To make advancements in energy transition and creating a future proof built environment, professionals and workers who possess required skills are crucial. This paper proposes a model that can be flexibly adopted to reach an acceleration of upskilling opportunities and outcomes. The paper outlines the Technological Innovation Systems approach for delivering cross-sectoral knowledge and skill development agendas, as well as a method to develop and apply skills mappings and task-based qualifications. The combined approach is a stepping stone to enable digital support for learning on the job, learning transaction based recognition of successfully acquired knowledge and skills, as well as skills passports and micro-credentials. The approach has proven to be useful for sectors where technological innovations heavily influence ways of working, and it enables a common reference methodology in Europe. In order for the approach to be utilised optimally, key requirements should be taken into account, indicating that the taxonomy, toolkits and context of skills should be well aligned. In recent works (Moro 2000; 2009; Chomsky 2013; 2017; Chomsky et al. 2019; Rizzi 2015; 2016) a new type of phrasal structure has been assumed resulting from Merging two XPs where neither XP projects: the unlabelled [XP YP]. This structure stands out as an exception with respect to the typical X0 s and XPs. I will show that by considering some basic properties of Merge in an abstract combinatorial framework the stipulative character of this category is absorbed along with some potential redundancies of UG. &nbsp

In this paper we describe the distribution of propredicative clitics in nominal copular constructions across different Italo-romance varieties. Different lexical items are recruited from the lexicon to cliticize the predicative NP, all of them either lack inflection or show a neuter inflection: the ‘uninflected’ status of propredicatives, in fact, is an available option among the categorical status of different pronouns. The characteristics of propredicatives across Italo-Romance confirms the predictions of the analysis of Moro (1997: 1) copular constructions allow only one agreement projection (agreement with the subject of the copular sentence and not with the predicate), 2) the proforms are generated in N0 rather than a D0. This analysis challenges the ‘definite’ analyses of romance l-clitics (which date back to Postal 1966): such proposals often invoke the parallel between clitics and definite articles as a reason to treat clitics as belonging to the category D. We will also show that apparent counterexamples found in some varieties in which the proforms agree in gender and number with the nominal predicates rely on semantic restrictions and ellipsis. We will finally update the proposal of Moro (1997) in terms of the labelling algorithm (Moro 2009; Chomsky 2013; Rizzi 2016): the N0 cliticization involved in the propredicative items allows a D0 in situ within the small clause which label the small clause, which otherwise will be unlabelled and imply a crash in the derivation., Quaderni di Linguistica e Studi Orientali, Vol. 6 (2020)

We test if firms statistically discriminate workers based on race when employer learning is asymmetric. Using data from the NLSY79, we find evidence of asymmetric employer learning. In addition, employers statistically discriminate against non-college educated black workers at time of hiring. We also find that employers directly observe most of the productivity of college graduates at hiring and learn very little over time about these workers.
