153. Limits to the mega-city region: contrasting local and regional needs

Abstract

Interest in the city-region has been revived in recent spatial planning and development policy. The economic arguments have been most prominent, rather than the environmental and social dimensions. This paper analyses the tension between local needs and regional interests, using the Thames Gateway as an example. It plans to concentrate the supply of new housing in an area east of London in response to wider growth pressures. Yet the priority locally is economic and social development for existing residents rather than more housing for incomers. The paper explores the contrast between the regional housing agenda and the needs of local communities for jobs, skills and improved services. It shows how the pursuit of narrow regional objectives may complicate the task of local regeneration. There are important lessons for city-region theory and practice in not constraining the role envisaged for secondary cities and towns.

Abstract

Rapid urbanisation in the South has contributed to the growth of informal housing on a large scale. South Africa’s experience is somewhat unusual in that the growth of informality appears to have taken the form of backyard shacks in established townships rather than free-standing shacks in squatter settlements. This is potentially important for household well-being (e.g. better access to services) and for the efficient functioning of urban areas. The paper develops a framework for assessing the impacts and applies it to the country’s leading metropolitan region, Gauteng. It finds that people are slightly better-off in backyards than in shacks elsewhere, although the wider benefits for urban areas are equivocal. In some respects backyard shacks are a stopgap for poor households desperate for somewhere to live. In other respects they represent a kind of prototype solution to the urban housing crisis. 163. The future of local unemployment statistics : the case for replacing TTWAs

Abstract

The main geographical unit for official unemployment rates below regional level is the Travel-to-Work Area. TTWAs sub-divide Britain into a single set of mutually exclusive areas. Each is supposed to constitute a fairly self-contained labour market, i.e. most of the workforce living and working within the same area The definition of these areas is currently based on commuting data from the 1981 Census. The Office for National Statistics (ONS) is currently undertaking a review of unemployment statistics to see whether the requirements of users such as local authorities and TECs/LECs are being met. (1) One option is to update the TTWA boundaries using me 1991 Census to reflect recent changes in commuting patterns. Another option is to replace TTWAs with a reporting system based on smaller or different areas. This is a vital decision for economic researchers and policy-makers and one which is discussed in this economic perspective
