The Rosetta Radio Science Investigations (RSI) experiment was selected by the European Space Agency to be included in the International Rosetta Mission to comet P/Wirtanen (launch in 2003, arrival and operational phase at the comet 2011-2013). The RSI science objectives address fundamental aspects of cometary physics such as the mass and bulk density of the nucleus, the gravity field, non-gravitational forces, the size and shape, the internal structure, the composition and roughness of the nucleus surface, the abundance of large dust grains and the plasma content in the coma and the combined dust and gas mass flux on the orbiter. RSI will make use of the radio system of the Rosetta spacecraft.

Using the total electron content data obtained by the Ulysses Solar Corona Experiment (SCE) during the first solar conjunction in summer 1991, two data sets were selected, one associated with a coronal hole and the other associated with coronal streamer crossings. In order to determine coronal streamer density profiles, the electron content of the tracking passes embedded in a coronal streamer were corrected for the contributions from coronal hole densities.

Geomagnetic storms are related to the ring current intensification, which is driven by energy injection primarily during energetic solar wind-magnetosphere coupling due to reconnection at the magnetopause. This work identified the interplanetary origins of moderate geomagnetic storms (-100nT is less or equal to Dst(sub peak) is less than or equal to -50 nT) and analyzed the coupling processes during the storm main phase at solar maximum (1978-1979).

In this study, we investigate the discontinuity properties in the low altitude corotating stream regions which are encountered during Ulyssses traveling from the south to north heliographic poles in 1995. Through the occurrence rates of directional discontinuites and tangential discontinuities, we find that there are three different regions around a high speed stream.

Intense geomagnetic storms (Dst

The full Jovian magnetopause boundary layer (BL) plasma wave spectra from 10(sup -3) to 10(sup 3) Hz, have been measured for the first time...The B'/E' ration does not have a f(sup -1) dependency, so it was suggested that the waves are a mixture of whistler mode electromagnetic emissions and electrostatic waves.

Large amplitude, noncompressive Alfven waves and rotational discontinuities are shown to be arc-polarized. The slowly rotating Alfven wave portion plus the fast rotating discontinuity comprise 360(deg) in phase rotation. The magnetic field vector perturbation lies in a plane. There are two (or more) possible interpretations to the observations.

Two distant ISEE-3 geomagnetic tail passes have been examined to identify all slow-mode shocks present in the data. We find a total of 86 events from 439 plasmasheet/lobe crossings, using five criteria based on relations between the upstream lobe and the downstream plasmasheet magnetic field and plasma measurements. The statistical results of slow-mode shock parameters such as the angle between magnetic field and shock normal, Theta(sub bn), Alfven Mach number along the normal direction, M(sub an), and electron beta, Beta(sub e), are calculated and reported.

We report on measurements of energetic particle modulations observed by the HI-SCALE instrument aboard the Ulysses Spacecraft that were associated with the only hydromagnetic wave event measured inside the Jovian magnetosphere by the Ulysses magnetometer investigation.

A model/theory for the Jovian aurora is formed based on a similar model for the dayside aurora at Earth and recent Ulysses field and particle measurements at Jupiter. Items discussed are plasma boundary layer, wave-particle resonant interactions, and the model's prediction of the aurora's location, latitudinal width, and intensity.

This presentation examines the magnetic field fluctuations within Corotating Interaction Regions (CIRs) detected by Ulysses at mid- and low-latitudes. CIRs are formed by the interaction of high-speed streams flowing from the polar coronal hole with slow-speed streams. Several wave modes are identified, and the effectiveness of these waves causing magnetic storms at Earth will be discussed.

This presentation will show that the three distinct phases of magnetic storms (initial, main, recovery) can each have considerably different characteristics during solar minimum and solar maximum. Illustrated will be the interplanetary causes of these differences; and, that a year during the descending phase of the solar cycle had significantly greater auroral activity than a year of solar maximum.

The goal of this oral presentation is to attempt to explain why the 3HE-rich events at 1AU appear to be 'scatter-free'. The largest 3HE- rich flux events of Kahler et al. (1985) are used to examine potential wave-particle interactions as the particles travel from the Sun to 1AU.

Data from the Ulysses spacecraft was used for studying solar tangential discontinuities (TDs) at high latitudes. Significant numbers of TDs seem to exist at these latitudes.

Several techniques will be used to determine the location of the magnetic reconnection in the distant geomagnetic tail using the ISEE-3. Techniques to be used are calculated wave-particle scattering time, plasmoid source location (if a plasmoid is found), analysis of the magnetic field geometry and slow-mode shock orientation, and examination of the magnetic field Bz components and plasma bulk speeds.

One of the striking results of the Sun's south polar pass by Ulysses was the discovery of large amplitude, long period Alfvenic fluctuations that were continuously present in the solar wind flow from the polar coronal hole. The fluctuations dominate the variances and power spectra at periods greater than or equal to 1 hour and are evident as correlated fluctuations in the magnetic field and solar wind velocity components. Various properties of the fluctuations in the magnetic field, in the velocity, and in the electric field have been established. The waves appear to have important implications for galactic cosmic rays and for the solar wind, topics which have continued to be investigated. Their origin is also under study, specifically whether or not they represent motions of the ends of the field lines at the Sun. The resolution of these issues has benefited from the more recent observations as the spacecraft traveled northward toward the ecliptic and passed into the northern solar hemisphere. All these observations will be presented and their implications will be discussed.

The radial field component, B(sub R), has been monitored continuously since the Ulysses spacecraft left the ecliptic plane in February 1992 travelling toward the southern pole of the Sun. In order to separate spatial from temporal changes, the Ulysses measurements from 0 to 80 heliographic latitude were compared with in-ecliptic measurements of B(sub R) being made simultaneously by IMP-8. The data revealed essentially the same field strengths and time variations at both locations. The conclusion was drawn that there was no significant latitude gradient in B(sub R) and that the stronger polar cap coronal magnetic fields were being transported equatorward to yield a uniform field in the solar wind. The results contrasted with the predictions of the various source surface models which ignore magnetic stresses within 2.5 solar radii. Since the maximum south latitude was attained in September, 1994, Ulysses has traveled northward toward an ecliptic crossing in March 1995 and onward into the north solar hemisphere. The recent results will be presented and compared with those obtained in the southern hemisphere.

Using the total electron content data obtained by the Ulysses Solar Corona Experiment during the superior solar conjunction in summer 1991, we selected two data sets, one associated with a coronal hole and the other one with coronal streamer crossings. By doing this data splitting, we find two entirely different density profiles varying as r(exp -2.7) and r(exp -2.3) for the coronal hole and coronal streamers, respectively. Assuming mass flux conservation from the inner corona to one AU, an estimate for the velocity profiles or acceleration in these two different regions can be determined. The more negative exponent of the coronal hole density profile indicates a more extended heating and acceleration region or more flaring, or both. Various possible explanations will be discussed.

The proposed Small Solar Probe mission features a close approach to the sun with a perihelion of 4 radii. Carbon molecules emitted from the spacecraft's heat shield will become ionized by electron impact and photoionization. The newly created ions and electrons may generate electromagnetic and electrostatic plasma waves which are possible sources of interference with in-situ plasma measurements.

This Cosmic and Heliospheric (C&H) Data Evaluation Panel was charged with the task of identifying and prioritizing important C&H data sets. It was requested to provide C&H community input to the Space Physics Division for a program of revitalizing data holdings. Details and recommendations are provided. Highest C&H priority is assigned to Voyager, Pioneer, Helios, IMP-8, and ISEE-3 data.

66 slow-mode shock events in the distant geotail were used to study the earthward and tailward flow properties of the x-type neural line. A large number of events occurred during northward IMFs, and a model was developed to match them.

A mission to the sun has recently been studied by a joint U.S. - Russian team to determine the complementary science that can be accomplished by nearly simultaneous observations from two spacecraft on trajectories approaching the sun. The FIRE study included the latest Solar Probe spacecraft concept from the U.S. and the latest Ziolkovsky spacecraft concept from Russia -- planned to be mated.

Interplanetary magnetic field and plasma data are compared with ground-based geomagnetic Dst and AE indices to determine the causes of magnetic storms, substorms, and quiet during the descending phase of the solar cycle. The primary focus is on 1974 data characterized by the presence of two long-lasting corotating streams associated with coronal holes.

We have made a statistical study of the spatial distribution of low frequency waves (approx. 0.01-0.1 Hz) in the region upstream of the pre-dawn to dawn side bow shock (-50 Re less than X less than 15 Re) using both GEOTAIL and international sun earth explorer 3 (ISEE-3) magnetometer data. We have found that the wave amplitude dependence on D and X(sub s), where D is the distance from the bow shock and X(sub s) the x-coordinate position of shock foot point of the IMF, can be described by a functional form of A exp (X(sub s)/L(sub X)-D/L(sub D), with the characteristic attenuation distances, L(sub X) = 62 +/- 12 Re and L(sub D) = 59 +/- 38 Re.

We examine and intercompare the LF plasma wave turbulence at three comets: Grigg-Skjellerup (GS), Giacobini-Zinner (GZ), and Halley (H). All three have power spectral peaks at the local ion cyclotron frequency (the pump wave) at -10-2 Hz, and a power-law fall-off at higher frequencies that suggest the development of turbulent cascades [Acuna, 1986].

Within the last 7-8 years, there has been a substantial growth in out knowledge of the solar and interplanetary causes of geomagnetic storms at Earth. This review article will not attempt to cover all of the work done during this period. This can be found elsewhere. Our emphasis here will be on recent efforts that expose important, presently unanswered questions that must be addressed and solved before true predictability of storms can be possible. Hopefully, this article will encourage some readers to join this effort and perhaps make major contributions to the field.

Using the total electron content data obtained by the Ulysses Solar Corona Experiment during the first solar conjunction in summer 1991 (Bird et al., 1994), an estimate is presented of solar wind velocity profiles in a coronal hole and a coronal streamer area in the range between 6 and 40 solar radii.

Several parameters measured by Ulysses as it traveled southward to heliographic latitudes of -50 deg are presented and analyzed. The radial component of the magnetic field, averaged over 5 deg latitude increments and extrapolated back to 1 AU, is found to agree with baseline measurements provided by IMP-8. There is little, if any, evidence of a latitude gradient, a result consistent with the dominance of the magnetic field associated with the heliospheric current sheet and with recent models which include the effect of the current sheet as well as of source surface fields. Thus far, the spiral angle agrees with the Parker spiral assuming a rate of rotation of the field lines at the Sun equal to the equatorial value. No evidence is seen of either a change in rotation rate with latitude or an unwinding of the spiral as suggested by a recent analysis. Hourly variances in the field magnitude and in the sum of the variances in the components, normalized to the square of the observed field strenght, show the former to be independent of latitude while the latter shows a strong increase with latitude. These two observations are shown to be associated with Alfven waves that are continuously present at high latitudes. The waves have large amplitudes, extend to long periods, and have important implications for galactic cosmic rays and the solar wind.

A review of the geomagnetic response to large-amplitude interplanetary Alfven wave trains is presented, highlighting its dependence on solar activity level and its role in the storm/substorm relationship problem. Also discussed are some recent observations obtained by the Ulysses spacecraft at high heliospheric latitudes dealing with the origin and dynamics of these wave trains.

(This is largely equatorial data shortly after solar maximum.) The solar wind velocity profile is estimated for these areas.

Using magnetic field, plasma density and flow observations from spacecraft flybys of two comets, Eler variables are determined in order to study wave propogation directions. We investigate the inbound path of the Giotto spacecraft flyby of comet p/Halley outside the bow shock, and the inbound and outbound path of the ICE spacecraft flyby of comet p/Giacobini-Zinner outsinde of the bow wave.

The overall multi-layer structure of the magnetic field observed by Ulysses across a broad solar wind tangential discontinuity can be reproduced fairly well by means of a kinetic model. Such a simulation provides complementary information about the velocity distribution functions, which are not always known due to the low time resolution inherent in plasma measurements. The success of such a simulation proves that our kinetic model can be used as a realistic basis for further studies of the structure and stability of tangential discontinuities.

We report an observation of Petschek-type magnetic reconnection at a distant neutral line (X = -230 R(sub e)) with a full set of signatures of the magnetic merging process. These features include a reversal of plasma flows from earthward to tailward, a pair of slow shocks and the magnetic field X-type line. These two slow shocks are shown to satisfy the shock criteria used by Feldman et al. (1987). The spacecraft first crosses a slow shock to enter the earthward flowing plasmasheet with velocity of about 440 km/s. The embedded magnetic field has a positive B(sub z) component. The spacecraft next enters a region of tailward plasma flow with speed approximately 670 km/s and an embedded negative B(sub z), indicating entry into the plasmasheet tailward of the X-line. These observed velocities are comparable to calculated velocities based on Rankine-Hugoniot conservation relationships. The spacecraft subsequently returns into the south tail lobe by crossing another slow shock. Coplanarity analyses shows that the two slow shocks have orientations consistent with that predicted by the Petschek reconnection model. We note that this event occurs during northward interplanetary magnetic fields. Thus, a magnetic stress built-up in the distant tail may be responsible for this reconnection process.

During the Ulysses flyby of Jupiter in February 1992, the spacecraft traversed the Jovian magnetosheath for a few hours during the inbound pass and for aa few days during the outbound pass. Burstlike electomagnetic waves at frequencies of approximately 0.1-0.4 of the local electron cyclotron frequency have been observed by the Unified Radio and Plasma Wave (URAP) experiement. The waves were more often observed in the regions which were probably the outer or the middle magnetosheath, especially near the bow shock, and rarely seen in the magnetosphere/magnetosheath boundary layer. The propagation angles of the waves are estimated by comparing the measurements of the wave electric and magnetic fields in the spacecraft spin plane with the corresponding values calculated using the cold plasma dispersion relation under local field and plasma conditions. It is found that the waves propagate obliquely with wave angles between approximately 30 deg and 50 deg. These waves are likely to be the whistler mode waves which are excited by suprathermal electrons with a few hundred eV and a slight anisotropy (T(sub perp)/T(sub parallel) approximately 1.1-1.5). They are probably similar in nature to the lion roars observed in the Earth's magnetosheath. Signature of coupling between the mirror and the whistler mode have also been observed. The plasma conditions which favor the excitation of the whistler mode instability during the wave events exists as observed by the plasma experiement of Ulysses.

In early September, 1983 ISEE-3 made a long traversal of the distant dawnside magnetosheath starting near x = -150 R(sub E) downstream. The distant magnetosheath often contains moderately intense plasma wave emissions at frequencies from several hundred Hz to 5 kHz. However, over time scales of many days, a clear correlation exists between the occurrence of the plasma waves and the cone angle (theta(sub xB)) between the magnetic field and the plasma flow velocity (x-direction). For theta(sub xB) large (small), the plasma wave amplitudes are near background (high). Sudden (less than 1 minute) changes in the local magnetic field orientation produce correspondingly sudden changes in the wave amplitudes. Statistically, the wave amplitudes decrease continuously with increasing theta(sub xB).

The rate of occurrence of interplanetary discontinuities (ROID) is examined using Ulysses magnetic field and plasma data from 1 to 5 AU radial distance from the Sun and at high heliographic latitudes. We find two regions where the ROID is high: in stream-stream interaction regions and in Alfven wave trains. This latter feature is particularly obvious at high latitudes when Ulysses enters a high speed stream associated with a polar coronal hole. These streams are characterized by the presence of continuous, large-amplitude (Delta (vector 13)/absolute value of B is about 1-2 Alfven waves and an extraordinarily high ROID value (approximately 150 discontinuities/day). In a number of intervals examined, it is found that (rotational) discontinuities are an integral part of the Alfven waves. The nonlinear Alfven waves are spherically polarized, i.e., the tip of the perturbation vector resides on the surface of a sphere (a consequence of constant absolute value of B). The slowly rotating part of the wave rotates approximately 270 deg in phase. There is a slight arc in the B(sub 1) - B(sub 2) hodogram, suggesting an almost linear polarization. The phase rotation associated with the discontinuity is about 90 deg, lies in the same plane as the slowly rotaing part of the Alfven wave, and therefore completes the 360 deg phase rotation. The best description of the overall Alfven wave plus discontinuity is a spherical, arc-polarized, phase-steepened wave.
