Despite many victories in the civil rights arena, increasing numbers of black elected officials and more tolerant attitudes on the part of whites in recent decades, racial disparities persist in many critical economic indicators, particularly in urban areas. Structural changes in the U.S. economy and the response on the part of private capital to declining profits have dramatically altered the context in which racial disparities are generated. A critical analysis of traditional explanations for racially based, labor-market inequalities and empirical evidence from selected employee-owned businesses demonstrate the importance of more democratically organized economic institutions in reducing racial inequality, and suggest important policy implications for achieving greater racial inequality during an age of deindustrialization of the American economy and the nation's cities. For an urban policy to effectively address the problem of racial inequality in cities, it must confront the changing political economy of the postwar years by complementing traditional liberal civil rights remedies with tactics that will inject more democratic participation in economic institutions.
