Chad, in regards to its geographical position is considered as one of the countries in the world that receives an important annual solar radiation over its entire territory. The average sunshine duration is about 10 hours in the North, 8 hours in the Center and 7 hours in the South. This can be used to quantify the solar radiation over the whole territory and evaluate the solar potential. In this paper, some new correlations between sunshine duration and solar radiation have proposed in four cities (Abeche, Bitkine, Mongo and Ndjamena) located in the Sahelian climate in order to have tools for quantifying all components of solar radiation. The polynomial regression model approach is used and their parameters are estimated by the ordinary least squares method. A statistical evaluation was carried out to compare the different correlations obtained. The results show that the third order polynomial approach is the most appropriate for an empirical relationship between global, diffuse and relative sunshine duration in each of the cities. Considering the long dry seasons characterized by high temperatures in this region, the consideration of the temperature variable in the functional form could improve the quality and accuracy of the models in their estimation.

Malaria is a parasitic infection ranked among the leading causes of mortality and morbidity in Sub-Sahara African countries. If recommended interventions measures are well applied, malaria can be prevented and controlled. In many cases, the budget allocated to malaria prevention and treatment project is not enough, using malaria intervention measures properly will guarantee the reduction of infected population while the intervention costs is minimized. This saves the budget and produces the results in economical way. The aim of this article is to understand the cost so that decision makers are well informed when they determine budget allocated to malaria interventions. After ordering different possible strategies from the smallest to the highest, utilizing Incremental Cost-Effectiveness Ratio (ICER), we studied the Cost-effectiveness of each strategy. This study analyses the cost-effectiveness of all possible optimal control measures to identify which is the intervention strategy is going to save available resources and cost-effective. After analysis, this study shows that malaria can be minimized in Bubanza using preventive measures at the most cost effective way.

- Abstract
Cette réflexion scrute les discours métalinguistiques qui ont contribué à dévaloriser le camfranglais au Cameroun. Mettant à contribution les principes théoriques de la dynamique des langues tels que conçus par Mackey, le cadre conceptuel de l’hégémonie linguistique, l’exploitation documentaire et l’observation des usages dans le champ communicationnel du Cameroun, l’étude démontre que certaines recherches sur le camfranglais, inscrites dans une perspective de la linguistique de bureau et de l’introspection, ont contribué à la compulsion du camfranglais, le but étant d’en faire une représentation négative et de créer des sentiments glottophobes. Dans cette optique, le camfranglais n’est pas pris comme une langue. Ces discours métalinguistiques semblent avoir été mobilisés par des technolinguistes pour des besoins hégémoniques, visant ainsi la domination de la langue française et les langues nationales. Pourtant, lorsqu’on convoque les approches sociolinguistiques, notamment la description des pratiques linguistiques socialement situées, les représentations et le champ de la communication au Cameroun, il ressort que le camfranglais est une langue. Il a non seulement des normes (qui font son existence linguistique), mais également des représentations et des fonctions (son existence sociale). Le camfranglais répond donc aux critères définitoires de la langue sous un angle sociolinguistique.

In Benin, goat farming is a key livelihood for farm households and is mainly practiced by smallholders. This study was conducted to characterize the production system of goat farms. A total of 496 farmers from the three climatic zones of the country were interviewed using a questionnaire. Descriptive statistics, chi-square test, Kendall's concordance test, factorial analysis of mixed data, and hierarchical cluster analysis on principal components were used for data analysis. Results show that income from the sale of livestock products is the primary objective of the farmers. The herd is dominated by adult females and future breeding does and bucks are selected based on their body conformation and the performance of their parents. The multivariate analyses revealed three distinct clusters. The two first is oriented towards meat production while the last one is oriented milk production. Such results can be used as a basis for programs to improve the productivity of goats and the living conditions of farmers.

166. Effects of cage fish (Oreochromis niloticus L. 1758) farming on the water quality in selected bays of the Bukavu basin, Lake Kivu, Democratic Republic of the Congo

- Abstract
This study aimed to assess the impact of the cage fish farming on the water quality in two selected bays of the Bukavu basin, Lake Kivu; from February to December 2021. Physicochemical parameters including pH, Temperature, EC, TDS, Salinity, DO, Transparency were sampled in situ using a COMBO HI 98129 multi-parameter probe, PCE-PHD1 probe and a Black & White Secchi disk; water at different depths was collected with the aid of a Van-Dorn Sampler; nutrients namely PO43−, NH4+, NO2−, SiO2, and Chl_a were analysed using the UV-VIS spectrophotometer. The results revealed that water pH, temperature, TDS, salinity and transparency significantly (p ≤ 0.05) varied between the selected sites. Water at the cage sites contained significantly (p ≤ 0.05) much higher concentrations of PO3 − 4, NH4+, NO2−, SiO2 and Chl_a than in control site. In overall, these results suggest that cage fish farming changed water quality in the selected bays. Therefore, the study recommends that measures should be taken to regulate cage fish farming and related activities and deforestation around Bukavu basin to avoid advert conditions.

Cette étude a pour objectif de réaliser à travers une approche analytique, l’évaluation de la stratégie d’allocation des ressources publiques entre les divers niveaux du système éducatif dans les pays en développement sous orientation des partenaires techniques et financiers. Sur la base de la littérature, nous montrons que consacrer 50% des ressources publiques au financement du seul niveau d’enseignement primaire n’est pas optimal pour les pays en voie de développement (PVD) au regard des liens rétroactifs entre éducation et croissance économique. L’effort de financement dans les PDV doit être orienté à court et moyen terme vers l’enseignement supérieur et la recherche scientifique pour tirer profit du rendement élevé, des externalités et de l’effet multiplicateur des investissements dans ce niveau d’enseignement sur la croissance économique et donc sur la capacité des PVD à financer durablement leur système éducatif.

- Abstract
This paper describes the contribution of the Tuning Methodology toward harmonisation of undergraduate mechanical engineering programmes in Africa. This methodology is an interactive process in which academics develop high quality curricula and learning standards for students through the identification of generic and subject specific competences in consultation with employers, students, graduates, peers and other stakeholders involved in Mechanical Engineering higher education. The current Tuning process involves academics in 11 universities drawn from across Africa. The aim is to collaboratively contribute to revitalizing and reforming Mechanical Engineering higher education in Africa to make it more responsive to Africa's developmental needs. The results so far show that such a project is not only highly feasible but also holds promise for establishing compatible academic structures and reference standards across Africa, which would facilitate student and staff mobility as well as enhance cooperation not only among African academic institutions, but also between African institutions and those in the rest of the world. Eighteen generic competences and nineteen mechanical engineering-specific competences are developed, analysed and synergised to form a meta-profile that will inform the next phase of the project, which is the actual curriculum development. This activity is part of "Tuning Africa" project, which is funded through European Union-African Union collaboration.

An effective teaching contributes to the students’ performance and this depends on qualified-trained teachers, school administration, parents and conducive environment for teaching and learning. It is proven that students are more successful in their academic achievements, in the societies where teachers perceive their profession as their job. This paper explores the impact of the society’s perception on teachers’ professionalism. The method employed in this paper is qualitative by using interview technique and used audio-recorded to ensure a complete transcript. The result indicated that in some developing countries including Cameroon, Kenya and Fiji has various reasons for their job. Teaching profession was affected by how the society considers teachers whereby they are perceived as disadvantaged population who cannot fully take part in the social and economic activities due to the fact that their salary is very low compared other public servants. This low salary and loss of respect of teachers by the society lead to the job dissatisfaction and made the teaching profession as a transitional job before waiting to move to another different professional field.

Background The African Surgical OutcomeS-2 (ASOS-2) trial tested an enhanced postoperative surveillance intervention to reduce postoperative mortality in Africa. We undertook a concurrent evaluation to understand the process of intervention delivery. Methods Mixed-methods process evaluation, including field notes, interviews, and post-trial questionnaire responses. Qualitative analysis used the framework method with subsequent creation of comparative case studies, grouping hospitals by intervention fidelity. A post-trial questionnaire was developed using initial qualitative analyses. Categorical variables were summarised as count (%) and continuous variables as median (inter-quartile range [IQR]). Odds ratios (OR) were used to rank influences by impact on fidelity. Results The dataset included eight in-depth case studies, and 96 questionnaire responses (response rate 67%) plus intervention fidelity data for each trial site. Overall, 57% (n=55/96) of hospitals achieved intervention delivery using an inclusive definition of fidelity. Delivery of the ASOS-2 interventions and data collection presented a significant burden to the investigators, outstripping limited resources. The influences most associated with fidelity were: surgical staff enthusiasm for the trial (OR=3.0; 95% confidence interval [CI], 1.3–7.0); nursing management support of the trial (OR=2.6; 95% CI, 1.1–6.5); performance of a dummy run (OR=2.6; 95% CI, 1.1–6.1); nursing colleagues seeing the value of the intervention(s) (OR=2.1; 95% CI, 0.9–5.7); and site investigators' belief in the effectiveness of the intervention (OR=3.2; 95% CI, 1.2–9.4). Conclusions ASOS-2 has proved that coordinated interventional research across Africa is possible, but delivering the ASOS-2 interventions was a major challenge for many investigators. Future improvement science efforts must include better planning for intervention delivery, additional support to investigators, and promotion of strong inter-professional teamwork. La COVID-19 et l’enseignement à distance a précipité la plupart des formateurs de l’enseignement supérieur dans une période d’insécurité. L’importance de la présence du corps dans leur métier apparait alors plus évidente que jamais. Dans cette traversée, avec un groupe de pairs formateurs ( = 8) désireux de vivre un accompagnement somato-réflexif (Emond et Rondeau, 2019), nous avons étudié la conscience de la corporéité, relation que nous entretenons avec nos propres corps, les corps d’autres personnes autour de nous et notre environnement (Johnson, 2007) alors que nous tentons de retrouver notre pouvoir d’agir de formateurs. Des ateliers somatiques de groupe, accompagnés de la rédaction d’un journal expérientiel, ont mené à une analyse de données phénoménologiques (van Manen, 2014). Les résultats préliminaires montrent différents chemins de régulation empruntés pour maintenir bien-être et santé dans cette période chahutée. Plusieurs des moyens utilisés passent par une réappropriation de l’espace occupé par les corps, tant individuellement que collectivement, afin de se sentir encore vivant dans son métier. COVID-19 has thrown higher education teachers into a period of insecurity, overlaid with long hours of online teaching. The importance of body presence in teaching thus became more obvious than ever. In the midst of all this, a peer group of higher education teachers (= 8) came together with the intention of co-constructing a somato-reflexive mentoring process (Emond and Rondeau, 2019). They studied their own embodiment consciousness process – the relationship with their own body, others’ bodies and their environment (Johnson, 2007) – while trying to regain their empowerment as teachers. Data from group somatic workshops and a personal phenomenological process compiled in a written journal were analysed following van Manen’s method (2014). Preliminary results highlight various regulation paths taken by individuals to maintain well-being and health during this period. Bodies are eager to re-occupy physical space, individually and together, in order to feel their aliveness while teaching.

- Abstract
Cette étude présente les résultats des analyses des paramètres de croissance, de recrutement, de mortalité et d’exploitation de la population de Bagrus bajad espèce cible dans les pêcheries du Sud-ouest du Lac Albert. Ainsi, la longueur asymptotique (L∞) des individus capturés a été de 73,5 cm et le coefficient de croissance K était de 10 an-1. Chez les 520 spécimens des poissons, la période de plus grands recrutements a été notée durant les mois de janvier, Mai, Juillet, Novembre-Décembre. Le taux de mortalité naturelle (1,48 an-1) a été supérieur au taux de mortalité par pêche (0,516 an-1), la mortalité totale étant ainsi 1,66 an-1 pour un taux d’exploitation de 31%. Les valeurs de la taille de première capture ont été comprise entre 42,0 cm et 51,6 cm. Le taux actuel d’exploitation est largement inférieur au taux maximal d’exploitation de cette espèce. Les tailles les plus critiques d’exploitation ont été notées chez les individus (c= 0,050), avec en plus des conditions optimales d’exploitation relativement minimales.

open access article Today, Linux users use sudo/su commands to attribute Linux’s administrative privileges to their programs. These commands always give the whole list of administrative privileges to Linux programs, unless there are pre-installed default policies defined by Linux Security Modules(LSM). LSM modules require users to inject the needed privileges into the memory of the process and to declare the needed privileges in an LSM policy. This approach can work for users who have good knowledge of the syntax of LSM modules’ policies. Adding or editing an existing policy is a very time-consuming process because LSM modules require adding a complete list of traditional permissions as well as administrative privileges. We propose a new Linux module called RootAsRole that is dedicated to the management of administrative privileges. RootAsRole is not proposed to replace LSM modules but to be used as a complementary module to manage Linux administrative privileges. RootAsRole allows Linux administrators to define a set of roles that contain the administrative privileges and restrict their usage to a set of users/groups and programs. Finally, we conduct an empirical performance study to compare RootAsRole tools with sudo/su commands to show that the overhead added by our module remains acceptable.

Summary Background Risk of mortality following surgery in patients across Africa is twice as high as the global average. Most of these deaths occur on hospital wards after the surgery itself. We aimed to assess whether enhanced postoperative surveillance of adult surgical patients at high risk of postoperative morbidity or mortality in Africa could reduce 30-day in-hospital mortality. Methods We did a two-arm, open-label, cluster-randomised trial of hospitals (clusters) across Africa. Hospitals were eligible if they provided surgery with an overnight postoperative admission. Hospitals were randomly assigned through minimisation in recruitment blocks (1:1) to provide patients with either a package of enhanced postoperative surveillance interventions (admitting the patient to higher care ward, increasing the frequency of postoperative nursing observations, assigning the patient to a bed in view of the nursing station, allowing family members to stay in the ward, and placing a postoperative surveillance guide at the bedside) for those at high risk (ie, with African Surgical Outcomes Study Surgical Risk Calculator scores ≥10) and usual care for those at low risk (intervention group), or for all patients to receive usual postoperative care (control group). Health-care providers and participants were not masked, but data assessors were. The primary outcome was 30-day in-hospital mortality of patients at low and high risk, measured at the participant level. All analyses were done as allocated (by cluster) in all patients with available data. This trial is registered with ClinicalTrials.gov , NCT03853824 . Findings Between May 3, 2019, and July 27, 2020, 594 eligible hospitals indicated a desire to participate across 33 African countries; 332 (56%) were able to recruit participants and were included in analyses. We allocated 160 hospitals (13 275 patients) to provide enhanced postoperative surveillance and 172 hospitals (15 617 patients) to provide standard care. The mean age of participants was 37·1 years (SD 15·5) and 20 039 (69·4%) of 28 892 patients were women. 30-day in-hospital mortality occurred in 169 (1·3%) of 12 970 patients with mortality data in the intervention group and in 193 (1·3%) of 15 242 patients with mortality data in the control group (relative risk 0·96, 95% CI 0·69–1·33; p=0·79). 45 (0·2%) of 22 031 patients at low risk and 309 (5·6%) of 5500 patients at high risk died. No harms associated with either intervention were reported. Interpretation This intervention package did not decrease 30-day in-hospital mortality among surgical patients in Africa at high risk of postoperative morbidity or mortality. Further research is needed to develop interventions that prevent death from surgical complications in resource-limited hospitals across Africa. This work investigates the effect of low frequency vibratory processing for cleaning and washing various machine components parts from rusts and old paints deposits. The experimental investigation was carried out with special prepared samples that were weighted and exposed to paints and rust contaminants. These samples were treated in universal horizontal vibration machine UVHM 4 × 10 with different combination of instrumental processing medium, process fluid, machine amplitude and frequency of oscillations. They were periodically reweighted after processing and compared to etalon with control of quantity of dust that have been removed, sample cleanliness and also other functional parameters. Statistical analysis has been used to characterize ongoing process and full factorial analysis to establish experimental parameters dependency. The result is showing the complex dependence of samples cleanliness to each processing parameters like processing time, amplitude of oscillations, frequency of oscillations, process fluid parameters, instrumental medium, etc. Between this parameters although the most important successively the amplitude of oscillations, the frequency of oscillations the processing medium and the processing fluid depending to his considered composition, the optimal processing time can be reach only by complex combination of all this parameters every of them carry an amplify coefficient. Low frequency oscillations can be used to monitor and optimize washing and cleaning operations of paints and rusts contaminations. That guarantees process automation, its effectiveness for a large industrial application.

Hybrid PV/T (Photovoltaic/thermal) systems are a robust alternative to the limitations of PV panels and thermal collectors in energy production. Improving their performance is therefore necessary. This article presents a new configuration of hybrid photovoltaic and thermal (PV/T) air/water-CuO/MgO/TiO
2 collector which is optimized by seeking a better combination of design parameters which maximize the exergy performance. An energy and exergy analysis of the system is carried out and a multi-objective optimization with the genetic algorithm is developed using Matlab. These to determine the values of these nine (9) design parameters such as collector tilt angle, collector area, center to center distance between tubes, inside and outside diameter of tubes and thicknesses of the cells, of the glass layer, of the insulation, of the absorber. The other parameters are taken constant and a set of optimal solutions are sought for 1000 generations. The comparison of the different numerical results from this article with the design parameters from previous work shows good agreement. It is observed that the total exergy efficiency is maximum between the values of 23.41-36.6% and the majority of the design parameters studied in general are minimum. The discussions deduced that the minimization of the components of the bi-fluid PV/T hybrid collector could reduce the losses inside the latter by favoring the cooling as well as the displacement of the heat at the back of the PV cell. This work shows that the mixture of water and ternary nanoparticles with a flow rate of 0.00575 kg/s cooled more than air at 0.008 kg/s, but the system performed better when the two fluids operated simultaneously at 0.0035 kg/s. Due to the requirement of optimal efficiency and minimum costs, the hybridization of nanoparticles presents better thermo-economic performances. [ABSTRACT FROM AUTHOR]- Published
