A comparison of environmental assessment (EA) procedures in New Zealand and the UK reveals similarities as well as differences between the two systems and shows that each country can learn from the other. The Mark II EA system introduced in New Zealand by the Resource Management Act 1991 applies to policies and plans as well as to virtually all projects. The UK's Mark I EA system applies to projects specified in an EC Directive, but not to programmes, policies and plans. Although EA has become an integral part of decision-making in New Zealand, the system places a surprising degree of reliance on local authorities.

The impact of the Environmental Protection Act 1990 in the UK on bank lending, particularly its efforts on contaminated land, is dissected. Four options available to lenders in addressing the potential contingent liability arising from land that may be contaminated through historic usage are briefly discussed. Some recommendations are also outlined so banks can receive protection from any potential liability.

The UK was known for its air pollution problems stemming from the rapid rise of industry and expansion of highway traffic. However, the UK has adopted legislation to address its air quality problems starting with the Clean Air Act of 1956. Other environmental legislations also followed although these were enacted primarily as economic policies such as Prime Minister John Major's decision to close down the coal industry. London seems to have been successful in controlling air pollution since the WHO ranked it as among the top three least polluted cities.

Orimulsion is a fuel mixture of 70% high viscosity crude and 30% water and emulsifier, that compares favorably to with coal. Britain's PowerGen and National Power have been trying to convert idle fuel-oil power plants to use orimulsion, but have run into difficulties with the environmental groups and the Labour Party over sulphur emissions.
