151. Regulation of plastic from a circular economy perspective

Abstract

Plastic pollution is one of the major global environmental challenges and is therefore attracting increased societal attention. This has resulted in the adoption of a long array of national and international policies, targeting plastic pollution. Whereas early plastic pollution regulation focused mainly on banning specific plastic products such as plastic bags, more recent focus has been devoted to the full plastic value chain. The aim of this focus is to facilitate a transition towards a circular plastic economy. This review first describes the historical development of policy initiatives targeting plastic pollution, followed by a review of key legislations at each step of the plastic value chain. Finally, the review introduces policy measures most often used since 2018 to target plastic pollution and discuss the importance of regulation that facilitate the transition towards a circular plastic economy.

Abstract

Mass spectrometry based non-target analysis is increasingly adopted in environmental sciences to screen and identify numerous chemicals simultaneously in highly complex samples. However, current data processing software either lack functionality for environmental sciences, solve only part of the workflow, are not openly available and/or are restricted in input data formats. In this paper we present patRoon, a new R based open-source software platform, which provides comprehensive, fully tailored and straightforward non-target analysis workflows. This platform makes the use, evaluation and mixing of well-tested algorithms seamless by harmonizing various common (primarily open) software tools under a consistent interface. In addition, patRoon offers various functionality and strategies to simplify and perform automated processing of complex (environmental) data effectively. patRoon implements several effective optimization strategies to significantly reduce computational times. The ability of patRoon to perform time-efficient and automated non-target data annotation of environmental samples is demonstrated with a simple and reproducible workflow using open-access data of spiked samples from a drinking water treatment plant study. In addition, the ability to easily use, combine and evaluate different algorithms was demonstrated for three commonly used feature finding algorithms. This article, combined with already published works, demonstrate that patRoon helps make comprehensive (environmental) non-target analysis readily accessible to a wider community of researchers. Abstract

Changing environmental conditions may influence the fate and bioavailability of lanthanides (part of the rare earth elements [Ln]) in estuaries. The aim of this study was to quantify the variation in estuarine lanthanide solid/water distribution, speciation, and bioaccumulation. The latter was studied in the amphipod Corophium volutator underfield and laboratory conditions. Calculations with the chemical equilibrium model MINEQL+ indicate that dissolved lanthanides are complexed mainly to carbonates and dissolved organic matter. In the water phase, the relative abundance of the free ion, LnCO3, and humic complexes decreases from lanthanum to lutetium, whereas the relative abundance of Ln(CO3)2 increases. Cerium andeuropium anomalies were found in the water. Europium anomalies were also found in some biota. The biota sediment accumulation factors (BSAFs) decreased across the series from lanthanum to lutetium. Regression analysis revealed that alkalinity correlated negatively with lanthanide uptake. This suggests that increasing complexation reduced bioavailability under the prevailing conditions. The BSAFs did not dependon salinity or pH, which may simplify sediment-quality criteria for fresh versus saline waters. Field BSAFs were significantly lower thanlaboratory values for the same sediments, which is explained by adaptation of the organisms to lanthanides. [ABSTRACT FROM AUTHOR]

Abstract

Environmental risk assessment of chemicals is mostly based on the results of standardized toxicity tests. To obtain environmental qualitycriteria, extrapolation factors are used that depend on the amount and quality of available data. These extrapolation factors do not, however, take into account the mode of action of the compound tested or the life history of the test organism. In this study, we analyzed thevariability in acute-to-chronic ratios (ACRs) for various chemicals in relation to their mode of action. Chemicals were classified as nonpolar narcotics, polar narcotics, specifically acting compounds, and heavy metals. As an acute endpoint, the LC50 was used; as a chronic endpoint, the lowest test concentration at which the natural rate of population increase (r) is affected, or LOEC(r), was used. Data were derived from the on-line literature. Nonpolar narcotic chemicals demonstrate the smallest variation in ACRs, and acute tests can be used toderive chronic endpoints for this class. For the other classes, the variation in ACRs is larger. Fish species especially show a relatively large ACR. For heavy metals, differences in the mode of action may play an important role in explaining differences in ACRs. For the other three classes, however, it is less reliable to predict chronic toxicity using the results of acute tests. In general, differences in species sensitivity rather than in mode of action for the chemical seemto determine differences in ACRs. [ABSTRACT FROM AUTHOR]

Abstract

The current use of chemicals puts pressure on human and ecological health. Based on the Aarhus Convention, citizens have the right to have access to information on substances in their local environment. Providing this information is a major challenge, especially considering complex mixtures, as the current substance-by-substance risk assessment may not adequately address the risk of co-exposure to multiple substances. Here, we provide an overview of the currently available indicators in the Netherlands to explore current scientific possibilities to indicate the impacts of complex chemical mixtures in the environment on human health and ecology at the local scale. This is limited to impact estimates on freshwater species for 701 substances, impact estimates of four metals on soil organisms, and impacts on human health for particulate matter (PM 10) and nitrogen dioxide (NO 2) in air. The main limiting factors in developing and expanding these indicators to cover more compartments and substances are the availability of emission and concentration data of substances and dose-response relationships at the population (human health) or community (ecology) level. As ways forward, we propose; 1) developing cumulative assessment groups (CAGs) for substances on the European Pollutant Transfer and Release Register and Water Framework Directive substance lists, to enable the development of mixture indicators based on mixture risk assessment and concentration addition principles; 2) to gain insight into local mixtures by also applying these CAGs to emission data, which is available for soil and air for more substances than concentrations data; 3) the application of analytical non-target screening methods as well as effect-based methods for whole-mixture assessment. • We provide an overview of environmental indicators on substances in the Netherlands. • Chemical mixtures are insufficiently addressed in environmental indicators. • Determining the impact of mixtures is difficult due to data insufficiencies. • Cumulative assessment groups should be developed for environmental substances. • Local emission data and whole-mixture methods could be better utilized.
