Large mammals, especially felids such as Mountain Lion, Puma concolor (Linnaeus, 1771), are disappearing from their original habitats, due to the loss of natural areas and hunting, especially in the metropolitan regions. In the city of Rio de Janeiro, Brazil, P. concolor had not been observed for almost a century, despite the city having forest fragments as large as 10,000 ha. Here we present records that confirm the reappearance of this species in the city of Rio de Janeiro, where it has been considered extirpated.

Vegetable production is common in peri-urban agriculture where produce is sold in nearby towns, and the Santiago Metropolitan Region (SMR) in Chile is no exception. The objective of this article is to explore the productive, commercial and management strategies of small-scale vegetable growers at the SMR, their attitudes towards their activity, and to identify different profiles. We surveyed in person 170 farmers. The data was analyzed using descriptive and multivariate techniques. Results suggestthat different characteristics and strategies are concomitant to certain attitudes that vegetable growers hold towards key aspects such as innovation or willingness to associate., La horticultura es común en la agricultura periurbana, en la cual los productos pueden ser vendidos en urbes próximas, como el caso de la Región Metropolitana de Santiago (RMS). Esta investigación tiene por objeto explorar las estrategias productivas, comerciales y de gestión, así como las actitudes, de los pequeños horticultores en la RMS e identificar perfiles. Se encuestó en persona a 170 agricultores. Los datos fueron analizados mediante técnicas descriptivas y multivariantes. Los resultados sugieren que las diferentes características y estrategias son concomitantes a las actitudes de los horticultoresrespecto a aspectos como la innovación o la voluntad de asociarse.

154. Alternativas de asociatividad territorial para la subregión del Oriente Antioqueño : análisis de viabilidad frente a la implementación de nuevos esquemas de integración en el Valle de San Nicolás

El presente trabajo, se centra en analizar cuáles han sido las claves de la asociatividad territorial entre los municipios de la subregión del Oriente Antioqueño, en especial los ubicados en la zona del Altiplano, o también llamado Valle de San Nicolás, a saber: Rionegro, La Ceja del Tambo, El Retiro, La Unión, El Carmen de Viboral, Guarne, San Vicente Ferrer, Marinilla y El Santuario. Dentro de dichas claves, se intentarán comprender los aciertos y desaciertos de estas dinámicas de integración, haciendo un análisis de las características de los esquemas que hoy están conformados y en los que se encuentran asociados éstos municipios. Se proponen tres alternativas nuevas de integración que pueden ser exploradas en la subregión; por un lado, un esquema que ya ha sido debatido sin llegar a concretarse, como lo es la iniciativa de crear un Área Metropolitana en el Oriente; y de otro lado, se propone la exploración de figuras que aún no han sido discutidas dentro de este escenario, como la posibilidad de conformar una Región de Planeación y Gestión (RPG), o la de crear una figura de régimen especial que se asemeje a la recién creada Región Metropolitana de Bogotá. Sobre cada una, se realizará un análisis de viabilidad tanto desde el punto de vista legal -a la luz de las disposiciones contenidas en el ordenamiento jurídico colombiano- como desde el punto de vista político, toda vez que la conformación de un Esquema Asociativo Territorial depende en gran medida de la voluntad de los tomadores de decisiones., The present paper focuses on analyzing the keys to territorial associativity among the municipalities of the Eastern Antioquia subregion, especially those located in the Altiplano area, or also called the San Nicolás Valley, namely: Rionegro, La Ceja del Tambo, El Retiro, La Unión, El Carmen de Viboral, Guarne, San Vicente Ferrer, Marinilla and El Santuario. Within these keys, an attempt will be made to understand the successes and failures of these integration dynamics, making an analysis of the characteristics of the schemes that today are formed and in which these municipalities are associated. Three new integration alternatives are proposed to can be explored in the subregion; one of them, a scheme that has already been debated without materializing, such as the initiative to create a Metropolitan Area in the Eastern subregion; in addition, this paper proposes the exploration of figures that have not yet been discussed within this scenario, such as the possibility of creating a Planning and Management Region (RPG for its acronym in Spanish), or creating a special regime figure that resembles the newly created Metropolitan Region of Bogotá. On each one, a feasibility analysis will be carried out both from the legal point of view -according with the content of the Colombian legal system- and from the political point of view, since the formation of a Territorial Associative Scheme depends largely of the will of the decision makers.

Este artigo visa sugerir possíveis pesquisas para investigar as inter-relações entre: (1) dinâmicas populacionais; (2) produção e reprodução do espaço urbano; e (3) princípios de planejamento na Região Metropolitana de Goiânia. Desenvolvemos um panorama geral de cada um destes aspectos. Esta análise nos permite identificar as principais características e transformações desta região. Desenvolvemos também uma breve análise de indicadores populacionais com base em dados dos Censos Demográficos de 1950, 1960, 1970, 1980, 1991, 2000 e 2010. A partir deste quadro geral, é possível identificar tópicos de pesquisas para investigar indicadores sociais, demográficos e econômicos que permitem aumentar o entendimento da dinâmica espacial e de planejamento urbano dessa região.

In this article we will briefly talk about the centrality exercised by the city of Maringá, as well as about the interactions of the municipalities with the host city of the Metropolitan Region of Maringá and the level of integration of each of them with the headquarters. We will briefly highlight the debate on two small localities: the municipalities of São Jorge do Ivaí and Floraí, in the context of this regional unit. The municipalities were chosen for their location and demographic behavior – with loss of population –, precisely because these are the municipalities that show signs of little integration and that we can consider as a non-metropolitan reality instead of a metropolitan one., En este artículo hablaremos brevemente de la centralidad que ejerce la ciudad de Maringá, así como de las interacciones de los municipios con la ciudad sede de la Región Metropolitana de Maringá y el nivel de integración de cada uno de ellos con la sede. . Destacaremos brevemente el debate sobre dos pequeñas localidades: los municipios de São Jorge do Ivaí y Floraí, en el contexto de esta unidad regional. Los municipios fueron elegidos por su ubicación y comportamiento demográfico -con pérdida de población-, precisamente porque son los municipios que muestran signos de poca integración y que podemos considerar como una realidad no metropolitana más que metropolitana., Neste artigo falaremos brevemente sobre a centralidade exercida pela cidade de Maringá, bem como sobre as interações dos municípios com a cidade sede da Região Metropolitana de Maringá e o nível de integração de cada um deles com a sede. Destacaremos brevemente o debate sobre duas pequenas localidades: os municípios de São Jorge do Ivaí e Floraí, no contexto dessa unidade regional. Os municípios foram escolhidos pela sua condição de localização e comportamento demográfico – com perda de população –, justamente porque esses são os municípios que apresentam indícios de pouca integração e que podemos considerar como de uma realidade não metropolitana ao invés de metropolitana.

Rail transport is an environmentally friendly form of passenger transport which can be utilized effectively also in urban and suburban transport systems. The paper describes the urban and suburban rail transport system including comparison of selected Czech (Prague, Brno and Ostrava) and German metropolitan regions (Munich, Nuremberg and Dresden). Its aim is to analyze the importance of various factors influencing the differences between the situation in Germany and in the Czech Republic. Therefore, the research question is whether these differences are primarily caused by a different liberalization stage, or whether they are a result of other factors such as available infrastructure, investment level, rail transport services budget, structure and activity of ordering bodies and coordinators or geographical context. The supply of city and suburban rail transport is quite good in Germany and in the Czech Republic, although trains in Munich, Nuremberg and Dresden run more frequently, faster and are better interconnected with car transport. German rail transport sector is at a higher stage of liberalization, and tendering procedures are the preferred selection method for contractor carriers. However, a degree of liberalization of the railway sector is not the key marker indicating a better standard of urban and suburban rail transport in Germany because it is the high standard which is achieved as the consequence of the professional activity of the ordering bodies and train service coordinators in combination with geographical conditions, available financial sources and effective transport infrastructure. On the other hand, the importance of liberalization cannot be totally overlooked as tenders are a tool for the ordering bodies to strongly affect the price and quality of transport services in their area. The supply of better quality and attractive transport to passengers could increase the usage of rail transport in metropolitan regions and could have indirect but important socio-economic impacts

They bring glory to the victorious, the bitterness of failure to the defeated, and always destruction and suffering to ordinary people, but at the same time they have had a great impact or even shaped the culture of societies. In many places all over the world, as well as in Poland, relics from wars, battlefields, fortifications and weapons are unique and an extraordinary attraction that might bring in tourists. This type of tourism is known as military heritage tourism. In Łódź and its vicinity there are many military sites that might potentially become an attraction. They are mostly related to the great but forgotten Battle of Łódź that took place during the Great War. However, are they attractive enough to create a tourism product?

Consumption is one of the less know variable in urban studies. The article presents a general overview of Catalan and Barcelona study case, summarizing almost thirty years of research, with the goal to isolate the main contemporary trends of retail and consumption in the area. The recent economic processes in the Catalan context are analyzed in the first place. At the same scale, the level of analysis is again recentered on the changes into the metropolitan and regional Barcelona, focussing in the perspective of the old slogan of Catalonia-city. The necessity of the restructuration of the scale of the analysis is proposed. After, the lens is adjusted to the city of Barcelona case, focussing on the relevant change in his traditional centrality. Finally some future trends are advanced.

With an expected accelerated urbanization process until 2050, China is facing big challenges of mitigating CO2 emissions, especially in the eastern coastal metropolitan regions. Since cities are the hubs for innovation regarding new technologies and infrastructures, investments and governance, they are playing an important role in decision-making and implementation processes on the way to a decarbonized economy and society. The national and provincial administrations in China have already started to address the issue of energy system transition toward a low-carbon pathway, but long-term integrated transition plans are not yet available on a regional level. In our paper, we therefore consider the main challenges of the energy system transition, such as efficiency improvement, coal reduction, decarbonization of transport, and multisector electrification with regional integration, focusing on two eastern coastal metropolitan regions of China. A systematic review of current near-term policies reveals how far these challenges have already been addressed on different administrative levels and which gaps may exist from an external perspective. Based on the current decision- and policy-making processes among national, regional, provincial and municipal levels, policy implications are identified with regard to an effective energy system transition in eastern China.

The paper seeks to identify and assess the polarising, indirect and direct favourable influence of Belgrade, as the capital and the largest city in Serbia, in the development of settlements and centres within its administrative area, i.e. the territory administratively named the City of Belgrade. The paper includes an analysis of demographic trends, including commuting trends, and the functional and morphological changes in the settlements of the Belgrade region between 1971 and 2011. Various analytical and synthetic methods have been used to assess the investigated territory's degree of transformation, including both positive effects and the negative consequences of the impact of various factors. Suburban areas are not clearly delimited. Belgrade's urban area is not marked by social segregation. The initial hypothesis that the Belgrade region underwent a complex and multifaceted transformation has been confirmed, which will significantly determine future planning solutions, especially as regards the identified causes of the transformation, the factors of which have not been significantly changed in the transition, post-socialist period. The appropriateness of development planning measures and governing policies in this area is of crucial importance for the country as a whole.

Metro Detroit has long been one of the most socially divided metropolitan regions in the United States. While the north-western suburbs are among the wealthiest in the nation, the region’s urban core has struggled with the nation’s post-industrial transition. Despite benefiting from various intra-regional ties, people from Metro Detroit’s suburbs often share negative stereotypes about the city at the region’s core and attempt to distance themselves from it. This article analyses surveys from 140 residents of the Metro Detroit region in order to understand better intra-regional perceptions of Detroit proper. Rather than the hypothetical neighbourhoods of varying racial diversity often found in perceptions research, surveys asked residents about real places in their home region. Asking about actual locations helped answer the research question behind this article: is residential location associated with neighbourhood perceptions? While race continues to influence neighbourhood perceptions, findings show that residential location is also a significant factor. [ABSTRACT FROM PUBLISHER]

Annual US pedestrian and bicyclist fatalities involving motor vehicles have each increased by 30% in just six years, reaching their highest levels in two decades. To provide information to reverse this trend, we quantified pedestrian and bicyclist fatality rates in 46 of the largest US metropolitan statistical areas (MSAs) during two five-year time periods: 1999–2003 and 2007–2011. We divided the annual average number of pedestrian and bicyclist fatalities during 1999–2003 from the Fatality Analysis Reporting System by the annual estimates of pedestrian and bicycle trips, kilometers traveled, and minutes traveled from the 2001 National Household Travel Survey (NHTS) and the annual average number of fatalities from 2007 to 2011 by similar estimates from the 2009 NHTS. The five most dangerous regions for walking during 2007–2011 averaged 262 pedestrian fatalities per billion trips while the five safest averaged 49 pedestrian fatalities per billion trips. The five most dangerous regions for bicycling averaged 458 bicyclist fatalities per billion trips while the five safest averaged 75 bicyclist fatalities per billion trips. Random-effects meta-analysis identified eight metropolitan regions as outliers with low pedestrian fatality rates, six with high pedestrian fatality rates, one with a low bicyclist fatality rate, and five with high bicyclist fatality rates. MSAs with low pedestrian and bicycle fatality rates tended to have central cities recognized as Walk Friendly Communities and Bicycle Friendly Communities for investing in pedestrian and bicycle projects and programs. Random-effects meta-regression showed that certain socioeconomic characteristics and high pedestrian and bicyclist mode shares were associated with lower MSA fatality rates. Results suggest that pedestrian and bicycle infrastructure and safety programs should be complemented with strategies to increase walking and bicycling. In particular, safety initiatives should be honed to reduce pedestrian and bicyclist fatality risk in immigrant communities and to make pedestrian travel safer for the growing senior-age population. Post–World War II population growth outside Washington, D.C., brought the Potomac River’s watershed under metropolitan oversight. This article examines the history of Loudoun County, Virginia, an agricultural area thirty miles upstream from the District of Columbia, as it faced six proposed urban infrastructure projects between the 1940s and late 1970s. Tracing the history of these proposals reveals the complex interplay between the federal government and its agencies, urban interest groups, local governments, and grassroots environmentalists as each shaped this hinterland’s integration into the Washington metropolis. By underscoring the persistent conflicts between environmental activism, rural boosterism, and metropolitan development within one particular region, this article argues that this process of urban and suburban expansion was often fragmentary, and ultimately dependent as much on national political trends as it was on fragmented regional power structures. - Abstract
The fluidity of capital in today's globalization has not been unnoticed. While it intervenes in the spatial configuration of the territory and in the management of the institutions of public power, it is making the metropolitan regions resemble between them, due to the omnipresence of certain "constitutive tendencies." De Mattos (2006) provides five trends that qualify the city as a polycentric, informal / unequal, business oriented, made for the automobile and artifact city. Three additional trends are proposed from this article with the descriptions: city without memory, wasted city and orchestrated city. As a great conclusion, it is argued that the framework of the globalized economy favors the "deterritorialization" of power. At the local level, it is exercised with laxity towards figures of transnational power and agrees to participate as a partner of large capital interested in maximizing surplus values. Motorization and increased levels of car ownership have partly contributed to traffic congestion and air pollution, which is a prime concern in the era of climate change. Therefore, vehicle ownership-related topics have been extensively explored by transportation scholars, economists, and planning researchers. However, relatively fewer scientists have investigated the spatial patterns and socioeconomic factors of car ownership simultaneously within a large geographic scale. Thus, the goal of this article is to illuminate how high levels of auto ownership may cluster spatially and what factors relate to such phenomena by developing an integrative framework and applying it in three counties in South Florida (US). Specifically, this study first evaluated whether vehicle ownership is spatially autocorrelated using Global and Local Moran's I statistics. It then justified significant factors associated with car ownership by employing Poisson and Corrected Poisson regression models. The findings, using raw data, show that there exist locally spatial clusters of the households with high levels of automobile ownership, while globally the patterns of auto ownership are statistically random. Furthermore, the results suggest that the number of drivers, the number of workers, household income level, housing tenure, the proximity to schools, and net house density significantly influence car ownership levels. The results can assist urban planners and local governments in developing planning schemes that aim at transit, cycling, walking, and other non-motorized travel modes, thereby furthering environmentally friendly communities. Volatile driving, characterized by hard accelerations and braking, can contribute substantially to higher energy consumption, tailpipe emissions, and crash risks. Drivers’ decisions to maintain speed, accelerate, brake rapidly, or jerk their vehicle are largely constrained by their unique regional and metropolitan contexts. These contexts may be characterized by their geography, roadway structure, traffic management, driving population, etc. This study captures how people generally drive in a region using large-scale vehicle trajectory data, implying how energy is consumed and how emissions are produced in regional transportation systems. Specifically, driving performance in four U.S. metropolitan areas (Los Angeles, San Francisco, Sacramento, and Atlanta) is compared, taking advantage of large-scale behavioral data (78.7 million seconds of speed records), collected by in-vehicle global positioning systems (GPSs) as part of regional surveys. Comparative analysis shows significant regional differences in terms of volatile driving and time spent to accelerate, brake, and jerk the vehicle during daily trips. Correlates of higher volatility are also explored, e.g., battery electric vehicles show low volatility, as expected. This study proposes a novel way to compare regional driving performance by successfully turning GPS driving data into valuable knowledge that can be applied in practice by developing regional driving performance indices. The new indices can also be used to compare regional performance over time and to imply the levels of sustainability of regional transportation systems. This paper describes the function of a software tool for identifying urban agglomerations in low-information settings using free, open data. The framework outlined here is designed to work using polygon data. This paper describes the advantages and disadvantages of using polygon-based geographies in regional analysis, discusses the practical and ethical challenges of distinguishing urban from rural regions, and discusses the relevance of this tool in the analysis of global city regions. It also describes the logical structure of our polygon-based software tool and directs interested readers to the source code. We finally examine the agglomeration results for Sri Lanka and compare them with published urbanization figures. We conclude that there are very large disparities between our model's outputs and the urbanization estimates from the United Nations and that our tools can be used as a less discretionary way to identify actual levels of urbanization. The need for new forward-looking tools in urban planning is immense: new functional relations and structures are now stretching beyond our capacity to ‘rationally’ capture modern metropolitan spaces (Neumann & Hull, 2009). At the same time, cities struggle to find tools to help manage their long-term transition towards a low-carbon, resource-smart economy. In 2006–2007, the municipalities in the Helsinki metropolitan region organised an international competition for ideas titled “Greater Helsinki Vision 2050.” It drew a good number of entries in the competition stage and later helped bring together the awarded participants with local planning professionals and citizens. This paper explores the process behind the vision-making exercise and evaluates its success in providing new tools for the long-term transition to a low-carbon, resource-smart Helsinki metropolitan region. The theoretical framework used in this paper is ‘incrementalism with perspective’ (Ganser, Siebel & Sieverts, 1993) and its ideas on using long-term visions in the integration and coordination of incremental activities in various institutions. We perceive the backcasting scenario method (Dreborg, 1996) as a tool for implementing this approach and hence interpret the case example’s results through the framework of this method. The Greater Helsinki Vision 2050 competition was an example of a vision-oriented planning process that provided new tools for bringing the ‘unmanageable’ metropolitan region within the scope of the manageable. The backcasting approach was deployed as a tool for emancipating stakeholders to imagine alternative futures for metropolitan spaces. The backcasting scenario method should be considered a viable tool when managing vision-oriented planning processes: longer than usual time horizons help initiate strategic learning among stakeholders. In current capitalist cities, the supremacy of financial capital over industrial capital has redefined the sense of space, which has also adopted the condition of a real estate product. The spatial arrangement of the city is therefore molded by the interest of capital, which uses urban land for the purpose of increasing productive forces. With ambitious strategic projects, public authorities have acted to render their productive and commercial structures more flexible, attract investments, promote tourism, etc., permitting them to be inserted into the networks of the global economy, and enabling competitiveness, all from the perspective of globalizing cities. The present work aims to evaluate the process of spatial and economic restructuring implemented by the public authorities in the Northern Sector of the Metropolitan Region of Belo Horizonte (MRBH), as of 2005, and the appropriation of space by the land and real estate markets in the north and peripheral region of the capital. The metropolitan strategic plan sought to diversify the industrial base of the MRBH by attracting investments and creating high-tech hubs, and it was accompanied by large public infrastructure works and support services. The present study has concluded that the modifying actions undertaken by the public authorities have influenced the valorization of urban land, the appropriation of the space by the land/real estate markets and the elitization of the north and peripheral region of the capital. Over the last two decades the large metropolitan regions in Spain have been faced with the challenges of increased competition and delocalisation of activities. Thus, promoting the creative economy has emerged as a key strategy for local governments in these areas. This article evaluates current theoretical debate through the analysis of the Madrid Metropolitan Region, which contains the largest concentration of creative industries in Spain. More specifically, it examines the importance of these industries for the construction of what is hoped to become a global city. To this end, the weight and spatial distribution of the creative sectors is analysed and the main strategies and actors involved are presented. The results suggest that Madrid is still far from building a competitive creative metropolitan region and that governance relations represent a significant obstacle to reaching this goal.

Aborda a temática da governança metropolitana na perspetiva sociopolítica. Pelo qual, os atores da sociedade civil e Estado em interação, expressam suas compreensões acerca dos desafios e perspetivas inerentes ao contexto dos casos dos projetos metropolitanos da Região Metropolitana de Fortaleza (RMF), Cariri (RMCariri) e Área Metropolitana de Lisboa (AML), localizadas no Brasil e Portugal respetivamente. Esta temática, nos campos de análise da Ciência Política e Gestão Pública, tem relevância por abordar os aspetos de participação e democracia dos atores sociais em ambientes de decisões complexas, em contextos urbanos dos territórios metropolitanos. Historicamente, este interesse pelo estudo crítico da governança metropolitana nesta disciplina científica estabeleceu-se nos anos 1960 a partir dos estudos sobre poder e o governo da metrópole nas cidades dos Estados Unidos da América. Outro foco de atenção deste interesse, decorreu das investigações sobre comunidades políticas e de redes de políticas públicas nas décadas de 1980 e 1990, na Inglaterra. Face à problemática, esta investigação utilizou-se no seu percurso metodológico da abordagem qualitativa, de alcance exploratório, com uma estratégia de estudos de casos contrastantes, porém de uma mesma unidade de análise. Em conclusão, o que se afirma é que os atores da sociedade civil e Estado quando atuam em conjunto nos projetos metropolitanos o fazem de forma a reproduzir as diretrizes da reprodução macro das cidades e, nos casos específicos, dos territórios metropolitanos. Por meio de atores representantes de ambas as categorias sociopolíticas, escolhidos por suas respetivas instituições, interagem em ambientes pré-determinados pelos marcos legislativos e são geridos pelos burocratas das autoridades metropolitanas. Nestes ambientes, assentes aos mecanismo da democracia participativa, cooperaram de forma antagónica utilizando-se do dispositivo consultivo (o caso português) e deliberativo (os casos brasileiros) acerca da agenda socioeconómica pré-estabelecida pelo Estado para o território metropolitano. This Doctoral Thesis is included in the category of theoretical contributions in Political Science in a firm dialogue and connection with the constructs of Public Administration. It addresses the theme of metropolitan governance from a sociopolitical perspective. Therefore, the actors of civil society and the State in interaction, express their understanding of the challenges and perspectives inherent of the cases in context of the metropolitan projects in the Metropolitan Region of Fortaleza (RMF), Cariri (RMCariri) and Metropolitan Area of Lisbon (AML), located in Brazil and Portugal respectively. This theme, in the fields of analysis of Political Science and Public Management, is relevant for approach the aspects of participation and democracy of social actors in environments of complex decisions, in urban contexts of metropolitan territories. Historically, this interest in the critical study of metropolitan governance in this scientific discipline was established in the 1960s from studies about power and metropolis government in the cities of the United States of America. Another focus of attention of this interest has came from investigations into political communities and public policy networks in the 1980s and 1990s in England. In view of the problem, this investigation used a qualitative approach in its methodological path, with an exploratory scope, with a contrasting case study strategy, but with the same unit of analysis. In conclusion, what is affirmed is that when civil society and State actors act together in metropolitan projects, they do so in order to reproduce the guidelines of the macro reproduction of cities and, in specific cases, of metropolitan territories. Through actors representing both sociopolitical categories, chosen by their respective institutions, they interact in environments predetermined by legislative marks and are managed by bureaucrats of metropolitan authorities. In these environments, based on the mechanisms of participatory democracy, they cooperated in an antagonistic way, using the consultative device (the Portuguese case) and the deliberative device (the Brazilian cases) about the socioeconomic agenda pre-established by the State for the metropolitan territory. [EN] Vegetable production is common in peri-urban agriculture where produce is sold in nearby towns, and the Santiago Metropolitan Region (SMR) in Chile is no exception. The objective of this article is to explore the productive, commercial and management strategies of small-scale vegetable growers at the SMR, their attitudes towards their activity, and to identify different profiles. We surveyed in person 170 farmers. The data was analyzed using descriptive and multivariate techniques. Results suggestthat different characteristics and strategies are concomitant to certain attitudes that vegetable growers hold towards key aspects such as innovation or willingness to associate., [ES] La horticultura es común en la agricultura periurbana, en la cual los productos pueden ser vendidos en urbes próximas, como el caso de la Región Metropolitana de Santiago (RMS). 199. Reviewing the Evolving Categorisation of Metropolitan Municipalities: A South African Perspective

From a theoretical perspective there is limited understanding of how settlements develop, from villages to metropolitan regions. Research reveals that this limitation is due to settlements developing differently, ascribable to the variation in cultural, politics and topography amongst others, globally. As a result, the United Nations found that countries have categorised and delimited their settlements according to their own definitions. Consequently, there is limited comparable knowledge on how settlements develop or how they are categorised, from an empirical perspective. This paper seeks to unpack how administrative regions were delineated in South Africa (a member of the United Nations) and provides empirical insight into the criteria used in South Africa to categorised metropolitan region (post 1994). The research utilised both qualitative and quantitative data to unpack the Section 2 criteria as prescribed in the Municipal Structures Act, as employed by the Municipal Demarcation Act (MDB). The study found that although the Act has many theoretical sound concepts, the application of these concepts is not easy and this has resulted in many different forms of metropolitan regions in South Africa. This questions the ease with which the criteria could be manipulated and unmasks the challenges the country has experiences in the delimitation of administrative regions. A publicação do Estatuto da Metrópole, Lei 13.089/2015, trouxe avanços enquanto política pública voltada ao contexto metropolitano, contudo, no caso da Região Metropolitana de Porto Alegre/RS (RMPA), verifica-se a necessidade da superação de alguns obstáculos para a sua implementação e efetivação. Desse modo, a pesquisa procurou verificar as relações entre municípios e entre estes e entidades representantes da sociedade organizada na região, a fim de identificar as redes institucionais existentes e os múltiplos territórios político-institucionais estabelecidos. Inferindo-se, assim, os processos que permeiam suas configurações, e a propensão de seus arranjos para apoiar a estruturação da governança metropolitana. Buscou-se, ainda, reconhecer a importância que atores individuais - gestores e técnicos municipais e, integrantes de instituições associativas representantes da sociedade na RMPA - atribuem ao estabelecimento de um processo de planejamento integrado metropolitano. Com tais objetivos utilizou-se a teoria-metodologia da Análise de Redes Sociais (ARS), apoiada em vertentes teóricas do Neoinstitucionalismo, realizando análises de diferentes redes institucionais estabelecidas na região. Um questionário semiestruturado foi aplicado a 191 atores, com uma taxa de retorno de 31%. Verificou-se que a constituição de territórios fruto do associativismo, dado pela articulação dos atores municipais, sobrepõe-se à região metropolitana. Entretanto, há o reconhecimento da importância do planejamento integrado entre estado e municípios na região. Isso indica a possibilidade do desenvolvimento de um processo de (re)territorialização metropolitana, para o qual a instituição da governança metropolitana seria o ponto de partida, a fim de direcionar seu planejamento e gestão. Conclui-se que tal processo depende do desenvolvimento de uma cultura metropolitana, a partir de uma visão integrada da RMPA. E, para tanto, serão decisivas a participação e a coordenação efetiva do Estado, enquanto direcionador e fomentador de perspectivas para a região. The publication of the Metropolis Statute, Law 13.089/2015, brought advances as a public policy aimed at the metropolitan context, however, in the case of the Metropolitan Region of Porto Alegre/RS (RMPA), there is a need to overcome some obstacles for its implementation and effectiveness. It was also sought to recognize the importance that individual actors - municipal managers and technicians and members of associative institutions representing society in the RMPA - attribute to the establishment of an integrated metropolitan planning process. With these objectives, the theory-methodology of Social Network Analysis (SNA) was used, supported by theoretical aspects of Neo-institutionalism, carrying out analyzes of different institutional networks established in the region. A semi-structured questionnaire was applied to about 191 actors, whose return rate was 31%. The results showed that the constitution of territories due to associativism, given by the articulation of municipal actors, overlaps with the metropolitan region. Nevertheless, there is recognition of the importance of integrated planning between the State and municipalities in the region. This indicates the possibility of developing a process of metropolitan (re)territorialization, for which the institution of metropolitan governance would be the starting point, to direct its planning and management. However, this process still depends on the development of a metropolitan culture, based on an integrated vision of the RMPA. For this to be achieved, the participation and effective coordination of the State will be decisive as a driver and promoter of perspectives for the region.
