The National Securities Market Commission (CNMV) has published its conclusions on the Grifols Case, in response to the critical report published by Gotham City Research. The CNMV analyzed Grifols' financial information between 2018 and 2022, finding deficiencies in breakdowns and explanatory notes, as well as in the presentation of alternative performance measures. Although no significant errors have been detected in the financial statements, the CNMV requires Grifols to improve the breakdowns and presentation of alternative performance measures. Open Government Data (OGD) plays a crucial role in enhancing governance transparency, fostering civic engagement, and fostering collaboration between the public and private sectors. To effectively promote the development of the OGD Movement in Taiwan from a pragmatic perspective, this research employs a qualitative approach to investigate the behaviors of 35 data practitioners, drawing upon the principles of grounded theory. The findings reveal that OGD practitioners' behavioral patterns can be categorized into seven distinct phases, namely "Requirement Analysis," "Functionality Design," "OGD Awareness," "OGD Access," "Data Cleansing," "Implementation," and "Optimization and Maintenance." Additionally, this study identifies "OGD quality" and "Interaction with the government" as critical factors influencing the data practitioners' developmental process. In conclusion, the research presents specific recommendations to enhance the OGD utilization environment and provides directions for further research endeavors. [ABSTRACT FROM AUTHOR]

The development potentials of decentralised local governance notwithstanding, subnational structures remain fiscally challenged. Given revenue indispensability, local citizens' apathy, and fiscal obligation nonfulfillment, this study probes rate evasion behavior in Ghana using the theory of planned behavior. Data was drawn from 507 respondents using questionnaires. Hypothesis test using the structural equation modeling technique confirmed TPB's predictive potency—as evidenced in increased variance from 20 to 46% (∆ R2 = 26%, p <.001). The study concludes by entreating public revenue management organizations and subnational states to countervail evasion behavior by emphasising transparency and good fiscal governance. The treaty process specified in Article II of the Constitution has been dying a slow death for decades, replaced by various forms of "executive agreements." What is only beginning to be appreciated is the extent to which both treaties and executive agreements are increasingly being overshadowed by another form of international cooperation: nonbinding international agreements. Not only have nonbinding agreements become more prevalent, but many of the most consequential (and often controversial) U.S. international agreements in recent years have been concluded in whole or in significant part as nonbinding agreements. Despite their prevalence and importance, nonbinding agreements have not traditionally been subject to any of the domestic statutory or regulatory requirements that apply to binding agreements. As a result, they have not been centrally monitored or collected within the executive branch, and they have not been systematically reported to Congress or disclosed to the public. Recent legislation addresses this transparency gap to a degree, but substantial gaps remain. This Article focuses on the two most significant forms of nonbinding agreements between U.S. government representatives and their foreign counterparts: (1) joint statements and communiques; and (2) formal nonbinding agreements. After describing these categories and the history of nonbinding agreements and their domestic legal basis, the Article presents the first empirical study of U.S. nonbinding agreements, drawing on two new databases that together include more than three thousand of these agreements. Based on this study, and on a comparative assessment of the practices and reform discussions taking place in other countries, the Article considers the case for additional legal reforms. Following increased attention to racial disparities in police use of force, national conversations have focused on the role of law enforcement, including in public schools. This study examines transparency with regard to the presence of law enforcement in schools. Leveraging novel school-level and district-level data from the state of Florida, this research shows that the majority of schools and about a third of school districts do not make information on law enforcement presence in schools publicly available. Furthermore, the study finds that schools and districts serving more White student bodies have higher levels of transparency around law enforcement than those serving less-White demographics, an important finding given the racialized context of current policy discussions around policing in US schools and society more broadly. These findings inform ongoing debates about law enforcement in schools while also raising implications for policy and practice around the racialized nature of government transparency. According to the existing literature on public management, many factors affect popular satisfaction with the government (referred to as "government satisfaction"), one of which is the use of e-government. Particularly, many e-government proponents regard increasing government transparency as an important way to improve government satisfaction. To test the validity of this assertion, this paper uses an Ordinary Least Squares (OLS) regression model to analyze survey data on individuals' e-government usage frequencies in China and their satisfaction with the local government during the COVID-19 pandemic. We find that people can rationally and consciously evaluate governments and make decisions by using the government performance information that they know about. This conscious and rational process is also mixed with the impact of some irrational and emotional factors, which is consistent with the concept of the "framing effect." This paper identifies local government transparency as the mediating variable in the relationship between the use of e-government and government satisfaction and public knowledge of local government performance in COVID-19 outbreak control as the moderating variable in the relationship between local government transparency and government satisfaction. Since the mediating effect of local government transparency is significantly different from those of overall and central government transparency, government transparency at different levels plays a role of the above-mentioned "frame." This study examines the agencies responsible for investigating when a member of the public is seriously injured, is killed or experiences other serious and potentially criminal actions at the hands of police officers in Canada. The article takes a comprehensive approach by examining all police oversight agencies that are responsible for responding to and investigating allegations of police criminality—eight organizations, across nine jurisdictions. The study integrates insights from public administration and police accountability literature and examines the structures and administration of the agencies. The study provides a critical assessment of the state of police oversight for serious incidents in Canada, it identifies agency outputs (including case substantiation), levels of independence, efforts at transparency, and considers the challenges in attempting to hold police accountable in Canada. The emergence of information and communication technologies (ICTs) has put emphasis on the open government approach (OG), provoking a cultural change in both the citizenry (demanding new ways of collaborating with public administration and more openness in government), and in the public administrations (adapting their structures and processes to support civic participation). This article analyzes both the strategies followed by local governments in implementing OG initiatives and the level of alignment of the objectives included in the municipal OG strategies with those settled by the regional government to which they belong. Empirical research on the OG objectives included in the strategic planning of large-size Andalusian municipalities has been performed. Findings reveal that most local governments are implementing a push strategy based only on more openness in government (mainly owing to normative requirements). Additionally, the objectives included in both the economic and governance dimensions are those included in the OG initiatives in municipalities, although each one has a particular way of adopting digital and OG strategies consistent with their municipal priorities and circumstances. Points for practitioners: This study brings a novel insight to public managers and politicians concerning OG initiative adoption. It highlights both the limitations of current OG initiatives developed by public administration and the importance of citizens' involvement in them in order to acquire trust in government. The current economic situation favors and increases mistrust in the citizen, who feels great disappointment in governments and political leaders. This could be minimized with the creation of spaces for municipal collaboration, where public managers and politicians may capture the voice of citizens directly and the strategic alignment in the OG strategies for efficiently reaching economic and social outcomes for the citizenry. Whilst extant literature on Open Government Data (OGD) focuses upon value creation and innovation, there is scant emphasis upon the Value Co‐Creation (VCC) that might result with the engagement of the public sector agencies and the users at large. The present study seeks to appreciate the barriers towards OGD VCC by adopting a qualitative research methodology wherein interviews are being conducted with key personnel manning the OGD initiatives in Brazil. Impediments veering around VCC may be counted the internal, social and cultural and data factors. Findings from the present study lend credence to the fact that a systematic strategizing is important for the success of OGD VCC lest Value Co‐Destruction (VCD) happen. Es ist eine Reaktion und eine Proaktion im Zuge der veränderten informationellen Machtverhältnisse durch Technologie, insbesondere durch das World Wide Web. Open Government schafft emanzipatorische Informationsinfrastrukturen, mehr Evidenz im Diskurs und mehr Verbindlichkeit sowie Kontinuität durch intersektorale und Ebenen übergreifenden Zusammenarbeit und Co-Kreation. Open Government ist Teil einer systematischen Grundlage für eine Aufsicht der Öffentlichkeit in einer globalen und offenen Governance aus Berichtswesen, Evaluation und Verbindlichkeitsmechanismen. Die Open Government Partnership bietet einen solchen globalen Verbindlichkeitsmechanismus zur Stärkung von Open Government. OGP ist somit ein Schlüssel-Mechanismus, an dem Deutschland seit 2016 teilnimmt. Obwohl Deutschland durch eine lange Tradition der Partizipation eigentlich gute Voraussetzungen im OGP-Mechanismus hat, liegt es hinter den Erwartungen, auch im internationalen Vergleich. Dabei könnte es insbesondere im Bereich der Multilevel-Governance von Open Government Rollenmodell werden. Open government is more than participation and transparency. It is a reaction and a pro-action in the wake of the changing informational balance of power through technology, particularly through the World Wide Web. Open Government creates emancipatory information infrastructures, more evidence in discourse and more commitment and continuity through intersectoral and cross-level collaboration and co-creation. Open Government is part of a systematic basis for public oversight activities in a global and open governance consisting of reporting, evaluation and accountability-mechanisms. The Open Government Partnership provides such a global accountability mechanism to strengthen open government. OGP is thus a key-mechanism and Germany has been participating since 2016. Although Germany actually has good conditions in the OGP mechanism thanks to a long tradition of participation, it falls short of expectations, even in international comparison. Open Government Data (OGD) have the potential to support social and economic progress. However, this potential can be frustrated if these data remain unused. Although the literature suggests that OGD data sets' metadata quality is one of the main factors affecting their use, to the best of our knowledge, no quantitative study provided evidence of this relationship. Considering about 400,000 data sets of 28 national, municipal and international OGD portals, we have programmatically analysed their usage, their metadata quality and the relationship between the two. Our analysis has highlighted three main findings. First, regardless of their size, the software platform adopted, and their administrative and territorial coverage, most OGD data sets are underutilised. Second, OGD portals pay varying attention to the quality of their data sets' metadata. Third, we did not find clear evidence that data sets' usage is positively correlated to better metadata publishing practices. Finally, we have considered other factors, such as data sets' category, and some demographic characteristics of the OGD portals, and analysed their relationship with data sets' usage, obtaining partially affirmative answers. During the last decade, a new approach to bureaucratic reform in the field of public administration, open government, has aimed to increase government transparency and accountability and improve participation of citizens and other stakeholders of government. In the current era of digital governance transformations, evaluating governmental efforts to become open is a central concern of politicians, policymakers, and researchers. Various global maturity models have been developed, but the majority of them focus on the technological capacities of government rather than the historic affinity of openness and democratic governance. In this study, we attempt to address this problem by conceptualizing how governments harness technology innovations and by prescribing developmental phases for open government. Using the qualitative meta-synthesis method, we compare 10 open government maturity models to find the similarities and differences between them. Finally, we present a comprehensive model which evaluates the open government initiatives holistically and includes the following six major stages: (1) an initial stage; (2) a transparency and accountability stage; (3) an open collaboration stage; (4) a platform stage; (5) a democratic open government stage; and, finally, (6) an open governance stage. Open data has a large means of identifying commonly reachable information on different platforms. One of the open data sources is open government data. The goals of open governments are about building transparency, accountability and participation to strengthen governance and inform citizens. The aim of this study is twofold: (ⅰ) to propose a reliable decision-making tool for dealing with real-life problems and (ⅱ) to demonstrate the practicality of the proposed model through a case study of its ranking with an open government data indicator for G20 countries. This study proposes a multi-criteria methodology that evaluates open data management systems used in e-government development. First, a set of evaluation criteria is established that cover the indicators used in the Global Open Data Index. Second, weights from the Logarithm Methodology of Additive Weights (LMAW) and Logarithmic Percentage Change-driven Objective Weighting (LOPCOW) methods were combined with the Bayesian approach to determine the weights of these criteria. Finally, the Weighted Aggregated Sum Product Assessment (WASPAS) method was used to obtain the ranking results. The novelties of the study lie in the combination of objective and subjective weighting methods, both in determining the ranking of G20 countries with open government data indicators and in deciding the importance levels of the criteria used. The "air quality" and "procurement" criteria are the top two criteria, with weights of 0, 1378 and 0, 1254 respectively. The findings also show that Australia is the best performer, while the United Kingdom is the second best performing. Comprehensive sensitivity analysis verifies the validity, robustness and effectiveness of the proposed framework. According to research findings and analysis, the methodology applied has the potential to assist policymakers and decision-makers in the process of modernization of existing public services in terms of open data and the opportunities it presents. Introduction: Social media systems are instrumental in the dissemination of timely COVID-19 pandemic information to the general population and contribute to the fight against the pandemic and waves of disinformation during the COVID-19 pandemic. This study uses the information adoption model (IAM) as the theoretical framework to examine the moderating influence of perceived government information transparency on the adoption of COVID-19 pandemic information on social media systems from the Ghanaian perspective. Government information transparency regarding the pandemic is crucial since any lack of transparency can negatively affect the global response to the pandemic by destroying trust (in government and public health authorities/institutions), intensifying fears, and causing destructive behaviors. Methods: It applies a convenient sampling technique to collect the responses from 516 participants by using self-administrated questionnaires. The data analysis was computed and analyzed with SPSS-22. The following statistical tests were conducted to test the hypotheses: descriptive statistics, scale reliability test, Pearson bivariate correlation, multiple linear regressions, hierarchical regression, and slope analysis. Results: The results indicate that information quality, information credibility, and information usefulness are significant drivers of COVID-19 pandemic information adoption on social media systems. Furthermore, the perceived government information transparency positively moderates the influence of information quality, information credibility, and information usefulness on the adoption of COVID-19 pandemic information on social media systems. Conclusion: The theoretical and managerial implications of these findings suggest the utilization of social media systems as an effective tool to support the continued fight against the current COVID-19 pandemic and its future role in national and global public health emergencies. This work shows the current situation of Open Government at a Latin American level focused on the quality of available open data related to COVID-19. The analyzed data refers to health emergencies and tasks for the fight against the pandemic. These data are critical because they are used to improve the management of public services and resources in handling this contingency. The different quality aspects of open data that are available on government portals have been analyzed. For this analysis, a number of documents of recognized international organizations on aspects, current problems, and good practices were taken as a reference. To accomplish this research, six countries were chosen as a data source: Argentina, Colombia, Mexico, Peru, Paraguay and Uruguay. For each of them, their public portals were analyzed, and special attention was paid to the quality aspects that each country proposes, as well as whether there are dataset control tools or not. Finally, the tool HEVDA was used to verify the quality of open data based on a proposal of 8 quality metrics. The tool was applied to a sample of 15 datasets from each country in aspects of COVID-19 (90 datasets). The contribution of this work is to identify the degree of quality presented by the open data of these countries through a self-developed validation tool (HEVDA). [ABSTRACT FROM AUTHOR]

Digital platforms are suitable alternatives to help governments open policy-making and public service delivery to external ideas. Platforms are very flexible and customizable, which makes them effective for a variety of participatory purposes, such as co-creation, co-production, innovation, or transactions. However, this diversity makes it difficult to define how different technical designs could shape the performance of these platforms. Literature has described different types of platforms, based on their participatory goals, but we still do not know enough about the diversity of platforms in terms of technical design. To address this gap, we conducted a cluster analysis to find patterns in the technical design of 52 participatory platforms worldwide. We observed three main architectures: Ideas for the City; Decisions and Debates; and Mapping. The intangible and (often) young nature of socio-technical phenomena makes them difficult to understand and communicate. Researchers and practitioners have responded by applying metaphors, prescribing an epistemological structure to these phenomena. While metaphors are frequently applied, researchers have paid limited attention to their applications and limitations. To address this gap, we applied a mixed-method approach, exploring the communities' applications of metaphors for the conceptual development of socio-technical phenomena, using two communities: Open Government Data and IT Development and Maintenance. We synthesised 21 articles and two books into an emergent analytical framework, Communities' Applications Of Metaphors (CAOM). We collected empirical material for each community's academic and practical sides between 2015–2020, resulting in 100 articles and 263 documents. We conducted a word frequency analysis and an in-depth analysis of the empirical material, drawing on CAOM. The contributions are the emergent CAOM framework with the key concepts of metaphors' usage, expression, and assemblages of metaphors. We conclude that the application of metaphors in communities is influenced by community type and metaphors' role, while the topic influences metaphor selection. Metaphors are combined to create new ways of reasoning. We recommend that governments draw on action-oriented metaphors when writing policies for socio-technical phenomena, while digital government researchers should include action-oriented elements when they develop metaphors, which can help practitioners put new knowledge into practice. Additionally, the implications of open data and government initiatives in terms of improving access to digital humanities resources, increasing collaboration, and enhancing the quality of digital humanities projects and their contribution to creating a vibrant digital humanities community in India. Information disclosure, participatory governance, and collaborative innovation are open government data's (OGD) main goals. Understanding the preconditions that enable the efficient and effective implementation of OGD initiatives is essential for achieving their overall objectives. Therefore, determining its influencing factors helps improve platform quality, prevent misunderstanding, and realize the purpose of OGD. Based on the literature, this study established a user-oriented conceptual model of OGD into which technology acceptance theory was integrated. This model constructed a data analysis model with the number of downloads of OGD platform data as the response variable and the explanatory variables comprising OGD quality score, linked data density, time to inception, and five others. Sixty-one cases of OGD platforms in Chinese prefecture-level cities were analyzed. The results indicated that the effectiveness of OGD was positively correlated with OGD quality score, time to inception, and the number of employees in the case cities. Network density and average disposable income of citizens had non-significant impacts on effectiveness. Strategies for improving the effectiveness of OGD platforms in China were discussed. This paper shows the methodological process to create a new Social Balance (BS) model. This was prepared for the Superintendence of the Popular and Solidarity Economy of Ecuador (SEPS). The SEPS is an entity for the supervision and control of the Ecuadorian popular and solidarity economy (EPS). This model was created wtih a fourfold functionality: control, supervision, transparency and good government. Although it is the Law itself that requires the preparation of this type of report and its presentation to the supervisory body (SEPS). Methodologically, for its elaboration, the inductive method is combined with the deductive and the analytical one, beginning the work with an extensive bibliographical revision on the logics of operation of the social economy as a subsystem of the mixed economy, on its principles, as well as on its foundations. All this enabled us to lay the theoretical foundations of the model and subsequently proceed with its development, finally obtaining a new basic Social Balance methodology. Together with the aforementioned methodological development, the article presents the model, its composition, as well as its validation through pilot tests. In addition, although it is not part of this article, for the information report, an information loading application was developed and a first request was made with the aim of raising a baseline of regulatory compliance in terms of social responsibility. by the supervised organizations. This paper analyzes the passive transparency which is one of the open government principles. To measure the degree of use of the right of access to public information, the portals for citizens' information requests are explored. Data corresponds to 2017-2019 among the capital states together with Buenos Aires (caba) and Bahía Blanca. The aggregation by themes criteria of caba is used as a baseline to compare among cities. Besides, passive transparency indicators from the governments' side are exposed. Together with caba and Bahía Blanca, only Córdoba and Santa Fe accomplish the principle. The best positioned city is caba, followed by Bahía Blanca, Córdoba and Santa Fe. Purpose: Open government data (OGD) is a comparatively new field in e-government and the factors influencing its continuance use by citizens have not been extensively explored. A better understanding of these factors can help the government to articulate strategies and policies that can advance the acceptance and use of OGD technologies. Thus, this paper aims to empirically determine the predictors influencing the continuance usage intention of OGD technologies. Design/methodology/approach: Following an empirical investigation among 370 respondents in Bangladesh, a developing country, the paper applied path analysis using the structural equation modeling approach. The unified theory of acceptance and use of the technology model is integrated with the information system continuance model to investigate the continuance usage intention of OGD technologies. Findings: The outcomes of this study reveal that performance expectancy, effort expectancy, social influence and facilitating conditions (FC) directly affect users' satisfaction (SAT). In addition, SAT and FC were found statistically significant toward continuance usage intention of OGD technologies. Practical implications: The findings of this study suggest policymaker and OGD providers to formulate or modify their strategies to retain the existing OGD users and stimulate persistence usage. Social implications: Facilitating long-term use by citizens would increase their engagement and they might derive value from the OGD platforms. Concurrently, the government's objective of ensuring increased future use of OGD technologies would be better realized. Originality/value: The novelty of this study lies in the fact that it addresses a previously overlooked area of open data research, namely, the acceptance and use of open data technologies and ways to stimulate it. This scientific paper aims to analyse the role and contribution of the Auditor General in the exercise of control in the public administration in Kosovo. The Auditor General, as an independent and impartial institution, plays a decisive role in ensuring transparency, accountability, and efficiency in the management of public resources (Assembly of the Republic of Kosovo, 2016, Article 4). In addition, the impact of the Auditor General’s reports and recommendations on improving governance, increasing public trust, and promoting effective decision-making within the public sector has also been discussed. The research methodology includes a combination of quantitative and analytical approaches to concrete actions by the Auditor General and the National Audit Office (NAO) in Kosovo. The paper identifies the main challenges and problems that affect the efficiency and effectiveness of public auditing, such as the lack of human and financial resources, political interference, non-implementation of audit recommendations, and the like. The paper concludes that the Auditor General plays an essential role in the exercise of control intending to improve the condition of the institutions and their employees as well as ensure transparency and accountability of the public administration in Kosovo, but it needs support and respect from the stakeholders to achieve its objectives. Our study aims to understand the impact of open government data (OGD) policy on firm performance and the moderating role of firm characteristics. The difference‐in‐difference model is used to analyze 10‐year panel data from 477 Chinese listed firms. The findings indicate that (a) OGD policy positively affects firm performance; (b) firm size positively moderates the relationship between OGD policy and firm performance; (c) R&D intensity nonlinearly moderates the relationship between OGD policy and firm performance; and (d) OGD policy significantly affects state‐owned firms. In today's era of regional autonomy, it is essential to achieve good governance, which is balanced with the use of information and communication technology, commonly referred to as e-government. The use of technology and information indirectly encourages the adoption of electronic-based service systems (e-Services) in government institutions. The development of e-services is a media innovation that supports the provision of excellent services for the community, particularly in rural areas. Furthermore, the development of more varied service features such as letter submissions, complaint services, village information, and administrative procedures is expected to accelerate and facilitate access for service users more efficiently and transparently. This study aims to 1) create a public service e-service design; 2) fulfill the wishes of the community in efficient and effective village government public services; 3) understand the transparency of the village government, which can be accessed digitally. 196. Hiding the Losses: Fiscal Transparency and the Performance of Government Portfolios of Financial Assets.

The widespread reliance on gross government debt and deficit/surplus as indicators of fiscal performance has too often neglected the role played by other important parts of a government's balance sheet including their portfolios of financial assets. Partial measures of net worth leaves an important gap in the empirical literature on financial performance and fiscal transparency. The purpose of this paper is to examine the role played by equity investments and their performance in secondary markets. The results suggest that the performance of government equity portfolios correlates strongly with fiscal transparency to the extent that fully transparent governments are expected to generate around 7 percent higher returns than fully opaque governments. We also find strong evidence of governments willingness to inject liquidity, via investing in equities, into other sectors of the economy during periods of financial crisis confirming governments' role as an 'investor of last resort'. Does trade openness systematically imply bigger governments, as proposed by Rodrik (Journal of Political Economy, 106, 997 and 1998)? This paper presents a novel and more refined explanation for when and why international trade may enlarge the public sector. We propose that trade openness is associated with bigger governments via the compensation pathway if i$$ (i) $$ the price volatility of a country's export basket is substantial andii$$ (ii) $$ the country is democratic. The first condition satisfies the prior that trade openness introduces uncertainty and external risk. The second condition ensures that the people's desire for greater economic security can be realised through government spending. Empirical evidence for 137 countries, that account for approximately 95% of world population, from 2000–2016 is consistent with this hypothesis. Exploring areas of public spending, we find intuitive patterns. Consistent with the compensation hypothesis, government spending on economic affairs and housing increases significantly with trade openness, whereas spending on education, health care, and the military is not affected. While various types of lobbying regulation continue to be devised in different political systems in the world, some questions remain relevant from both a scientific and practical point of view. How can we define a lobbying regulation? What are the principles and the practices that should be pursued by a policy of lobbying regulation? And what is the lobbyists' stance on this matter? We propose a wider definition of lobbying regulation, aiming to overcome the traditional exclusive attention to formal pieces of legislation dedicated to lobbyists and lobbying activities. We refer to the philosophies of open government and deliberative democracy to expand the view on the principles of lobbying regulations, pointing out the macro-dimensions that can be encompassed for a more fine-grained understanding of lobbying regulations, considering not only transparency (as commonly done by most analyses thus far), but also the (fair) equality of access of stakeholders to policymaking and the public accountability of policymakers. On the empirical plan, we test our conceptual framework through an analysis of the perspective of the professional lobbying consultancies enrolled in the lobbying register of the Italian Chamber of Deputies, using in-depth semi-structured video interviews to investigate how such specifically relevant players assess lobbying regulation, and what principles and rules/institutional practices are most significant in their view, finding strong support for measures that aim to pursue the other two principles pointed out beyond transparency.
