GRB060505 and GRB060614 are nearby long-duration gamma-ray bursts (LGRBs) without accompanying supernovae (SNe) down to very strict limits. They thereby challenge the conventional LGRB-SN connection and naturally give rise to the question: are there other peculiar features in their afterglows which would help shed light on their progenitors? To answer this question, we combine new observational data with published data and investigate the multi-band temporal and spectral properties of the two afterglows. We find that both afterglows can be well interpreted within the framework of the jetted standard external shock wave model, and that the afterglow parameters for both bursts fall well within the range observed for other LGRBs. Hence, from the properties of the afterglows there is nothing to suggest that these bursts should have another progenitor than other LGRBs. Recently, Swift-discovered GRB080503 also has the spike + tail structure during its prompt gamma-ray emission seemingly similar to GRB060614. We analyse the prompt emission of this burst and find that this GRB is actually a hard-spike + hard-tail burst with a spectral lag of 0.8$\pm$0.4 s during its tail emission. Thus, the properties of the prompt emission of GRB060614 and GRB080503 are clearly different, motivating further thinking of GRB classification. Finally we note that, whereas the progenitor of the two SN-less bursts remains uncertain, the core-collapse origin for the SN-less bursts would be quite certain if a wind-like environment can be observationally established, e.g, from an optical decay faster than the X-ray decay in the afterglow's slow cooling phase., Comment: 15 pages, 7 figures, 4 tables, ApJ in press; added Fig. 7 of the lag-luminosity relation

A dust scattering model was recently proposed to explain the shallow X-ray decay (plateau) observed prevalently in Gamma-Ray Burst (GRB) early afterglows. In this model the plateau is the scattered prompt X-ray emission by the dust located close (about 10 to a few hundred pc) to the GRB site. In this paper we carefully investigate the model and find that the scattered emission undergoes strong spectral softening with time, due to the model's essential ingredient that harder X-ray photons have smaller scattering angle thus arrive earlier, while softer photons suffer larger angle scattering and arrive later. The model predicts a significant change, i.e., $\Delta \b \sim 2 - 3$, in the X-ray spectral index from the beginning of the plateau toward the end of the plateau, while the observed data shows close to zero softening during the plateau and the plateau-to-normal transition phase. The scattering model predicts a big difference between the harder X-ray light curve and the softer X-ray light curve, i.e., the plateau in harder X-rays ends much earlier than in softer X-rays. This feature is not seen in the data. The large scattering optical depths of the dust required by the model imply strong extinction in optical, $A_V \gtrsim $ 10, which contradicts current findings of $A_V= 0.1 - 0.7$ from optical and X-ray afterglow observations. We present the discovery of PSR J1410-6132, a 50-ms pulsar found during a high-frequency survey of the Galactic plane, using a 7-beam 6.3-GHz receiver on the 64-m Parkes radio telescope. The pulsar lies within the error box of the unidentified EGRET source 3EG J1410-6147, has a characteristic age of 26 kyr and a spin-down energy of 10^37 erg s^-1. It has a very high dispersion measure of 960+/-10 cm^-3 pc and the largest rotation measure of any pulsar, RM=+2400 +/- 30 rad m^-2. The pulsar is very scatter-broadened at frequencies of 1.4 GHz and below, making pulsed emission almost impossible to detect. Assuming a distance of 15 kpc, the pulsar's spin-down energy and a gamma-ray efficiency factor of ~10 per cent is sufficient to power the gamma-ray source. We therefore believe we have identified the nature of 3EG J1410-6147. This new discovery suggests that deep targeted high-frequency surveys of inner-galaxy EGRET sources could uncover further young, energetic pulsars., Comment: Accepted for publication in MNRAS

Long duration gamma-ray bursts (GRBs) release copious amounts of energy across the entire electromagnetic spectrum, and so provide a window into the process of black hole formation from the collapse of a massive star. Over the last forty years, our understanding of the GRB phenomenon has progressed dramatically; nevertheless, fortuitous circumstances occasionally arise that provide access to a regime not yet probed. GRB 080319B presented such an opportunity, with extraordinarily bright prompt optical emission that peaked at a visual magnitude of 5.3, making it briefly visible with the naked eye. It was captured in exquisite detail by wide-field telescopes, imaging the burst location from before the time of the explosion. The combination of these unique optical data with simultaneous gamma-ray observations provides powerful diagnostics of the detailed physics of this explosion within seconds of its formation. Here we show that the prompt optical and gamma-ray emissions from this event likely arise from different spectral components within the same physical region located at a large distance from the source, implying an extremely relativistic outflow. The chromatic behaviour of the broadband afterglow is consistent with viewing the GRB down the very narrow inner core of a two-component jet that is expanding into a wind-like environment consistent with the massive star origin of long GRBs. We present a detailed study of the prompt and afterglow emission from Swift GRB 061126 using BAT, XRT, UVOT data and multi-color optical imaging from ten ground-based telescopes. GRB 061126 was a long burst (T_90=191 s) with four overlapping peaks in its gamma-ray light curve. The X-ray afterglow, observed from 26 min to 20 days after the burst, shows a simple power-law decay with alpha_X=1.290 \pm 0.008. Optical observations presented here cover the time range from 258 s (Faulkes Telescope North) to 15 days (Gemini North) after the burst; the decay rate of the optical afterglow shows a steep-to-shallow transition (from alpha_1=1.48 \pm 0.06 to alpha_2=0.88 \pm 0.03) approximately 13 min after the burst. We suggest the early, steep component is due to a reverse shock and show that the magnetic energy density in the ejecta, expressed as a fraction of the equipartion value, is a few ten times larger than in the forward shock in the early afterglow phase. The ejecta might be endowed with primordial magnetic fields at the central engine. The optical light curve implies a late-time break at about 1.5 days after the burst, while there is no evidence of the simultaneous break in the X-ray light curve. We model the broad band emission and show that some afterglow characteristics (the steeper decay in X-ray and the shallow spectral index from optical to X-ray) are difficult to explain in the framework of the standard fireball model. This might imply that the X-ray afterglow is due to an additional emission process, such as late time central engine activity rather than blast-wave shock emission. We present a multiwavelength analysis of 63 Gamma-Ray Bursts observed with the world's three largest robotic optical telescopes, the Liverpool and Faulkes Telescopes (North and South). Optical emission was detected for 24 GRBs with brightnesses ranging from R = 10 to 22 mag in the first 10 minutes after the burst. By comparing optical and X-ray light curves from t = 100 to about 10^6 seconds, we introduce four main classes, defined by the presence or absence of temporal breaks at optical and/or X-ray wavelengths. While 15/24 GRBs can be modelled with the forward-shock model, explanation of the remaining nine is very challenging in the standard framework even with the introduction of energy injection or an ambient density gradient. Early X-ray afterglows, even segments of light curves described by a power-law, may be due to additional emission from the central engine. 39 GRBs in our sample were not detected and have deep upper limits (R < 22 mag) at early time. Of these, only ten were identified by other facilities, primarily at near infrared wavelengths, resulting in a dark burst fraction of about 50%. Additional emission in the early time X-ray afterglow due to late-time central engine activity may also explain some dark bursts by making the bursts brighter than expected in the X-ray band compared to the optical band., Comment: 51 pages, 9 figures, 4 tables, submitted to ApJ

Gamma-ray bursts are powerful probes of the early universe, but locating and identifying very distant GRBs remains challenging. We report here the discovery of the K-band afterglow of Swift GRB 060923A, imaged within the first hour post-burst, and the faintest so far found. It was not detected in any bluer bands to deep limits, making it a candidate very high redshift burst (z>11). However, our later-time optical imaging and spectroscopy reveal a faint galaxy coincident with the GRB position which, if it is the host, implies a more moderate redshift (most likely z<2.8) and therefore that dust is the likely cause of the very red afterglow colour. Previously detected in only a few gamma-ray bursts (GRBs), X-ray flares are now observed in ~50% of Swift GRBs, though their origins remain unclear. Most flares are seen early on in the afterglow decay, while some bursts exhibit flares at late times of 10^4 to 10^5 seconds, which may have implications for flare models.We investigate whether a sample of late time (> 10^4s) flares are different from previous samples of early time flares, or whether they are merely examples on the tail of the early flare distribution. We examine the X-ray light curves of Swift bursts for late flares and compare the flare and underlying temporal power-law properties with those of early flares, and the values of these properties predicted by the blast wave model. The burst sample shows late flare properties consistent with those of early flares, where the majority of the flares can be explained by either internal or external shock, though in a few cases one origin is favoured over the other. The underlying power laws are mainly consistent with the normal decay phases of the afterglow. If confirmed by the ever growing sample of late time flares, this would imply that, in some cases, prolonged activity out to a day or a restarting of the central engine is required., Comment: 6 pages, 9 figures. Massive stars end their short lives in spectacular explosions, supernovae, that synthesize new elements and drive galaxy evolution. Throughout history supernovae were discovered chiefly through their delayed optical light, preventing observations in the first moments (hours to days) following the explosion. As a result, the progenitors of some supernovae and the events leading up to their violent demise remain intensely debated. Here we report the serendipitous discovery of a supernova at the time of explosion, marked by an extremely luminous X-ray outburst. We attribute the outburst to the break-out of the supernova shock-wave from the progenitor, and show that the inferred rate of such events agrees with that of all core-collapse supernovae. We forecast that future wide-field X-ray surveys will catch hundreds of supernovae each year in the act of explosion, and thereby enable crucial neutrino and gravitational wave detections that may ultimately unravel the explosion mechanism., Comment: Article to appear in the May 22 issue of Nature. Prior to the launch of the Swift mission several X-ray line detections were reported in Gamma Ray Burst afterglow spectra. To date, these pre-Swift era results have not been conclusively confirmed. The most contentious issue in this area is the choice of statistical method used to evaluate the significance of these features. In this paper we compare three different methods already extant in the literature for assessing the significance of possible line features and discuss their relative advantages and disadvantages. The methods are demonstrated by application to observations of 40 bursts from the archive of Swift XRT at early times (< few ks post trigger in the rest frame of the burst). Based on this thorough analysis we found no strong evidence for emission lines. For each of the three methods we have determined detection limits for emission line strengths in bursts with spectral parameters typical of the Swift-era sample. GRB 070724B is the first Gamma Ray Burst localized by SuperAGILE, the hard X-ray monitor aboard the AGILE satellite. The coordinates of the event were published $\sim 19$ hours after the trigger. The Swift X-Ray Telescope pointed at the SuperAGILE location and detected the X-ray afterglow inside the SuperAGILE error circle. The AGILE gamma-ray Tracker and Minicalorimeter did not detect any significant gamma ray emission associated with GRB 070724B in the MeV and GeV range, neither prompt nor delayed. Searches of the optical afterglow were performed by the Swift UVOT and the Palomar automated 60-inch telescopes without any significant detection. Similarly the Very Large Array did not detect a radio afterglow. The origins of Gamma-ray Burst prompt emission are currently not well understood and in this context long, well-observed events are particularly important to study. We present the case of GRB 070616, analysing the exceptionally long-duration multipeaked prompt emission, and later afterglow, captured by all the instruments on-board Swift and by Suzaku WAM. The high energy light curve remained generally flat for several hundred seconds before going into a steep decline. Spectral evolution from hard to soft is clearly taking place throughout the prompt emission, beginning at 285 s after the trigger and extending to 1200 s. We track the movement of the spectral peak energy, whilst observing a softening of the low energy spectral slope. The steep decline in flux may be caused by a combination of this strong spectral evolution and the curvature effect. We investigate origins for the spectral evolution, ruling out a superposition of two power laws and considering instead an additional component dominant during the late prompt emission. We also discuss origins for the early optical emission and the physics of the afterglow. We consider the spatial offsets of short hard gamma-ray bursts (SHBs) from their host galaxies. We show that all SHBs with extended duration soft emission components lie very close to their hosts. We suggest that NS-BH binary mergers offer a natural explanation for the properties of this extended duration/low offset group. SHBs with large offsets have no observed extended emission components and are less likely to have an optically detected afterglow, properties consistent with NS-NS binary mergers occurring in low density environments., Comment: 5 pages, 2 figures, accepted for publication in MNRAS

The energetics and emission mechanism of GRBs are not well understood. Here we demonstrate that the instantaneous peak flux or equivalent isotropic peak luminosity, L_iso ergs s^-1, rather than the integrated fluence or equivalent isotropic energy, E_iso ergs, underpins the known high-energy correlations. Using new spectral/temporal parameters calculated for 101 bursts with redshifts from BATSE, BeppoSAX, HETE-II and Swift we describe a parameter space which characterises the apparently diverse properties of the prompt emission. We show that a source frame characteristic-photon-energy/peak luminosity ratio, K_z, can be constructed which is constant within a factor of 2 for all bursts whatever their duration, spectrum, luminosity and the instrumentation used to detect them. The new parameterization embodies the Amati relation but indicates that some correlation between E_peak and E_iso follows as a direct mathematical inference from the Band function and that a simple transformation of E_iso to L_iso yields a universal high energy correlation for GRBs. The existence of K_z indicates that the mechanism responsible for the prompt emission from all GRBs is probably predominantly thermal., Comment: Submitted to ApJ

GRB051022 was undetected to deep limits in early optical observations, but precise astrometry from radio and X-ray showed that it most likely originated in a galaxy at z~0.8. We report radio, optical, near infra-red and X-ray observations of GRB051022. Using the available X-ray and radio data, we model the afterglow and calculate the energetics of the afterglow, finding it to be an order of magnitude lower than that of the prompt emission. The broad-band modeling also allows us to precisely define various other physical parameters and the minimum required amount of extinction, to explain the absence of an optical afterglow. Our observations suggest a high extinction, at least 2.3 magnitudes in the infrared (J) and at least 5.4 magnitudes in the optical (U) in the host-galaxy restframe. Such high extinctions are unusual for GRBs, and likely indicate a geometry where our line of sight to the burst passes through a dusty region in the host that is not directly co-located with the burst itself., Comment: 18 pages, 1 figure. We report on follow-up observations of the GRB 060927 using the ROTSE-IIIa telescope and a suite of larger aperture ground-based telescopes. An optical afterglow was detected 20 s after the burst, the earliest rest-frame detection of optical emission from any GRB. Spectroscopy performed with the VLT about 13 hours after the trigger shows a continuum break at lambda ~ 8070 A produced by neutral hydrogen absorption at z~5.6. We also detect an absorption line at 8158 A which we interpret as SiII at z=5.467. Hence, GRB 060927 is the second most distant GRB with a spectroscopically measured redshift. The shape of the red wing of the spectral break can be fitted by a damped Lyalpha profile with a column density with log(N_HI/cm^-2) ~ 22.5. We discuss the implications of this work for the use of GRBs as probes of the end of the dark ages and draw three main conclusions: i) GRB afterglows originating from z>6 should be relatively easy to detect from the ground, but rapid NIR monitoring is necessary to ensure that they are found; ii) The presence of large HI column densities in some GRBs host galaxies at z>5 makes the use of GRBs to probe the reionization epoch via spectroscopy of the red damping wing challenging; iii) GRBs appear crucial to locate typical star-forming galaxies at z>5 and therefore the type of galaxies responsible for the reionization of the universe., Comment: 15 pages, 6 figures, 2 tables, accepted for publication in ApJ, uses emulateapj

We present the optical identification and spectroscopy of the host galaxy of GRB 050826 at a redshift z = 0.296 +/- 0.001. Image subtraction among observations obtained on three consecutive nights, reveals a fading object 5 hours after the burst, confirming its identification as the optical afterglow of this event. Deep imaging shows that the optical afterglow is offset by 0.4 arcseconds (~1.76 kpc) from the center of its irregular host galaxy, which is typical for long-duration gamma-ray bursts. Combining these results with X-ray measurements acquired by the Swift XRT instrument, we find that GRB 050826 falls entirely within the subluminous, subenergetic group of long gamma-ray bursts at low redshift (z < 0.3). The results are discussed in the context of models that possibly account for this trend, including the nature of the central engine, the evolution of progenitor properties as a function of redshift, and incompleteness in current gamma-ray burst samples., Comment: Accepted for publication in ApJ

We investigate the origin of the GRB 060912A, which has observational properties that make its classification as either a long or short burst ambiguous. Short duration GRBs (SGRBs) are thought to have typically lower energies than long duration bursts, can be found in galaxies with populations of all ages and are likely to originate from different progenitors to the long duration bursts. However, it has become clear that duration alone is insufficient to make a distinction between the two populations in many cases, leading to a desire to find additional discriminators of burst type. GRB 060912A had a duration of 6 s and occurred only ~10 arcsec from a bright, low redshift ($z=0.0936$) elliptical galaxy, suggesting that this may have been the host, which would favour it being a short-burst. However, our deep optical imaging and spectroscopy of the location of GRB 060912A using the VLT shows that GRB 060912A more likely originates in a distant star forming galaxy at z=0.937, and is most likely a long burst. This demonstrates the risk in identifying bright, nearby galaxies as the hosts of given GRBs without further supporting evidence. Further, it implies that, in the absence of secure identifications, "host" type, or more broadly discriminators which rely on galaxy redshifts, may not be good indicators of the true nature of any given GRB., Comment: 9 pages, 5 figures, accepted for publication in MNRAS

Swift triggered on a precursor to the main burst of GRB 061121 (z=1.314), allowing observations to be made from the optical to gamma-ray bands. Many other telescopes, including Konus-Wind, XMM-Newton, ROTSE and the Faulkes Telescope North, also observed the burst. The gamma-ray, X-ray and UV/optical emission all showed a peak ~75s after the trigger, although the optical and X-ray afterglow components also appear early on - before, or during, the main peak. Spectral evolution was seen throughout the burst, with the prompt emission showing a clear positive correlation between brightness and hardness. The Spectral Energy Distribution (SED) of the prompt emission, stretching from 1eV up to 1MeV, is very flat, with a peak in the flux density at ~1keV. The optical-to-X-ray spectra at this time are better fitted by a broken, rather than single, power-law, similar to previous results for X-ray flares. The SED shows spectral hardening as the afterglow evolves with time. This behaviour might be a symptom of self-Comptonisation, although circumstellar densities similar to those found in the cores of molecular clouds would be required. The afterglow also decays too slowly to be accounted for by the standard models. Although the precursor and main emission show different spectral lags, both are consistent with the lag-luminosity correlation for long bursts. GRB 061121 is the instantaneously brightest long burst yet detected by Swift. Using a combination of Swift and Konus-Wind data, we estimate an isotropic energy of 2.8x10^53 erg over 1keV - 10MeV in the GRB rest frame. Context. Swift data are revolutionising our understanding of Gamma Ray Bursts. Since bursts fade rapidly, it is desirable to create and disseminate accurate light curves rapidly. Aims. To provide the community with an online repository of X-ray light curves obtained with Swift. The light curves should be of the quality expected of published data, but automatically created and updated so as to be self-consistent and rapidly available. Methods. We have produced a suite of programs which automatically generates Swift/XRT light curves of GRBs. Effects of the damage to the CCD, automatic readout-mode switching and pile-up are appropriately handled, and the data are binned with variable bin durations, as necessary for a fading source. Results. The light curve repository website (http://www.swift.ac.uk/xrt_curves) contains light curves, hardness ratios and deep images for every GRB which Swift's XRT has observed. We present the first systematic investigation of the morphological and timing properties of flares in GRBs observed by Swift/XRT. We consider a large sample drawn from all GRBs detected by Swift, INTEGRAL and HETE-2 prior to 2006 Jan 31, which had an XRT follow-up and which showed significant flaring. Our sample of 33 GRBs includes long and short, at low and high redshift, and a total of 69 flares. The strongest flares occur in the early phases, with a clear anti-correlation between the flare peak intensity and the flare time of occurrence. Fitting each X-ray flare with a Gaussian model, we find that the mean ratio of the width and peak time is = 0.13+/-0.10, albeit with a large scatter. Late flares at times > 2000 seconds have long durations, Delta t>300 s, and can be very energetic compared to the underlying continuum. We further investigated if there is a clear link between the number of pulses detected in the prompt phase by BAT and the number of X-ray flares detected by XRT, finding no correlation. However, we find that the distribution of intensity ratios between successive BAT prompt pulses and that between successive XRT flares is the same, an indication of a common origin for gamma-ray pulses and X-ray flares. All evidence indicates that flares are indeed related to the workings of the central engine and, within the standard fireball scenario, originate from internal shocks rather than external shocks. While all flares can be explained by long-lasting engine activity, 29/69 flares may also be explained by refreshed shocks. We report on the temporal and spectral characteristics of the early X-ray emission from the GRB 050822 as observed by Swift. This burst is likely to be an XRF showing major X-ray flares in its XRT light-curve. The quality of the data allows a detailed spectral analysis of the early afterglow in the X-ray band. During the X-ray flares, a positive correlation between the count rate and the spectral hardness (i.e. the higher the count rate, the harder the spectrum) is clearly seen for the X-ray flares. This behaviour, similar to that seen for Gamma-ray pulses, indicates that the energy peak of the spectrum is in the XRT energy band and it moves towards lower energies with time. We show evidence for the possible detection of the emergence of the forward-shock emission, produced at a radius larger than 4x10^16 cm in the case of a CBM afterglow model (a formation region clearly different from that producing the prompt emission). Finally, we show that the null detection of a jet break up to T_0 + 4x10^6 s in the X-ray light curve of this XRF can be understood: i) if the jet seen on-axis is uniform with a large opening angle theta > 20 degrees); or ii) if the jet is a structured Gaussian-like jet with the line-of-sight outside the bright Gaussian core., Comment: Now accepted for publication in A&A

We present an analysis of early BAT and XRT data for 107 gamma--ray bursts (GRBs) observed by the Swift satellite. We use these data to examine the behaviour of the X-ray light curve and propose a classification scheme for GRBs based on this behaviour. As found for previous smaller samples, the earliest X-ray light curve can be well described by an exponential which relaxes into a power law, often with flares superimposed. The later emission is well fit using a similar functional form and we find that these two functions provide a good description of the entire X-ray light curve. For the prompt emission, the transition time between the exponential and the power law gives a well-defined timescale, T_p, for the burst duration. We use T_p, the spectral index of the prompt emission, beta_p, and the prompt power law decay index, alpha_p to define four classes of burst: short, slow, fast and soft. Bursts with slowly declining emission have spectral and temporal properties similar to the short bursts despite having longer durations. Some of these GRBs may therefore arise from similar progenitors including several types of binary system. Short bursts tend to decline more gradually than longer duration bursts and hence emit a significant fraction of their total energy at times greater than T_p. We present our analysis of the multiwavelength photometric & spectroscopic observations of GRB 060210 and discuss the results in the overall context of current GRB models. All available optical data underwent a simultaneous temporal fit, while X-ray and gamma-ray observations were analysed temporally & spectrally. The results were compared to each other and to possible GRB models. The X-ray afterglow is best described by a smoothly broken power-law with a break at 7.4 hours. The late optical afterglow has a well constrained single power-law index which has a value between the two X-ray indices, though it does agree with a single power-law fit to the X-ray. An evolution of the hardness of the high-energy emission is demonstrated and we imply a minimum host extinction from a comparison of the extrapolated X-ray flux to that measured in the optical. We find that the flaring gamma-ray and X-ray emission is likely due to internal shocks while the flat optical light curve at that time is due to the external shock. The late afterglow is best explained by a cooling break between the optical and X-rays and continued central engine activity up to the time of the break. We report on the temporal and spectral characteristics of the early X-ray emission from the Gamma Ray Burst 051117A as observed by Swift. The superb quality of the early X-ray light-curve and spectra of this source, one of the brightest seen by the X-ray Telescope at such early times, allows an unprecedented look at the spectral and temporal evolution of the prompt and early afterglow emission for this GRB and allows us to place stringent limits on the detection of lines. The X-ray light-curve at early times is characteristic of a shot-noise process, with individual shots well-modelled by a fast-rise and exponential decay spanning a broad range in rise-times and decay rates. A temporal spectral analysis of the early light-curve shows that the photon index and source intensity are highly correlated with the spectrum being significantly harder when brighter, consistent with the movement of the peak of the Band function to lower energies following individual flares. The high quality spectrum obtained from the first orbit of WT mode data, enables us to place a 3 sigma upper limit on the strength of any emission line features of EW < 15 eV, assuming a narrow emission-line of 100 eV at the peak of the effective area (abridged)., Comment: Accepted 15/3/2007 - To appear in A&A

We present observations of GRB 060124, the first event for which both the prompt and the afterglow emission could be observed simultaneously and in their entirety by the three Swift instruments and by Konus-Wind. Thanks to these exceptional circumstances, the temporal and spectral properties of the prompt emission could be studied in the optical, X-ray and gamma-ray ranges (up to 2 MeV). While the X-ray emission (0.2-10 keV) clearly tracks the gamma-ray burst, the optical component follows a different pattern, likely indicating a different origin, possibly the onset of external shocks. The prompt GRB spectrum shows significant spectral evolution, with both the peak energy and the spectral index varying. As observed in several long GRBs, significant lags are measured between the hard- and low-energy components, showing that this behaviour extends over 3 decades in energy. The GRB peaks are also much broader at soft energies. This is related to the temporal evolution of the spectrum, and can be accounted for by the softening of the electron spectral index with time. The burst energy (E_iso~5x10^{53} erg at z=2.297) and average peak energy (E_p~300 keV) make GRB 060124 consistent with the Amati relation. We show that all X-ray decay curves of GRBs measured by Swift can be fitted using one or two components both of which have exactly the same functional form comprised of an early falling exponential phase followed by a power law decay. The 1st component contains the prompt gamma-ray emission and the initial X-ray decay. The 2nd component appears later, has a much longer duration and is present for ~80% of GRBs. It most likely arises from the external shock which eventually develops into the X-ray afterglow. In the remaining ~20% of GRBs the initial X-ray decay of the 1st component fades more slowly than the 2nd and dominates at late times to form an afterglow but it is not clear what the origin of this emission is. The temporal decay parameters and gamma/X-ray spectral indices derived for 107 GRBs are compared to the expectations of the standard fireball model including a search for possible "jet breaks". For ~50% of GRBs the observed afterglow is in accord with the model but for the rest the temporal and spectral indices do not conform to the expected closure relations and are suggestive of continued, late, energy injection. We identify a few possible jet breaks but there are many examples where such breaks are predicted but are absent. The time, T_a, at which the exponential phase of the 2nd component changes to a final powerlaw decay afterglow is correlated with the peak of the gamma-ray spectrum, E_peak. This is analogous to the Ghirlanda relation, indicating that this time is in some way related to optically observed break times measured for pre-Swift bursts., Comment: submitted to ApJ

We report a multi-wavelength analysis of the prompt emission and early afterglow of GRB051111 and discuss its properties in the context of current fireball models. The detection of GRB051111 by the Burst Alert Telescope on-board Swift triggered early BVRi' observations with the 2-m robotic Faulkes Telescope North in Hawaii, as well as X-ray observations with the Swift X-Ray Telescope. The prompt gamma-ray emission shows a classical FRED profile. The optical afterglow light curves are fitted with a broken power law, with alpha_1=0.35 to alpha_2=1.35 and a break time around 12 minutes after the GRB. Although contemporaneous X-ray observations were not taken, a power law connection between the gamma-ray tail of the FRED temporal profile and the late XRT flux decay is feasible. Alternatively, if the X-ray afterglow tracks the optical decay, this would represent one of the first GRBs for which the canonical steep-shallow-normal decay typical of early X-ray afterglows has been monitored optically. We present a detailed analysis of the intrinsic extinction, elemental abundances and spectral energy distribution. From the absorption measured in the low X-ray band we find possible evidence for an overabundance of some alpha elements such as oxygen, [O/Zn]=0.7+/-0.3, or, alternatively, for a significant presence of molecular gas. The IR-to-X-ray Spectral Energy Distribution measured at 80 minutes after the burst is consistent with the cooling break lying between the optical and X-ray bands. Extensive modelling of the intrinsic extinction suggests dust with big grains or grey extinction profiles. The early optical break is due either to an energy injection episode or, less probably, to a stratified wind environment for the circumburst medium., Comment: accepted to A&A on Nov. 10 (14 pages, 8 figures)

We report on a comprehensive set of observations of Gamma Ray Burst 050716, detected by the Swift satellite and subsequently followed-up rapidly in X-ray, optical and near infra-red wavebands. The prompt emission is typical of long-duration bursts, with two peaks in a time interval of T90 = 68 seconds (15 - 350 keV). The prompt emission continues at lower flux levels in the X-ray band, where several smaller flares can be seen, on top of a decaying light curve that exhibits an apparent break around 220 seconds post trigger. This temporal break is roughly coincident with a spectral break. The latter can be related to the extrapolated evolution of the break energy in the prompt gamma-ray emission, and is possibly the manifestation of the peak flux break frequency of the internal shock passing through the observing band. A possible 3 sigma change in the X-ray absorption column is also seen during this time. The late-time afterglow behaviour is relatively standard, with an electron distribution power-law index of p = 2 there is no noticable temporal break out to at least 10 days. The broad-band optical/nIR to X-ray spectrum indicates a redshift of z ~> 2 for this burst, with a host-galaxy extinction value of E(B-V) ~ 0.7 that prefers an SMC-like extinction curve., Comment: Accepted to MNRAS. 8 pages, 5 figures

We analyze Swift gamma-ray bursts (GRBs) and X-ray afterglows for three GRBs with spectroscopic redshift determinations -- GRB 050401, XRF 050416a, and GRB 050525a. We find that the relation between spectral peak energy and isotropic energy of prompt emissions (the Amati relation) is consistent with that for the bursts observed in pre-Swift era. However, we find that the X-ray afterglow lightcurves, which extend up to 10-70 days, show no sign of the jet break that is expected in the standard framework of collimated outflows. We do so by showing that none of the X-ray afterglow lightcurves in our sample satisfies the relation between the spectral and temporal indices that is predicted for the phase after jet break. The jet break time can be predicted by inverting the tight empirical relation between the peak energy of the spectrum and the collimation-corrected energy of the prompt emission (the Ghirlanda relation). We find that there are no temporal breaks within the predicted time intervals in X-ray band. This requires either that the Ghirlanda relation has a larger scatter than previously thought, that the temporal break in X-rays is masked by some additional source of X-ray emission, or that it does not happen because of some unknown reason., Comment: 24 pages, 6 figures, accepted for publication in ApJ; minor revision

We present observations of the X-ray afterglow of GRB 050408, a gamma-ray burst discovered by HETE-II. Swift began observing the field 42 min after the burst, performing follow-up over a period of 38 d (thus spanning three decades in time).The X-ray light curve showed a steepening with time, similar to many other afterglows. However, the steepening was unusually smooth, over the duration of the XRT observation, with no clear break time. The early decay was too flat to be described in terms of standard models. We therefore explore alternative explanations, such as the presence of a structured afterglow or of long-lasting energy injection into the fireball from the central GRB engine. The lack of a sharp break puts constraints on these two models. In the former case, it may indicate that the angular energy profile of the jet was not a simple power law, while in the second model it implies that injection did not stop abruptly. The late decay may be due either to a standard afterglow (that is, with no energy injection), or to a jetted outflow still being refreshed. A significant amount of absorption was present in the X-ray spectrum, corresponding to a rest-frame Hydrogen column density NH = 1.2 (-0.3,+0.4)*10^22 cm^-2, indicative of a dense environment., Comment: Accepted for publication in A&A; 7 pages, 3 figures

We present a multiwavelength analysis of Swift GRB 061007. The 2-m robotic Faulkes Telescope South (FTS) began observing 137 s after the onset of the gamma-ray emission, when the optical counterpart was already decaying from R 10.3 mag, and continued observing for the next 5.5 hours. These observations begin during the final gamma-ray flare and continue through and beyond a long, soft tail of gamma-ray emission whose flux shows an underlying simple power-law decay identical to that seen at optical and X-ray wavelengths, with temporal slope alpha 1.7 This remarkably simple decay in all of these bands is rare for Swift bursts, which often show much more complex light curves. We suggest the afterglow emission begins as early as 30-100 s and is contemporaneous with the on-going variable prompt emission from the central engine, but originates from a physically distinct region dominated by the forward shock. The afterglow continues unabated until at least 10^5 s showing no evidence of a break. The observed multiwavelength evolution of GRB 061007 is explained by an expanding fireball whose optical, X-ray and late-time gamma-ray emission is dominated by emission from a forward shock with typical synchrotron frequency, nu_m, that is already below the optical band as early as t=137 s and a cooling frequency, nu_c, above the X-ray band to at least t=10^5 s. In contrast, the typical frequency of the reverse shock lies in the radio band at early time. We suggest that the unexpected lack of bright optical flashes from the majority of Swift GRBs may be explained with a low nu_m originating from small microphysics parameters, epsilon_e and epsilon_B. Gamma ray bursts (GRBs) are known to come in two duration classes, separated at ~2 s. Long bursts originate from star forming regions in galaxies, have accompanying supernovae (SNe) when near enough to observe and are likely caused by massive-star collapsars. Recent observations show that short bursts originate in regions within their host galaxies with lower star formation rates consistent with binary neutron star (NS) or NS - black hole (BH) mergers. Moreover, although their hosts are predominantly nearby galaxies, no SNe have been so far associated with short GRBs. We report here on the bright, nearby GRB 060614 that does not fit in either class. Its ~102 s duration groups it with long GRBs, while its temporal lag and peak luminosity fall entirely within the short GRB subclass. Moreover, very deep optical observations exclude an accompanying supernova, similar to short GRBs. This combination of a long duration event without accompanying SN poses a challenge to both a collapsar and merging NS interpretation and opens the door on a new GRB classification scheme that straddles both long and short bursts., Comment: 13 pages, 2 figures, accepted in Nature

We systematically analyze the prompt emission and the early afterglow data of a sample of 31 GRBs detected by {\em Swift} before September 2005, and estimate the GRB radiative efficiency. BAT's narrow band inhibits a precise determination of the GRB spectral parameters, and we have developed a method to estimate these parameters with the hardness ratio information. The shallow decay component commonly existing in early X-ray afterglows, if interpreted as continuous energy injection in the external shock, suggests that the GRB efficiency previously derived from the late-time X-ray data were not reliable. We calculate two radiative efficiencies using the afterglow kinetic energy E_K derived at the putative deceleration time t_{dec}) and at the break time (t_b) when the energy injection phase ends, respectively. At t_b XRFs appear to be less efficient than normal GRBs. However, when we analyze the data at t_{dec} XRFs are found to be as efficient as GRBs. Short GRBs have similar radiative efficiencies to long GRBs despite of their different progenitors. Twenty-two bursts in the sample are identified to have the afterglow cooling frequency below the X-ray band. Assuming \epsilon_e = 0.1, we find \eta_\gamma(t_b) usually <10% and \eta_\gamma (t_{dec}) varying from a few percents to > 90%. Nine GRBs in the sample have the afterglow cooling frequency above the X-ray band for a very long time. We report the first detection of an optical afterglow of a GRB (060108) that would have been classified as 'dark' in the absence of deep, rapid ground-based optical imaging with the 2-m robotic Faulkes Telesscope (FTN). Our multiwavelength analysis reveals an X-ray light curve typical of many Swift long GRBs (3-segments plus flare). Its optical afterglow, however, was already fainter than the detection limit of the UVOT within 100s of the burst. Optical imaging in BVRi' filters with the FTN began 2.75 minutes after the burst and resulted in the detection of the optical afterglow at 5.3 minutes, with a UKIRT K-band identification at ~45 mins. R and i'-band light curves are consistent with a single power law decay in flux, F(t) prop t^-a where a=0.43+/-0.08, or a 2-segment light curve with a steep decay a_1 <0.88, flattening to a_2 ~ 0.31, with evidence for rebrightening at i' band. Deep VLT R-band imaging at ~12 days reveals a faint, extended object (R ~23.5 mag) at the location of the afterglow. Although the brightness is compatible with the extrapolation of the a_2 slow decay, significant flux is likely due to a host galaxy. This implies that the optical light curve had a break before 12 days, akin to what observed in the X-rays. We derive a maximum photometric redshift z<3.2 for GRB 060108 and a best-fitting optical-to-X-ray SED at 1000 s after the burst consistent with a power law with index beta_OX = 0.54 and a small amount of extinction. The unambiguous detection at B-band and the derived photometric redshift rule out a high redshift as the reason for the optical faintness of GRB 060108. Instead, the hard opt/X-ray spectral index confirms it as one of the optically-darkest bursts detected and with modest host extinction explains the UVOT non-detection (abridged)., Comment: 12 pages, 8 figures, accepted for publication in MNRAS; replaces incorrect paper version previously posted

We present the discovery of XRF 050215B and its afterglow. The burst was detected by the Swift BAT during the check-out phase and observations with the X-ray telescope began approximately 30 minutes after the burst. These observations found a faint, slowly fading X-ray afterglow near the centre of the error box as reported by the BAT. Infrared data, obtained at UKIRT after 10 hours also revealed a very faint K-band afterglow. The afterglow appear unusual since it is very faint, especially in the infrared with K>20 only 9 hours post burst. The X-ray and infrared lightcurves exhibit a slow, monotonic decay with alpha=0.8 and no evidence for steepening associated with the jet break to 10 days post burst. The study of the early high-energy emission from both long and short Gamma-ray bursts has been revolutionized by the Swift mission. The rapid response of Swift shows that the non-thermal X-ray emission transitions smoothly from the prompt phase into a decaying phase whatever the details of the light curve. The decay is often categorized by a steep-to-shallow transition suggesting that the prompt emission and the afterglow are two distinct emission components. In those GRBs with an initially steeply-decaying X-ray light curve we are probably seeing off-axis emission due to termination of intense central engine activity. This phase is usually followed, within the first hour, by a shallow decay, giving the appearance of a late emission hump. The late emission hump can last for up to a day, and hence, although faint, is energetically very significant. The energy emitted during the late emission hump is very likely due to the forward shock being constantly refreshed by either late central engine activity or less relativistic material emitted during the prompt phase. In other GRBs the early X-ray emission decays gradually following the prompt emission with no evidence for early temporal breaks, and in these bursts the emission may be dominated by classical afterglow emission from the external shock as the relativistic jet is slowed by interaction with the surrounding circum-burst medium. At least half of the GRBs observed by Swift also show erratic X-ray flaring behaviour, usually within the first few hours. The properties of the X-ray flares suggest that they are due to central engine activity. PSR B1931+24 (J1933+2421) behaves as an ordinary isolated radio pulsar during active phases that are 5-10 days long. However, the radio emission switches off in less than 10 seconds and remains undetectable for the next 25-35 days, then it switches on again. This pattern repeats quasi-periodically. The origin of this behaviour is unclear. Even more remarkably, the pulsar rotation slows down 50% faster when it is on than when it is off. This indicates a massive increase in magnetospheric currents when the pulsar switches on, proving that pulsar wind plays a substantial role in pulsar spin-down. This allows us, for the first time, to estimate the currents in a pulsar magnetospheric during the occurrence of radio emission., Comment: 12 pages, 2 figures

We report on Swift observations of the Narrow-Line Seyfert 1 galaxy (NLS1) RX J0148.3--2758. It was observed for 41.6 ks in 2005 May and for 15.8 ks in 2005 December. On short as well as on long timescales RX J0148.3--2758 is a highly variable source. It doubles its X-ray flux within 18-25 ks. The observation of 2005 December 09, which had a flux 4 times lower than during the 2005 May observations, shows a significant hardening of the X-ray hardness ratio compared with the 2005-May and 2005-December 20/21 observations. A detailed analysis of the X-ray spectra shows that we actually observe two spectral changes in RX J0148.3-2758: First a decrease of the soft X-ray component between 2005 May and December 09, which is most likely due to an increase of the intrinsic absorber column, and second a decrease of the hard X-ray flux in the December 20/21 observations. The soft X-ray spectral slope $\alpha_{\rm X, soft}$=2.58$^{+0.15}_{-0.12}$ during the high state in 2005 May agrees well with that measured by ROSAT (\axs=2.54\plm0.82). In contrast to the strong X-ray variability, the analysis of the Swift UVOT photometry from December 2005 of RX J0148.3--2758 shows no significant variability in any of the 6 UVOT filters. From the simultaneous X-ray and UV observations in 2005 December we measured the X-ray loudness alpha-ox varies between alpha-ox=1.5 and 1.8. Our Swift observations of RX J0148.3-2758 demonstrate the great potential the multi-wavelength observatory Swift has for AGN science. Aims. The aim of this work is to identify and study spectral features in the quasar 3C 273 usually blended by its strong jet emission. Method. A historic minimum in the sub-millimetre emission of 3C 273 triggered coordinated multi-wavelength observations in June 2004. X-ray observations from the INTEGRAL, XMM-Newton and RXTE satellites are complemented by ground-based optical, infrared, millimetre and radio observations. The overall spectrum is used to model the infrared and X-ray spectral components. Results. Three thermal dust emission components are identified in the infrared. The dust emission on scales from 1 pc to several kpc is comparable to that of other quasars, as expected by AGN unification schemes. The observed weakness of the X-ray emission supports the hypothesis of a synchrotron self-Compton origin for the jet component. There is a clear soft-excess and we find evidence for a very broad iron line which could be emitted in a disk around a Kerr black hole. Short duration (<2 s) Gamma-ray bursts (GRBs) have been a mystery since their discovery. Until May 2005 very little was known about short GRBs, but this situation has changed rapidly in the last few months since the Swift and HETE-2 satellites have made it possible to discover X-ray and optical counterparts to these sources. Positional associations indicate that short GRBs arise in close-by galaxies (z<0.7). Here we report on a detailed study of the short GRB 050724 X-ray afterglow. This burst shows strong flaring variability in the X-ray band. It clearly confirms early suggestions of X-ray activity in the 50-100 s time interval following the GRB onset seen with BATSE. Late flare activity is also observed. These observations support the idea that flares are related to the inner engine for short GRBs, as well as long GRBs., Comment: 6 pages, 2 figures. Although the link between long Gamma Ray Bursts (GRBs) and supernovae (SNe) has been established, hitherto there have been no observations of the beginning of a supernova explosion and its intimate link to a GRB. In particular, we do not know however how a GRB jet emerges from the star surface nor how a GRB progenitor explodes. Here we report on observations of the close GRB060218 and its connection to SN2006aj. In addition to the classical non-thermal emission, GRB060218 shows a thermal component in its X-ray spectrum, which cools and shifts into the optical/UV band as time passes. We interpret these features as arising from the break out of a shock driven by a mildly relativistic shell into the dense wind surrounding the progenitor. Our observations allow us for the first time to catch a SN in the act of exploding, to directly observe the shock break-out and to provide strong evidence that the GRB progenitor was a Wolf-Rayet star., Comment: 12 pages, 3 color figures (final version). The short/hard GRB051210 was detected and located by the Swift-BAT instrument and rapidly pointed towards by the narrow field instrumens. The XRT was able to observe a bright X-ray afterglow, one of the few ever observed for this class of bursts. We present the analysis of the prompt and afterglow emission of this event The BAT spectrum is a power-law with photon index 1.1 +/-0.3. The X-ray light curve decays with slope 2.58+/-0.11 and shows a small flare in the early phases. The spectrum can be described with a power law with photon index 1.54+/-0.16 and absorption (7.5 (-3.2, +4.3)*10^20 cm-2 We find that the X-ray emission is consistent with the hypothesis that we are observing the curvature effect of a GRB occurred in a low density medium, with no detectable afterglow. We estimate the density of the circumburst medium to be lower than 4*10^-3 cm^-3. We report the discovery and subsequent multi-wavelength afterglow behaviour of the high redshift (z = 4.27) Gamma Ray Burst GRB 050505. This burst is the third most distant burst, measured by spectroscopic redshift, discovered after GRB 000131 (z = 4.50) and GRB 050904 (z = 6.29). GRB 050505 is a long GRB with a multipeaked gamma-ray light curve, with a duration of T_90 = 63+/-2 s and an inferred isotropic release in gamma-rays of ~4.44 x 10^53 ergs in the 1-10^4 keV rest frame energy range. The Swift X-Ray Telescope followed the afterglow for 14 days, detecting two breaks in the light curve at 7.4(+/-1.5) ks and 58.0 (+9.9/-15.4) ks after the burst trigger. The power law decay slopes before, between and after these breaks were 0.25 (+0.16/-0.17), 1.17 (+0.08/-0.09) and 1.97 (+0.27/-0.28) respectively. The light curve can also be fit with a `smoothly broken' power law model with a break observed at ~ T+18.5 ks, with decay slopes of ~0.4 and ~1.8 before and after the break respectively. The X-ray afterglow shows no spectral variation over the course of the Swift observations, being well fit with a single power law of photon index ~1.90. This behaviour is expected for the cessation of continued energisation of the ISM shock followed by a break caused by a jet, either uniform or structured. Neither break is consistent with a cooling break. The spectral energy distribution indeed shows the cooling frequency to be below the X-ray but above optical frequencies. The optical -- X-ray spectrum also shows that there is significant X-ray absorption in excess of that due to our Galaxy but very little optical/UV extinction, with E(B-V) ~0.10 for a SMC-like extinction curve., Comment: 9 pages, 6 figures. The X-ray light curves of many gamma-ray bursts (GRBs) observed by the Swift X-Ray Telescope (XRT) have a very steep-decay component (tail) following the prompt gamma-rays in the early phase and have some erratic flares occurring at a time from ~10^2 up to ~10^5 seconds. Based on the assumption that these tails and flares are of internal shock origin and that their decline behaviors are dominated by the curvature effect of the fireball, we present a self-consistency test for this scenario with a sample of 36 prompt-emission-tails/flare-tails in 22 GRB XRT light curves. Our results show that the t0 of the prompt emission tails and the tails of well-separated flares are usually at the rising segment of the last pulse of the prompt emission or the corresponding X-ray flare, being self-consistent with the expectation of the internal dissipation models for the prompt emission and X-ray flares. Our results indicate that each X-ray flare forms a distinct new episode of central engine activity and the GRB central engine remains active after the prompt emission is over, sometimes up to ~1 day after the GRB trigger (e.g. GRB 050502B & GRB 050724). This challenges the conventional central engine models and calls for new ideas to re-start the central engine. We further show that the on-set time of the late central engine activity does not depend on the GRB duration. We also identify a minority group of GRBs whose combined BAT-XRT light curves are smoothly connected without an abrupt transition between the prompt emission and the afterglow. Observations of gamma ray bursts (GRBs) with Swift produced the initially surprising result that many bursts have large X-ray flares superimposed on the underlying afterglow. These flares were sometimes intense, rapid, and late relative to the nominal prompt phase. The most intense of these flares was observed by XRT with a flux >500 the afterglow. This burst then surprised observers by flaring again after >10000 s. The intense flare can be most easily understood within the context of the standard fireball model, if the internal engine that powers the prompt GRB emission is still active at late times. Recent observations indicate that X-ray flares are detected in ~1/3 of XRT detected afterglows. We present observations of XRF 050406, the first burst detected by Swift showing a flare in its X-ray light curve. During this flare, which peaks at t_peak ~210s after the BAT trigger, a flux variation of (delta F)/F~6 in a very short time (delta t)/t_peak<<1 was observed. Its measured fluence in the 0.2-10 keV band was ~1.4x10^-8 erg cm^-2, which corresponds to 1-15% of the prompt fluence. We present indications of spectral variations during the flare. We argue that the producing mechanism is late internal shocks, which implies that the central engine is still active at 210s, though with a reduced power with respect to the prompt emission. The X-ray light curve flattens to a very shallow slope with decay index of ~0.5 after ~4400s, which also supports continued central engine activity at late times. This burst is classified as an X-ray flash, with a relatively low fluence (~10^-7 erg cm^-2 in the 15-350 keV band, E_iso~10^51 erg), a soft spectrum (photon index 2.65), no significant flux above ~50 keV and a peak energy E_p<15 keV. XRF 050406 is one of the first examples of a well-studied X-ray light curve of an XRF. We show that the main afterglow characteristics are qualitatively similar to those of normal GRBs. In particular, X-ray flares superimposed on a power-law light curve have now been seen in both XRFs and GRBs. We present observations of the early X-ray emission for a sample of 40 gamma-ray bursts (GRBs) obtained using the Swift satellite for which the narrow-field instruments were pointed at the burst within 10 minutes of the trigger. Using data from the Burst Alert and X-Ray Telescopes, we show that the X-ray light curve can be well described by an exponential that relaxes into a power law, often with flares superimposed. The transition time between the exponential and the power law provides a physically defined timescale for the burst duration. In most bursts the power law breaks to a shallower decay within the first hour, and a late emission "hump" is observed which can last for many hours. In other GRBs the hump is weak or absent. The observed variety in the shape of the early X-ray light curve can be explained as a combination of three components: prompt emission from the central engine; afterglow; and the late hump. In this scenario, afterglow emission begins during or soon after the burst and the observed shape of the X-ray light curve depends on the relative strengths of the emission due to the central engine and that of the afterglow. There is a strong correlation such that those GRBs with stronger afterglow components have brighter early optical emission. The late emission hump can have a total fluence equivalent to that of the prompt phase. GRBs with the strongest late humps have weak or no X-ray flares., Comment: Submitted to ApJ on December 16. Case studies of the shift of social services from federal to state governments have been conducted in 13 states. The focus of this report is on income support and social services in New York in 1996. Basic income support programs, programs designed to lessen the dependence of families on government-funded income support, and the last-resort safety net of programs are described, with a focus on the baseline conditions of cash assistance and social services. Among the programs designed to lessen family dependence on government support are education and training programs. When site visits were conducted for the case study, New York had some 70 employment and training programs administered by 15 government agencies. The New York Department of Labor (DOL) administers the Job Training Partnership Act, which provides services to disadvantaged adults and youth and displaced workers, and state welfare-to-work programs. The DOL also administers the state's employment service and, through its Community Services Division, it administers school-to-work programs, employer services, and other workforce development initiatives. The New York Department of Education also operates some programs in conjunction with welfare-to-work efforts, including vocational programs in community colleges. Other departments administered various employment and training programs targeting specific populations, such as programs for substance abusers. New York is working toward transforming its employment and training system into an integrated statewide Workforce Development System, with a final report on planners' recommendations planned for fall 1997. Efforts in this direction reflect the three themes common to all New York social services: a strong safety net for low-income residents, the important role of local governments, and tensions between New York City and the rest of the state.
