautiful; unfortunately, nowadays many of them exist only in the sphere of ideas or demands written in NSZZ Solidarity’s statute. Therefore, the article contains a sad conclusion, that in the 3rd Republic of Poland’s reality, “Solidarity’s” ideas are not attractive anymore. It happened because modern society is guided by consumerism and has become banausic. Trade union membership is not beneficial anymore, sometimes even being bothersome and seen as exceptional. That is why people, for the sake of keeping their jobs or other benefits, are leaving NSZZ “Solidarity”. Considering the ideas behind trade unions (especially the protection of worker’s affairs) – it is a peculiar paradox.

154. A theoretical exposition of State Capture as a means of state formation: The case of South Africa

This theoretical exposition aims to add to existing theory on state design and the durability of the liberal democratic experiment. This paper is written on the case of South Africa and the rise of contending regime narratives on the interaction between the state and the economy. The notion of the state being ‘captured’ may well be a nomenclature typical of a great number of states in developing political economies. While the scholarly analysis of weak or fragile states is, to a significant extent, embedded in South African political theory, the notion of a captured state is often conflated with the conceptual confines of the corrupt or criminalized state. The research result – or theoretical contribution this article makes – is to substantiate the postulation that state capture as a feature of state formation also reflects the emergence of a contending or alternative regime preference with a distinct moral justification supplementing liberal democratic experiments. Experimental liberal democracies are more prone to such constitutional or regime challenges. While systemic patronage is a regime preference, which often co-exists with liberal regime imperatives within the constitutional domain of liberal regimes, this paper reviews the state capture as the manifestation of sectarian interests in the formal economy encroaching on the domain of the constitutional state to gain a competitive advantage within the market/economy.

In December 2018, the National University of Kyiv-Mohyla Academy awarded Applebaum an honorary doctorate at an evening to honor her long record of writing about Ukraine and her then new book Red Famine.

Muslim communities in Southern Thailand have experienced in discrimination among in economic, social, and politics. This condition has even occurred in the last seven decades under King Bhumibol Adulyadej, who was known to be wise king. Basically, King Bhumibol as the head of state always stated that social welfare approace is the best way to solve the problem, but almost every Thai Prime Minister as the head of government unfortunately always uses a militaristic approach that triggers social resistance. Since King Bhumibol died, Thailand has faced with the potential crisis for two reasons. First, Maha Vajiralongkorn as a successor, he is considered have different charisma with his father because he is very glamorous and have controversial lifestyle. Secondly, the absence of King Bhumibol, who has been a counterweight to the state made the Thai military more often coups. This conditions give impact to Muslim communities in the South who always live with uncertainty condition with two possibilities. First, Muslim communities have a better life under the new monarchy regime with social welfare and humanity approaches. Secondly, the condition of the Muslim communities will remains stagnant under the controversial king with continued by martial law.

157. Dynamic Effects of Crude Oil Price Movements: a Sectoral Examination

The study employs the Markov switching regression to examine the dynamic effects of crude oil price movements on sector returns in Saudi Arabia, the United Arab Emirates, China and India given the impact of the global factor. The evidence from the Markov switching model with dynamic transitions indicates that crude oil and the global factor are significant in explaining the dynamic transition between the specified regimes. We find that the expected regime durations in India are the highest across the sample. We observe that the consumer durables and construction sectors in India exhibited the longest expected duration in stable regimes, whereas the banking sector lasted much longer in recessions.

La violence sur le stade de football correspond à des gestes techniques à caractère brutal ou à des provocations verbales. Exercée sur un joueur, elle peut avoir pour but de freiner son action ou d’instabiliser son rôle thématique, impliquant une sorte de faire faire à un sujet : la réaction de Z. Zidane, expulsé du terrain en 2006 à la suite de son coup de tête en réponse à une provocation, manifeste un anti-programme. Or, en tant qu’opération visant à transformer localement le monde, la violence dans le football n’atteint pas toujours son but. Ses effets sont incertains. À sa potentialité performative (effets possibles) doivent correspondre les modalités de sa réception (effets réels). 160. A transforming traditional community based forest management: the case of Loita community forest, Kenya

Governments are pushing for decentralization of forestry governance, but in Loita community forest, the traditional community management organization is inviting government and other stakeholders to participate in the forests' management. This study was undertaken through questionnaires, Focus Group Discussion, Key Informant Interviews, and participant observation. Loita community forest is a community forest supposed to be managed by the County Government on behalf of the community since the community is not registered as a legal entity to manage and own the forest as required by the Land Act. The community was practically managing the forest under Traditional Community Based Forest Management. The community leadership was faltering, resulting in forest degradation. This challenge was being mitigated by inviting (pluralism) other stakeholders to enhance forest management capacity. There was fear that the national government's inclusion in Loita forest management may result in inequitable sharing of power and authority and further weaken the community governance systems. This emerging governance regime lacks; a strategy for strengthening the capacity of the traditional community organization, legal framework, and some of the partners joining have extensive network and power with potential for disfranchising the traditional organization through introducing and or amending the traditional regulations to satisfy their interests. There is a need to develop partnership guidelines to guide the pluralism scenario emerging to support the sustainable management of Loita forest and ensure community traditional organization's transformation does not weaken or replace the community organization.

This article provides an answer to two questions: (1) which factors enabled and undermined the protest movement's democratic agenda in 2020 in Belarus, as well as in other post-Soviet mass movements of the recent decade? and (2) what are the lessons that the post-Soviet protest movements have for the global civil society? The author argues that the regime survived the 2020 protests due to the protesters failing to consolidate their energy with the political parties and due to the loyalty of the political class to the top-down vertical nature of the Belarusian 'pyramid of power'. However, repressive turn of the Lukashenka regime undermines its legitimacy in the mid- to long-term perspective. The Belarus protest movement is compared to similar movements in other post-Soviet societies, demonstrating positive and negative influences of the protests for political community. The author concludes this article with the definition of three universal lessons of the Belarus and other post-Soviet protests movements: (1) adherence to the political freedom needs practical justification, not official and media rhetoric; (2) civil and partisan involvement in a collective action should be in agreement based on mutual trust of citizens and politicians; (3) each protest movement should be aware of the negative consequences of the radical agenda for the sovereignty of political community. The detection of radioxenon isotopes from an underground nuclear test using the International Monitoring System of the Comprehensive Nuclear Test-Ban Treaty is complicated by a radioxenon background, largely originating from the civil radioxenon emissions of medical isotope production facilities and nuclear power plant reactors. Much of the background is measured as single isotopes near the detection threshold, limiting the use of isotopic ratios which could differentiate between the possible sources. Here we introduce the UK Radionuclide National Data Centre methodology to approach the problem of radioxenon detections and source identification. Using automated analysis of radiometric data and atmospheric transport simulations, the detectability of radioxenon isotopes 133 Xe , 131 m Xe , 133 m Xe and 135 Xe from North Korea is estimated for the Takasaki radionuclide station JPX38, and the possibility of detecting 133 Xe from selected locations across the Korean Peninsula and extended region is investigated. Imprisoned women are rather 'unproblematic', especially when compared with imprisoned men. However, the seemingly logical expectation of a less harsh prison regime for women is not always implemented and women are sometimes imprisoned in the same or even stricter regimes than men. This paper addresses the enforcement of prison sentences for women in Slovenia. Results of data analysis indicate that imprisoned women in the Slovenian prison system are generally (less) 'problematic', but the prison regime is disproportionately (increasingly) strict. The findings indicate that the Slovenian prison system plays a role in broader social mechanisms of gender-based discipline because imprisoned women are serving a double sentence: one for committing a crime and another for being a woman (who committed a crime). Various examples illustrate some of the inherent tensions as knowledge flows from one domain to another. However, there are also signs of convergence among these knowledge regimes. Conservation agriculture (CA) is based on three principles, namely minimum tillage, crop rotations and maintaining a soil cover. The research used the multi-Level perspective on socio-technical transitions to analyse the dynamics of CA in Uganda. The analysis of the CA niche is structured along the socio-technical regimes and explores the impact of the transition. Data were gathered from Alebtong, Dokolo and Lira districts in mid-Northern Uganda. The results indicate a steady transition towards CA that can be supported to eventually scale up. The legitimisation process of CA transition involved wider implementation by farmers on their fields, validation through adoption by the wider communities and at the national level. The process seeks policy and institutional promotion, more scientific publications of local research findings, validation by legal standards and judicial reasoning, raising civic awareness, stakeholder dialogue and mobilisation of political will to advance the purposes of CA in contrast to conventional agriculture. CA caused changes in practices, perceptions and motivation among the niche actors with respect to agricultural sustainability. However, scaling up could further be enhanced when market policies, credit and financial environment are reconciled. [ABSTRACT FROM AUTHOR]

This paper highlights the complex and contested relationship between drugs and development policies globally. It uses a recent experience in Thailand to showcase the link between drugs and development policies while highlighting the difficult international terrain for forging a common United Nations (UN) position. It examines the challenging transition underway within Thailand as practitioners of rural development policies in drug crop affected regions seek to translate the lessons of traditional ‘alternative development’ to urban and borderland areas affected by drug trafficking, arguing that many of the underlying principles are the same. It provides a practitioner-led overview of the recent experiences of Thailand and the global drug debates. It then takes a step into the literature on peacebuilding, examining the possible positioning of drugs and development debates relative to the field of peacebuilding studies. It concludes by highlighting the numerous areas of overlap between the new drugs and development debates and existing peacebuilding discussions. The socio-political and economic circumstances in Kosovo in the late 1980s were extremely unfavorable for the people of Kosovo, political organizations, the media, unions and Albanianlanguage schools. As a result of such a situation, Kosovo Albanians were seeing ways of organizing to oppose the Yugoslav regime of the time, advancing their rights, and resolving their political status, in the absence of which they were feeling discriminated in all segments of life. In the context of these movements in Kosovo, the organization of the Miners' Strike was of vital importance, in order to raise awareness of the situation which until then had met with deaf ears both within Yugoslavia and in the International Community. 179. Selection Criteria for Heat Treatment in Order to Optimize Reconstructed Heat Supply Turbine Body Metal Component Properties.

For the first time results of heat treatment under laboratory and industrial conditions of housing components made of 15Kh1M1FL grade steel with an operating time of more than 150 thousand hours by six versions during reconstruction of PT-60-130 and T-100-130 turbines are summarized. Heat treatment version tensile properties, critical brittleness temperature, and stress-rupture strength are considered for each metal. It is demonstrated by experiment that high temperature tempering is most suitable for components with metal whose forecast strength properties exceed by 50 MPa those predicted for operating hours. It is established that single normalizing with tempering provides adequate mechanical properties for metal components made of steel grade 15Kh1M1FL for short-term and long-term loading, and it is most suitable for high pressure cylinder housings whose metal strength decreases during prolonged use. It is demonstrated that for metal components made of the steel in question three heat treatment versions with double heating above the full recrystallization temperature and tempering provides increased short-term and stress-rupture strength combined with relatively moderate crack resistance under impact loading. In view of significant oxidation capacity and the possibility of treated surface distortion use of these regimes is most appropriate for stop and control valve housings within whose metal micro-damage may occur alongside cracking. Cyclic heat treatment with heating below the complete recrystallization and tempering temperature did not provide a favorable result. [ABSTRACT FROM AUTHOR]

The estimates of statistical indicators of the state and variability of the ice cover characteristics (ice concentration, ice stage of development) of the Bering Sea obtained from digital imagery are presented using available information on ice conditions for the period of 1960–2016. The distributions of average long-term values of the fields of ice concentration and stage of development for the period from 1960 to 2016 are obtained and considered, their spatial-temporal variability is analyzed. The estimates can be used in the analysis of changes in the hydrometeorological regime of the region, in problems of modeling the state of the ice cover, as well as in solving practical issues of economic development of the Bering Sea. Two international treaty frameworks - Amended Protocol II (APII) to the Convention on Certain Conventional Weapons and the Anti-Personnel Mine Ban Convention (APMBC) - have been developed to prohibit or restrict the use of landmines. However, reflecting a gap in current academic research, there is a lack of knowledge of their effectiveness in supporting the humanitarian goals that underpin both treaties. In order to address gaps in the existing literature, this thesis applies an analytical framework grounded in regime theory to develop new insights into the design, implementation and effectiveness of APII and the APMBC within the broader framework of international humanitarian law (IHL). Two main hypotheses are explored. The first considers the importance for regime effectiveness of the relationship between design and implementation processes. The second analyses the significance for the landmine regimes of regime interplay and nesting within wider IHL and mine action discourses. In addressing these hypotheses, design/implementation interplay, agency dynamics and normative considerations represent key themes that enable us to develop new insights to a specific issue area that also demonstrates important linkages to wider humanitarian, security and developmental agendas.

Korea is still divided. However, the events of 2018 give a hope for solving one of the most acute problems of the world political life. The United States and Donald Trump also understand that sanctions are long-term processes, and resolving the issue by military force is also far from the best solution. Therefore, the summits of the RK — the DPRK, the United States — the DPRK should play a key role in unleashing the most difficult Korean problem. Before the RK — DPRK summit on April 27, 2018, and the United States — North Korea summit on 12th of May 2018, the unofficial consultations of the RK — the USA, the USA — Japan, the PRC — DPRK, DPRK — Russia were already finished. All the factors show the great importance of the previous and upcoming summits. Naturally, such important countries as China, Russia, Japan, which are the main actors of the Korean problem, play an important role in the upcoming high-level negotiation, as it was before. The article describes the changes, which took place in 2018 on the Korean peninsula, ways and prospects for finding solution on the denuclearization and unification problems of Korea. The article examines the intensification reasons of both inter-Korean and the relations of other countries involved in the problem around the Korean Peninsula. The article also analyzes the preparation, conducting and outcome of the RK-DPRK, the USA-DPRK summits. There is underlined a main outcome of the summits as follows: the stabilization of peace and security on the Korean Peninsula, the intention to sign a peace treaty, the normalization of relations between the DPRK and the USA, the expression of North Korea’s desire for complete, controlled and irreversible denuclearization. There is described the role of China in the processes relating to the Korean peninsula problems. The conditions of the possibility of applying the experience of the unification of Korea to the resolution of modern problems of humanitarian development of Ukraine, namely, the consolidation of Ukrainian society and the development of social partnership practices are analyzed.

The purpose of the research is the empirical analysis andelaboration of the system dynamics approach to define and estimate the key drivers of the future macroeconomic stabilization and economic potential of the Ukrainian economy. The study used thegeneralization, systematization and grouping of data, methods of system analysis and synthesis as well as the system dynamics methods and models. Research results. The analysis of the development of the Ukrainian economy in comparison to the Polish economic situation has been completed. We confirmed the hypothesis that many of the initial economic problems in Ukraine – such as a low aggregate demand and export competitiveness – have been the cause of the exchange rate regime. Elaborated system dynamics models not only allow to analyze the feedback structure of a national economy but can also be used to verify the effectiveness of the different implications for the economic policymaking in Ukraine in the coming years. The results of this paper are mostly exploratory and need further, deeper research before conclusions can be used for policymakers in order to elaborate the economic strategy which leads to improvement of the economic potential of Ukraine in the short and long run. Conclusions. Based on the empirical analysis conducted on the realization of the two types of the system dynamic models with the focus on explaining the interrelationships between domestic consumption, aggregate demand, inflation, export competitiveness, and exchange rate fluctuations, it was shown that although the currency peg has had a positive impacts on Ukraine’s energy imports, many of the other economic problems in Ukraine, such as a low aggregate demand and export competitiveness, have had place. It was also confirmed that the passage to flexible exchange rate regime is one of the important drivers of the economic potential and the competitiveness reinforcing as well as achievement of macroeconomic stabilization, especially in the long run.

The article presents the results of a comparative analysis of Margaret Atwood’s The Handmaid’s Tale and essays written by Herta Müller, the most famous Romanian dissident and the recipient of the 2009 Noble Prize in literature. The point of departure for the analysis is the reference to the Romanian regime of Ceaușescu contained in the Historical Notes on The Handmaid’s Tale, which constitute an integral part of Atwood’s novel. Juxtaposing the aforementioned novel with Herta Müller’s essays, the article reveals conspicuous parallels between the actual experience of living under a regime, omnipresent in the texts of the Romanian-born German author, and the dystopian narrative of Offred, the protagonist of The Handmaid’s Tale. The article examines the texts through the lens of the poetics of experience, that is, it treats them as a record of an individual experience which has the power to influence the reader through emphatic involvement.

Resumo O estudo da participação de movimentos sociais na produção das políticas públicas é uma agenda em franco desenvolvimento no Brasil e na literatura internacional. Neste artigo buscamos colaborar com o desenvolvimento dessa agenda, ao oferecer um modelo analítico para abordar aquilo que a literatura tradicionalmente apreende como “contexto político”, que condicionaria a atuação dos movimentos sociais nas suas tentativas de influenciar o Estado. Partindo de um diálogo crítico com a produção nacional e estrangeira, argumentamos que, em vez de se relacionarem com um contexto objetivado e externo que condiciona sua formação e ação, os movimentos sociais devem ser compreendidos como participantes em relações de interdependência com diversos atores e instituições com quem interagem rotineiramente, constituindo o que denominamos de estruturas relacionais. Na análise das relações entre movimentos sociais e políticas públicas, as estruturas relacionais especialmente relevantes analiticamente são os regimes políticos e os subsistemas de política pública. Nosso argumento é que os movimentos sociais não se relacionam com essas estruturas - conforme se depreenderia de uma formulação contextualista -, mas no interior delas, embora normalmente a partir de uma posição de desvantagem ou marginalização.

Classifying political regimes has never been more difficult. Most contemporary regimes hold de-jure multiparty elections with universal suffrage. In some countries, elections ensure that political rulers are—at least somewhat—accountable to the electorate whereas in others they are a mere window dressing exercise for authoritarian politics. Hence, regime types need to be distinguished based on the de-facto implementation of democratic institutions and processes. Using V-Dem data, we propose with Regimes of the World (RoW) such an operationalization of four important regime types—closed and electoral autocracies; electoral and liberal democracies—with vast coverage (almost all countries from 1900 to 2016). We also contribute a solution to a fundamental weakness of extant typologies: The unknown extent of misclassification due to uncertainty from measurement error. V-Dem’s measures of uncertainty (Bayesian highest posterior densities) allow us to be the first to provide a regime typology that distinguishes cases classified with a high degree of certainty from those with “upper” and “lower” bounds in each category. Finally, a comparison of disagreements with extant datasets (7%–12% of the country-years), demonstrates that the RoW classification is more conservative, classifying regimes with electoral manipulation and infringements of the political freedoms more frequently as electoral autocracies, suggesting that it better captures the opaqueness of contemporary autocracies.

Rapid change in the planetary climate regime at the turn of the XX and XXI centuries has been revealed based on the analysis of the observations' data. With respect to the previous climatic regime, evaporation and a latent heat flux have increased from most of the surface of the World Ocean. Recent climatic regime in the XXI century is characterized by a significant increase in the number of strong cyclones, storms, sum of precipitation in wet areas with maritime climate. The number of hazardous extreme weather events is mostly increased in the ocean – continent marginal zone, including the Far East of Russia. The increase in precipitation in 2004 and extreme precipitation in 2015–2016 within the catchment of Lake Khanka in the South of the Russian Far East led to a catastrophic spill of this lake. During the first 17 years of the XXI century the number of extreme precipitation and floods in the warm season has increased in most of the marginal zones of Eurasia and North America. Winter snowfall is also amplified in the zone of temperate latitudes over many continental regions. The observed increase in precipitation is caused due to growth in both the water vapour content in the atmosphere over the ocean and the meridional transfer of heat and water vapour. Decrease in rainfall occurs in some continental areas, including the catchment area of Lake Baikal and the reservoirs of the Angara cascade of hydropower plants.

The Indian exchange rate system has matured from the earlier versions of a managed float system to a floating exchange rate system. India has followed the system of market determined foreign exchange rate since 1993 by replacing the dual exchange rate system or LERMS (Liberalized Exchange Rate Management System). Therefore, the behavior of volatility in exchange rate of Indian Rupee as against U.S. Dollar (before the implementation of market-determined exchange rate regime and after the implementation of market- determined exchange rate regime) has been empirically analyzed under the study to compare the volatility of Indian foreign exchange rate (high) in pre market- determined regime with that of the post market- determined regime period. 196. The Structure of a Viscoplastic Fluid Flow during Filling of a Circular Pipe/Plane Channel.

The viscoplastic fluid flow initiated in a circular pipe/plane channel during its filling in the gravity field at the flow rate specified at the inlet section is investigated. A mathematical formulation of the problem is stated based on complete equations of motion, the continuity equation, the natural boundary conditions on a free surface, and no-slip boundary condition on the solid wall. The rheological behavior of the medium is described by the Schwedoff–Bingham law, which presupposes the existence of quasi-solid motion zones (unyielded zones) in regions of low strain rates. The numerical solution of the problem is based on the finite-difference approach including the finite volume method and SIMPLE algorithm for calculating velocity and pressure fields at the internal nodes of a staggered grid. The method of invariants is used to satisfy the boundary conditions on the free surface. To provide a through computation of the flow with unyielded regions, regularization of the rheological equation is implemented. The behavior of a free boundary, flow structure, and flow characteristics as a function of the main parameters is investigated. It is found that in the course of time the initially flat free boundary acquires a stationary convex shape, which remains invariant while moving through the pipe/channel at the rate-average velocity. In the flow near and far away from the free boundary, one can distinguish fountain flow zones and one-dimensional flow regions, respectively. The typical flow structures with different numbers and various locations of unyielded regions in the flow are shown. The topograms of the above-mentioned flow structures as functions of the ratio of viscous and gravity forces and plasticity in the fluid flow are plotted. The stable and unstable behavior of the free boundary shape is shown to be related to the values of the constitutive parameters. [ABSTRACT FROM AUTHOR]

197. The International Development Assistance Regime: From Poverty Reduction to the SDGs.

This paper investigates what kind of international development assistance regime was in place before it was superseded by the Sustainable Development Goals (SDGs). The paper identifies that regime as one of "poverty reduction," which was maintained by soft laws, peer pressure and peer reviews, and institutionalization by the major donors. It finds that the "poverty reduction regime" was internationally agreed-upon and established, and had highest acceptance among certain Sub-Saharan African, South and Southeast Asian, and Central and South American low-income, high-aid dependency countries. Relatedly, there was considerable overlap of these recipients with the Nordic Plus donor group's focus countries. However, it was found that among countries with a high degree of affiliation with the regime, actual results were low compared to less-receptive countries. Finally, this paper suggests that in order to consider the establishment of an appropriate international development assistance system in the SDG era, and to promote the development of the recipients concerned, it is necessary to develop measures to maximize the roles of various actors and to build a platform where various actors can effectively cooperate together, in the same way that "the Paris declaration on aid effectiveness" played its role in the "Poverty Reduction Regime". Thermal regimes of rivers and streams profoundly affect aquatic ecosystems, but are poorly described and classified in many areas due to the limited availability of annual datasets from extensive and representative monitoring networks. By mining a new temperature database composed of >23,000 site records that spans the western United States (U.S.), we extract annual monitoring records at 578 sites on perennial streams to describe regimes in this diverse region. Records were summarized using 34 metrics that described regime aspects related to magnitude, variation, frequency, duration, and timing. The metrics were used in a multivariate cluster analysis to classify streams into seven distinct regime types and in a principal components analysis (PCA) to examine patterns of redundancy among metrics. The PCA indicated that 2–5 orthogonal PC axes accounted for 74%–89% of the variation in thermal regimes at the monitoring sites. Most of the variation in PC scores that defined the two dominant axes was in turn predictable from a suite of geospatial covariates in multiple linear regressions that included elevation, latitude, riparian canopy density, reach slope, precipitation, lake prevalence, and dam height. Our results have parallels to previous flow regime analyses that describe the utility of small numbers of PCs or allied metrics in regime characterization, and can be used to better understand and parsimoniously represent thermal regimes in the western U.S. [ABSTRACT FROM AUTHOR]

Springs are environmental objects of unique character, determined by water resources and high water quality, important for economic, recreational, landscape, and cultural aspects. Springs, on the boundary of surface and groundwater resources, are fundamental for understanding resources and circulation of water in the river catchment, and can be good indicators for assessment of the natural environment changes. The paper presents results of discharge measurements analyses for 65 springs performed in the period 1946-2016 in the area of the Lublin Upland and Roztocze in Poland. Based on approximately 5,000 measurements, characteristic discharges were determined for each spring: minimum, mean, and maximum, as well as the variation coefficient. The role of spring waters in the alimentation of rivers was assessed. The most abundant springs (continuously or periodically exceed 100 dm
3 · s–1 , maximum discharge 400 dm3 · s–1 ) are alimented from the Cretaceous aquifer. The springs show high discharge stability in the multiannual rhythm and seasonal regime of water resource fluctuations resulting from the appearance of a series of years with increased or reduced atmospheric precipitation. Variable response to atmospheric alimentation results from the conditions of water flow through the aeration zone. Springs provide from 40% to almost 100% of river water. Because of economic activity, contributing to the transformation of environmental components and constituting a threat to springs, their niches, and water quality, there is the need for their protection and their preservation in a possibly natural state in accordance with the local environmental conditions.
