電信資費管制主要可分為管制業者間通訊服務之「批發價格管制」及提供消費者電信服務之「零售價格管制」兩大類。其中「批發價格管制」係自維持產業競爭公平性為中心，管制目的在於防杜市場主導業者有濫用其顯著市場力量而限制市場競爭之行為。「零售價格管制」之主要目的在於，在電信市場處於獨占或缺乏競爭的時候，避免資費訂價過高，以獲取不合理的獨占利益。 我國電信事業主管機關NCC 基於通訊傳播產業匯流趨勢而著手草擬 「通訊傳播管理法草案」，當為檢視具爭議之電信價格管制措施的適當時機。本文擬自管制目的為出發，並參考國外管制經驗後，對我國現行法規及「通訊傳播管理法」中對於電信價格管制之政策進行檢視與建議。 Price regulation in the telecommunications industry can be divided into two categories－“wholesale price control” and “retail price control”. By wholesale price control, it forces dominant telecommunications carriers to set a wholesale price for providing telecommunications services to other telecommunications carriers. Retail price control requires, where there is a monopoly or a lack of effective competition in the market, certain telecommunications carriers to set reasonable and affordable prices to their ultimate consumers. In the light of the rising trend of convergence in communications sectors, Taiwan’s National Communications Commission (NCC) has finalized the draft of “Communications Regulatory Act” in 2008. By looking upon the regulatory policy and schemes of price regulation in the U.K. and U.S., the article offers some significant reflections of price regulatory reform as well as some comments with respect to pricing provisions in the new Draft.

Economist and social analyst, researcher and economics professor at Harvard University, Galbraith has been considered by many analysts as “the last American Institutionalist”. His work stands as testimony for an internal kneading of a man with distinguished moral and professional carriage which wholly understood the fate of an intellectual, being in society service and trying to correct its excesses, to find solutions to the problems that society encounters.

This study was conducted to examine the trends in wholesale prices of onion and potato in the major markets (Lahore, Hyderabad, Peshawar and Quetta) of Pakistan. Time series data about annual average wholesale prices of onion and potato were collected from 1981-82 to 2011-2012. Major findings of the study revealed that wholesale prices of onion and potato were increased with time. Results revealed that wholesale prices of onion in major markets namely Lahore, Hyderabad, Peshawar and Quetta were increased @ 8.97%, 8.82%, 8.53% and 8.88% per annum, respectively. Similarly, those of potato were increased @ 8.42%, in Lahore; 7.73%, Hyderabad; 8.21%, Peshawar and 7.58%, Quetta market. The increasing prices of these two essential household items will be difficult to manage by the consumers. Hence, the government has to make some measures, rules and regulations regarding control of prices. [ABSTRACT FROM AUTHOR]
