What is the purpose of the applied study of government? In this essay, I lay out one response--that scholars of this topic should help in the job of what I characterize as embedding institutions of public-sector change. Public institutions offer the key means to direct governance, but at the same time also risk becoming sclerotic, failing to adapt to public concerns. How can academics help resolve this duality, matching public values to contemporary challenges? First, we as scholars can play a role in purposeful problem framing. Second, we can study and document related behavior and empirical outcomes. Finally, we can design solutions. Turkic or native Tatar allegorical phrases make up most of the phraseological synonymy. The present article analyzes the phraseological units of the Tatar literary language, lexicalized in dictionaries, and their synonyms used in spoken language. The study discusses the etymology of phraseological units and their structural components and the variability of synonymous set expressions with the semantics of wishes. The thematic justification is explained by the tasks of identifying the frequency of phraseological units with the semantics of wish and their synonymous variants in literary and spoken language. The goal of this study is to reveal the characteristics of phraseological synonyms in determining the performative paradigm of the speech act of wishing in the Tatar language. In the course of the study, the authors analyzed the modern works by Russian and foreign authors on linguistics and philology, analyzed the vocabulary items lexicalized in phraseological dictionaries and dictionaries of synonyms of the Tatar language, and compared raw word stock and spoken language.

Predicting the saliency of images affected by distortion is a challenging but emerging research problem. Given a distorted image, we wish to accurately predict saliency as perceived by humans. A recent distortion-aware saliency benchmark – the CUDAS database – reveals the inadequacy of existing saliency models in handling distorted images. In this paper, we devise a deep learning Distortion-Aware Saliency Module (DASM) that enables capturing saliency features related to image distortions, and integrates this module into a saliency prediction architecture. To achieve the high expressive capability of DASM using supervised learning, we create a dedicated dataset that draws upon a large-scale saliency dataset and machine-generated image quality assessments. Background: Some older adults with a persistent death wish without being severely ill report having had a death wish their whole lives (lifelong persistent death wish; L-PDW). Differentiating them from older adults without severe illness who developed a death wish later in life (persistent death wish, not lifelong; NL-PDW) can be relevant for the provision of adequate help and support. This study aims to gain insight into the characteristics, experiences, and needs of older adults with a L-PDW versus older adults with a NL-PDW and into the nature of their death wishes.Methods: In the Netherlands, in April 2019, a cross-sectional survey study was conducted among a large representative sample of 32,477 citizens aged 55 years and older. Respondents with a L-PDW (N = 50) were compared with respondents with a NL-PDW (N = 217) using descriptive statistics, Kruskal-Wallis tests, and Fisher's exact tests.Results: Respondents with a L-PDW were relatively younger and less often had (step)children. They less often looked back on a good and satisfying life with many good memories and more often reported trauma. Older adults with a NL-PDW more often reported loss and bereavement. Overall, the groups showed a lot of similarities. Both groups reported a death wish diverse in nature, numerous health problems, and a variety of needs for help and support.Conclusions: Some of the differences we found between the groups might be particularly relevant for the provision of adequate help and support to older adults with a L-PDW (i.e., their past and trauma) and to older adults with a NL-PDW (i.e., their loss and bereavement). The heterogeneity of both groups and the diverse nature of their death wish indicate that careful assessment of the death wish, its background, and underlying needs is required to provide personalized help and support to older adults with a death wish. The reform of the guardianship law has been decided! The reform will come into force on 1 January 2023. The content of the guardianship law will not be completely restructured. The tense relationship between the protection of the person against decisions not made on his or her own responsibility and the self-determination of the person will be consistently further considered and strengthened in favor of the self-determination of the person concerned. Supportive decision making, the consideration of a person's wishes, the abandonment of the term (and concept of) "well-being" as a measure for guardianship are some examples; however, the new law also sets boundaries in adhering to a person's wishes. Namely, if they are associated with the risk of significant harm to the person or his or her property. The article first presents the main objectives of the reform. Based on this, the focal points are the deletion of the word "well-being", the regulation of the proxy power of attorney and measures for greater consideration and better implementation of the principle of the necessity, which is central to the guardianship law. Critical comments are made on the newly introduced spousal representation law and its significance for the psychiatric practice. As a result, it can be stated that there will be hardly any significant changes in healthcare and even less so in the area of coercive measures. It remains to be seen whether the legislator's welcome concern to avoid guardianship through improved information and counselling on social rights will be achieved in practice. The IEEE Transactions on Automation Science and Engineering (T-ASE) wishes to thank the 1649 reviewers over the past year who have performed an essential role in maintaining the quality of this publication. T-ASE strives for the 90–90 standard, i.e., 90% of articles should be reviewed within 90 days of submission. The review process starts when the Editor-in-Chief assigns the paper to an Editor, who assigns it to an Associate Editor (AE). The purpose of this article is to study the curvilinear effect on pioneering orientation of one of its key relational backgrounds: strength of ties. The study is based on a sample of 224 companies in the footwear industry in Spain. A hierarchical regression analysis was performed. The results show a curvilinear U-shaped relationship between the strength of ties and pioneering orientation. This curvilinear relationship is increasingly pronounced as scanning capabilities grow. Managers wishing to develop a pioneering orientation should avoid excessive levels of strength in their ties and unduly low levels. The Golden Rule ("what you want done [or not done] to yourself, do [or don't do] to others") is the most widely accepted summary statement of human morality, and even today it continues to have philosophical supporters. This article argues that the Golden Rule suffers from four faults, the first two related to the ethics of justice and the second two related to the ethics of benevolence. One, it fails to explain how to deal with non-reciprocation. Two, it fails to make clear that my obligations are obligations regardless of how I would wish to be treated by others. In this paper I wish to explore how Wittgenstein's pyrronism can be understood. I do not want to get into discussion with authors who supporting or rejecting this appellation for Wittgenstein. My intention is considering the conflict of opinions, the suspension of judgment, ataraxy and philosophy as ethic and then analyzing whether through these concepts some kind of similarity can be established between Wittgenstein and pyrronism. In the same way, I consider it useful if the text serves to show that all the similarities between the way Wittgenstein's philosophy is conceived and the pyrrhonics can serve to defend Wittgenstein's neopyrrhonism as something more than a simple family resemblance. Jeremy Corbyn’s tenure at the helm of the Labour Party was exceptional for number of reasons. He was the first Labour leader elected directly by party members and supporters. Leftwing rebel, Corbyn had not spent a single day in frontbenches during his more than three decades long parliamentary career, until he took the top spot. Elected against the wishes of party establishment, he found himself in constant opposition with the parliamentary party. This unresolvable conflict both defined and doomed his leadership. This article looks at Jeremy Corbyn’s tenure as a leader of the Labour Party as an example of a dysfunctional leadership. Hope is a ubiquitous experience in daily life and acts as a force to help individuals attain desired future outcomes. In the current paper, we review existing research on hope and its benefits. Building on this work, we propose a new model of hope in romantic relationships. Our model seeks to expand the study of hope, addressing limitations of past research by bringing hope into the interpersonal domain and adding a future‐oriented perspective. More specifically, we argue that relational hope encompasses three facets, including relational agency, relational pathways, and relational aspirations, or what we call the wills, ways, and wishes people have in their relationship. We outline specific ways that these three facets may promote well‐being in romantic relationships. First, we propose that relational agency—the motivation to achieve relational goals—fuels approach‐motivated goals, which in turn promotes higher quality relationships. Additionally, we posit that relational pathways—the perception of sufficient strategies to pursue relational goals—enhance self‐regulation to support effective communication and conflict management with a romantic partner. Finally, we propose that relational aspirations—the positive emotions felt in anticipation of future relationship outcomes—foster growth beliefs which in turn promote relationship maintenance and commitment over time. While our model posits that relational hope has many potential benefits for relationships, we also discuss key contexts in which hope may undermine relationships and well‐being. Overall, our proposed model of relational hope offers a new area of insight into how hope may shape well‐being in romantic relationships. [ABSTRACT FROM AUTHOR]
