Senate Majority Leader Bob Dole and Senate Foreign Relations Committee Chair Jesse Helms are refusing to allow the US Senate to go forward on a number of tax treaty issues until Pres Clinton asks Senate Democrats to capitulate on the State Department Reorganization and Authorization Act. Senate Democrats and Pres Clinton are opposed to State Dept reforms that have been proposed and are holding the bill up. When Dole could not gain a cloture vote, he decided to hold up international business in an attempt to force Clinton to change his mind.
