- Abstract
Strengthening CBRNE security in the European Union reduces the threat of and damage from CBRNE incidents. One of the main issues facing the EU security industry is its highly fragmented nature, exhibiting a lack of standardization and harmonised certification procedures. The need for standardised information exchange between competent authorities and international bodies regarding radiation measurements and data analysis has been recognised by several experts in response to Commission mandate M/487 for the establishment of European security standards. This report will suggest a way forward to develop protocols for more efficient cooperation between competent authorities and reachback centres at the national and international level. Not all EU Member States have the capabilities to process data provided by nuclear security instruments, and thus should consider instigating a coordinated capability yielding a more efficient and comprehensive approach in responding to future nuclear emergencies. This could be achieved by reachback centres across Europe (built upon existing national facilities and expertise) and would provide analysis services for alarm adjudication. Efficient data sharing and processing across EU Member States requires the use of standard data formats and protocols., JRC.G.5-Security technology assessment

G. T. Koldste et al. ; 10 pags. ; 14 figs. ; 4 tabs. ; PACS number(s): 23.40.Hc, 27.30.+t, A multihit capacity setup was used to study the decay of the dripline nucleus 31Ar, produced at the ISOLDE facility at CERN. A spectroscopic analysis of the β-delayed three-proton decay of 31Ar is presented for the first time together with a quantitative analysis of the β-delayed 2pγ decay. A new method for determination of the spin of low-lying levels in the βp daughter 30S using proton-proton angular correlations is presented and used to determine that the spin of the 5.2-MeV level is most likely 3+ with 4+ also possible. The half-life of 31Ar is found to be 15.1(3) ms. An improved analysis of the Fermi β strength including the β3p-decay mode gives a total measured branching ratio of 3.60(44)%, which is lower than the theoretical value found to be 4.24(43)%. Finally, a previously unidentified γ transition from the isobaric analog state in the decay of 33Ar has been found. © 2014 American Physical Society., This work was supported by the European Union Seventh Framework through ENSAR (Contract No. 262010). - Abstract
Recent developments of digital data acquisition systems allow real-time pre-processing of detector signals at a high count rate. These so-called pulse processing digitizers are powerful and versatile instruments offering techniques which are important for nuclear security, critical infrastructure protection, nuclear physics and radiation metrology. Certain aspects of digital data acquisition affect the performance of the total system in a critical way and therefore require special attention. This report presents a short introduction to digital data acquisition, followed by a discussion of the critical parameters which affect the performance in the lab and in the field. For some of the parameters, tests are proposed to assess the performance of digital data acquisition systems. Good practices are offered to guide the selection and evaluation of digital data acquisition systems. More general performance criteria which are not specifically related to digital data acquisition systems are discussed separately., JRC.D.4-Standards for Nuclear Safety, Security and Safeguards

The bound states of 12Be have been studied through a 11Be(d ,p)12Be transfer reaction experiment in inverse kinematics. A 2.8 MeV/u beam of 11Be was produced using the REX-ISOLDE facility at CERN. The outgoing protons were detected with the T-REX silicon detector array. The MINIBALL germanium array was used to detect gamma rays from the excited states in 12Be. The gamma-ray detection enabled a clear identification of the four known bound states in 12Be, and each of the states has been studied individually. Differential cross sections over a large angular range have been extracted. Spectroscopic factors for each of the states have been determined from distorted wave Born approximation (DWBA) calculations and have been compared to previous experimental and theoretical results. © 2013 American Physical Society., Spanish MICINN under Contracts No. FPA2010-17142 and No. FPA2012-34332.

A study of the Gamow-Teller strength distributions B(GT) in the beta decay of 78Sr and 76,78Rb has been made using a total absorption spectrometer (TAS). Following the success in deducing the sign of the deformation for 76Sr, a similar approach is adopted for 78Sr based on a comparison of the measured B(GT) with quasiparticle random-phase approximation calculations. This work confirms its previously expected prolate deformation in the ground state. Conclusions about the structure of the odd-odd 76,78Rb isotopes have been drawn based on their measured B(GT) distributions. © 2013 American Physical Society., This work was supported in part by the Spanish MEC under Grant No. FPA2005-03993 and Formación Profesorado Universitario Grant No. FPA2003-4041. 5 p.: gráf., A measurement of the final state distribution of the 8B decay, obtained by implanting a 8B beam in a double-sided silicon strip detector, is reported here. The present spectrum is consistent with a recent independent precise measurement performed by our collaboration at the IGISOL facility, Jyväskylä[O. S. Kirsebom et al., Phys. Rev. C 83, 065802 (2011)]. It shows discrepancies with previously measured spectra, leading to differences in the derived neutrino spectrum. Thanks to a low detection threshold, the neutrino spectrum is for the first time directly extracted from the measured final state distribution, thus avoiding the uncertainties related to the extrapolation of R-matrix fits. Combined with the IGISOL data, this leads to an improvement of the overall errors and the extension of the neutrino spectrum at high energy. The new unperturbed neutrino spectrum represents a benchmark for future measurements of the solar neutrino flux as a function of energy., Supported by FWO-Vlaanderen(Belgium), the IUAP-Belgian State Belgian Science Policy (BriX network P6/23), the Dutch FOM program 114 (TRI P), the European Union—Research Infrastructure Action under the FP6 ‘‘Structuring theEuropean Research Area’’ Program, and the Spanish projects FPA2009-07387, FPA2010-17142 and CSD2007-00042.

The inclusive breakup for the Li11+Pb208 reaction at energies around the Coulomb barrier has been measured for the first time. A sizable yield of Li9 following the Li11 dissociation has been observed, even at energies well below the Coulomb barrier. Using the first-order semiclassical perturbation theory of Coulomb excitation it is shown that the breakup probability data measured at small angles can be used to extract effective breakup energy as well as the slope of B(E1) distribution close to the threshold. Four-body continuum-discretized coupled-channels calculations, including both nuclear and Coulomb couplings between the target and projectile to all orders, reproduce the measured inclusive breakup cross sections and support the presence of a dipole resonance in the Li11 continuum at low excitation energy. © 2013 American Physical Society., This work has been partially supported by Spanish national projects FPA2009-08848, FPA2009-07387, FPA2010-22131-C02-01, and FPA2009-07653, and by the Consolider Ingenio 2010 Program CPAN (CSD2007- 00042).

The very neutron-rich oxygen isotopes 25O and 26O are investigated experimentally and theoretically. The unbound states are populated in an experiment performed at the R3B-LAND setup at GSI via proton-knockout reactions from 26F and 27F at relativistic energies around 442 and 414 MeV/nucleon, respectively. From the kinematically complete measurement of the decay into 24O plus one or two neutrons, the 25O ground-state energy and width are determined, and upper limits for the 26O ground-state energy and lifetime are extracted. In addition, the results provide indications for an excited state in 26O at around 4 MeV. The experimental findings are compared to theoretical shell-model calculations based on chiral two- and three-nucleon (3N) forces, including for the first time residual 3N forces, which are shown to be amplified as valence neutrons are added. © 2013 American Physical Society.

Nuclear Theory ,Nuclear Experiment - Abstract
In this paper details of the experimental procedure and data analysis of the collision of 11Be +64Zn around the Coulomb barrier are described and discussed in the framework of different theoretical approaches. In a previous work, the elastic scattering angular distribution of the collisions 9 ,10Be +64Zn as well as the angular distribution for the quasielastic scattering and transfer/breakup cross sections for the 11Be +64Zn reaction were briefly reported. The suppression of the quasielastic angular distribution in the Coulomb-nuclear interference angular region observed in the collision of the 11Be halo nucleus with respect to the other two beryllium isotopes was interpreted as being caused by a long-range absorption owing to the long decay length of the 11Be wave function. In this paper, new continuum-discretized coupled-channel calculations of the 11Be +64Zn reaction are reported in the attempt to interpret the effect of coupling with the breakup channels on the measured cross sections. The calculations show that the observed suppression of the Coulomb-nuclear interference peak is caused by a combined effect of Coulomb and nuclear couplings to the breakup channels., The authors wish to thank Dr. A. Bonaccorso, Professor A. Vitturi, and Professor G. Pollarolo for useful discussions. We report here our recent cross section measurements using the activation method in the region of E-CM=900-2800 keV, that aim to shed light on the discrepancies in the existing data and lead to a more accurate extrapolation of the S factor.

- Abstract
We report on a new cross-section measurement for the 3He(α, γ)7Be reaction at three medium energies of E c.m. between 1 and 3 MeV. The interest stems from the significant role played by the reaction in calculating an accurate solar neutrino flux and the primordial 7Li abundance. The energy dependence of the astrophysical S 34 factor observed in the present work, especially above 1 MeV, highlights the need to constrain theories in order to obtain a precise extrapolated value for S 34(0). In this context, a comparison with the recent theoretical work in a fully microscopic fermionic molecular dynamics approach and a few other representative calculations emphasize the need for further experimental as well as theoretical work to resolve the existing conflicts. ©2012 American Physical Society., Supported by the UK STFC and was partly financed by the Spanish Research Funding Agency CICYT under Project FPA2009-07387. Nuclear Theory ,Nuclear Experiment - Abstract
We report on the observation of α decay from a state in 10B at 11.48 MeV. The only observed decay branch is to the first T=1 state in 6Li at 3.56 MeV. The apparent absence of an α-decay branch to the (T=0) ground state in 6Li suggests that the 11.48-MeV state should be assigned isospin T=1. The spin and parity of the 11.48-MeV state could not be directly determined from the present study apart from J=0 being ruled out by the observed angular correlation. We conjecture that the 11.48-MeV state is the analog of the 10.15-MeV, (4 +) state in 10Be, constitutes the third member of a rotational band built on the 0 + state at 7.65 MeV, and has pronounced molecular structure. © 2012 American Physical Society., Support of the Spanish CICYT research Grant No. FPA2009-07387 and the MICINN Consolider Project No. CSD 2007-00042 as well as the support of the European Union VI Framework through RII3-EURONS/JRA4-DLEP (Contract No. 506065). Nuclear Experiment - Abstract
We have used the 10B(3He,p¿¿¿) reaction at 4.9 MeV and the 11B(3He,d¿¿¿) reaction at 8.5 MeV to determine the energy, width, and decay mechanism of resonances in 12C above the triple-¿ threshold up to 21 MeV in excitation energy. Comparison with various models has allowed us to estimate the degree of clustering of the states studied. © 2012 American Physical Society., Support by the Spanish Research Grant FPA2009-07387 and Consolider Project CSD2007-00042, by the European Union Sixth Framework through RII3- EURONS/ JRA4-DLEP (Contract No. 506065). 6 pags., 5 figs. -- XII International Symposium on Nuclei in the Cosmos, August 5-12, 2012, Cairns, Australia, By the Coulomb breakup of 17Ne, the time-reversed reaction 15O(2p, γ) 17Ne has been studied. This reaction might play an important role in the rp process, as a break-out reaction of the hot CNO cycle. The secondary 17Ne ion beam with an energy of 500 MeV/nucleon has been dissociated in a Pb target. The reaction products have been detected with the LAND-R3B experimental setup at GSI. The preliminary differential and integral Coulomb dissociation cross section σCoul has been determined, which then will be converted into a photo-absorption cross section σphoto, and a two-proton radiative capture cross section σcap. Additionally, information about the structure of the 17Ne, a potential two-proton halo nucleus, will be received. The analysis is in progress., This project was supported by the German Federal Ministry for Education and Research (BMBF), EU(EURONS), EMMI-GSI, and HIC for FAIR

8 páginas, 8 figuras.-- et al., Experimental results of the elastic scattering of 6He on 208Pb at ELAB=22 MeV, measured at the CRC facility (Louvain-la-Neuve, Belgium), are presented, including results on the 4He production channel. These data were taken with full angular coverage and high angular resolution. Both experimental cross sections are compared with continuum discretized coupled channels and distorted-wave Born approximation calculations, where direct breakup and transfer to the continuum processes are considered. The elastic data confirm the absence of the Coulomb rainbow, while the distribution of α particles indicates that such production is mostly generated by transfer to the continuum., This work has been supported by the Spanish MICINN under projects FPA2005-04460, FPA200502379, FPA2006-13807-c02-01, FPA2007-63074, FPA2009-07653, FPA2009- 07387 and FPA2010 22131-C02-01, by the Junta de Andalucía project FQM-4964, by the Spanish Consolider-Ingenio 2010 Programme CPAN (CSD2007-00042) and Programme Multi-Dark (CSD2009-00064), by the European Community-Access to Research Infrastructure action of the Improving Human Potential Program Contract, No. HPRI-CT-1999-00110, and by the Belgian Program P5/07 on interuniversity attraction poles of the Belgian-state Federal Services for Scientific, Technical and Cultural Affairs. 12 páginas, 9 figuras, 3 tablas.-- et al., The reaction 8Li + 2H has been studied in inverse kinematics at the incident energy of 3.15 MeV/nucleon, using the REX-ISOLDE post-accelerator. The reaction channels corresponding to (d,p), (d,d), and (d,t) reactions populating ground states and low-lying excited states in 7 -9Li have been identified and the related angular distributions extracted and compared with coupled-channels, distorted-wave Born approximation (DWBA), and coupled-reaction-channels calculations. For the inelastic and (d,t) channels we find that higher order effects are very important and hence one needs to go beyond the simple DWBA to extract reliable structure information from these processes. © 2011 American Physical Society., The financial support of the Swedish Research Council for this work under Grant No. 2008-4158 is gratefully acknowledged, as well as support by the Lars Hierta Memorial Foundation. - Abstract
In this work we have studied the break‐up of 12C following the reactions 10B(3He,pααα) and 11B(3He,dααα). The study was performed at the 5 MV tandem in Madrid. The break‐up gives us information on excited states in 12C from the famous Hoyle state up to an energy of almost 18 MeV. Using a highly segmented experimental set‐up the simultaneous detection of the three alpha particles in coincidence with a proton or deuteron respectively made possible a full kinematic reconstruction of the break‐up. On the basis of the energies of the 3 α particles and their angular correlations it has been possible to determine the spin and parity of states for cases in which the assignment has been doubtful. Some of these levels will also de‐excite via electromagnetic emission. The comparison between the energy of proton that populate a state of 12C and the sum of the energies of the 3α emitted from the same state makes possible to determine the presence of electromagnetic disintegration (γ) to lower states within 12C followed by the 3α break‐up. © 2011 American Institute of Physics

- Abstract
Accurate measurements of the B8 neutrino spectrum are important for the interpretation of solar neutrino data. Experimentally, the B8 neutrino spectrum can be obtained from the measurement of the β-delayed α spectrum. We report on an α-α coincidence measurement performed at the IGISOL facility in Jyväskylä, Finland. Our measurement allows extensive cross-checks to be performed and gives a more intense neutrino spectrum at high energies compared to the present standard. The deviation reaches 4% at the end point of the spectrum. Below 11 MeV, the deviation is less than 1%. © 2011 American Physical Society., This work has been supported by the EU 6th Framework Programme “Integrating Infrastructure Initiative— Transnational Access,” Contract No. 506065 (EURONS, JRAs TRAPSPEC and DLEP), by the Academy of Finland under the Finnish Centre of Excellence Programme 2006-2011 (Project No. 213503, Nuclear and Accelerator Based Physics Programme at JYFL), by the Nordic Infrastructure Project (NordForsk Project No. 070315), and by the Spanish Funding Agency MICINN (Contract No. FPA2009-07387).

Nuclear Experiment - Abstract
Elastic scattering and direct reactions have been studied for the collisions induced by the three Beryllium isotopes 9,10,11Be, on a medium mass 64Zn target at energies around the Coulomb barrier. The elastic scattering angular distributions, measured for the three systems at the same center of mass energy, were analyzed within the Optical Model and reaction cross-sections were deduced from optical model calculations. For the 11Be induced reaction the transfer/break-up angular distribution was also extracted.

- Abstract
One-neutron knockout data for N18-22 are analyzed in the eikonal approximation of the Glauber model. The role of the s-d shell and the crossing of the N=14 neutron subshell are discussed. Of particular interest is the nucleus N22, where the knockout data provide a sensitive experimental test for a possible halo structure of its ground state. The observation of a narrow momentum distribution of the N21 fragments, together with an essential 1s 1/2 contribution needed to describe the observed longitudinal- momentum distribution, allow the firm conclusion that the ground state of N22 is a well-developed nuclear halo. The results also show that the N=14 subshell in N22 is somewhat reduced as compared to that of O23. © 2011 American Physical Society., This work was supported by: GSI, via Hochschulzusammenarbeitsvereinbarungen under Contracts No. DA RICK, No. OF ELZ, and No. MZ KRAK; German BMBF; the DFG Cluster of Excellence, Origin and Structure of the Universe; FBR under Contract No. 08-02-012244; EC under Contract No. ERBCHGE-CT92-003; Ministerio de Ciencia e Innovacion under Project No. FPA2009-14604-602-01; ´ Ministerio de Educacion under Grant No. FPU-AP2005-3308, ´ and the Galician Conseller´ıa de Educacion e Ordenaci ´ on´ Universitaria, Consolidacion e Estructuraci ´ on de Unidades ´ Competitivas 2010/57.

- Abstract
The beta decay of Pb-192,Pb-190 has been studied using the total absorption technique at the ISOLDE (CERN) facility. The beta-decay strength deduced from the measurements, combined with QRPA theoretical calculations, allow us to infer that the ground states of the Pb-192,Pb-190 isotopes are spherical. These results represent the first application of the shape determination method using the total absorption technique for heavy nuclei and in a region where there is considerable interest in nuclear shapes and shape effects. - Abstract
We present a detailed analysis of the elastic scattering and breakup channel for the reaction of Li11 on Pb208 at incident laboratory energies of 24.3 and 29.8 MeV, measured at the radioactive ion beam facility of TRIUMF, in Vancouver, Canada. A large yield of Li9 fragments was detected by four charged particle telescopes in a wide angular range. The experimental angular and energy distributions of these Li9 fragments have been compared to coupled-reaction-channel and continuum-discretized coupled-channel calculations. The large production of Li9 fragments at small angles can be explained by considering a direct breakup mechanism, while at medium-large angles a competition between direct breakup and neutron transfer to the continuum of the Pb208 target was observed.

- Abstract
The beta decay of the N = Z nucleus Kr-72 has been studied with the total absorption spectroscopy technique at ISOLDE (CERN). A total B(GT) = 0.79(4)g(A)(2)/4 pi has been found up to an excitation energy of 2.7 MeV. The B(GT) distribution obtained is compared with predictions from state-of-the-art theoretical calculations to learn about the ground state deformation of Kr-72. Although a dominant oblate deformation is suggested by direct comparison with quasiparticle random phase approximation (QRPA) calculations, beyond-mean-field and shell-model calculations favor a large oblate-prolate mixing in the ground state. - Abstract
In a proof-of-principle measurement, the Maya active target detector was employed for a 12C(p, p) resonant elastic scattering experiment in inverse kinematics. The excitation energy region from 0 to 3MeV above the proton breakup threshold in 13N was investigated in a single measurement. By using the capability of the detector to localize the reaction vertex and record the tracks of the recoiling protons, data covering a large solid angle could be utilized, at the same time keeping an energy resolution comparable with that of direct-kinematics measurements. The excitation spectrum in 13N was fitted using the R-matrix formalism. The level parameters extracted are in good agreement with previous studies. The active target proved its potential for the study of resonant elastic scattering in inverse kinematics with radioactive beams, when detection efficiency is of primary importance.

37 diapositivas.-- Master Oficial en Tecnología e Instrumentación Nuclear., I have discussed different methods to produce and study radioactive nuclei. The different methods are complementary and lets us to study the nuclear system at different energies. Our goal is to obtain more and more precise data in order to test and improve upon the theoretical models with the fin to be able to make better predictions of nuclei and systems we cannot yet produce. 12C the bases of life and our mass reference can also be an exotic nuclei!

The proton-rich nucleus Ar33 has been studied by detailed proton and γ-ray spectroscopy at the low-energy facility of SPIRAL at GANIL. Proton and γ-ray singles and coincidence measurements allowed to establish a quasicomplete decay scheme of this nucleus. By comparing the proton intensity to different daughter states, tentative spin assignments have been made for some of the states of Cl33. The Gamow-Teller strength distribution is deduced and compared to shell-model calculations and a quenching factor is determined. States close to the isobaric analog state are searched for with respect to isospin mixing. © 2010 The American Physical Society., This work was partly funded by the Conseil régional d’Aquitaine and the EU through the Human Capital and Mobility program. - Abstract
The β decays of N12 and B12 have been studied at KVI and JYFL to resolve the composition of the broad and interfering 0+ and 2 + strengths in the triple-α continuum. For the first time a complete treatment of 3α decay is presented including all major breakup channels. A multilevel, many-channel R-matrix formalism has been developed for the complete description of the breakup in combination with the recently published separate analysis of angular correlations. We find that, in addition to the Hoyle state at 7.65 MeV, more than one 0+ and 2+ state is needed to reproduce the spectra. Broad 03+ and 22+ states are found between 10.5 and 12 MeV in this work. The presence of β strength up to the N12 Q-value window suggests the presence of additional 0+ and 2 + components in the C12 structure at energies above 12.7 MeV. © 2010 The American Physical Society., Supported by the Academy of Finland (Project No. 44875), by the Spanish Agency CICYT (Nos.
