This paper is a reflection on the nature of scientific knowledge production. Being a human process, its characteristics are particularly complex and difficult to establish with standard procedures. Despite the differences between disciplines, the research processes always includes the common application of the scientific method to obtain results in the form of data and publications. In this article the life cycle model of research objects is reviewed. To be understood, data need to be contextualized, something that is difficult if the necessary information is not added at the time they are produced. Electronic laboratory notebooks (ELN), such as LabArchives, LabGuru, and ROHub, have begun to appear in academic settings to facilitate comprehensive knowledge management. It is recommended that ELN systems are used to guarantee research data preservation.

This article is a summary of the different pathways to publish research data, of metrics for evaluating publishing and reuse, and of the existing services for measuring the reuse of research data. It is not yet possible to accurately analyze the metrics for open research data and this is one of the reasons why, in general, researchers do not include them in the assessment of their work. In order to further the use of these tools, it is necessary to increase the number of studies about these evaluation metrics.

We offer some thoughts on the need for the field of open data to evolve from the production to exploitation stage. We detail the process of generating a simple display: knowledge of sources and data extraction, local analysis or in the cloud, and using the tools needed to present the data. Information is offered on free tools readily available on the Net that an information specialist should know. Finally, knowledge acquisition in the field of data is reinterpreted, and illustrated with an example, London: the information capital, that provides advanced visualizations based on open data.

This paper studies how public statistical data are becoming open in the catalogs of Spain’s central and regional governments. It starts with the hypothesis that documentary treatment is insufficient, especially if we consider that statistics are particularly relevant in the open data world. This paper examines three issues regarding official statistics: what meets the requirements required of open data, how data can be found in the catalogs, and whether they can be properly understood ahead of reuse. These three aspects involvedefining open data and public statistics, considering whether it is possible to identify the statistical information in the portals, and finally determining if the documentary treatment allows reuse with guarantees. The results show a wide disparity, both in the form of designating the statistical information (findability) and how to offer it (accessibility). Therefore, a portal can increase data dispersion when they are recovered. Furthermore, only some portals describe datasets so that they are readily intelligible. We conclude with the need to concentrate efforts or at least coordinate actions with respect to the supply of open data in Spain.

Is it possible an open science if research data are not shared? Our intervention reflects on this question. Researchers, funding agencies, libraries, etc. agents are involved in this process. Each has certain interests and certain roles that determine how science is opening and society as a whole. Also review progress on access to data and tools that are available right now.

The sharing of research data is a hot topic at the international level, especially due to the development of e-science, based on collaborative working methods that use technology in an intensive manner. The amount of digital data and of its sharing is growing fast, and a lack of proper management could limit the potential benefits to stakeholders (researchers, governments and public funding agencies, research managers and libraries, and finally the publishing sector). The aim of this review is first to place the sharing of electronic research data in the context of its appearance and of open environments; secondly, it describes the life cycle model of data preservation; finally, it describes several initiatives dealing with methodologies and technologies. In parallel, international developments and highlights needs that exist in Spain are described.

To associate research data to the published results favors their reuse by the scientific community, but this does not afford sufficient guarantees of preservation. To store them in databases solves this contingency and provides visibility, but in Spain there are not many services of this kind. For this reason, we describe, evaluate and discuss the pros and cons of foreign multidisciplinary data repositories that can be useful for researchers and information managers: Dryad, Figshare, Zenodo and Dataverse. It is still early to choose optimally and definitively one or the other application, so we conclude with recommendations to guide the user community and intermediaries.

El objetivo es además dotar de mayor visibilidad y servicios a los resultados de la investigación y de la producción científica española. En el marco de este proyecto en 2012 se puso en marcha un grupo de trabajo cuyo objetivo fue el estudio del panorama general de la gestión de los datos científicos de investigación y su uso en el ámbito de los repositorios. Fruto de este estudio es el presente informe, donde se reflejan todos los aspectos importantes que intervienen en la gestión de los datos, desde su definición, tipos de datos, actores implicados y buenas prácticas para la gestión y un panorama general de la situación en España.

This work provides an overview of a Spanish survey on research data, which was carried out within the framework of the project Datasea at the beginning of 2015. It is covered by the objectives of sustainable development (goal 9) to support the research. The purpose of the study was to identify the habits and current experiences of Spanish researchers in the health sciences in relation to the management and sharing of raw research data. Method: An electronic questionnaire composed of 40 questions divided into three blocks was designed. The three Section s contained questions on the following aspects: (A) personal information; (B) creation and reuse of data; and (C) preservation of data. The questionnaire was sent by email to a list of universities in Spain to be distributed among their researchers and professors. A total of 1063 researchers completed the questionnaire. More than half of the respondents (54.9%) lacked a data management plan; nearly a quarter had storage systems for the research group; 81.5% used personal computers to store data; “Contact with colleagues” was the most frequent means used to locate and access other researchers’ data; and nearly 60% of researchers stated their data were available to the research group and collaborating colleagues. The main fears about sharing were legal questions (47.9%), misuse or interpretation of data (42.7%), and loss of authorship (28.7%). The results allow us to understand the state of data sharing among Spanish researchers and can serve as a basis to identify the needs of researchers to share data, optimize existing infrastructure, and promote data sharing among those who do not practice it yet.

The reuse of data by public administration in Spain is growing significantly thanks to Plan Avanza 2. But the growth rate is not the same in the case of cultural institutions. The three key issues that delay the release of cultural data are described: the need for adequate metrics for measuring the business generated when data become open, the possibility of losing the attribution, and potential income loss. The most emblematic cultural data release projects are described, and the problems they have faced are identified.

International audience

We show the first steps of the initiatives Open data and Linked open data as sources of innovation in the field of information management. As the Open Access movement (OA) and the Open Archives Initiative (OAI) implied some years ago, these two initiatives constitute a shock that reverberated in technological innovation and the structure of the Web. We present a global overview of open data and national projects related to government data. Four Spanish local or regional administrations have already begun to release their data: in chronological order, Asturias, Euskadi, Zaragoza and Catalonia. In the case of Linked open data we also provide a global picture, with 203 registered projects. We describe in more detail the work that the W3C is currently carrying out in the field of libraries. Finally we present the consecuences these new developments can have for librarianship and information science.

Open government is a form of permanent open communication between the administration and citizens, based on transparency from the administration, working with civil society and business. We present one of the key points that are being used to achieve this objective of participation: the open data movement. In Europe, its origins lie in the issuance of Directive 2003/98/EC of the European Parliament and the Council on access to and reuse of public sector information. Open data projects described here provide access to government data according to the recommendations of the W3C . The structure and open format allows data to be reused to provide new services to citizens and businesses. Numerous projects and visualization applications have been developed that realize the potential of this movement. The situation in Spain is emerging and even in a short period of time many initiatives are maturing. This offers us the opportunity to ask what role information managers will take on in this new scenario.

Las bibliotecas universitarias pueden complementar sus servicios y colecciones con otras que estén sirviendo sus metadatos de forma interoperable. En esto, el protocolo OAI-PMH -Open Archives Initiative-Protocol for Metadata Harvesting- juega un papel clave, pues al referirse a información científica, se ha extendido en el sector bibliotecario con gran solidez. Además, este protocolo se está aplicando a otro tipo de materiales para los que no fue concebido en un principio, por ejemplo a fondos de fotografía susceptible de ser difundida en libre acceso, como la patrimonial. Presentamos este tipo de material gráfico como complementario a las colecciones universitarias. Complementario al tiempo que sustancial puesto que se trata de un material con interés para amplios sectores de la investigación y de la sociedad: historiadores, antropólogos, artistas plásticos, fotógrafos, y también editores, periodistas, etc. Reseñamos este tipo de intereses por nuestra propia experiencia, ya que desde 2007 la Universidad Politécnica de Valencia participa en un proyecto conjunto con el Fondo Fotográfico Universidad de Navarra. Este proyecto, Fotografía sobre España en el siglo XIX http://coleccionfff.unav.es/bvunav -parcialmente financiado por el Ministerio de Cultura-SubDirección General de Coordinación Bibliotecaria- ha creado con los contenidos de esa colección un repositorio compatible con OAI. El objetivo de este poster es dar cuenta de este proyecto concreto, que expone exclusivamente metadatos de una colección de indudable interés sobre España. De forma adicional, se presentan también las investigaciones que ha suscitado acerca de las colecciones fotográficas en España y fuera de nuestro país. En el transcurso del proyecto y buscando formas de colaboración con instituciones de la memoria como bibliotecas, archivos o museos, se ha detectado que son materiales invisibles en numerosas ocasiones. Por ello, el poster muestra los resultados más relevantes de la investigación y también la situación con respecto a Europeana, en la que contribuimos gracias a la colaboración con el Ministerio. La interoperabilidad, que permite reunir metadatos procedentes de varias fuentes, es una herramienta poderosa en manos de las bibliotecas universitarias, con proyectos digitales mucho más avanzados que han de plantearse un paso más hacia servicios innovadores en la visualización de los datos. Y en ello esperamos que nuestro humilde proyecto tenga una buena acogida.

This paper discusses the current state of computerization of health information in Spain, where the priorities include the establishment of an electronic medical record that integrates all information about patients, makes it universally accessible and ensures the ethical use and confidentiality of the information as well as the privacy of individuals. To implement this change, it is imperative to combine the existing information systems of different health areas that perform in isolation. Although the Spanish government has launched an online health project to achieve this goal, there are still difficulties due to the lack of resources and infrastructure and a few barriers between the Spanish autonomous communities that must be overcome.

Aquest treball ofereix una imatge de la freqüència de càrrega dels documents en els dipòsits i del volum final d'aquests. D'aquesta manera intentem oferir a les persones involucrades en la promoció unes pautes de comportament que poden guiar les seves decisions finals. El principal objectiu és analitzar estadísticament la quantitat de documents que es carreguen en els dipòsits centrals (CR) i institucionals (IR). Este trabajo ofrece una imagen de la frecuencia de carga de los documentos en los repositorios y del volumen final de éstos. De esta manera tratamos de ofrecer a las personas involucradas en la promoción unas pautas de comportamiento que pueden guiar sus decisiones finales. El principal objetivo es analizar estadísticamente la cantidad de documentos que se cargan en los repositorios centrales (CR) e institucionales (IR). This paper presents a picture of the frequency of loading documents in the repositories and the final volume of these documents. This way we aim to offer people involved in the promotion the behaviour patterns that can guide their final decisions. The main objective is to analyze statistically the number of documents loaded into the central repositories (CR) and the institutional repositories (IR).

An interview with Karen Spence, assistant director of Information Systems, Office of Scientific and Technical Information (OSTI), United States Department of Energy, describes the major OSTI databases, repositories and scientific and technical information co-operation projects (especially on energy and environment).

Access to a civil service career as a professor in a public university is subject to an accreditation process controlled by Aneca. Aneca’s Academia web system became available on January 15, 2008, to centralize all the accreditation data. This note examines some aspects related to the evaluation of university teaching, and about the usefulness of documentation.

A paradigm shift is taking place in cataloguing codes. After the massive success of simple information retrieval systems like Google, some cataloguers are calling for a simplification of document descriptions. Coyle and Hillmann criticize the AACR update because of the excessive weight given to library traditions in the work that is underway.

Our society is increasingly interconnected through multiple types of networks, and humankind is changing their habits accordingly, adapting to the use of new technologies. We explore the psycho-social characteristics that determine people’s behavior through the communication channels. We discuss some structures of networking in the field of Library and Information Science: mailing lists, directories, etc. We conclude that the work of the information professional fits perfectly in the current wave 2.0 of information sharing.

The more structured is a scientific system and the greater the degree of integration of its entities the more efficient is its management. Curricula vitae (CV) of researchers are documents that collect data on individuals, institutions and works, and seen as a whole, are a potential source of inside information about the scientific activity of a country. But if they are not stored properly it is not possible to use this knowledge to conduct studies on them. Moreover, the absence of a single standardized CV requires the researchers to fill in multiple versions along their professional practice. The Spanish Foundation for Science and Technology (Fecyt), together with the entities belonging to the Spanish system of science, technology and enterprises (Secte), have initiated the project Standard Curriculum Vitae. This article describes its operation and underlines the benefits of its implementation.

Maria-Antonia Carrato-Mena es subdirectora general de coordinación bibliotecaria del Ministerio de Cultura desde 2005. La Subdirección es responsable del desarrollo y la coordinación del sistema bibliotecario español, del Catálogo colectivo del patrimonio bibliográfico y de relaciones internacionales en materia de bibliotecas. Previamente se ocupó en la Comunidad de Madrid de la creación de infraestructuras y servicios bibliotecarios, y desempeñó diferentes puestos en la Biblioteca Nacional. Es miembro del comité ejecutivo de Naple (National Authorities on Public Libraries in Europe), preside el Foro Iberoamericano de Responsables Nacionales de Bibliotecas Públicas y forma parte del proyecto ED-Local de la Biblioteca Digital Europea.

This poster studies the current state of the development of OAI repositories in Spain, Portugal and Latin America with two objectives: -First, to provide a map of the status of all kinds of initiatives OAI; -Second, deepening the search for indicators to measure the data distribution efficiency. Spain, Portugal and Latin America are united by historical, cultural and linguistic ties which make possible to carry out a unique study about OAI. There are relationships between the professional communities which go beyond the simple geographical proximity. Nevertheless the fact that there is no record of the OAI projects it Latin America makes it quite difficult to locate them and to evaluate the open access movement penetration in these geographical areas.

The proliferation of new communication technologies and the numerous websites that provide health information are a source of unimaginable new possibilities for improving health information and care due to their interactivity, ability to customize relationships with users, and ease of content publishing and updates. However, the particular sensitivity of health information for the health and lives of individuals may pose risks that must be foreseen and curbed. In its third edition, the Jornada Medes analyzes the evolution of the dissemination of scientific knowledge through new technologies. The meeting addressed the process of transforming the printed journal to the electronic one and the various ways in which this process happens. How new technologies are applied to complex editorial processess, and the respective advantages and disadvantages, were examined.

Standardization is essential for proper transfer, storage and recovery of information. Standardization affects all aspects of information usage, and not only for professionals in information processing. The most prominent aspects of professional practice in this field are adressed, including the IraLIS solution for citing Spanish authors with multiple surnames. There is a need for Spanish scientific authors to be aware that taking these actions will improve the visibility of their work in international citation resources.

The current poster approaches the situation of the development of repositories that use the Open Archives Initiative (OAI) protocol for data collection. This work studies the current state of their implantation in Spain. In order to do so, the existing projects in the official records have been studied using a methodology beyond the existing records of repositories.
